  2. At least five soldiers in central Somalia were killed – including one senior official – and 10 wounded Tuesday in a fierce firefight with al-Shabaab terrorists, said local media reports. The fighting broke out at the Galmudug state paramilitary forces base in the vicinity of Shebelow in the central region of Mudug after al-Shabaab fighters attacked the camp. Maj. Mohamed Ali Salaad, the commander of Horseed battalion of Galmudug Darwish forces, was also killed in the fighting, according to Somali National Television. Omar Mustaf, a local official in Galmudug, told Anadolu Agency over the phone that the Galmudug Darwish forces repulsed the al-Shabaab attack. “There are casualties on the side of Galmudug forces but I can’t confirm any numbers killed or injured in the fighting,” he said. He said al-Shabaab suffered huge casualties in the fighting, without giving details. Shebelow, where the attack took place, is located on the outskirts of the town of Ba’adweyne, which the Somali national army backed by Galmudug state forces recently liberated from terrorist group al-Shabaab.   20. Once upon a time this town was so important, the entire seaway was known as the Gulf of Berbera. Today it’s the Gulf of Aden, one of the world’s busiest shipping lanes, a funnel almost 400 kilometres wide at the entrance where it meets the Indian Ocean, tapering to a narrow strait between Djibouti and Yemen, then on to the Red Sea and Suez. If there’s a problem, it’s that Berbera — having passed through the Roman, Greek, Ottoman and British empires and fancied as a base for the Soviet fleet during the Cold War — is now in a country that doesn’t exist. In 1961, the British territory of Somaliland gained independence and joined an unhappy union with greater Somalia. In 1991, it broke away and has fought a 30-year battle for recognition. Britain and the US have opened consulates, Taiwan has a trade office and Ethiopia has long used Berbera as a link to the coast. But the new terminal built by Dubai firm DP World has potential to give Somaliland the kind of power no one can ignore. With a quay length of 400 metres and three ship-to-shore gantry cranes, it is now able to host the biggest container ships in the world. For more than a century, the key stop for naval and merchant craft has been Djibouti where the US and China each have a military base, not far from the giant container terminal also built and operated by DP World. Problems came in 2018 when Djibouti president, Ismaîl Guelleh nationalised the dock. The country has a poor record on human rights and, since independence from France in 1977, the only two presidents have been Guelleh and his uncle. Push north and you’re in Eritrea, one of Africa’s last dictatorships and to the south is Somalia with a history of instability. That leaves Berbera which, until now, was too small to handle the volume of shipping that plies the Gulf. The country’s president, His Excellency Muse Bihi Abdi, President of Somaliland “This is a proud and historic moment for Somaliland and its people, as the completion of the first phase has made our vision of establishing Berbera with its strategic location into a major trade hub in the region a reality. With the new terminal, along with the second phase of expansion and economic zone along the Berbera corridor, we are now firmly positioned to further develop and grow our economy through increased trade, attracting foreign direct investment and creating jobs”. Since reestablishing its sovereignty, Somaliland has been a multiparty democracy (the only one on the Horn) and has had several changes of government through the ballot box. Elections are monitored by the US and the European Union and the media is more free than most across the continent. The other advantage is that Somalilanders speak English, a plus for countries like India, Australia, Britain, South Africa and the UK who rely so heavily on the Suez Canal. The Pentagon has its only permanent military base in Africa at Camp Lemmonier in Djibouti. In recent years, their relationship with Guelleh has become awkward, both on the question of human rights and because he has moved ever-closer to China. There has long been speculation that, if Somaliland won recognition at the UN, the Americans might move their troops to Berbera. If there’s a difficulty, it’s that the last time the world accepted a split in an African state, it gave birth to South Sudan and an almost continuous civil war. Like Taiwan or Northern Cyprus — both largely unrecognised but with sovereign control of their affairs — Somaliland is a fact and no one seriously believes it might join again with Mogadishu. One thing that stands out to the visitor both in Berbera and the capital Hargeisa, is the support for independence. None of the groups pushing for unity with the south is taken seriously. The harbour did not come cheap. In 2016, DP World signed a deal worth close on half-a-billion dollars to redevelop Berbera and run the terminal which would operate as a free-trade zone. The first phase of the work was completed this year and the opening ceremony on 24 July was hosted jointly by Somaliland president Muse Bhi and the chairman