The one who insultes the prophet(by cay/joke or anything else), than unanimously he becomes a kaafir and an apostate who is to be executed.

 

The scholars are agreed upon that if such person repentance sincerely, than hes repentance will benefit him in akhira, and Allah will forgive him.

 

But they differed as to whether his repentance should be accepted in this world and whether that means he is no longer subject to the sentence of execution

 

Two of the madhabs Maalik and Ahmad were of the view that it should not be accepted, and that he should be killed even if he has repented. Yacni aduunka waa la dhaafin, laakiin tawbadiisii aakhiray anfici.

As for the one who claims to be a prophet, he also becomes a kafir an apostate, and he is to be killed, just like The big liar from the time of the sahaba Musaylamatul kadab. The most famous of our time must be the Indian Mirza Ghulam Ahmad, who claimed to be a prophet, and started the Ahmiyyah movement. A movement which obviously has nothing to do with Islam, they have a great deal of mistakes in their believe! for example; they believe that Allah, fasts, sleeps, wakes up, and even have intercourse; exalted be Allaah far above all that they say.

 

But if it turns out that this somali guy is insane, than he is excused, As craziness is an excuse.
