As such, the labels and colouring of parties in this article may differ from Europe Elects’ usage. Somaliland is a paradox. Self-proclaimed independent territory of Somalia in 1991, it is not recognized as sovereign by any UN member country. Its economy is one of the weakest in the world, and public authorities are failing to reduce social inequalities. Yet, far from the civil war that is hitting neighbouring Somalia, Somaliland has succeeded in pacifying its territory and ensuring several fundamental freedoms, those of the press and of speech in particular. Better still, it has one of the most democratic electoral systems on the African continent; an article published in The Economist even consecrated Somaliland as the ‘strongest democracy in East Africa’. A miracle enabled by an original political system, which may experience its greatest fulfillment with the parliamentary and municipal elections scheduled for May 31, 2021. A State by Default The existence of Somaliland is, above all, the result of a failure: the unsuccessful reunification of the Somali peoples into a single state. Map of the main Somali clans. The East Coast was dominated by Italy, which established an extremely authoritarian and segregationist power in the region. The North, current Somaliland, was dominated in a more minimalist way by Great Britain. On June 25, 1960, Italian Somalia gained independence. It was followed, a week later, by British Somalia. Immediately, the two new states united to form one. By this decision, they drew the wrath of international organisations, which are for the most part unfavourable to the questioning of post-colonial borders so as not to complicate the pacification of the continent. But a common political power is quickly established, and Somalia is recognized after a few years as a unified state by the rest of the world. Yet the project of a reunified Somalia quickly crumbled. The political powers failed to unite two regions divorced by history and which now had different political and social cultures. Conflicts between northern and southern clans were recurrent, against a backdrop of political tensions. The democratisation of the country was a failure, and an authoritarian government was established in 1969. The spark which put a definitive end to the united Somalia came at the end of the 1970s. The dictator Mohamed Siad Barre, who still dreamt of a united territory of the Somali people, began launching attacks on Ethiopia. The war was quickly lost, causing the Greater Somalia project to collapse. The northern clans were vehemently singled out by the South; several massacres happened and looting was recurrent. The dictatorship tolerated these abuses, sometimes even supporting them, and restricted the political powers of the northern clans. After some time, a massive rebellion broke out in the North, thereby inaugurating a civil war. In 1991, after a decade of conflict, the Somali state, unable to ensure control of its territory, collapsed—without any belligerent succeeding in ensuring its succession. The North takes the opportunity to proclaim its independence on May 18, 1991, on the basis of borders that are relatively similar to those of the former colonial powers. The region emerges bloodless from the Somali civil conflict, with five per cent of its population having died and more than half of the survivors displaced. The economy had collapsed and a majority of the population did not benefit from any public service. Independence was rejected by a majority of African states, which were still unfavourable to questioning borders and saw the emergence of such a state as a danger to the stability of the region. In this context, the first months of Somaliland’s existence were just as chaotic as on the eve of independence; but as Somalia got bogged down in a never-ending conflict, the lull returned fairly quickly to the North. In 1993, the political situation was more or less stabilised in Somaliland, at least enough for an indirect presidential election to take place. The new government managed to take control of the territory, and established a partially democratic presidential regime. The latter was reinforced by the establishment of a new democratic constitution in 2000 and by the formal approval of independence by referendum a year later, with 97% voting in favour. Clans, Parties and Liberal Democracy Initially rickety, Somalilander democracy seems much more solid today than at the beginning of the century. In 2010 and later in 2017 the country experienced two peaceful presidential alternations in office, an unprecedented achievement for the region. A miracle which is largely based on the establishment of a particular political system: for the historian Gérald Prunier, ‘Somaliland incorporated its old clan conflict management mechanisms into British common law to achieve a new form of democracy’. Somaliland has a bicameral presidential political system, which combines three