Somaliland International Recognition Action Group(SIRAG) London, UK 05/November/2007 Press Release - Appeal to the International Community to Support Somaliland’s Human Rights Defenders SIRAG condemns the recent interference of Somaliland Government to close down the office of SHURO-NET. This outstanding human rights defender organisation has gained the recognition and respect of the Diaspora aswell as friends of Somaliland through their conscientious and dedicated work in defending the fundamental rights of the citizens of Somaliland. The government has targeted to sabotage SHURO-NET organisation which is a shining beacon for Somaliland’s democracy and human rights. The Diaspora and the International Community must defend the rights of SHURO-NET in order to rescue Somaliland’s democracy and recognition before it is too late. This year the current administration of Somaliland has made it their mission to destabilize Somaliland’s democracy from within by weakening the very foundations that the nation’s democracy is built on. This administration has shown no respect for the nation’s justice and rule of law setting a bad example to the rest of the country which can only bring chaos and confusion. The Diaspora is the muscle behind Somaliland’s leadership and success and their contribution should never be undermined. The government so far has refused to be accountable at many levels and is totally detached from supporting Somaliland’s democracy at the grass root level. Most of the leaders in ministerial posts are self appointed by the president who are not only incompetent but also lack the qualifications and the experience needed for effective decision making which is desperately needed for Somaliland’s thriving democracy. There seems to be a huge gap between the expertise of the civil society and that of the government. Most of the civil society organisations are well ahead of the government when it comes to implementing the tools of democracy that is needed to establish the democracy and human rights of Somaliland. Instead of the government seeing this as a positive step and learn from these experiences they somehow translated this success as a threat to their leadership which is creating a lot of paranoia to say the least. That is why the government is using force and other tactics to silence the voice of the human rights defenders which is shocking to say the least. This year Somaliland’s democracy and human rights has been damaged before where media journalist as well as political prisoners of conscious were imprisoned. As this was not enough the government has even gone further and made their duty to interfere with the internal issues of civil rights organisations who are totally independent of the government. This shows that the government of Somaliland has turned a blind eye to the democracy and recognition of Somaliland. We urge the Elders of Somaliland, civic organisations and the Intellectuals of Somaliland to campaign for the rights of SHURO-NET and demand accountability from the government. SIRAG fully supports the voice of the Elders, Lawyers, Diaspora and the intellectuals of Somaliland who are the beacon of Somaliland’s democracy and justice. In this new age of democracy and technological advance we would like to advice the intellectuals of Somaliland to work with the Elders of the nation and give them the support they need to lead the nation especially in the areas of justice, rule of law and human rights. SIRAG would like to finally remind the parliament, intellectuals, civil society and the Elders of Somaliland that they must heed the advice of Lord Avebury and fully understand the implications that these recent incidents will bring to Somaliland’s democracy and recognition. The government of Somaliland must also heed the voice of the International Community and should respect the rights of SHURO-NET as an independent organisation and should not interfere with their internal affairs. It is heartening to hear and read about the sterling efforts of the people and the government of Somaliland to meet the needs of their brothers and sisters in Sool. From Allaybaday to America, Somalilanders are sending their support to the residents of Sool in economic, financial, material and moral forms. Somaliland has always based on shared history, common goals and understanding. Somaliland is an open and democratic society. It is a stable society, and one in which all thoughts and ideas are welcome. Somaliland is beyond clannism, it has moved towards a plural society with, naturally, all the pains and set-backs of a nascent society. But one thing is certain, no Somalilander will abandoned his brothers and sisters from Seylac to Sool, Berbera to Buuhoodle. Digital revolution is already fuelling Africa’s development in a great way. The immense possibilities offered by information technology could wipe out ignorance and usher in better governance and greater participation. This was the main message at the end of the recent Kigali summit on connecting Africa. While the continent remains the world’s poorest and least connected, there is hope that improved access to information and communications technologies (ICTs) will give Africans a better chance of pulling themselves out of hunger and destitution. For example, modern networking tools supply farmers with market information and entrepreneurs with access to microcredit while linking community groups with disaster relief. Sadly, many African countries still cling to outdated national policy regimes and punitive telecommunication regulations. These hinder cross-border harmonisation of licensing rules, thereby frustrating the economies of scale that are desperately needed to make