Somalia’s opposition groups are demanding an investigation into an incident in which prison guards fired at a convoy carrying former President Hassan Sheikh Mohamud in Mogadishu. The Wednesday evening incident prompted an apology from the country’s Justice Minister Abdulkadir Mohamed Nur, who described the shooting as “accidental”. Mr Nur told local media that he had launched an inquiry into the incident involving guards from Somalia’s Custodial Corps. Mr Mohamud, however, insists that the Wednesday incident was a plot to end his life. “What happened was an attempt against my life,” he said while blaming forces loyal to President Mohamed Abdullahi Farmaajo. Happening amid a tense electioneering period, politicians allied to the former president agree with him. Abdirazak Mohamed, a federal MP and former internal security minister, called on Prime Minister Hussein Roble to look into the incident. “The PM must investigate the assassination attempt against ex-President Hassan Sheikh Mohamud. I, myself [sic] was travelling with the President along with former chief of NISA (National Intelligence Service Agency ex-director Abdullahi Ali). This is unacceptable provocation,” he wrote on his Twitter page on Wednesday night. Abdulkadir Hashi, a former education minister, also expressed doubts that the attack was an accident. “Some accidental shootings are simply not acceptable. This one tops them! I am happy the President is safe.” The incident mirrors another in April when a hotel in which opposition leaders, including ex-president Sheikh Sharif Ahmed, were lodging was attacked. Drought and a rain deficit is pushing more than 2.73 million people in Somalia toward the crisis level of acute food insecurity, UN humanitarians said on Thursday. The annual Gu rains of early spring came late in some parts of the country and were mainly below average, the UN Office for the Coordination of Humanitarian Affairs (OCHA) said. Subsiding in mid-May, the critical Gu crop planting season was significantly affected. “Approximately 2.73 million to 2.83 million people across Somalia are expected to face crisis … or worse outcomes between April and September 2021, reflecting the deteriorating food security situation in the country,” the office said. The government, consulting with the United Nations, on April 25 declared a drought. Moderate to severe drought conditions affected more than 80 percent of the country. A few days later, Gu rains started, but only in parts of the country, triggering riverine and flash flooding that affected 400,000 people, of whom 101,300 were displaced, OCHA said. Humanitarian organizations continue to respond in locations with the highest needs, including distributing water and critical sanitation and hygiene material, non-food items, cash and food supplies, the office said. The double climate disaster is in the context of decades of conflict and insecurity in Somalia. A serious gap in relief funding remains for the humanitarian operation in the country, OCHA said. The 2021 Somalia Humanitarian Response Plan requires 1.09 billion U.S. dollars to assist 4 million people but is currently only 20 percent funded. Banadiri Community on Thursday accused the Somalia’ minister for petroleum Abdirashid Mohamed Ahmed and his close associate Abdullahi Shiikhey Baa-Hassan of masterminding a campaign to grab their parliamentary seats, a time Somalia’s prime minister is currently focused on reviewing the disputed electoral commission. Activists and political leaders on Thursday accused the minister of petroleum to forcefully and illegally trying to grab extra seats for his Sheekhaal clan, which is already enjoying holding of another Banadiri seat that the minister took by force in 2016. The Banadiri community activists called prime minister Mohamed Hussein Roble to intervene the mater and stop the Petroleum Minister and his clan comrade to stop the power grabbing and abuse subjected towards the Banadiri community. “The petroleum minister, who is a friend of the Somalia prime minister is holding hostage the list of the committee facilitating the election of Banadiri members of the parliament, he rejected the community to nominate its representatives to the list of the SIEIT, and he is keeping the list to make sure to add only individuals who will facilitate for his personal and clan interest” Mohamed Abanur, a Banadiri community leader and human rights activist based in London said. “The minister wants to grab more seats for his nephew and Abdullahi Shikhey Baa-Hassan, who is from his same sub-clan and runs the auctioning deals of the Somalia oil and gas blocks on behalf of the minister and the incumbent president Mohamed Farmaajo. it is illegal, unconstitutional and deliberate violation against the rights of our people, who were victims of the ministers’ political misconducts since 2016” Abanur added. There are calls for the minister to