When it comes to the formation of Somali federal states, we all have certain ideal strategy or how the boundaries must look like. While political realities on the ground dictates the main criteria, others are demarcated by outside forces, , interest groups and tribal hegemony. Every tribe is looking to have an unfair advantage. So far no one had their own ways. The hand rigging of the UN, IGAD and others are visible. After seeing latest maneuvers from these groups, how does the future federal state look like?. The Juba project seemed settled. THe long foot community, backed by Kenya, the "****" block and and the international community will be leading the Jubba state and it is coming to fruition. THe HAG and others, including the President tried to derail this project but, failed. The HAG elders made a big noise, the ****, did the same with no avail. The dog barked but, the caravan continued. Then came the Six provinces of South west region led by Madoobe Nuunow of Bay. Despite their best efforts and the support of their communities, they couldn't dismantle the Jubba caravan. Since that community doesn't have foreign backers or friends in high places, the South West region of six failed. The three state federal project gained momentum. Again the HAG political class and elders rejected the idea. They said a rival three state project of Shabeelaha dhexe, Shabeelaha Hoose, and Benadir will be the three state. In order to form that state, they started a campaign of ethnic cleansing in Shabeelaha Hoose, to create political reality and population presence to increase their stake. The brobogandha took in high gear. The President, Prime minister, UN, IGad and others decided that a three state comprising : Bay, Bakool and Shabeelaha Hoose will be the three state. Everyone protested with no avail. it is done deal. When these issues arise, usually I try to reach my confidant who is located in Mogadishu. These days, he is confined in his house for fear of being targeted, yet he did spill few beans on my behalf. He says that, the UN and the international communities have by now decided, the Somali people shouldn't be left alone to decide these sensitive issues. He says when the road map was pushed three years ago, without the input of the international community, Somalis couldn't even agree if a conference was held in Garowe or Mogadishu. If there is no somebody with judges gavel to say no or reach the verdict, the Somali " isqabqabsi" will go on for eternity. Those who are in power including the President must accept these verdicts and implement. So I asked him about the new Central State formed this week. He said " The HAG community have been complaining about Jubba and Shabeelaha hoose, and since Puntland and Jubb will be two "****" block led federal states, that community want two HAG states, one in central Somalia and one "alta Shabeele and Hiiraan",. He said, " the HAg inhabit Mudug, Galgaduud, Hiiraan, Shabeelah dhexe, Benadir and small numbers in Shabeelaha hoose. they claim to be in six provinces", so for them to have two states is expected". My confidant believes that, certain leaders of the Somali government, the international community and large number of Somalis have concluded that the Mudug and Galgaduud boys are menace to future stability of Somalia. It may not be fair to put in the same box with all Mudg people, since some are challenging for power using different methods, while others are waging wars both in Mogadishu, south and central Somalia, but the verdict is they must be stopped and joined together. Most people believe, the idea of Central State of Somalia, reduces the influence of Galgaduud and and Reer Mudug in southern Somalia. When in 1995, Caydiid finally took over Mogadishu and formed his Salbalaadh administration, it was another cousin from Mudug , Cismaan Caato, was the alleged mastermind behind the demise of Caydiid. That war is still being fought in Mudug and Mogadishu. When you see Dahir Calasow, attacking the federal government while claiming to be somebody who cares about Somali sovereignty, do not be fooled by him. He is waging the Mudug war of " Jilib" and against another warlord Cabdi Qaybdiid. As soon as Qoslaaye supported the Galmudug of Qaybdiid, that faction " Calasow', started it's campaign, including fabricating lies and other steps to undermine the Somali state. These idea has a wide support among many players, including some " ****" block members. Two tough groups who have shed blood for power for the last 35 years, will be sharing a central state. Some are probably saying " sharkooda ina dhaafiya oo meel iskugu geeya". As I said long time ago everyone is training their military for Somalia. From Sierra Leone to Djibouti, they all training for Somalia deployment. If the issue is to enhance Somali security and military capabilities, why not take 1200 Somali soldiers to Djibouti and train them for six months, then send back to Somalia. Well, the foreign worker program for Somalia continues. I hope the Ebola infested west Africa stay away for another six moths or a year until these epidemic is eradicated. If it enters Somalia, God help us.

