  1. DEBT RELIEF TO SOMALIA The representatives of the Paris Club creditor countries agreed on 31 March 2020 with the Government of the Federal Republic of Somalia to restructure its external public debt. This was the first ever “virtual” negotiating meeting of the Paris Club. The Paris Club congratulates Somalia for having reached its Decision Point under the enhanced initiative for the Heavily Indebted Poor Countries (enhanced HIPC Initiative) in March 2020. This agreement was concluded under the so called “Cologne terms” designed by the Paris Club to provide interim debt relief as part of the HIPC Initiative. This leads to the immediate non-ODA debt cancellation of US$ 1.4 billion in debt owed by Somalia to Paris Club creditors. Somalia is expected to reach its HIPC Completion Point by 31st March 2023 or earlier and receive the remainder of the debt reduction envisioned under the enhanced HIPC Initiative already endorsed by the international community in 1999. On an exceptional basis, considering Somalia’s very limited capacity of payment, and provided that it continues to implement satisfactorily an IMF supported program, no payments are expected from Somalia until at least 31st March 2024. Several creditors intend on a bilateral basis to grant additional debt relief to Somalia beyond the terms set today in the Paris Club agreement. Somalia is committed to devote the resources that otherwise would have gone to Paris Club creditors to priority investments, as identified in its ninth National Development Plan (NDP-9). Somalia is also committed to seek comparable debt relief from non-Paris Club creditors. Representatives from Kuwait Fund for Development, Saudi Fund for Development and the Abu Dhabi Fund for Development also attended the meeting as observers. They expressed their support to the terms of the agreement between the Paris Club and the Government of Somalia and indicated their willingness to provide to Somalia comparable terms under the framework of Enhanced HIPC Initiative and in accordance with terms and conditions adopted by their respective Boards of Directors. The representatives of the Paris Club members expressed their commitment to implement the final component of debt relief contemplated under the enhanced HIPC Initiative as soon as Somalia meets the conditions to reach the Completion. The IMF and the World Bank currently estimate that those creditors will then have delivered total debt relief of approximately US$ 1.7 billion (in net present value terms). This amount does not include additional efforts that Paris Club members intend to provide at completion point. Technical notes 1. Somalia’s economic program is supported by a three year arrangement under the Poverty Reduction and Growth Facility and an Extended Fund Facility, both approved by the Board of the International Monetary Fund on 24 March 2020. Somalia reached the decision point under the enhanced Heavily Indebted Poor Countries (HIPC) Initiative in March 2020. 2. The stock of debt owed to Paris Club creditors and to participating non-Paris Club creditors as of 31st October 2019 was estimated to be more than US$ 3.0 billion in nominal terms, of which more than 99% consisted of arrears and late interest. 3. The cut-off date (1st October 1984 for Somalia) is defined when a debtor country first meets with Paris Club creditors. It is not changed in subsequent Paris Club treatments. In accordance with Paris Club rules, credits granted after this cut-off date are not subject to rescheduling or cancellation. In this case, on an exceptional basis, all these amounts were deferred until after 2024. The cut-off date is designed to protect credits granted by Paris Club creditors after this date. It therefore helps restore access to credit for debtor countries after a Paris Club treatment. 4. This agreement consolidates around US$ 2.7 billion, most of which is composed of arrears and late interests. It cancels a total of US$ 1.4 billion and reschedules around US$ 1.3 billion. These rescheduled amounts will be addressed for debt relief when Somalia reaches Completion Point. 5. On an exceptional basis, creditors have also agreed to defer until after 2024 the repayment of arrears accumulated by Somalia on short term and post cut-off date debts, the maturities falling due during the consolidation period under the post cut-off date debts as well as all moratorium interest due during the consolidation period on the rescheduled and deferred amounts. 2. Somalia Becomes 182nd Member of Multilateral Investment Guarantee Agency The Multilateral Investment Guarantee Agency (MIGA), a member of the World Bank Group, is pleased to announce that the Federal Government of Somalia has become the 182nd member of the Agency, following normalization of its financial relationship with the World Bank. Against the backdrop of the COVID-19 pandemic, Somalia’s membership affords it new opportunities for drawing foreign direct investment and fostering economic growth in the coming years. “I applaud the Federal Government of Somalia on successfully meeting its membership requirements with MIGA,” MIGA Executive Vice President Hiroshi Matano said. “In the face of the coronavirus outbreak and uncertainty about the capacity in Sub-Saharan Africa to respond, Somalia’s membership with MIGA marks an important milestone toward realizing the country’s long-term goals of economic growth and prosperity. We look forward to working with Somalia and the investment community to deliver real results on the ground.” While Somalia has a vibrant and resilient private sector with high potential for investment and growth, its current challenges include the need to improve business regulation, enhance trade facilitation and transparency, and manage security risks. MIGA’s experience working in other conflict-affected states will inform its dialogue with prospective investment partners on these and other important issues. “Somalia’s vibrant private sector is key to our national development, economic prosperity and social progress. Membership in MIGA will ensure support to our private sector as well as foreign investors to expand, invest and create opportunities to enable sustainable development at a crucial time for the global economy,” said Somalia’s Minister of Finance, Abdirahman Duale Beileh. MIGA has already begun discussions with funds interested in investing in Somalia, including in the agribusiness and small and mid-sized enterprise finance sectors. In the intermediate term, MIGA is exploring opportunities in the information and communications technology and energy. MIGA will also look at opportunities with the Somali diaspora to identify opportunities for further high-impact foreign investment that will spur economic development and growth in Somalia. The World Bank Country Director for Somalia, Felipe Jamarillo said, “New efforts by the government to restore stability and governance, and to attract and protect investment through proper legal and regulatory governance, are opening exciting opportunities for development in Somalia. We are delighted that with membership of MIGA completed, the full complement of World Bank Group instruments is now open for business to support Somalia’s revival.” The World Bank program in Somalia is largely funded by the Multi-Partner Fund and support from pre-arrears clearance grants. The current MPF portfolio focuses on core state functions, socio-economic recovery and urban development in Somalia. The MPF is engaging with the government to support the development of a professional and sustainable civil service. These reforms are being implemented federally and in Federal Member States to ensure national coverage. Xigasho