electoral modalities : The President is elected by universal, single-round ballot for a four-year term. The House of Representatives, which will be elected on May 31, is made up of 82 deputies, elected by multi-member proportional representation for a period of five years. The House of Elders is a de facto non-elected assembly, made up of traditional tribal leaders and responsible for revising the bills passed by the House of Representatives. Only three political parties are allowed to participate in presidential and legislative elections at once. These are determined according to the results of the municipal elections, which take place once every ten years: the three parties which receive at least 20% of the vote in every constituency of the country (or, failing that, those which receive the most votes nationwide) enjoy national electoral accreditation. This system aims for parties to unite at the national level and therefore to reduce political tribalism. Undoubtedly, democratic life in Somaliland is far from ideal. Elections are regularly postponed due to organisational or economic difficulties: the current House of Representatives has not been renewed for sixteen years, and the Chamber of Elders does not have a strict renewal procedure. Additionally, suspicions of corruption regularly hang over elected officials, although these denunciations are less recurrent than in the past. But Somaliland is still moving in the direction of increasing liberal democratisation. The country is even, sometimes, a pioneer in the matter: during the 2017 presidential election, the authorities successfully used an iris recognition biometric system, in order to avoid double votes. A world first. Social-Liberalism Versus Conservative Socialism On May 31, the 700,000 Somaliland voters will be invited to elect new deputies and municipal representatives. These elections will be supervised by an independent entity and not by members appointed by the president, a first in the country’s history. The front runner is Kulmiye (liberal), the party of President Muse Bihi Abi. The movement, which currently has a relative majority of seats in the House of Representatives, has won every national election held since 2005. Kulmiye is, historically, favourable to the establishment of a market economy (and is moreover an observer of the Liberal International). However, faced with the emergence of private monopolies and growing inequalities, the party has recently shifted its economic program to the left. For example, Kulmiye’s manifesto defends the nationalisation of a few companies in essential sectors of the economy as well as an increase in social assistance, financed by tax increases on large fortunes. The party is increasingly attacked by the opposition for its lack of commitment to the consolidation of fundamental freedoms and for its reluctance to reform the country’s legal system, largely copied from the Somali model at the country’s independence and slightly transformed since. A Flourish chart The main opposition to Kulmiye is undoubtedly Waddani (*), a populist party that has been emerging in recent years. The party is a big tent for opponents of the government. Economically, it is much more to the left: it defends the establishment of a universal healthcare system and wants to almost double the resources dedicated to education. It defends public investment as a way to revive economic growth. Institutionally, the party describes itself as the spokesperson for minorities and fundamental freedoms. For example, it made the inclusion of women in society a watchword of its manifesto, defending for instance a quorum of 30% of women in Parliament. The party also supports greater decentralisation. Nonetheless, Waddani differs from classical left-wing movements in several ways. It largely claims the Islamic moral and cultural heritage, and intends to give it a more important place in the education system and in the establishment of laws. The party also defends an economic and diplomatic policy that is much more nationalist than Kulmiye, and promises to increase funding dedicated to the army. The third party that is allowed to take part in the legislative election is the UCID (centre-left). The party, an observer member of the Socialist International, defends a traditional social democratic policy. However, it is unlikely that the party will play an important role in this election: it only won four per cent of the vote in the 2017 presidential election. It is even likely that it does not retain its national accreditation, for the benefit of a conservative movement. Surprisingly, the debates bear little on the objective of international recognition of Somaliland’s independence. In fact, the country is de facto already recognised as such: the Somalilander government has established diplomatic and economic relations with many states, and the Somalian government no longer tries to impose its control on Somaliland. The few advantages