such large projects affordable. FOR INSTANCE, the much touted African Virtual University that offers satellite-based distance learning, has faced hurdles in obtaining licenses from more than 20 governments. But there is one irony to all this: The unrecognised de facto state of Somaliland hosts the continent’s least expensive and most widely accessible telephone service on the continent! HERE, ICTS rule the roost. This is partly explained by the fact that the small telecommunications sector relies heavily on satellites. Because these sky stations broadcast a wide footprint of low-cost and reliable signals, they offer a good model for linking a continent that suffers from a deficit of terrestrial infrastructure, after all satellites can connect “the last 1000 miles.” If Africa is to be truly be part of this information revolution, there is need for our continent’s policy makers to critically think of the necessity to exploit techno-scientific knowledge in ICTs. After all, as it has been argued before, knowledge is the only source of long-run sustainable competitive advantage given the highly competitive global economy that we are part of. SOMALILAND FORUM CONDEMNS GOVERNMENT’S TAKE-OVER OF INDEPENDENT HUMAN RIGHTS NETWORK (SHURO-Net) The Somaliland Forum strongly condemns the Government of Somaliland’s interference in the internal governance of the independent human rights network, SHURO-Net. The appointment of a parallel Board of Directors headed by a civil servant at a contrived meeting on Thursday October 24th 2007, attended by a minister and a deputy minister (Mr. Yussuf Issa Dualeh (Tallabo), and the use of the police to force the take-over of the management of the organization is an act reminiscent of a bygone era that Somaliland people hoped was a thing of the past. Neither the Board of SHURO-Net, nor the legitimate representatives of its numerous constituent organizations attended this meeting. On Tuesday October 30th, 2007 the Deputy Minister (of Justice) sent an edict ordering the Ministry of the Interior and the Head of the Police to transfer the management of SHURO-Net to the “new board”. Somaliland Forum is dismayed by this unlawful action and the interference in the independence of SHURO-Net, a network of human rights organisations in Somaliland. These actions are aimed at hampering the independent scrutiny of the domestic human rights situation and run contrary to Somaliland’s Constitution and law. Even if there was a genuine dispute between two factions of a civil society organization, ministers have no right under the constitution to interfere, let alone order that the police should support one side. Any such genuine disputes would be settled under the civil law. The legitimate and elected committee and the management of SHURO-Net have strongly denounced the meeting which was called, at the instigation of the government, months before the scheduled Annual General Meeting of the organization and consider that the “new board”, chosen by the government and headed by a civil servant, illegitimate. SHURO-Net has recently campaigned vigorously for the release of the hundreds of citizens held in the Somaliland jails on the orders of the government’s security committees without any involvement of the courts and has also spoken about the imprisonment of journalists and prominent politicians. Rather than addressing these human rights abuses, the government declared that these actions by SHURO-Net indicate support for the opposition parties and used this as a pretext to install a new management board. The Somaliland Forum believes that human rights defenders deserve the support of the whole community and reminds the Government of its obligation to protect human rights and to follow international standards relating to the status, independence and functioning of national institutions and civil organisations, such as SHURO-Net, which work for the protection and promotion of human rights. These instances of harassment and intimidation of independent human rights defenders and activists damage Somaliland’s democracy and standing. The Somaliland Forum: Urges the Government to refrain from using the police to intimidate human rights organisations asks the Government to respect and protect the rights of human rights defenders, as reflected in the UN Declaration on Human Rights Defenders; urges the Government to refrain from taking any action that may undermine the independence and effectiveness of SHURO-Net; implores the Government to respect the integrity and the independence of non governmental organisations and civil society groups . warns that subverting the constitution and Somaliland’s civil laws would not serve the nation’s interest and will only lead to chaos. Calls on the House of Representatives to hold an enquiry into this matter, and in particular into the actions of the Deputy Minister. Finally, the Somaliland Forum expresses its full support for SHURO-Net and calls on Somalilanders to support the legitimate board and management of SHURO-Net until such time that the organisation’s scheduled General meeting on December, 23rd 2007 is held in an open and transparent manner and the members choose freely to elect, in line with their own rules, a new board and management. Both Somaliland and Kenya are in full electioneering mood. Both have vibrant plural democracies that have a twinge of cultural overtones; ethnicity in Kenya and clannism is Somaliland. Another similarity is the tussle over the composition of the election bodies going on between the ruling group and the opposition. The parallels do not end there as in both countries, the debate on resource distribution between the central and the peripheral areas is