Garowe (PP News Desk) — Qalib Barud, an MP in the Puntland Parliament, has called on the President of Somalia, Hassan Sheikh Mohamud, to make his doctoral dissertation publicly available. President Mohamud authored a dissertation entitled Examining the Challenges of Clan Politics in State-building: A Case Study of Somalia, which he submitted in partial fulfilment of a doctoral degree at the University of Peace. “[The] Ph.D. dissertation was titled Examining the Challenges of Clan Politics in State-building: A Case Study of Somalia. The Somali president is the only African leader with a doctorate on ‘clanism’. When will his dissertation be made public?” tweeted Barud. Unlike his predecessor, President Mohamed Abdullahi Farmaajo, whose master’s degree was criticised for its apparent biases, particularly its focus on blaming specific clans for gaining political influence through collaboration with European colonisers before the 1969 coup, President Mohamud opted for an embargo on his dissertation. During this unspecified embargo period, researchers are unable to access the dissertation for reference purposes. President Mohamud wrote the dissertation after leaving office in 2017. His framing of the political challenges of Somalia as being rooted in clan conflicts, rather than political elites, has raised questions about the integrity of the research underpinning his dissertation. Concerns have been voiced that he may have used classified government documents from his first tenure as president (2012–2017) to support his arguments. Some Somali academics have criticised the emphasis on clans in the title of the dissertation, suggesting it raises ethical issues. “President Mohamud downplays the responsibility of political leaders for persecution, mass displacement, and dispossession by portraying Somalia’s political problems as a tussle between clans rather than a power struggle among political elites who mobilise their armed clans. His dissertation potentially whitewashes the suffering of clans with no clan militias such as the Banadiri clan at the hands of powerful and armed clan militias,” said a social scientist from a university in Mogadishu. The Ethiopian government has reportedly expressed interest in accessing the dissertation to better understand President Mohamud’s perspective on the sovereignty of the Federal Republic of Somalia and to assess whether his views show bias towards his own clan. “By enabling the President of Somalia to submit a controversial thesis, the University of Peace denies Somalis the right to hold their politicians accountable. New fish market facility in Erigabo boosts Sanag fishermen’s The fishermen of Erigabo, the capital of Sanag region, are reaping the benefits of a newly constructed market that has boosted their production over the past five months. This market, developed by Somaliland’s Ministry of Fisheries and Coastal Development, is equipped with large cold storage units and designated areas for daily trade. Mohamed Hassan Jama, 22, told Radio Ergo that his income had tripled since he began trading there in July. He earns between $150 and $175 a week, which has enabled him to meet the needs of his family, including his wife and two children. “I was merely living day-to-day before, but now I can support my family and even save money. Before, I relied entirely on daily expenses. Without this market, I wouldn’t have a stable place for my business, and renting temporary spots was unreliable, as the owner could demand it back anytime. Now, I have a secure place where I can’t be displaced,” Mohamed said. Mohamed’s monthly income used to less than $200. He used to sell fish for seven years in a rented shop that cost him $100 per month. However, the number of customers was limited, as his store was in a residential area with few customers. Although Mohamed is not a fisherman himself, he buys fish from fishermen at $2.5 per kilogram and resells it for $4.5. Without freezers he used to waste what he couldn’t sell and incurred losses. “When there’s an abundance of fish, we need a place to store it. Previously, we lacked storage and had to rely on ordinary ice, which wasn’t sufficient. With this market, customers consistently come to buy, and storage is reliable,” said Mohamed. Mohamed also supports his parents’ household financially, giving his mother, who raises three daughters, $120 a month. Before July, his income only covered basic daily needs. Since starting at the new market, he has saved $1,000. Mohamed also works as a caretaker for the market, overseeing cleanliness, storage, and the maintenance of cold storage units, earning $200 a month paid by the Somaliland Development Fund, which sponsored the project. “I manage the storage for every individual’s needs—whether they store 100 kilograms or 2,000 kilograms. Previously, I struggled to store surplus fish, but now I can preserve large quantities during good fishing seasons for sale during low seasons,” Mohamed explained. Traders at the market don’t pay rent, electricity bills, or taxes. However, a fee of $0.10 per kilogram is charged for fish stored in the cold units. Ismail Abdillahi Aden, 29, who started working at the Erigabo fish market in July, told Radio Ergo that his monthly earnings range from $200 to $300. He said his family had overcome their constant anxiety about their uncertain livelihood. “Our lives were filled with hardship and scarcity, but now I can fully support my family, covering rent and all expenses. I no longer have complaints about meeting our daily needs,” said Ismail. He has enrolled two of his four children in primary school, paying $30 monthly fees. He has already saved $700, which he plans to invest for the future. He had been doing electrical jobs making only $5 a day. “This job fully meets my family’s needs. It’s a sustainable livelihood with potential for growth, given the income and savings I’ve been able to accumulate,” Ismail said. The market has transformed the livelihoods of hundreds of low-income families, according to Ismail Mire, director of the Ministry’s Fisheries Department. Mire said the project had achieved its goal of boosting fishermen’s production and overcoming challenges such as fish spoilage and undervaluation due to a lack of storage and secure trading spaces. “We