Turkey supports Somaliland in its fight against coronavirus

The Turkish Cooperation and Coordination Agency (TİKA) provided Somaliland cleaning and hygiene equipment to be used in 12 state hospitals and six temporary hospitals on Thursday, as Turkey continues to support countries across the world in the fight against the coronavirus. Struggling to bring the pandemic under control, the Somaliland government was in immediate need of hygiene equipment to be used in hospitals. In order to support the country, Turkey provided 2,400 liters of antiseptics, 4,800 liters of bleach and 1,280 liters of disinfectants to Somaliland’s Health Ministry. Speaking at the delivery ceremony of the equipment, the country’s Health Minister Dr. Omar Ali Abdillahi thanked Turkey for showing support in such a difficult time, adding that this equipment will help them overcome the virus. Turkey’s consul general in the capital province of Hargeisa, Ali Noyan Coşkun, expressed that Turkey is there for the people of Somaliland and will continue its support as much as possible. “I wish for the (Somaliland) health ministry to defeat coronavirus and be successful against it,” Coşkun expressed. The virus has spread to 185 countries and regions since emerging in China last December, with the U.S. and Europe being the world’s hardest-hit areas. Over 2 million cases have now been reported worldwide, with the death toll exceeding 137,000 and more than half a million recoveries, according to figures compiled by the U.S.’ Johns Hopkins University. Turkey, as a country that has made a name for itself in the last decade due to its humanitarian efforts, has already gained prominence by sending medical aid packages to many countries across the world. “So far, we have delivered medical equipment to 34 countries,” President Recep Tayyip Erdoğan said Monday during a news conference following a Cabinet meeting in Istanbul. “We will continue our support (to other countries) in the upcoming days as well,” he said. Erdoğan’s speech was an evaluation of the past month, during which Turkey has received aid requests from more than 90 countries. Managing to deliver medical equipment to 34 of them so far, the country has provided consultancy to many others, aiming to share its resources and experiences with the world in a period of crisis. Turkey’s aid packages mostly include medical masks, protective overalls and gloves, as well as disinfectants. All equipment was produced at military-owned factories and at sewing workshops that produce military uniforms and other clothing for the army. TİKA, which has been Turkey’s flagship international development aid agency since its inception, is known for extending a helping hand to countries on every continent with a diverse array of projects, from vocational training to supporting agriculture, health services and infrastructure. It represents a significant arm of Turkey’s multilayered humanitarian foreign policy and showcases the country’s solidarity with countries it previously maintained low-profile ties with. Since the pandemic began, Turkey has provided medical support to Azerbaijan, Bosnia-Herzegovina, Bulgaria, China, Colombia, Georgia, Germany, Hungary, Indonesia, Iran, Israel, Italy, Kosovo, Lebanon, Libya, Montenegro, North Macedonia, Pakistan, Palestine, the Philippines, Poland, Qatar, Serbia, Somalia, Spain, Tunisia, the Turkish Republic of Northern Cyprus (TRNC), the U.K, the U.S., Yemen, and the Rohingya Muslims. Europe, as the epicenter of the pandemic, has become the continent that receives the most aid. Last week, two Turkish cargo planes landed in London to provide supplies to the U.K., followed by a set of deliveries to Italy and Spain, two of the worst-hit countries in both the continent and the world. Turkey received much gratitude from both European people and their leaders, as it filled a supply void in their struggle against the pandemic. Turkey has a long tradition of sending humanitarian aid to countries facing difficulties, even for those it has tense diplomatic relations with. For instance, in 1938, only a decade after the country’s foundation following a bloody war, Turkey sent medicine to China amid the outbreak of cholera in far-east Asia. Similarly, in 1941, Turkey sent medicine to the Greek army upon the request of Greece, a country that fought against Turkey during the liberation war. Covid-19, is said to be a deadly virus that attacks the human respiratory system and if it succeeds could eventually compromise the peoples’ immune-system resulting in an abated life loses. Apart from the human lives, it has plummeted the global financial markets created a very grim economic outlook that could even be worse than the great depression in 1930s. This invisible enemy has united the global nations to relentlessly confront and defeat, but the question is__ though it will be defeated, will the world ever be the same again in the virus aftermath? Since there are no known inoculations for this viral infection, the global nations have implemented a unified precautionary steps recommended by the World Health Organizations WHO, in collaborations with state health sectors and similar concerned institutions in the best interests to curb and flatten the contagious graph of this global pandemic. These drastic measures and guidelines, like