Speaking at the Innovation Africa Digital (IAD) Summit in Addis Ababa, Oliver Chinganya, Director of the ECA’s African Center for Statistics, said technology and innovation have been the backbone of African economic success over the last two decades but internet and internet-related penetration remained limited. “This relatively low level of the ICT maturity is limiting the government’s plans in many economic sectors, including its ability to deliver on the planned digitalization of the public administration services like censuses, health and education,” said Mr. Chinganya. He said many African countries face a number of challenges regarding national ICT maturity, including limited information technology infrastructure, inconsistent electricity delivery, great disparities in accessing internet and mobile services, lack of appropriate legislation and excessive data costs. “In an era marked by intense competition, globalization, and increased importance of knowledge as an economic driver, it is important for organizations and governments to understand the dynamic and significant role that ICT play in enhancing competitiveness in the context of AfCFTA implementation,” the ECA Director said. “Therefore, there is a need for governments to establish and implement strategies and policies taking into consideration the effects of economic, social and technology factors on ICT maturity as well as relationship between ICT maturity and global competitiveness.” He said the continent is suffering from low mobile broadband connectivity (less than 30% of Africans have access to it, compared with 79% of Americans), and its impact on the development of digital economic and social sectors such as e-commerce, e-health, e-government was constrained by high transaction costs, spatial constraints, limited information exchanges, and lack of access to international markets. “Therefore, there is a need to balance infrastructure policies, making them more efficient and tackling the problems of marginal areas or groups and reaching the bottom millions to ensure inclusive information and knowledge societies,” added Mr. Chinganya, who’s also Acting Director for the Technology, Climate Change and Natural Resource Management Division. In this regard, he said, governments should make broadband not only accessible but also affordable to enable citizens to utilize digital technologies to access public services. It is important for organizations and governments to understand the dynamic and significant role that ICT play in enhancing competitiveness in the context of AfCFTA implementation “To enhance global competitiveness, governments should encourage stronger adoption of the latest technologies, especially broadband technologies as well as to develop digital industrial capabilities including innovative capacity of their companies,” said Mr. Chinganya. He added that key areas of human capacity building challenges need to be addressed for the continent to benefit from digital technologies. “Therefore, there is a need to increase efforts to achieve sustainable development by investing in technology parks and other IT infrastructures, boost knowledge sharing and technology transfer, among others,” he told delegates attending the summit. ECA As a response to challenges and opportunities presented by the information age, at ECA, through rigorous analytical and policy research, we have been scaling up assistance to member States in their efforts to adopt evidence-based ICT, science, technology and innovation policies to transform their economies, Mr. Chinganya said. ECA undertook also a series of policy research on cyber security, open government, broadband, fintech, blockchain technology in Africa, youth and innovation adoption and diffusion, and on new and emerging technologies capable of supporting the development of financial inclusion in the continent. These policy researches helped the organisation to identify the level, quality, and method of ICT deployment in different organizations and countries enabling it to proffer recommendations on the way forward to member States. The ECA has also established a Centre of Excellence for Digital Identity, Trade and Economy to support member countries to fully harness the potential, and to exploit the benefits of digitization for the continent’s development. The Centre of Excellence is uniquely positioned to act as a convener and knowledge resource for countries considering the role of digital in the society. In this regard, the African Union Specialized Technical Committee on Trade and Industry held in January 2019 mandated the ECA, in collaboration with African Union Commission and other partners, to develop a comprehensive African strategy for Digital ID, Digital Trade and Digital Economy to enable member States to fully benefit from the 4th Industrial revolution and facilitate the AfCFTA implementation, and ultimately Africa’s economic and structural transformation. Francisco Madeira, special representative of the chairperson of the African Union Commission for Somalia and head of AMISOM, said AMISOM undertook 47 quick impact projects in 2018 in the Horn of Africa nation. “They included rehabilitating existing community infrastructure such as schools, water points, access roads, and health centers. We also created opportunities for self-employment among youth, women and child-headed households,” Madeira said in Mogadishu after holding talks with speaker of the Somali parliament Mohamed Mursal Abdirahman. International Rescue Committee PRESS RELEASE New International Rescue Committee Report: less than $2 of help for each woman or girl at risk of gender based violence IRC President and CEO David Miliband says humanitarian efforts need a feminist approach NEW YORK, United States of America, June 10, 2019/ — GBV services accounted for just 0.12% of the $41.5 billion allocated for humanitarian funding from 2016-2018; two-thirds of GBV requests went unfunded, even while research shows that requests are far from meeting need; IRC calls for funding levels to be tripled and announces its new feminist approach to deliver humanitarian aid It is estimated that less than $2 in gender-based violence (GBV) services is allocated to each woman or girl at risk of GBV on average in crisis and conflict settings, according to new research by the International Rescue Committee (IRC) and Voice, released today. Where’s the Money? How the Humanitarian System is Failing to Fund an End of Violence Against Women and Girls found that violence against women and girls accounts for just 0.12% of all international humanitarian funding. David Miliband, IRC President and CEO, said of the report’s findings: “Women in crisis will continue to be left behind as long as their most basic safety from sexual violence remains unaddressed. The continued lack of funding for GBV services reflects the deeply entrenched inequalities of power not just in the communities where we serve but in the humanitarian sector as well.” Key findings include: In Nigeria: The UN Humanitarian Response Plan for 2018 requested $40 million for 1.5 million women and girls, but the actual allocation was $3.8 million In the Central African Republic (CAR), where in 2016 almost 28,000 reports of sexual violence were officially recorded, $28.5 million was requested for GBV programming. According to the Financial Tracking Service, which tracks humanitarian funding flows, no funding was recorded at all. The report lays out five key recommendations: tripling funding levels, expanding GBV specialists, promoting partnerships with local women-led civil society organizations, improving the reporting and tracking of investments, and increasing transparency around donor investments. The findings were shared by Miliband during a speech at Georgetown University today, where he argued that the violence and injustice faced by women and girls in humanitarian settings should be tackled at the source by addressing inequalities of power, which he said was the essential lesson of feminist thinking. He said: “The statistics show clearly that women and girls are doubly disadvantaged in humanitarian settings. Our approach should be to try and create a double dividend: tackle the symptoms of disadvantage but also address the power structures that generate them.” “We need to engage more systematically with the questions of power that are raised by feminist thinking. The evidence before our eyes, from our staff and clients in the places where we work, is that we will not be successful in delivering for our female beneficiaries until we address the inequalities of power they face, and to do that we need to address inequalities of power within our own organization. “Put another way, we cannot be a truly successful humanitarian organization, defined by the outcomes achieved by and for our beneficiaries, until we are a feminist organization, with equality between our staff, opportunities and barriers never defined by their gender, and understanding of inequalities of power and what needs to be done to overcome them driving our programs externally.” Miliband also highlighted some of the ongoing efforts by the IRC to adopt a feminist approach, including developing a Gender Equality Scorecard to measure progress towards recruiting and retaining female staff, establishing a culture of respect and support for female staff and beneficiaries, and enacting minimum standards for gender equality in the organization’s program quality assessment.
