There is no such thing as Cayn region ,,,,, we are dealing with official names here. According to the old regional names, you can go with Togdheer, Sool and Sanaag. As for the new regions in Somaliland, you can add that to Buuhoodle region, Saraar region and Badhan region.

Blast kills 16 at graduation ceremony in Somalia (CNN) -- An explosion at a graduation ceremony in the Somali capital Thursday killed at least 16 people, including three government ministers and nine students, local journalists told CNN. Also among the dead in Mogadishu were two journalists and two professors. At least 50 students were injured, said the reporters, who witnessed the blast. All were attending graduation ceremonies for health students. Education Minister Abdullahi Wayel, Health Minister Qamar Aden and Higher Education Minister Ibrahim Hassan Adow died in the explosion. Adow, a Somali-American, served as the foreign secretary of the Islamic Courts Union when it held Mogadishu in 2006. Sports Minister Suleman Olad Roble was hospitalized in critical condition, his relatives told local media. Initial reports after the bombing said Roble was killed in the blast. The journalists killed in the blast were Mohamed Amiin Abdullah of Shabelle Media Network and freelance cameraman Hassan Ahmed Hagi, who worked closely with the network. CNN regularly works with Shabelle Media. The National Union of Somali Journalists condemned the attack and said it brought the number of journalists killed in the country this year to eight. "This is an ominous reminder of the fact that this is not only a tragedy for the journalists but an assault on the peace and stability of Somalia and a threat to the security of its people," said Omar Faruk Osman, secretary general of the union.