business shutdowns, staying at indoors, social-distancing, hand sanitizing/washing, putting on face-masks/ respirators, working from home practices and disinfecting surfaces and objects are all meant for controlling this deadly outbreak. Ukraine is one of the European countries that hosts a considerable number of Somali refugees among others, the above precautionary steps however, have a direct impact on the lives of the Somali refugees due to the following factors. a) socializing and get gatherings are part our normal lives intrinsically linked to our rich cultural values that inherit us maintain the practice to live under the same roof. But this is different as the numbers in the rented houses in Ukraine are beyond the normal limits, which could be hazardous to the health of the people. b) Majority of the refugees are undocumented laborers and this is the way they meet all their daily lives, both eating and of course paying their monthly rentals. c) Xenophobia and racism are other key factors that constantly impacts the lives of these refugees. They’ve a constant anxiety over a potential mistreatment(s) at the hospitals and healthcare-centers if they’re contracted with this virus, believing that the citizens would be given the highest priority, where even the refugees affairs agencies could not give a supportive hand in the real terms. All in all, the Covid-19 has both health and economic impact over the country and in particular the refugees in Ukraine, where any precautionary practices imposed over these refugees can worsen their lives and even prompt them not afford paying their food and house rentals. Somaliland:Sterling eyes opportunistic deals by Ed Reed The Odewayne block Given the current state of the oil market, Sterling Energy is becoming more confident in executing a deal with an onshore low-cost operator. The company has $44.9 million of cash and has whittled down its commitments, now holding a non-operated role in a Somaliland block. Holding this cash gives it leverage to acquire production and low-risk exploration, Sterling’s CEO David Marshall said. It has a primary focus on Africa and the Middle East, but would consider new regions for the right opportunity. The company considered more than 50 opportunities in 2019 placing five bids and with a number still under consideration. Last year, sellers had higher expectations of value, which made deals harder. The oil price plunge, driven by coronavirus, has weakened “highly leveraged oil companies, who will see the benefit of partnering with a cash rich entity”, Marshall said. The company expects to benefit from the companies it considered in 2019, in addition to new opportunities. The Somaliland government granted an extension for the Odewayne production-sharing agreement (PSA) in 2019. The block is operated by Genel Energy, which reprocessed the entire 2D seismic data set during 2019, with final products being delivered in January 2020. Sterling intends to review the 2D seismic in the second quarter of this year, while also planning a surface seep study in order to plan next steps. The hope is to determine whether a Mesozoic sedimentary basin is present in the area. Sterling has a 34% working interest in the block, which covers 22,840 square km. Once interpretation work has been completed, Genel may opt to proceed into the fourth exploration period. This will require the acquisition of 1,000 km of 2D seismic and the drilling of an exploration well. Qaran News

Roiling distrust and petty squabbles will get the country nowhere. If the point is to help the country move forward from Covid-19 and save lives, a government of national unity is the only answer. Presidents are voted in to serve a specified term for a reason: it is called democratic mandate. Whilst it will be a bit of a stretch to reconcile this concept to how things are done in Somalia under 4.5, it nonetheless means everyone has their day in Villa Somalia – no more, no less. No Somali president has ever been successfully re-elected – a statistic that is hard to ignore for some. The prospect of re-election also means one has to defend their record and needs to have something to show for it. This is not something that can be conjured up in one’s final few months in office. Alternatively, there is the tempting short-cut to all of this: term extensions. That is why we have dictators in many parts of the world – term extensions made permanent. However, history shows us what seems like an appealing temptation is in fact a thin edge of the wedge which does not end well. It is therefore important to assess the talk about the possible delays to the Somalia’s elections in this context. In the midst of Covid-19, attention has understandably shifted to whether this is the right time to hold country-wide elections when a virulent virus is raging. Provisions in the recently enacted, albeit imperfect, national election law provide for scenarios for this. A key one of these scenarios is a “national emergency”. For many, Covid-19 fits the bill and extension-enthusiasts seem to be delighted. Underlying all of the discourse about the term extension are four assumptions: (a) a country that is stable (b) country-wide one-person-one-vote elections are feasible; (c) Covid-19 impact is managed well and the government will use any extension