FOR IMMEDIATE RELEASE Date: September 7, 2025 Somalia’s Aviation Overreach Demands Firm, United Response from Somaliland Hargeisa, Somaliland – The Federal Government of Somalia has instructed international airlines not to transport any passengers to Somaliland unless they hold a visa issued by Somalia. This directive is not only politically motivated and legally baseless — it is a direct attack on Somaliland’s sovereignty and its jurisdiction over its own airspace. Somalia, which controls only Mogadishu’s airport, has no legal or operational authority over Egal International Airport in Hargeisa or any other part of Somaliland. This attempt to regulate travel to and from Somaliland is an aggressive overreach designed to: 1. Falsely assert sovereignty over Somaliland, which has operated independently since 1991. 2. Restrict travel to Somaliland, particularly for individuals not aligned with Somalia’s political goals. 3. Illegitimately extract revenue from aviation activity it neither manages nor supports. Somaliland Has a Strong Legal Case Under international aviation law and ICAO principles, airspace and airport authority is based on actual operational control and governance. Somaliland has: 1. Independently operated and maintained Egal International Airport for decades. 2. Signed and managed aviation agreements with international and regional carriers. 3. Complied fully with ICAO safety, security, and operational standards. 4. Provided all airport and air navigation services without any support from Somalia. These facts give Somaliland a clear legal basis to challenge Somalia’s interference at the International Civil Aviation Organization (ICAO) and other international forums. Somalia’s directive violates ICAO norms of non-interference, state responsibility, and safe access to international air services. Despite this, the Somaliland Ministry of Civil Aviation has responded inadequately, lacking urgency and strategic direction in protecting Somaliland’s national interests. Now is the time for Somaliland to stand united and act decisively. This is more than an aviation dispute — it is a calculated political move to undermine Somaliland’s independence, damage its economy, and delegitimize its state institutions. We must stand together and support the government in defending the country’s sovereignty. The Government of Somaliland Must Take Immediate Action: 1. GAROWE, Somalia – President Said Abdullahi Deni’s decision to reject Somalia’s newly launched federal e-visa system and impose a separate $60 fee on arriving passengers was intended as a show of Puntland’s autonomy. Instead, it risks backfiring—politically, economically, and reputationally—by turning Puntland’s own citizens and diaspora against him. The dispute was framed as a battle between Mogadishu and Puntland over authority, but the immediate victims are not federal officials—they are ordinary Puntlanders. The vast majority of passengers landing in Garowe are diaspora Somalis returning home to see family, invest, or reconnect with their roots. By forcing them to pay twice—first for the $64 federal e-visa, and again for Puntland’s $60 local permit—Deni’s administration has effectively levied a tax on loyalty. For many, the experience is humiliating: long airport queues, double charges, and the feeling of being exploited in their own homeland. Rather than rallying support for Puntland’s autonomy, the move risks breeding anger and resentment among the very people who sustain Puntland’s economy and society. Puntland’s diaspora is not just symbolic—it is vital. Remittances form the backbone of household incomes, businesses, and even local government projects. Alienating this community with what many describe as “predatory” fees could weaken that bond. If diaspora Puntlanders begin to see Garowe’s leadership as opportunistic rather than protective, the consequences will extend beyond airport frustration. Their financial and political influence—critical during elections and development drives—could shift away from Deni’s administration. The timing could not be more damaging. Mogadishu has hailed the federal e-visa as a “historic milestone,” projecting Somalia as a modernising state aligned with global digital standards. By openly defying the system, Puntland risks appearing obstructive, parochial, and out of step with global best practices. For years, Puntland has claimed to be Somalia’s model of governance and stability. This episode undermines that narrative, painting the administration as insular and out of touch with the frustrations of its own citizens. A constitutional trap Legally, the Somali constitution gives immigration authority to the federal government, not the states. Airlines, which rely on federal clearance to operate, must also obey Mogadishu’s directives since the skies are under national—not regional—jurisdiction. That leaves Deni with only two options: abide by the federal e-visa system or continue charging his own people twice at the airport. Either option exposes the limits of his leverage and risks eroding confidence in his leadership. In a fragile political environment, perception matters as much as policy. Deni’s government may have intended to send a message of strength to Mogadishu, but instead it appears to have inflicted harm on its own people. Federal officials now have an easy talking point: Puntland’s defiance is not protecting its citizens; it is penalising them. The greater danger is erosion of trust. If ordinary Puntlanders and their diaspora relatives come to believe that political battles are being fought at their expense, Deni risks undermining the very base of support he depends on to sustain his authority. What was meant to project defiance could instead expose weakness. By rejecting Somalia’s new e-visa, Deni has not embarrassed Mogadishu—he has antagonised his own people. For a leader who relies heavily on diaspora goodwill and popular support, that miscalculation could prove far costlier than the $60 fee.