of DP World, Sultan Ahmed bin Sulayem. Sultan Ahmed Bin Sulayem, DP World Group Chairman and CEO, said: “DP World’s investment in the Port of Berbera, and its integration with the special economic zone we are developing along the Berbera Corridor, reflects our confidence in Berbera and intent to develop it into a significant, world-class centre of trade. It will be a viable, efficient and competitive option for trade in the region, especially for Ethiopian transit cargo. The region’s key power, Ethiopia is likely to be its major client. In 1993 after years of civil war, the coastal region of Eritrea was officially recognised as a sovereign state and its secession left Ethiopia landlocked. Since then, all trade has had to pass through neighbouring states; when Somaliland broke free, the government in Addis Ababa was the first to allow direct flights to Hargeisa. With Somalia still recovering from conflict and both Djibouti and Eritrea well-short of democracy, the issue of recognition was put to one side. It’s less than a three-hour drive from Berbera to the Ethiopian border and a planned rail link will be even quicker. Until now, the only limit has been capacity at the docks but the expansion has been drafted to cope with regional growth for the next 30 years There’s an airport at Berbera with one of the world’s longest runways, built by the Russians who had plans for a military base that never materialised, then rented by NASA as an emergency landing pad for the Space Shuttle. With the new harbour and increased shipping, there are hopes of tourism and, ultimately, flights from Europe. The coast here is unspoiled with miles of empty beaches, coral reefs and temperatures that even in winter rarely dip below 28˚C. By the first century AD, this was the go-to place for gold, copper, honey and fabric, carried by camel from the hinterland and shipped to Arabia. In the 1850s, a European explorer wrote of it as, “the true key to the Red Sea and the centre of East African traffic”. Under the British, Berbera was the capital of Somaliland, with beachside restaurants and a busy nightlife, and in the early years of union with Somalia, more than half the country’s income was generated by goods shipped from here. Somalia still claims sovereignty over all the former territory, but investors have long dismissed that idea. This confusion is made worse by the United States insisting that matters pertaining to Somaliland be dealt with by their embassy in Mogadishu. When leaders from Hargeisa get the red carpet on visits to other African states or further afield, it’s followed by protest from Somalia which in 2019 severed diplomatic ties with Guinea after Somaliland’s president was given a welcome there befitting a head of state. No one pays much attention, and there have been rumblings in Washington and London about recognition. The fear is it might encourage other parts of Somalia to break away and spur secessionist movements already active in Nigeria, Cameroon and northern Mozambique. It’s a tough neighbourhood. Across the gulf lies Yemen, beyond that Israel and Lebanon with problems of their own. The region is short on water and has a young population, many without jobs. But it’s also the only route to the Suez Canal. For its part, DP World is pushing ahead with further plans for Berbera. In a recent tweet, Sultan Ahmed bin Sulayem said his company will extend, “the new container terminal’s quay by more than twice its current length to a total of 1000 metres.” With that done, capacity will rival Mombasa in Kenya, one of the busiest wharves in Africa.   22. Since the outbreak of the conflict in Ethiopia’s Tigray Region, there have been reports on the possible use of drones by the ENDF, or the Ethiopian National Defence Force. Opponents of the government claimed that the Ethiopian military operated armed drones from an airbase in neighbouring Eritrea, a claim which Bellingcat addressed in a previous article in 2020. For some time, the only firm open source evidence of drone use by the Ethiopian government has been of small unarmed Chinese commercial drones operated by the country’s police, which were subsequently used by the military. As the conflict dragged on, Ethiopian military figures broadly acknowledged some use of drones. “Our air force is equipped with modern drones. We have our own technicians and controllers who run and fly them. We don’t need others to help us out with this in our fight against the extremists. We’re pretty self-reliant”, remarked Major General Yilma Merdasa of the Ethiopian Air Force in an interview to local media last November. But Maj. Gen. Merdasa’s interview didn’t answer one particularly important question — who built Ethiopia’s fleet of drones? That’s even more important to ask in light of reports which surfaced last week by open source researchers alleging that Ethiopia now operates Iranian-manufactured armed drones. Bellingcat obtained new satellite imagery from Planet SkySat and MAXAR, as well as evidence from social media, to further analyse these claims. The View from the Runway On August 3, photos began to appear on social media showing the Ethiopian Prime Minister Abiy Ahmed