believe this market is improving the fishermen’s economy, enhancing the community’s livelihood and nutrition, and encouraging more people to venture into fishing and fish trading. The project provides a reliable market where fishermen can store their catch and sell it locally or distribute it to other areas in Sanag and neighbouring regions,” Mire said. The market eliminates the need for fishermen to work during stormy conditions or rough seas, reducing risks to their lives and equipment. The cold storage enables them to preserve their catch during off-seasons. “When we assessed the project, the ministry and the fund collaborated to identify the fishermen’s most pressing needs. This project directly addresses their challenges. For now, there are no charges or taxes on the market because it’s a new initiative meant to empower the community. As the fishermen grow and become self-reliant, any necessary fees will be introduced gradually,” Mire explained. The ministry has built fish markets in Burao and Berbera and is currently constructing markets in Borama and Wajaale. The airports ditching paper documents for technology Changi Airport in Singapore has ditched paper passports in favour of digital checks, with similar schemes close to being rolled out all around the world. (Getty) Singapore’s Changi Airport is among the first to ditch the need for passports in favour of automated biometric checks using cameras – with governments around the world reportedly looking to make a similar change. Instead of presenting a passport, travellers simply step up to a camera kiosk in Changi Airport to verify their identity using a facial recognition camera – with people’s faces used as ID at different touch points including bag drop and boarding. The move is happening in parallel with a move away from traditional paper passports and towards digital documents stored on smartphones. Which airports offer passport-free travel? As well as Changi, Dubai International Airport is also replacing passport checks with biometric clearance. Passengers can walk through the terminal and onto planes using only their face as ID. The system was first introduced for UAE citizens, but it is being widened for international travellers. Airports around the world are also trialling similar schemes, with some places like Hong Kong International Airport, Tokyo Narita, Tokyo Haneda, Indira Gandhi International in Delhi and Paris Charles de Gaulle already using facial recognition technology. The UK is trialling frictionless travel. (PA) What about the UK? The UK has looked at introducing similar schemes with, Phil Douglas, the director-general of Border Force, previously explaining his plans for an “intelligent border” with facial recognition technology and no need to physically present passports. The government began a trial on facial recognition e-gates at the start of 2024, with a view to making entering the UK “frictionless”. Douglas told The Times in January that he was inspired by a recent trip to Australia. He said: “I had to apply for an electronic travel authorisation in advance and used my smartphone to read the chip in my passport. “That sent the image of me in the chip to the Australian authorities. When I arrived in Australia, I didn’t even have to get my passport out of my bag. It is a really interesting concept.” Waiting at a passport gate could become a thing of the past. (PA) He predicted the use of a standard passport desk would “fall away” in the UK in the next two to three years. Britain is already rolling out electronic travel authorisation (ETA) for foreign arrivals coming to the UK who do not need a visa. Currently, only a few countries can use the system, but the government plans to introduce it to all nationalities who do not need a visa – integrating it with EU visitors is a big target. For £10, passengers won’t need to go through passport checks. Instead, travellers are required to download an app, answer a set of questions, scan their passport and provide a photo, with only those granted the ETA able to board flights into the UK. What about digital passports? Research by the International Air Transport Association (IATA) global passenger survey found that more than 90% of young people would be open to digital passports. Countries such as Finland have already introduced the documents, and the EU is planning to introduce digital documents for ‘faster, smoother’ travel by 2030. The UK government’s Department for Digital, Culture, Media and Sport is investigating different digital identity documents, with the hope of making digital documents “as trusted as passports”. Are there any concerns with the new systems? Yes, these fall into two categories: what happens when the network fails and privacy concerns. Campaigners have raised issues with the dystopian-sounding technology, with cameras able to verify a person’s identity by using data stored on a database. Although the cameras will be pointed out to customers at first, in the future they may well be hidden and people will be unaware their identity is being checked. The topic of people having rights to their biometric data is being debated by parliaments across the world, with the chair of the European Data Protection Board, Anu Talus, warning against its abuse in May. The paper passport could become a thing of the past. (PA) She said: “Facial recognition technology can lead to false negatives, bias and discrimination. Misuse of biometric data can also have grave consequences, such as identity fraud or impersonation. “Therefore, we urge airline companies and airport operators to opt for less intrusive ways to streamline passenger flows, when possible. In the view of the EDPB, individuals should have maximum control over their own biometric data.” In the US, the Transport Security Administration was criticised by a group of senators when they trialled facial recognition in airports. They said: “Increasing biometric surveillance of Americans by the government represents a risk to civil liberties and privacy rights.” There is also the problem of what to do when the technology fails. E-gates are already in use in British airports, but they caused chaos last May when they went offline just before the start of the school holidays, causing delays for thousands of travellers.