Mogadishu (PP News Desk) — The Finance Ministry of Somalia has introduced a transport monitoring system. The new system will ensure that all vehicles on the road have paid the required road tax. Another important feature of the system is the inclusion of a government database containing the registration details of vehicles operating in Mogadishu. The Finance Ministry will grant the police access to the system to help prevent car theft and to play an active role in stopping the use of explosive-laden vehicles targeting civilians or government facilities, a tactic used by Al-Shabaab. The transport monitoring system records information on the vehicle owner, driving licence, vehicle type and road tax payment status. MOGADISHU, Somalia – Ethiopia’s ambassador to Somalia, Suleiman Dedefo, has launched a scathing attack on the Arab League, accusing the regional body of acting as a tool of Egypt’s foreign policy rather than addressing the crises facing its own members. His remarks come just days after former Somaliland president Muse Bihi Abdi admitted that Somalia’s diplomatic offensive forced Ethiopia to abandon a landmark sea access deal with Hargeisa. In a series of pointed social media posts, Dedefo criticized the League for repeatedly targeting Ethiopia over its use of the Nile while ignoring wars, displacement, and hunger in the Arab world. “Is the Arab League really a League of Arab Nations, or the League for execution of Egypt’s anti-Ethiopian policy?” he wrote, arguing that the body “has badly exposed itself that it doesn’t represent the rest of Arab nations.” The comments followed a statement from the Arab League condemning Ethiopia for pressing ahead with the Grand Ethiopian Renaissance Dam (GERD) without a binding water-sharing agreement. Cairo has long argued the dam threatens its water security, while Addis Ababa insists it is exercising a sovereign right to harness its own resources. Dedefo dismissed Egypt’s concerns as “utterly baseless,” stressing that Ethiopia will continue to build more dams in the future. “Egypt’s rulers must acknowledge that their eternal fantasy of destabilizing Ethiopia will not succeed and should return to cooperation that benefits the peoples of both nations,” he warned. In his first major interview since leaving office, Bihi revealed that Mogadishu’s appeals to regional and international bodies — including the African Union, the Arab League, and the Organization of Islamic Cooperation — left Ethiopia politically cornered. Egypt, he said, led the charge within the Arab League, while the OIC unanimously sided against Ethiopia. At one stage, Ethiopia was even warned that the AU might consider relocating its headquarters from Addis Ababa, a threat that forced Prime Minister Abiy Ahmed to step back. “On our side, we were ready, but Ethiopia could not proceed,” Bihi said. “Neither I nor Abiy Ahmed expected it to unfold this way.” The collapse of the Memorandum of Understanding (MoU), signed on January 1, 2024, marked a major diplomatic victory for Somalia’s President Hassan Sheikh Mohamud, who immediately branded the pact an attack on Somali sovereignty and mobilized international support to shut it down. MOGADISHU, Somalia – Over the past few years, the National Identification and Registration Authority (NIRA) has taken bold and historic steps to strengthen Somalia’s National Identification System, ensuring that every citizen and resident has access to secure, reliable, and modern identification. According to NIRA, 13 laws and official regulations have been developed, 54 registration centers activated across the country—from the capital to all Federal Member States—and services extended to 30 Somali embassies abroad, allowing diaspora communities to benefit from the system. More than 550 professional staff have been trained, while modern platforms such as Hubiye (e-KYC), eAqoonsi, and the Certificate Delivery System (CDS) have been rolled out to enhance service delivery. As a result, hundreds of thousands of citizens have been registered and more than 220,000 ID cards issued. NIRA has also invested in vital infrastructure, including state-of-the-art printing machines and advanced registration equipment, enabling the institution to meet the growing demand for identification services. Most significantly, the National ID has now been linked with critical government and private sector services such as passports, driver’s licenses, domestic travel, banking, and education. These milestones demonstrate NIRA’s commitment to building an efficient, transparent, and modern identification system. The authority emphasizes that the National ID is envisioned as a key to unlocking access to essential services, empowering citizens, strengthening institutions, and advancing Somalia’s digital transformation and national development. NIRA has acknowledged the leadership and vision of the Federal Government of Somalia in championing the initiative, while also recognizing the invaluable support of the World Bank Group and other partners in providing technical expertise, capacity building, and financial resources. With these foundations in place, the institution says the journey toward a fully integrated and modern identification system continues, marking a new chapter in Somalia’s state-building and service delivery.