at an airport accompanied by Ethiopian military officers. In images posted on Facebook and Twitter we see the Prime Minister with Temesgen Tiruneh, head of the National Intelligence and Security Service (in a blue jacket) walking away from the tarmac. Although it has not been possible to establish precisely who took this set of images, they first appeared that same morning on several Facebook pages strongly supportive of the government, including Ethio Times and Kiyya Hararghe. The images were also later published on the Facebook page of Voice of America’s Oromo service, a major language in Ethiopia. “Army commander and Prime Minister Dr. Abiy Ahmed on the Afar front”, reads this Amharic-language caption. Ethiopian social media users stated the location as Semara (ሰመራ), the capital city of the country’s Afar Region. This province borders the Tigray Region, where heavy fighting with anti-government forces continues. Bellingcat and open source researchers such as flight tracker expert @Gerjon_ were able to independently geolocate these photos to Semara Airport (11.791731, 40.991712). In the background of one image, behind the Prime Minister, a Ground Control Station (GCS) can be seen — this facility contains systems for controlling drones. An aircraft can be seen next to the GCS which deserves closer attention. Could this be a drone, and if so, what type? One of the images included in the Facebook post provides a glimpse inside the GCS. It shows a video feed from a camera, often seen as part of Intelligence, Surveillance and Reconnaissance (ISR) pods on drones. In short, this is the view which a drone operator at a military base would see on their computer screen. Twitter users such as @Iranianmilitary AR soon noticed similarities with Iranian military software. https://twitter.com/iranianmil_ar/status/1422709641188937730?s=19 We can see the similarities ourselves by watching drone feed footage broadcast in 2019 on an Iranian news channel and uploaded to the video sharing website Aparat. Various measurements, such as the latitude-longitude meter, are arranged in exactly the same way on the screen. The same distinct crosshair can also be seen in both images. These commonalities suggest that both drones use a similar Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) software. The image below compares the Iranian drone feed from 2019 to the screen seen inside the Ethiopian GCS: The aforementioned features of some Iranian drone feed footage appear to have remained consistent since 2019. For example, in May 2021 a video published by Iranian TV and shared on Youtube shows the Iranian military operating Mohajer-6 drones with a clear sight of the drone feed. Bellingcat checked the drone feed seen at Semara against other publicly available drone feed footage for Chinese, Turkish, Iranian and US drones, but found no other close match. While this does not conclusively rule out other configurations, it makes it more likely that the elements seen on the screen are those of a specific software feed for the Mohajer-6. The View From Above Bellingcat obtained high-resolution 0.5m imagery from Planet SkySat of Semara Airport on August 2, 2021 — a day before the photos of PM Abiy Ahmed’s visit were taken. The image below includes more clues to the identity of the aircraft: We see two aircraft and the ground control station nearby. An Airbus 737-700 stands on the tarmac a little further away; its position corresponds to that of the Ethiopian government jet which brought the Prime Minister to Semara, all also visible in the photos published on Facebook. As the GCS can be used for operating drones, it is reasonable to suspect that the aircraft nearby could well be drones. The measurement of the aircraft in satellite imagery shows that these two aircraft have a wingspan of 10 metres, and a length of six metres. This helps eliminate some possible drone candidates that have recently appeared in various conflicts, such as the Chinese Wing Loong II and the CH-4 and CH-5, or the Turkish Bayraktar TB-2. All of these have longer wingspans. We also obtained a MAXAR WorldView-3 high-res 0.8m resolution image of Semara on August 5, courtesy of European Space Imaging. However, atmospheric conditions limit the use of this image. It is a little blurrier, which complicates a clearer view of the shape of the drones. By this time, the 737 has already left. However, we still see what are likely to be two drones at Semara airport, including the GCS on the tarmac. One of the two drones has been moved closer to the main airport building. A Close Match? As noted earlier, the wing measurements from satellite imagery did not match those of several Chinese drone types known to be used in conflict zones. However, that alone did not rule out all Chinese manufactured drones — an important stage in verification, considering previous confirmed use of Chinese drones in Ethiopia’s police operations. Furthermore, the precise shape on the satellite imagery wasn’t clear enough to determine the exact model, leaving more questions open. With those wing measurements in mind, let’s return to the photos showing PM Abiy Ahmed at the airfield. A closer look at