  9. Somaliland ministers test positive for COVID-19 Authorities in the breakaway region of Somaliland have announced that two ministers have tested positive for coronavirus. Health ministry in the region announced they had registered 26 new infections in the previous 24 hours bringing the total confirmed cases to 358. The ministry also said 48 patients have so far recovered from the disease and a total of 22 people have succumbed to it since its outbreak in the region. Somaliland minister of investment Mohamed Ahmed (Awad) said he is one of the two ministers who tested positive for the disease. The minister announced his infection in a post published on Twitter on Monday. “I have tested positive for the disease after showing mild symptoms, my condition is stable and I don’t feel any pain,” he said on Twitter. The announcement in the region comes a day after the country’s health minister announced 47 new cases. The latest cases come amid concern about the sharp surge in the number of confirmed cases in Somalia due to limited capacity to contain the spread of the virus because of the fragile healthcare system. The World Health Organization (WHO) has warned that if the virus transmission is not slowed down rapidly, the patient surge and increasing demand for health care will overwhelm the country’s fragile health system. WHO said in its latest report on COVID-19 that Somalia will need to make difficult decisions to balance the overwhelming demands of responding to COVID-19, while maintaining essential health service delivery to prevent health systems from collapse. Somalia has instituted measures to contain the possible spread of COVID-19 including closing schools, banning large gatherings and suspending international and domestic passenger flights.

Somali National Army takes part in the fight against coronavirus Whenever a national disaster occurs, the country’s army plays a huge role in rescue operations and in protecting the Somali people. Now they are conducting an awareness campaign for the most vulnerable – the 2.6m people living in Internally Displaced Persons (IDPs) camps. The army is also distributing facemasks to those who can’t afford them. The campaign began this week in Mogadishu, where hundreds of thousands live in makeshift camps with inadequate supplies of food and water. Cramped conditions and limited hygiene facilities make the camps particularly vulnerable to the rapidly spreading virus. Somalia’s Ministry of Health has confirmed that the virus has infected more than 1,000 people. The total number of infections, however, is likely to be much higher. There are not enough testing kits available for a comprehensive test and trace strategy, so prevention is the key to fighting the disease here. As such, it is critical that everyone – especially those in more crowded areas – gets accurate information on how to avoid getting COVID-19 and how to minimize the chance of passing it on others. Unfortunately, despite the rapid spread of the virus in the capital and other densely populated areas, many people in the community still do not believe they can be infected. This new intervention by the Somali National Army is giving a huge boost to the national effort to make sure the public understands that the virus is real and is vigilant against it.   17. Ethiopia : TPLF Defies Warning by Federal Government The Tigrayan People’s Liberation Front (TPLF) has released a statement following the meeting of its executive committee. The statement is one that, once again, rejects the federal government’s efforts to postpone the upcoming election through constitutional interpretation and defies the warnings by the federal government – particularly the Prime Minister – concerning TPLF’s decision to conduct the election as per the original schedule. The statement accuses Prosperity party of numerous crimes such as compromising the Country’s Sovereignty and National interests, violating the constitutional order (and consequently of dictatorship), waging war on those who are aligned with the constitution (presumably TPLF itself), and sabotaging the internal peace of the region through spreading false information. This is presumably a reference to the protests in the region that were reported by government, private and international media but which TPLF has completely denied. TPLF has, in its statement, put down seven resolution points mainly concerning the campaign against COVID-19, the alleged campaign by Prosperity party against TPLF and the region it governs, the election, and administrative reforms within the region. Concerning the prevention of COVID-19, the executive committee has decided that the campaign must be carried on based on “new changes, the conditions inside the region and scientific information” and “in a way that will minimize the economic damage” that could follow. TPLF has strongly objected to documentaries streamed via government media services on May 28, the day that marked the 29th year TPLF forces entered Addis Ababa after 17 years of struggle against the Derg regime. The documentaries presented cases of human rights violations committed against political prisoners while TPLF formed the heart of the federal government. These documentaries were perceived by many as a response to TPLF’s rhetoric concerning the greatness of the day and 27 years that followed in which TPLF controlled the federal government until its fall and retreat from central politics two years ago. In its statement, TPLF described the viewing of these documentaries as “a call for genocide” and an attempt at “buying power with money.” It has called for these actions to stop and “urged the Prosperity party to come to a logical discussion in which all stakeholders are allowed to participate.” Concerning the election, the executive committee has called for the national election to be held “timely, as per the constitution.” Otherwise, preparations within the region to hold an election will continue even more intensively. It has protested at length against the decision taken by the federal government to postpone the election. It has also blamed the Prime Minister of disregarding “the right of people to self-determination” and of “waging war against the region.” It has called on the people of Tigray, members of TPLF, members of the House of Federation, other regional states, the civic society, “nations, nationalities, and peoples of the Country,” and political parties not to participate in this scheme of the government which violates the constitution.