  3. Onward and forward, Soomaaliya hore ayee u socotaa. Guul iyo horumar, Soomaaliya. Ha noolaato Soomaaliya!
  4. This Xabashi leader's airline company is deliberately sending sick Covid-19 infected people to Waqooyiga Soomaaliya by landing in Hargeysa. He knows Soomaaliya lacks air power to force land this airline of his. And here he is preaching to his Western donors. Dowladda dhexe arrintaan si adag wax waa inay ugu qabataa. If Muuse Marqaanweyne does not care in order to 'xumeys' dowladda dhexe, dowladda dhexe should take Xabashi airlines to international courts. It appears like dowladda dhexe gave this airline an exception. This Xabashi leader, it seems, cares more about dollars than infecting citizens of Soomaaliya. ___________________________ If Covid-19 is not beaten in Africa it will return to haunt us all There is a major flaw in the strategy to deal with the coronavirus pandemic. Advanced economies are unveiling unprecedented economic stimulus packages. African countries, by contrast, lack the wherewithal to make similarly meaningful interventions. Yet if the virus is not defeated in Africa, it will only bounce back to the rest of the world. That is why the current strategy of uncoordinated country-specific measures, while understandable, is myopic, unsustainable and potentially counter-productive. A virus that ignores borders cannot be tackled successfully like this. We can defeat this invisible and vicious adversary — but only with global leadership. Without that, Africa may suffer the worst, yet it will not be the last. We are all in this together, and we must work together to the end. Fragile and vulnerable at the best of times, African economies are staring at an abyss. Let me illustrate this with the situation in my own country. Ethiopia has made steady progress in the provision of health services over the past two decades. But nothing has prepared us for threats posed by Covid-19. Access to basic health services remains the exception rather than the norm. Even taking such common-sense precautions as washing hands is often an unaffordable luxury to the half of the population who lack access to clean water. Even seemingly costless social distancing is hard to implement. Our lifestyle is deeply communal, with extended families traditionally sharing the burdens and bounties of life together, eating meals from the same plate. Our traditional and rain-dependent agriculture is dictated by the fixed timeframes of weather cycles in which planting, weeding and harvesting must happen. The slightest disruption to that chain, even for a brief period, can spell disaster, further jeopardising already tenuous food supply and food security. Take Ethiopian Airlines, the country’s largest company, which accounts for 3 per cent of national output and is a major source of hard currency. It will be pushed to the brink as its business is upended by the pandemic. Shortage of hard currency will then make it all but impossible to source essential medical supplies and equipment from abroad. The cost of servicing our debts is already often more than our annual health budgets. The list continues. This grim reality is not unique to Ethiopia. It is shared by most African countries. But if they do not take appropriate measures to tackle the pandemic, no country in the world is safe. Momentary victory by a rich country in controlling the virus at a national level, coupled with travel bans and border closures, may give a semblance of accomplishment. But we all know this is a stopgap. Only global victory can bring this pandemic to an end. Covid-19 teaches us that we are all global citizens connected by a single virus that recognises none of our natural or man-made diversity: not the colour of our skin, nor our passports, or the gods we worship. For the virus, what matters is the fact of our common humanity. That is why the strategy to tackle the human and economic cost of this global scourge must be global in design and application. Health is a worldwide public good. It requires global action guided by a sense of global solidarity. But Covid-19 has also exposed our dark underbelly. The world community desperately needs global-level leadership to tackle swiftly pandemics such as this, and in a way that is institutionalised rather than ad hoc. A good place to start is with the World Health Organization. As countries with the necessary resources focus on fighting the pandemic through their national institutions, the WHO must be empowered and resourced sufficiently to co-ordinate responses globally and directly to assist governments in developing countries. In the meantime, the G20 must provide collective leadership for a co-ordinated global response. There is no time to waste: millions of lives are at risk. Building on what has been announced by international financial institutions, the G20 must launch a global fund to prevent the collapse of health systems in Africa. The institutions need to establish a facility to provide budgetary support to African countries. The issue of resolving Africa’s debt burden also needs to be put back on the table as a matter of urgency. Finally, all of Africa’s development partners must ensure that their development aid budgets remain ringfenced and are not diverted to domestic priorities. This is where true humanity and solidarity must be demonstrated. If such aid were ever necessary in Africa, it is now more than ever before. Financial Times

  13. So far what is known of Soomaali diaspora is six Soomaalis have passed away in Stockholm due coronavirus. A few others have tested positive. Another Soomaali diaspora, a famous former player of Soomaali national team, passed away in London due to Covid-19. There are a few cases in Germany, too.