photos from the extensive Facebook album of the PM’s visit to Semara showed the outline of a drone that fitted the shape of an Iranian Mohajer-6. The image below shows the two drones in the background. We have used an image enhancement service in an attempt to produce a clearer image of the drones. A closer look reveals further similarities between the landing gear and shape of this drone and those of the Iranian Mohajer-6. On the drone to the right, two different images from the aforementioned Facebook photo album show the various parts of the drones in the background. Once aligned, we can see the tailfin of the drone and begin to have a composite image (given that both drones appear to be identical). In the blue box in the top zoomed in image, we see a possible missile shape under the drone, which will be discussed later. These specific designs are outlined in the zoomed in images below: the curved flare nose, landing gear, the measurements and the wingspan are unique features for a Mohajer-6, providing more indications that this could indeed be a drone of Iranian origin. As far as Bellingcat was able to establish by the time of publication, there are currently no other drones with these specific measurements and shape which fit this profile. Once again, although certain Chinese (GAIC Yaoying II/ Air-Sniper-2) and Turkish (Karayel) manufactured drones have similar measurements, none were as close a match with the Facebook imagery of the drone shared above. Iran’s Drones on the World Stage If Ethiopia is indeed operating Iranian-made armed drones, that would represent a significant addition to the list of beneficiaries from Teheran’s burgeoning drone programme. So far, Iran is believed to have transferred drones, components or designs only to its proxies and allies in Iraq, Lebanon, Yemen and the Gaza Strip. The presence of Iranian-manufactured drones has also been reported in Sudan, while the Venezuelan authorities appear to have shown some interest in the Mohajer-6 drone. Whether Ethiopia and Iran have struck any military deals remains to be seen. However, in July and August of this year, open source flight trackers flagged the presence of Iranian cargo aircraft at various civil and military airbases across Ethiopia. One of these aircraft was sanctioned by the US Treasury in 2020 for alleged links to the Iranian Revolutionary Guards Corps (IRGC). The content of these flights is unknown. Armed and Dangerous? As there are ongoing concerns over civilian casualties from airstrikes in Ethiopia, it’s important to check if the Mohajer-6 is armed. Imagery from Iran, as well as media reports, indicate that the Mohajer-6 can indeed be armed with various missiles and bombs. One of these is the Qaem air-t0-surface missile. The photographs analysed indicate that the drone model seen at Semara has various points where weapons can be equipped. One of these drones appears to be armed with a missile. In recent weeks, further claims about Iranian-made missiles in Ethiopia have been aired online. On August 13, one analyst alleged a match between missile remnants in Ethiopia’s Tigray Region and the Qaem missile. Bellingcat was unable to independently verify the accuracy of his comparison. https://twitter.com/SimTack/status/1426180399768772608?s=19 What can be said on the basis of satellite imagery and photos posted on social media is that two drones were based at Semara Airport. An analysis of the shape and measurements of these drones, as well as the footage from the drone feed, provides a strong indication that these are drones consistent with the Iranian Mohajer-6, seemingly armed with air-to-ground missiles. Nevertheless, it must be stressed that higher quality imagery would be needed to state anything conclusively. Meanwhile, the conflict over Ethiopia’s Tigray Region grinds on. Built and trained at a two-decade cost of $83 billion, Afghan security forces collapsed so quickly and completely — in some cases without a shot fired — that the ultimate beneficiary of the American investment turned out to be the Taliban. They grabbed not only political power but also U.S.-supplied firepower — guns, ammunition, helicopters and more. The Taliban captured an array of modern military equipment when they overran Afghan forces who failed to defend district centers. Bigger gains followed, including combat aircraft, when the Taliban rolled up provincial capitals and military bases with stunning speed, topped by capturing the biggest prize, Kabul, over the weekend. A U.S. defense official on Monday confirmed the Taliban’s sudden accumulation of U.S.