that a legal recognition of the country’s sovereignty would provide, such as obtaining loans from the IMF, no longer justify in the eyes of the population the centrality of this issue. __________ The May 31 elections appear to be a turning point for Somaliland. If the elections are successful functionally, the country’s democracy will be largely consolidated, after fifteen years of electoral stammering. Conversely, a failure would put an end to the country’s chances of international recognition, at least in the short term. More than Somaliland alone, these polls could be the first line of a new page in East African politics; the country’s two big neighbours, Ethiopia and Somalia, are expected to renew their legislatures too later this year, again after several postponements. A joint success of these three elections, although unlikely at the present time, could revitalise hopes for democratisation in the region, dried up by the difficulties of recent years. Qaran News

The people of Somaliland are voting Monday in parliamentary and local elections, highlighting progress in the semiautonomous region of Somalia that over the years has avoided the destructive violence plaguing other parts of the Horn of Africa country. More than 1 million of Somaliland’s 4 million people are registered voters. The region has invited international observers for the elections, including political figures from elsewhere in Africa. Somaliland broke away from Somalia in 1991 as the country collapsed into warlord-led conflict. Despite lacking international recognition, Somaliland has maintained its own independent government, currency and security system. John Githongo, an anti-corruption campaigner from Kenya who is in the Somaliland capital, Hargeisa, as an observer, in a Twitter post described the region as “the one Somalia with a bottom up democracy that seems to organically work.” Greg Mills, director of a South Africa-based group that is observing the polls, said in a statement that the semiautonomous region “represents an example of an African country which is committed to democracy and development and deserves the support of every African who wants to see progress on this continent.” Somalia considers Somaliland as part of its territory. Several rounds of talks over possible unification have failed to reach a breakthrough and the region continues to assert its right to independence. Somaliland’s relative stability over the years has sharpened the sense of failure in Somalia, where deadly attacks by extremists are frequently reported. Elections due there in February failed to take place because of the lack of agreement on how the vote should be carried out. Talks between Somalia’s federal government and regional leaders that began in March broke down in early April, precipitating a political crisis that deepened when the lower house of parliament adopted a special law extending the terms of current officeholders for two years and abandoned an agreement last year. The decision sparked widespread opposition, leading to the mobilization of militias, exposing divisions within Somali security forces, and resulting in violent clashes on April 25. Following the clashes, President Mohamed Abdullahi Mohamed earlier this month asked the lower house of parliament to reverse its actions that included extending his mandate for two years. Follow Save The self-declared independent Republic of Somaliland conducts its first parliamentary elections in 16 years on Monday, 31 May, hoping that by demonstrating its ability to hold a competent, democratic and peaceful poll it will boost its case for international recognition. (Photo: Richard Harper) Though officially recognised only by Taiwan, Somaliland has been a de facto independent, peaceful and relatively democratic state for 30 years, after breaking away from tumultuous Somalia to the southeast in 1991. It held its first parliamentary elections in 2005 and was supposed to have held further elections every five years since. But for many reasons — not least members of Parliament wanting to hang on to office — it has not held one since. With a young minimum voting age of just 15, this means many Somalilanders voting on Monday would not yet have been alive for the last election. After 16 years, not a single sitting MP is contesting Monday’s election, due to death, retirement or just a waning of interest. A total of 246 fresh candidates from all three of the country’s parties will contest the 82 seats in the lower house or National Assembly. Voters will also choose from among 522 candidates for 342 district council seats. Of all these 768 candidates, only 28 are women: 13 for Parliament and 15 for district councils and five are minorities. Gender activists are working to redress the huge imbalance. Under Somaliland’s constitution, only three political parties are allowed — ostensibly to try to avoid the prior one clan, one party chaos. Nevertheless the clan influence on the