dominating the political debates. And in both countries the incumbent ruling parties or coalition are facing a possible defeat. But unlike Kenya, Somaliland is finding it extremely hard to adequately finance the plebiscite. Somaliland nascent democracy is way ahead of its economic development. As a country with no international recognition, its international trade is severely limited and access to international fiscal resources, both public and private, is nonexistent. The meager handouts from the voluntary sector cannot possibly finance a proper national election estimated at 5 billion in Kenya. However, as was demonstrated in the first plural election in Somaliland, when the freedom of an aspiring population is on the line, budgets become secondary to the actual execution of democratic will. Given the continued reluctance by the international community to accept Somaliland's quest for sovereign existence, the same spirit, it is hoped, will come to play in undertaking the offing elections. That as it may, and despite the complete ignorance of Kenyans about the electoral going-on in Somaliland, politicians in Somaliland are following Kenya's electioneering with a deep sense of anticipation. Though the diplo-speak is that they are neutral, the reality of the matter is that there is a gleeful hope that ODM's Raila emerges the absolute winner. The schism between Somaliland and Kibaki's regime is based on the general belief that Kibaki adopted President Moi's foreign policy which was generally conservative and thus not predisposed to accommodate the emergence of Somaliland as independent state. Despite meeting Mr. Riyale, Somaliland's current president, at statehouse when he came calling, Kibaki has shown that he is not completely convinced that Somaliland be allowed to exist separately. His bellicose support for Abdillahi Yusuf, the current president of the interim government in Somalia, does not wash well in Somaliland. Paule Muite and Maoka Maore are the only established Somaliland friendly voice within Kibaki allied parties. On the other hand, if Raila succeeds in December as currently predicted in the opinion polls, he will be the first African Head of State who has a first hand knowledge of the sacrifices and aspirations of Somaliland. Raila had a very successful visit to Somaliland during the tenure of the late President Egal and since then had repeatedly expressed his personal admiration of this country described by some as Africa's best kept secret. Despite Paul Muite, Maoka Maore and Oloo Aringo constituting formidable support, however, given the current governance structure in Kenya, presidential persuasion is key to a positive change in the diplomatic fortunes for Somaliland. A Raila presidency may just give Somaliland that break. The general perception is that if Raila's ODM wins, Kenya will have a stronger parliamentary system and thus give such voices as Muite, Aringo and Maoka amongst others, a wider space to effect a parliament led policy change as regards Somaliland. The main reasoning behind this general perception is the belief that a presidential system is less likely to lead diplomatic support for Somaliland than a parliamentary system. In addition to this, Raila has also shown that he is not overly Ethio-phile and hence less likely to blindly follow Ethiopia's schemes in Somalia. Despite the general view that Ethiopia has a rather well developed relationship with Somaliland, it has dawned on Somaliland that Ethiopia's interest in Somalia and Somaliland is anything but the emergence of a viable post conflict state or states. Its reluctance to embrace Somaliland declared sovereign independence which in effect will have buried the resilient Somali irredentism, attest to their ambiguously suspect interests in Somalia. Kalonzo Musyoka, on the other hand is largely seen in Hargeisa as the embodiment of Moi's Somalia policy. He is viewed as the man who let the Ethiopians hijack Mbagathi initiative and install their own crony as the president. He is also seen as the man who schooled Kibaki's administration into Moi's foreign policy outlook during his re-installation at Old Treasury when Kibaki took over. Kalonzo has also been bellicose supporter of the resurrection of pre-1990 centralized Somalia. His current poll rating is received with a measure of relief in Somaliland. The only fear is the plausibility of Kalonzo using his expected minority presences in parliament to enter into a coalition alliance with the winning group and negotiate for himself the foreign docket. Such scenario is seen as extremely plausible given the current positioning within the other political groupings that in effect deny him the possibility of demanding any other significant cabinet position other than the foreign docket. His repeated talk about his closeness with 'foreign investors', on regional peace and Somalia in particular can be viewed in this context. The best scenario, officials in Somaliland are hoping for, is a speedy enactment of the proposed constitutional changes that will results in the establishment of a strong parliamentary system in Kenya and preferably with Raila at the helm. As for Kalonzo, it is hoped that he either perform poorly enough to be unable negotiate anything or strong enough to get something better than the foreign docket and hence not intimately involved in foreign policy development. Somalis are crazy meeshay tagaanba ,,,,,,,,,,,,, i invited 2 people only for a lunch yesterday .... a friend of mine and his wife who was leaving for Findland last night ,,,,,, they brought another two persons and they were eating like they have been startving for the last 2 decades ,,,,, Shittttt ,,, i had to pay everything.