return the seat he illegally grabbed and moved to Baidoa in 2016, since it was rightly belonged to the Banadiri community. Unfortunately minister is still trying to replicate his actions in 2016 and steal more seats from the Banadiri community on his capacity as a minister. However, the traditional elders also called for the prime minister of Somalia H.E. Mohamed Hussein Roble to stop his ministers from unseating the political representations of the minority communities that were subjected to unjust power sharing since the collapse of the central government. “Minister Abdirashid stole our parliamentary seat in 2016, he illegally moved that seat to Baidoa for his individual advantage, that mission succeeded for him, because the government of that time denied listening our voice and complaints, now the minister wants to give other seats from the 5 remaining Banadiri seats to his clan members and that is very unjust” clan chief Sheikh Osman Tadamun said. “We need justice, we need the government to stop the minister and his clan comrade Abdullahi Shiikey Baa-Hassan subjecting the violations to our community” he added. The Banadiri community leaders called the government of Somalia to allow the community to select its SIEIT representatives through the chief elder Omar Dacas and Sheikh Osman Yerow, who are the Banadiri representatives of the 135 national traditional council. Last week, Prime Minister Roble appointed a ministerial-level committee to verify complaints against members of the electoral commissions of both regional and federal levels to ensure transparency in the coming elections and to delist all civil servants and members of the armed forces. however, it might be far from being transparent, since many of the electoral commission members were just added in the lists by the individuals that have agenda to facilitate themselves for the parliament positions. The banadiri community is among the clans that were not given opportunities to nominate their representatives for the election committees nor being consulted to have voice on their representative to the electoral commission, and for that reason their parliamentary seats always fall on the wrong hands. In May 2020, Baa-Hassan, who is the key mastermind of violations against the Banadiri community was the key negotiator of the release of Silvia Romano, an Italian held hostage by alshabab and was released after millions of dollars of ransom were paid to the terror group through Baa-Hassan. Last year, the former district commissioner of Hamarweyne Hon. Omar Sharif Jeeg accused minister Abdirashid and Abdullahi Shiikhey Baa-Hassan to stop unseating the Banadiri communities from the parliament and called the president of Somalia, the prime minister and the international community members to intervene the matter. However, the president and the prime minister didn’t intervene the matter, while the international community turned deaf ears to the calls to convey the voices of the abused minorities to the Somalia leadership to stop the violators from grabbing the seat from the communities that have no power to protect their seats. If the minister and his clan friend Baa-Hassan succeed to submit their own list of SIEIT members facilitating the elections of the Banadiri seats of the parliament, it will facilitate them to grab more parliament seats, which reduces the Banadiri community to have very reduced representation in the parliament. Lasanod (PP News Desk) — Abdirisaq Khalif Ahmed, a Waddani party MP who is also a candidate for Somaliland Parliamentary Speakership has accused local militias in Sool of making difficult for voters to cast their votes during Somaliland parliamentary and local government elections. “Local militias have prevented many voters from voting. Opposition parties have shown restraint in the face of electoral infringements by local soldiers” Abdirisaq said. Abdirisaq Khalif Ahmed implied that local militias on Somaliland government’s payroll had resorted to electoral infringement to give Yasin Hagi Mohamud an edge on him during elections. Abdirisaq lauded Somaliland electoral commission staff for dealing with several incidents of electoral infringement in Sool constituencies. “Parliamentary and local government elections have been a landmark in the sense that we will have our elected MPs in Somaliland Parliament. The practice to appoint some local MPs on discretionary basis has come to an end” he added. Abdirisaq had been a Commerce Minister before he resigned in 2015 in protest of Kulmiye party policies. His rival, Yasin Hagi Mohamud, is seeking the parliamentary speakership on a Kulmiye ticket. Yasin and Saleebaan Yusuf Ali Kore, the Information Minister, lobbied against recalibration of constituency seats on the basis of the number of voters. The current power-sharing arrangement in Somaliland was conceived before Puntland lost control of Lasanod in 2007.
