  5. Somali military court in central town, Dhusa-mareb has concluded the hearing case of two al-Shabaab members for conspiracy to assassinate leaders of Sufi-sect in Guri-El town. Last May, Mohamed Abdi Abdirahman was the would-be bomber captured in Guri-El town before detonating his suicide vest at a Sufi gathering Abdirahman was dramatically intercepted by security forces at a ceremony where leaders were paying tributes to fighters who had fallen while defending the population against al-Shabaab. The prosecutors accused the man of trying to massacre innocent people. The other suspect, Ali Dhubad Nure Siyad was charged for conducting the surveillance and helping Abdirahman access the gathering. Both defendants were sentenced to life in jail, according to the court chairman. For the last one-decade Al-Shabaab has been dispatching dozens of suicide bombers to different areas manned by the Somali government. The prosecution comes barely three days after Somali military court sentenced an al-Shabaab man to death for taking part in a well-coordinated raid on a controversial religious centre in Somalia’s central town, Galkayo. Abdullahi Ali Mohamed who was said to be part of the fighters was captured by Somali forces who broke the siege. The Head of African Union Mission in Somalia (AMISOM) Ambassador Francisco Madeira visited Beledweyne on Saturday where he said that the African Union Commission will soon provide relief support amounting to US$87,000 in the form of medical supplies and non-food items. Beledweyne, in the Hirshabelle State of Somalia, was devastated by heavy rains and flooding which destroyed houses, crops, roads and displaced thousands of families. Ambassador Madeira also conveyed a message of solidarity and goodwill from the Chairperson of the African Union Commission, Musa Faki. “The Chairperson of the African Union Commission has instructed me to tell the population of Beledweyne that the African Union is with Hiran, Beledweyne and the whole population at this moment. I had the opportunity to go through the city, and I saw the devastation that the floods have caused,” Ambassador Madeira said. The Head of AMISOM also commended AMISOM Sector 4 personnel for their tireless efforts in distributing relief items as well in conducting search and rescue operations during the humanitarian crisis. After seeing some of the affected areas, Ambassador Madeira held meetings with the deputy president of Hirshabelle State, Ali Hussein Guudlaawe, the Governor of Hiran region, Ali Mohamed Arale and high-ranking officers from the Somali National Army, where they discussed the humanitarian and security needs of the state. He also took the opportunity to introduce to the Hirshabelle deputy president the new AMISOM Police Commissioner, Assistant Inspector General of Police Augustine Magnus Kailie, and the new Deputy Force Commander, Logistics and Support Maj. Gen. George Owinow who both recently joined the mission. “I promised vice president Ali Hussein that AMISOM police and the military will continue to work with the Hirshabelle security forces in order for us to protect the population and do the best we can to open the main supply routes towards Fidow and Jowhar, until Mogadishu”. He said opening the main supply routes was important in linking Hirshabelle towns as well as to facilitate the movement of people, goods, and services. Hirshabelle’s deputy president Ali Hussein expressed gratitude to AMISOM for its support. “We have discussed the dire needs of the people in Beledweyne, Bula-burde, Jalalaqsi, Mahaday, Jowhar and Bal’ad towns that were affected by the floods. We appreciate AMISOM’s solidarity and support and we are ready to lead every effort aimed at helping these people. After this emergency, we would like to come up with durable solutions to mitigate the devastation caused by recurring floods in Beledweyne and Hiran region”, the deputy president said. He also said that they had discussed plans for re-opening the main supply routes linking Hirshabelle towns, with the view of launching an offensive to liberate these areas and open vital supply routes. Earlier, Ambassador Madeira had been briefed by the commanders of AMISOM troops in the region, Mohamed Ibrahim Muse and Col. Abdirahman Riyale Hareed, on the overall security situation, with focus on action to take to re-open the main roads in the region currently blocked by the militant group, Al-Shabaab.   17. Somaliland House of elders “Guurti” has extended the parliament term also known as the House of Representatives for two years on Sunday. The Guurti also used the special sitting to extended its own term for three more years. The representatives of the Somaliland House of elders which is equivalent to the senate and the parliament extended their mandate for the six times before. The two haven’t been to elections since 2005 which translates to five terms without polls. The term extension announced on Saturday morning comes at a time of heightened political tensions in the self-declared state of Somaliland. The supporters of the main opposition party, Wadani clashed with the police last week when party leader, Abdirahman Mohamed Abdullahi was denied entry into Wadani headquarters in Hargeysa. The move followed after two senior officials of the party were arrested by the police. The tension was later defused following intervention by the local respected traditional leaders. The family of a slain Somali-Canadian peace activist is calling for a joint investigation by Canadian and Somali authorities to find out how she was killed in a military-controlled compound in Mogadishu. The family of Almas Elman is questioning an official statement that suggested she was killed by a stray bullet. Ms. Elman was an activist and former Somali diplomat who grew up in Ottawa after her family fled the civil war in Somalia. Her father, peace activist Elman Ali Ahmed, was murdered in Mogadishu in 1996. Her mother, Fartuun Adan, founded the Elman Peace Centre in Somalia, and her sister, Ilwad Elman, was nominated for the Nobel Peace Prize this year for her work in Somalia. In addition to her work with the Elman Peace Centre, Almas Elman also worked on social justice issues, women’s rights and the rehabilitation of child victims of the Somalia conflict. She was hit by a bullet last Wednesday afternoon while she was in a car at the Halane base camp, controlled by African Union peacekeeping troops. She was heading to the Mogadishu airport, adjoining the Halane base, to leave the city after a meeting at the base. “The bullet pierced the rear passenger window of the vehicle,” said a statement on Friday by the African Union mission. “Pending a final report, preliminary investigations indicate Ms. Elman was hit by a stray bullet, especially as no firearm discharge was reported within the base camp at the time of the incident. The base camp in the past has recorded similar incidents of stray bullets.” The peacekeeping mission promised to conduct a full investigation with Somali security forces and other agencies. But in a statement on Saturday, the Elman family questioned the official account. “Any statements on the circumstances surrounding the death of Almas are premature and not helpful to our family, including speculation on whether this was a ‘stray bullet,’” the statement said. “We desire to see her murder thoroughly investigated and request it be done jointly by the Somali and Canadian authorities. Until that thorough and robust process has been completed, we ask that no person or authority offer their own conclusions or comments.” Some Somali politicians and commentators have alleged that Somali security forces were engaged in a gun battle near the military base, possibly causing a stray bullet that killed Ms. Elman. They have called for greater efforts to ensure safety for civilians when security forces are involved in fighting. The family said it has been moved by “the incredible outpouring of support” from all over the world. “Our hearts are broken right now by the immeasurable loss…. Almas was a beautiful and radiant soul, and innocent in this tragedy.” The family said it had suffered “this form of violent tragedy” in the past. “We lost Almas in the same city and to the same violence we lost our father, Elman Ali Ahmed, years before. This has compounded our grief and heartache, but it has not broken our resolve to build peace.” Amnesty International, in a statement last week, said the death of Ms. Elman showed the risks faced by activists in Somalia and the need for the authorities to ensure the safety of civilians. The investigation into her death must be “impartial, thorough and effective” and must ensure that anyone suspected of responsibility “is brought to justice in a fair trial,” Amnesty said.