We went inside and sifted through few pants until you find one that fits you. An organized state would have atleast made a uniform for it's cadets. Unqualified people were populating government ministries. The Somali shilling was declining , inflation was rampant. From 1981- 1988, Somalia received $2.billion dollars of debt and aid from the outside world. Most of that money went down the drain. Having said that the biggest difference between today's generation and the one between 1960- 1980, was, the expectation was greeter. While there were poverty and meagre resources, they grew up like first class citizen of a nation rising. They were self confident with their culture and way of life. They didn't fear no one, including their neighbors, in fact Somalis of that era were feared by their neighbors. They were sending officers to Africa to train liberation movements. ElPunto, we all agree that a mutual understanding of the communities is the primary condition for the formation of these states, yet we are witnessing hand rigging and pressure from JUbba to Shabeele and elsewhere. It was just last month that Bay was forced to accept three states. I did write about this months ago that the federal system must follow a flexible guideline that considers geography , trade and the overriding interest of the Somali state. We are not advanced as Missouri and Kansas where Kansas city is stretched across the border between two states. Puntland was formed during the civil war era, when people were seeking a base and place to keep themselves safe and and seek the Somali future state. Now there was uninterrupted peace among these communities for almost two decades. I never heard any attempt from the parties to try to join. Why not try. If people who live in the same city won't share anything, then the so called federalism could be a tribal line project. Throw the useless constitution which says two sate or more, and change to every tribe and community must form it's own state without forcing anyone. Most reasonable nations form an expert commission and slowly study the feasibility of the formations, considering the advantages and disadvantages.

You right their condition is trible. On the other side, the Arab nations would like to use the Palestinians as bargaining chip and to keep them right there in that horrible condition. It is smart idea to give them land to be flexible, but that idea or even a thought of changing the status quo can only be contemplated if there are progressive Arab nations who are reasonable. The only hope is if there is democratically elected leaders who will speak on the behalf of their people could pressure Israel to change the status. Tillamook, The Baraxley guys have the same influence in Gaalkacayo just like C/weli's sub clan. They live in three of the five Mudug districts, they dominate Xaredheee, Hobyo and live a large district in Gaalkacayo. so, Add that to Guriceel and other small villages in Galgaduud. Besides, they are the natural leaders of af that community. If they join Puntland, they won't be junior partners, but full stake holders of Puntland. Who knows , they may even run for the next Puntland election. . The central region , if agreed upon will be led by Galmudug, that is fore sure. Tribal redistricting will not work. Tillamook, Welcome back, Look, before the formation of these new federal states, puntland existed before, so does Galmudug. They were the signatories of the federal constitution. All the federal states are driven by tribal agenda. If the issue is geography, trade and Confederation, then Mudug should join Puntland.It will be ungovernable to have a city " Gaalkacayo", divided by tribal red line. It is absurd to divide along tribal lines for people who lived together for decades. There is no united D block to object this. It looks like " in Garoowe iyo Boosaaso laidinku soo koobayo". Also both Galmudug and Galgaduud are have not provinces with little agriculture or trade. Let Galgaduud, hiiran and shabeelaha dhexe make a federal state , and make Mudug , Nugaal and Bari a Puntland state. That is the logical state in my opinion.

It was Puntland and Faroole who encouraged the Galmudug administration. Doring the constitutional negotiations Galmudug were one of the signatories of the federal charter. Were they thinking Galmudug will rule only be ruling " xaafad ka tirsan Gaalkacyo"?, bo way. The most logical Federal State is the Amalgamation of Galmudug in to Puntland. They could have diluted the Homogeneous Tribal influence of one single clan. Having the Galdogob and and Galmudug in to Puntland state could have allowed people who share geography and culture to work together. After all isn't this what puntland was looking for all these years. The establishment of tribal based federal states. Be Careful or what you wish. If the issue is geography, trade and proximity, Galmudug should have been part of Puntland. Rather than adding puntland the Buuhoodle district which is outskirt of Burco, you should have added those communities who share geography. In this new Central state, Cadaado could be the Capital.