parties and on the country’s politics in general remains strong. (Photo: Richard Harper) But Somaliland’s President Musa Bihi Abdi claims to be indifferent to — and even to welcome — the prospect of opposition gains, insisting that all Somalilanders are united by a common vision to better their country and to win international recognition for it. This sentiment may not be entirely rhetorical as party allegiances are weak. Kulmiye is theoretically liberal and the other two more or less socialist. But most of the 1,065,847 registered voters — of a population of about 5.7 million — are expected to vote for individuals rather than parties. The country has a hybrid voting system that South Africa could usefully emulate. Though the total vote for a party determines the number of its seats in Parliament, those seats are allocated to individuals according to the votes they themselves won — and not according to a party list drawn up in smoke-filled rooms. Voters were registered using a sophisticated iris-recognition electronic system which was also intended to verify voters at the country’s 2,709 polling stations. (Photo: Richard Harper) Abdirashid Mohamoud Ali, chairperson of the National Electoral Commission, says the commission is independent and that the country’s six previous elections since multiparty democracy was introduced in 2001 by referendum have all been peaceful, free and fair and testified as such by the international community. The six previous polls comprise the 2005 parliamentary elections, presidential elections in 2003, 2010 and 2017 and two district-level elections, in 2002 and 2012. Because the international community does not officially recognise Somaliland, the usual regional and international organisations do not observe or monitor its elections. This one is being observed by a team of 28 international observers organised by South Africa’s private Brenthurst Foundation and led by former Sierra Leone President Ernest Bai Koroma and a team of 12 international observers of the University College of London, led by that university’s Professor Michael Walls and sponsored by the British government. The main election monitoring, though, will be done themselves, by about 800 Somalilanders in a sophisticated operation organised by the Somaliland Non-State Actors Forum (Sonsaf), an umbrella body of traditional leaders, civil society organisations, religious groups, business and other organisations. (Photo: Richard Harper) Abdi told the Brenthurst Foundation monitors this weekend that the elections would contribute to Somaliland’s quest for independence. “This is one of the milestones we’re going through… showing we are an independent democratic free market nation capable of administering ourselves in a peaceful way.” Clearly, though, democracy and freedom in Somaliland are still a work in progress. Sakaria Ahmed, chairperson of the Somaliland Journalists Association (Solja) representing all of the country’s media, assesses that “media freedom is improving”. One of his criteria, though, is that this year the government has not closed any media houses — where last year it permanently shut down three, the Universal TV network and two newspapers. Solja’s media monitoring coordinator, Ilyas Abdillahi Abdirahman, adds that Solja has recorded 12 arbitrary police arrests of journalists over the past four months — though he adds all were later released. Ahmed suggests nonetheless that the Somaliland media environment is freer than that of its neighbours, Somalia, Eritrea and Djibouti. Aly Verjee, a fellow of the Rift Valley Institute and a Brenthurst Foundation monitor, suggests dryly that Solja is “setting the bar rather low,” considering that these neighbours are rather autocratic states. Ahmed also notes that while the Somaliland government places no limitations on registration of TV networks — of which there are 35 — and newspapers, it restricts the number of radio stations to just one, the national broadcaster. And this is frankly because the government knows that most Somalilanders, especially in the rural areas, get their news and opinions from the radio. In light of the restrictions on the number of radio stations and of political parties, Verjee characterises Somaliland as a “managed democracy”. Will Monday’s election be peaceful? Most officials and observers seem to believe so though Sonsaf executive director Ayan Hassan says the counting period could get heated, as the competition for parliamentary seats is intense, especially in some areas. Jama Musse Jama, director of the Red Sea Cultural Centre, believes the fiercest contest will be in the eastern region of Sool, where the candidates of all three parties aspiring to be Speaker (leader) of Parliament are in the political ring together. Jama also notes that there is one small part of Sool’s border with Puntland — a state of federal Somalia — where conflict could erupt because of a dispute among members of the same clan over