  1. I said "might", you treacherous Kenyan. In the last four years we supported him , but also criticized him. Too bad he rarely listened to us. Early 2017, I said clean up Mogadishu.   2. The wise man of SOL Mr. Che had already said this yesterday: The government should be one made of technocrats. The current leadership including Farmajo and opposition should be excluded. Somaalidu waxay tidhaa war la helaa baa tal la helaa. AS we speak, members of clan militia occupy very important landmarks in including " Dabka". So far , I didn't hear any lose of life. This calculated strategy to create chaos in the city might be working. Gangs are firing bullets to sky to scare the public. Few technical are rooming different parts of the city to create a siege. None of the men who caused this chaos are either arrested or eliminated. Others have blockaded main roads with dirt and other materials. The biggest damage of all have been caused by the Khayre led Dayniile group who attacked and occupies " Dabka'" intersection. Yet, there is no government strategy to defeat the insurgency. As usual, elders and others are negotiating to end the siege. In Mogadishu , historically, the HAG elders never succeeded to end any internal tribal chaos. Each one of the is his own boss (Keligii Suldaan). Former officers including the former commander of the elite force " Danab" is among those leading the siege in ' Dabka". He mounted his amour at the top of buildings and could create a serious damage. The young prime minister Farmaajo hired few months ago seems to be incapable of resolving the disgruntled community of Galmudug or HAG in general. I did talk today to a member of Galmudug community who have connections in Mogadishu and he said a large majority of the business community had decided to abandon him due unpopular check points in the city which caused the decline of trade and commerce. He also said there is genuine fear that Farmaajo might bring foreign army to Mogadishu to subdue his opponents. He said the HG community is more interested in business than power and do not appreciate the new state restrictions. While these statements might seem to be the pronouncements of the opposition, many of these people were those who supported Farmaajo before. The astonishing thing is Farmaajo and his reclusive prime minister do not have any strategy to get out of this mess. Insiders think that Farmaajo and his premier are out of their league or are surrounded by fools and yes men. This Galmudug friend said that no one ever heard of Mr. Rooble before Farmaajo picked him up while there were many well places and experienced people. Hhe said , he chose someone who is probably weaker than Farmaajo in terms of ability. It is well known strategy in Somalia these days. leaders always choose the lesser individual in terms of ability, intellect and capacity. Ahmed Siilaanyo chose C/rahman Zaylici, a small time Borama city councilman who had never traveled in his life outside of Burco. Muuse Biixi flowed suit and hired him again to be his vice president. In Mogadishu they all flow that same strategy, except C/alaahi Yusuf who chose Cali Geedi, a tough guy who never minced words. Well , as we speak, we got two reclusive men in Villa Somalia who can not decide one way or another. Dithering and indecision is one of the weakest characters of any leader. If you can not defeat your opposition by force then join them in peace and find common ground. A friend of mine from Jubbaland used to say to me : if you have the capacity, defeat us militarily, and since you are weak and can't do that , make a peace ( Waar ama xoog isticmaala oo naga adkaada, hadiise aydaan tabar hayn nala heshiiya, labadaa mid uun soo gala" Farmaajo made the biggest mistake when he chose Khayre who spent the last three years chasing opposition leaders for foolish reasons. He denied Shariif Ahmed to fly to Hiiraan to take part the flood relieve effort. He did it again and refused him and Hassan Sheikh to depart to Kismaayo. He attacked the home of the C/rahman C/shakuur, and others. For what? He planed to replace Farmaajo and declare his candidacy just before the deadline. Khayre had traveled all over the region and paved the way for his ultimate crowning. He even told John Bolton , former national security adviser under Trump that he is going to be the next president. He reassured the UAE about their contract in Bebera, and when the speaker of the parliament Mohamed Jawaari refused to stop the motion to cancel the Bebera agreement, he fired him and replaced him with Mursal. He assured Uhuru that the maritime issue will be resolved under his leadership. He communicated with ahmed Madoobe daily , and even C/laahi Dani admitted that the principle person they negotiated was Khayre who poisoned the water between them and Farmaajo. Bothy the police chief and the former commander of Banaadir police are under Khare. He hired clan militia with his deep pockets. Farmaajo had opportunity to find a heavy weight prime minister to navigate and clear the minefields created by Khayre. Yet, he decided to chose someone much weaker than himself. Imagine Qoor Qoor as the premier. It could have been different. Yet, despite all these shortcomings, the biggest failure of Farmaajo was to create something bigger than the Mogadishu culture of deep connections among the leadership, clan militia and business. A large segment of Mogadishu business community doesn't like both the security restrictions and the heavy taxes levied by Farmaajo. He didn't have time and space to restructure and clean the clan based military brigades created by Hassan Sheikh and Shariif Ahmed. Some of us found out that the so called military and police still are segregated by clan and most commanders have their own loyal men who serve them not the state. Rather than deal with the reality on the ground Farmaajo had tried to reforms the system without having people on the ground to implement it. He tought Somalis and the people of Mogadishu had learned a lesson and wouldn't go back to tribal rivalry at this stage. yet this town has proved again to be a hot bed for Al-shabaab, clan militia and interprising criminals of all clours. The time has come to rethink about the relocation of the capital. Imagine, if the capital was in Garoowe or Baraawe, no Indhacade would have succeeded to single handily create chaos. Certainly to survival of the Somali state is much bigger than was despite how Mogadishu is important in so many ways. Finally, there is no need to lament. Our friend Che had concluded rightly by observing the landscape. In my opinion, there is only two options: First, a new power sharing agreement must be reached with the opposition. The opposition must agree and appoint one of their own as premier while Farmaajo is holding the president. In this case, major government buildings and institutions will be guarded by Amisom until the election. I know it is a step backward , but we have no choice now. Second option is a government by technocrats. Farmaajo will be a lame duck president holding only the position of president while all excetive decisions are transferred to the new premier including the army and the police. The new prime minister will be appointed on the condition that he will not be seeking either the presidents post or premiership for the next government. It is better for Farmaajo to understand how grave the situation is at the moment. The good thing is no Somali blood had been spilled under your watch so far, which is a sign of democracy and mercy for your people. Although some us might spill blood for the survival of the nation. They say, a judge should not cry when he releases the verdict to the murderer. Anyway, He had six months before the deadline to extend the term or hold the election . We told him in these pages many times to move fast and make decisions, but he decided to dither and act like nothing is happening. No Somali president in the last 30 years had received the good will and support Farmaajo has received. He will also became the first president who never came on the stage and address the nation during difficult times.