-supplied Afghan equipment is enormous. The official was not authorized to discuss the matter publicly and so spoke on condition of anonymity. The reversal is an embarrassing consequence of misjudging the viability of Afghan government forces — by the U.S. military as well as intelligence agencies — which in some cases chose to surrender their vehicles and weapons rather than fight. The U.S. failure to produce a sustainable Afghan army and police force, and the reasons for their collapse, will be studied for years by military analysts. The basic dimensions, however, are clear and are not unlike what happened in Iraq. The forces turned out to be hollow, equipped with superior arms but largely missing the crucial ingredient of combat motivation. “Money can’t buy will. You cannot purchase leadership,” John Kirby, chief spokesman for Defense Secretary Lloyd Austin, said Monday. Doug Lute, a retired Army lieutenant general who help direct Afghan war strategy during the George W. Bush and Barack Obama administrations, said that what the Afghans received in tangible resources they lacked in the more important intangibles. “The principle of war stands — moral factors dominate material factors,” he said. “Morale, discipline, leadership, unit cohesion are more decisive than numbers of forces and equipment. As outsiders in Afghanistan, we can provide materiel, but only Afghans can provide the intangible moral factors.” By contrast, Afghanistan’s Taliban insurgents, with smaller numbers, less sophisticated weaponry and no air power, proved a superior force. U.S. intelligence agencies largely underestimated the scope of that superiority, and even after President Joe Biden announced in April he was withdrawing all U.S. troops, the intelligence agencies did not foresee a Taliban final offensive that would succeed so spectacularly. “If we wouldn’t have used hope as a course of action, … we would have realized the rapid drawdown of U.S. forces sent a signal to the Afghan national forces that they were being abandoned,” said Chris Miller, who saw combat in Afghanistan in 2001 and was acting secretary of defense at the end of President Donald Trump’s term. Stephen Biddle, a professor of international and public affairs at Columbia University and a former adviser to U.S. commanders in Afghanistan, said Biden’s announcement set the final collapse in motion. “The problem of the U.S. withdrawal is that it sent a nationwide signal that the jig is up — a sudden, nationwide signal that everyone read the same way,” Biddle said. Before April, the Afghan government troops were slowly but steadily losing the war, he said. When they learned that their American partners were going home, an impulse to give up without a fight “spread like wildfire.” The failures, however, go back much further and run much deeper. The United States tried to develop a credible Afghan defense establishment on the fly, even as it was fighting the Taliban, attempting to widen the political foundations of the government in Kabul and seeking to establish democracy in a country rife with corruption and cronyism. Year after year, U.S. military leaders downplayed the problems and insisted success was coming. Others saw the handwriting on the wall. In 2015 a professor at the Army War College’s Strategic Studies Institute wrote about the military’s failure to learn lessons from past wars; he subtitled his book, “Why the Afghan National Security Forces Will Not Hold.” “Regarding the future of Afghanistan, in blunt terms, the United States has been down this road at the strategic level twice before, in Vietnam and Iraq, and there is no viable rationale for why the results will be any different in Afghanistan,” Chris Mason wrote. He added, presciently: “Slow decay is inevitable, and state failure is a matter of time.” Some elements of the Afghan army did fight hard, including commandos whose heroic efforts are yet to be fully documented. But as a whole the security forces created by the United States and its NATO allies amounted to a “house of cards” whose collapse was driven as much by failures of U.S. civilian leaders as their military partners, according to Anthony Cordesman, a longtime Afghanistan war analyst at the Center for Strategic and International Studies. The Afghan force-building exercise was so completely dependent on American largesse that the Pentagon even paid the Afghan troops’ salaries. Too often that money, and untold amounts of fuel, were siphoned off by corrupt officers and government overseers who cooked the books, creating “ghost soldiers” to keep the misspent dollars coming. Of the approximately $145 billion the U.S. government spent trying to rebuild Afghanistan, about $83 billion went to developing and sustaining its army and police forces, according to the Office of the Special Inspector General for Afghanistan Reconstruction, a congressionally created watchdog that has tracked the war since 2008. The $145 billion is in addition to $837 billion the United States spent fighting the war, which began with an invasion in October 2001. The $83 billion invested in Afghan forces over 20 years is nearly double last year’s budget for the entire U.S. Marine Corps and is slightly more than what Washington budgeted last year for food stamp assistance for about 40 million Americans. In his book, “The Afghanistan Papers,” journalist Craig Whitlock wrote that U.S. trainers tried to force Western ways on Afghan recruits and gave scant thought to whether U.S. taxpayers dollars were investing in a truly viable army. “Given that the U.S. war strategy depended on the Afghan army’s performance, however, the Pentagon paid surprisingly little attention to the question of whether Afghans were willing to die for their government,” he wrote.