grazing rights. And whether this election will indeed, as President Abdi hopes, much advance the country’s goal of international recognition, is unclear. So far only one other, itself barely recognised state, Taiwan — which China claims, with growing belligerence, as a renegade province — has recognised Somaliland. Since last year its blue, red and white flag has been flying over the capital Hargeisa’s low-rise skyline, when it opened a “Taiwan Representative Office” — in effect an embassy — in the capital, though even Taiwan dare not openly call it that. Somaliland bases its legal claim to independence on the peculiar circumstances of its birth. It lies on the Gulf of Aden, squeezed between Somalia to the east, Ethiopia to the south and southwest and Djibouti to the northwest. During the colonial era it was a British protectorate, separate from Somalia which was an Italian colony. At the moment of its independence in 1960, Somaliland was therefore still a separate state. So it claims that claiming independence does not violate the Organisation of African Unity’s decree that Africa’s borders at independence should not be altered. Somaliland is, therefore, “not a secessionist state,” Abdi insists. Somaliland claims it was forced grudgingly into an unhappy union with Somalia in 1961. In 1982 Somaliland, under the banner of the Somali National Movement (SNM) launched an armed struggle against the brutal Somali military dictator Siad Barre. After he was toppled at the end of a very bloody war, on 18 May 1991, the SNM ended the “unlawful marriage” with Somalia and declared the independent state of Somaliland. Hargeisa, about 100km from the coast, was then just “rubble with few buildings standing,” says Finance Minister Saad Ali Shire, after constant bombing by Barre’s air force. Landmines littered much of the country. Though the streets of the capital still make even Johannesburg’s potted arteries feel like a skating rink by comparison, for the past 30 years, it has slowly recovered, pulling itself up by its own bootstraps — “without a Marshall Plan”, says Shire, meaning largely without foreign aid because of its lack of official international recognition. This robust self-reliance suggests to Democratic Alliance leader John Steenhuisen, another Brenthurst Foundation election monitor here, that Somaliland should be called “the little country that could”. Though it has been an oasis of peace and steady development in a turbulent region, Somaliland remains very poor. Its economy is still tiny, with an estimated GDP of just $2.5-billion and a GDP per capita of $475 a year, one of the lowest in the world. The economy largely relies on exports of livestock to the Gulf and remittances from the 600,000-strong diaspora.   12. Hargeisa (PP News Desk) — Delayed Somaliland local and parliamentary elections are taking place today. Waddani, an opposition party, has for the first time a better chance to send MPs to Somaliland Parliament. Founded in 2012, it is party whose fortunes were affected by its latecomer status compared to Kulmiye, the ruling party, and UCID. Kulmiye and UCID participated in the 2005 local and parliamentary elections. Waddani garnered 40 percent of votes cast during 2017 presidential elections. Assuming that Waddani wins more than 51% of parliamentary seats, a constitutional crisis might grip the executive branch of Somaliland. Muse Bihi, the incumbent President, seeks to bolster his mandate by trying to win parliamentary seats commensurate with the 55.1% of the vote his party received in 2017. Waddani is campaigning on a reformist agenda. In 2017 more than 20% of the votes it won had come from diverse constituencies. Kulmiye wished it had reversed the decision to hold presidential and parliamentary elections separately: the 2017 presidential elections would deny Waddani the opportunity to try to win a majority of parliamentary seats. “UCID is a mere sideshow that aims to undercut Waddani’s chances to become the party with the largest number of MPs” said Da’ud Ahmed, a political analyst in Hargeisa. That Abdirahman Mohamed Abdullahi, the Waddani Chairman, was a Somaliland parliamentary speaker on a UCID ticket does not help. Waddani has fielded Barkhad Jama Batun, the party spokesman, to represent the pro-change face of party. He is widely supported by Somaliland’s labourers. Hargeisa cobblers association last week made a donation to Waddani to show solidarity with a party that seeks to redefine Somaliland politics twenty years after the Somaliland introduced a hybrid, multiparty system. At a Burco event to commemorate the thirty third anniversary of the civil war in the North Ahmed Mire, a former senior Somali National Movement commander, contrasted Somaliland political system with Puntland State’s approach to instituting a rudimentary political order. “Theirs is more reasonable than the political system we have here in Somaliland; ours s neither tribal nor democratic” Mire said.