  14. Saalax, many Reer Waqooyi folks used to live and many of their descendants still live in deegaanada Koonfur Galbeed. They are called 'geegii mariidi.' Geegii mariidi waxaa loogu wacaa any Afmaxaa folks ka soo haajiray asalkooda deegaanada Soomaali Galbeed, Waqooyi Galbeed, Waqooyi Bari iyo gobollada dhexe. Marka this man could be one of the Reer Geegii Mariidi descendants for all we know. Eebbe haka abaalsiiyo xasanaadiisa.
  15. Meel abaar ba'an ku soo koray filaa. Dowladii Kacaanka dhulkii iyo hantigii guud ugu tagtay Waqooyiga dhan boob ayaa lagu dhameeyey, hanti gaar ahna laga dhigtay. It also tells you Muuse Muqayil knows deep down meesha waxba inay yaalin inta yar hartayna inuu boobo before la iska daba imaan. Waa la iskaga daba imaanaa, little does Marqaanweyne know.
  16. Waa runtaa. She was a family friend on my mother's side. Reer Waajid ayee isla ahaayeen. The late grandmother is also a stepmother of xildhibaan C/xaxmaan Xaaji Aaden Ibbi. Six dead people for Soomaalis is a disproportionatelly high rate for Soomaalida Iswiidhan, gaar ahaan xaafadda Rinkeby Kista.
  17. Many Mareykanka states are under-testing folks afflicted with this virus as well in order to keep the positive results low. Some Republican-ruled states, like Florida, are almost completely ignoring it wholly. Marka some countries are doing this deliberately, not only Shiinaha. Only liberal states like New York, California iyo Washington are trying to do as many tests as possible.

  19. Of course dowladda dhexe saves Soomaali citizens, even if some themselves have an internal virus called qabyaalad. They still need to be saved since Soomaali yihiin. Just imagine what these people la celiyey would have caused in Waqooyiga Soomaaliya. Rabi ka sakoow dowladda dhexe ayaa mahad leh. Tallaabadii ay qaaday DF oo kiisas Coronavirus ah ka bad-baadisay Somaliland Dowladda federaalka Soomaaliya ayaa dhowaan diyaarada Fly Dubai oo kasoo dagi rabtay madaarka Hargeysa dib uga celisay hawada Somaliland, midaasi oo qeyb ka aheyd go’aamada lagu adkeynayo ka hortagayo cudurka Coronavirus. Talaabadaasi oo xukuumada Somaliland u arkeysay awood sheegayso ku aadan maamulka Hawada, ayaa haddana waxa soo baxaya in Talaabadaasi dowladdu qaaday ay deegaanada Somaliland ka bad-baadisay in gudaha u galo fayruska Corona. Fly Dubai ayaa markii dib loogu celiyay madaarka Dubai, waxa baadhis kadib la ogaaday in Dad saarna diyaaradaasi ay qabaan Caabuqa Coronavirus, oo faro ba’an ku haya dunida oo dhan. Dadkaasi saarnaa diyaarada ee laga helay Coronavirus ayaa waxay ahaayeen Qoys Soomaali ah, sida ay xaqiijiyeen ilo lagu kalsoon-yahay. Qoyska Soomaali-da ah ee saarnaa diyaarada Fly Dubai ee dib looga celiyay Hargeysa, ayaa sida la sheegay waxay ka yimadeen Mareykanka, iyagoona soo maray dalka Ingiriiska oo la tacaalaya caabuqa Coronavirus. Talaabada ay Dowladda federaalku ku joojisay Duulimaadyada caalamiga ayaa ah mid bogaadin leh, maadama ay kaalin muhiim ah ka qaadaneyso ka hortaga caabuqa faraha ba’an ku haya Dunida ee Corona. Waxaana loo baahan yahay in maamulada dalku u hogaansamaan arrinkaasi maadama ay kaalin muhiima ka ciyaareyso bad qabka bulshadeena. Soomaaliya oo lagu tiriyo wadamada aan laheyn adeeg Caafimaad oo tayo leh, ayaa waxa kaliya ee la gudboon waqti xaadirkan ay tahay sidii ay uga hortagi laheyn in dalkeeda uu ku faafo fayruskaasi halista ah.
