Mind you, I am not justifying secessionist's own foolishness regarding their deadly misadventure in Buhoolde. Also, I think any Government should be careful in giving legitimacy to groups that have no some sort of physical presence in the regions they want to govern. There's already proliferation of maamuls with no land or people to govern.
