Old Observer, Your last post doesn't make sense. Regardless of what Oromo does, the federal government has an obligation to protect Somalis in Oromia. If the Oromo government and forces fail to enforce the law, the obligation falls on the federal government. The federal government does not need to be invited to Oromia in order to save lives. You can blame the Oromo but ultimately, it is the federal's government to ensure the safety of all people. A failure to do is an abdication of responsibility or an intentional act.

It would seem to me the Ethiopian Federal Government and federal forces are either losing control or letting Somalis get killed in order to further inflame this conflict.