appropriately; and (d) the international community can referee if needed. None of these assumptions holds true of course. Here is why: The country is not stable A sense of stability is often necessary to hold elections. Implicit in this assumption is that the government of the day (ideally) controls the country, or at least a good proportion of it that can provide electoral legitimacy if elections were held. It is no secret that most of what was bequeathed to this government, in terms of controls over cities, roads and towns, have reverted back to terrorists in the last few years. Everyone has to fly to towns a few miles away from the Mogadishu as the only way of dodging terrorists’ road blocks. Much more arguable is indeed whether the government has much control over Mogadishu itself. A large proportion of terrorists’ income is derived from the city under the government’s noses. Terror courts operate openly in Mogadishu and orbital districts are no-go areas for the government. In such circumstances, where is the stable country in which free and fair elections can take place? The one-person-one-vote unicorn The enterprise of the National Independent Electoral Commission (NIEC) has so far been focused on trying to sell the impossible: a one-man-one-vote unicorn. This is largely to keep the budget flowing. There has never been a realistic assessment of the feasibility of elections. NIEC cannot do much to plan for elections independent of coordinated government efforts to claim territory from terrorists to make people feel safe to vote. This gulf between reality and the unicorn plan does not surprise anyone and there was never any urgency to plug it. The NIEC envisioned long ago that there was nothing they could change and stopped trying to do anything meaningful. Slanted official announcements are intended keep the show on the road to help spend more budget. This means the one-man-one-vote election premise is another unicorn that everyone knows does not exist. There is no logic in delaying elections that everyone knows were not going to happen anyway. Covid-19 impact Covid-19 is the main reason a national emergency provision might be invoked to delay the elections. It is a course of action that would have made more sense had the government been trying its best to save lives or mitigate the hit to people’s economic well-being. The reality is we have neither. The only thing worse than doing nothing is a confused mess and that is precisely what the people of Mogadishu are experiencing now. No one knows who is charge in the city. As the virus rages, everyone, including hundreds of thousands of refugees in camps in Mogadishu, are left to their fate. If all that is happening is either wilful blindness to the risk of Covid-19 or simple incompetence laid bare again, the need for change of leadership becomes more urgent than ever. It follows if those currently at the helm were left to carry on longer than their time, an important chance is missed to save the country from the effects of Covid-19 and its ruinous economic impact. In the circumstances, a term extension will simply be a perverse outcome. International community Whenever you hear about a Somali problem, the cry for the “international community” to intervene is never far behind. Most Somalis have an almost infantile dependency on foreigners and believe foreign countries are rainmakers which have Somalia’s national interest at heart. Muddled thinking, political incompetence, naivety? Take your pick. The “international community” acts out of national security or economic self-interest reasons, and not because they have Somalia’s national interest at heart. History will favour those that recognise only Somalis can solve Somalia’s problems (Hanad Shisheeye iyo Doqon Sokeeye Lama Aamino). Rather than allowing “Qabyaalad” and “Xukun Jaceyl” driving the country into another dead end, we need to pause for thought and put the country first. Don’t wait for the “international community” to provide a template on what to do. If you can’t think for your country, you should not be there at all in the first place. Put the people’s interest first The combined challenges of political disarray, terrorism, mistrust and Covid-19 would require compromises from all sides. The alternative is bloodletting and the country sauntering into oblivion. Today’s temptation to use electoral law provision or plain jiggery-pokery to force through a delay will result in tomorrow’s tragedy. History repeats itself first as tragedy, then as farce. We have been here before. The biggest danger now is getting distracted from the task at hand by being preoccupied with delays to elections that everyone knows will never happen in the format envisaged. The most important priority should be on dealing with Covid-19. If a delay to the elections (under whatever shade of colour) becomes necessary at some point, then that will be the time to start planning for a government of national unity and agreeing on someone with integrity (who is independent of both government and opposition camps). It may even be the time to try one of our many capable female leaders as a caretaker president or prime minster. Putting the country above one’s ambition or self-interest requires painful political sacrifices on all sides. The alternative does not bear thinking about.