  4. I agree. When QOOr Qoor was elected in Galmudug, militia belonging to Ehlu Sunnah took over government houses and tried to create a parallel entity. For days they were talking about troops from Central Shabeele coming and taking Kaaraan and C/caziiz. Latest news the militia at at C/caziiz were destroyed and taken over by NISA. Shariif Ahmed people did not fire only Hassn Shekh militia had fired. A group backed by Hassan Khayre from Dayniille tried to take over Dabka area and were disbanded. They all run away. Certainly there were coordinated attacks by Hassan Sheikh, Khayre, Ina C/shakuur. Farmaajo will either act to stabilize the capital or resign.

The usual clan militia wars , whether it is Kaaraan or Tukaraq, usually takes half an hour quicks war and everyone goes home to collect the dead and regroup. The eye-popping headlines on the Somali electoral issues have been mostly condemnation from African peace and Security , and certain American commander calling the actions of the parliament as a threat worse than Al-shabaab. Yet, the real truth behind the headlines is not only a manipulated process, but also involved collusion among certain members and out right treachery. People were wondering how a process that took through virtual video conference produced statements within minutes of its conclusion? The UN security council deliberated for days and just released its statement today. Certainly, there is no love lost between the African Union and Somalia for the last few years. Kenya along other nations has campaigned to recall the maritime dispute with Somalia from the international court. They just kept repeating the slogan : African problems must be resolved by Africa. Somalia under Farmaajo had rejected this ploy and insisted on the adjudication of the case which dragged since 2014. Without starting the journey to the African Union, President Farmaajo should have taken his due diligence and send his diplomats to the AU and explore the waters to asses if there is any support for his mission. Historically, the African never supported Somalia against Ethiopia and Kenya in sixties and seventies. THe statement released by the AU peace and security council without the necessary deliberation has been reveled. It showed the overt and covert cooperation between the so called Somali opposition and some of the countries , mainly Djibouti and Kenya. The Hassan Sheikh led Somali opposition group with help of IC wrote a ten-point letter to the AU and dispatched it to Addis Ababa through the Djibouti ambassador to Ethiopia who personally forwarded the content to member delegates. Before hand both Djibouti and Kenya based their argument on this letter which became the blue print of the statement. In fact, reliable people say that the AU peace and security council copy pasted the Somali opposition letter which proves the many factual errors the statement contains. For example , they said "1 2. Requests AMISOM, pending the renewal of its mandate, to monitor the deployment of Somali Security Forces (SSF). Which means their renewal mandate is pending, as the same time. a week or so ago they transferred the Mogadishu sector command to the Somali army and agreed to flow suit as the capabilities of the Somali army grows.. How can a foreign army control the movements national army in its own soil. They were just parroting what Hassan Sheikh and C/laahi Dani said about their fear of the national army. In another point , just like the opposition they corollate the decision of the parliament to hold inclusive universal suffrage as threat that will undermine , "the unity of the Somali army and security apparatuses". Why a political debate among the Somali stakeholders will lead to affect the unity of the Somali army. A disgruntled leader has publicly called the disbanding of the Somali army just like the former SNM leader Cumar Carte had called the dissolution of the Somali army in 1991. Regimes come and go, but the institutions like the army stays for ever. Regimes might change the top leadership of the army , but the rank-and-file soldiers defend the nation regardless of who is the leader. Uganda, South Sudan, Sudan, Djibouti and others do not even have a parliament or elected body, yet they were the ones who overruled Somalia. As Cali Geedi said, they supposed to base their conclusions by adhering to the articles of the AU charter which urges nations to respect the political independence of African nations.. No coup has taken place in Somalia , but the voice of members who represent every village and town in the country---the parliament. How can Madoobe , who controls one town can overrule the Somali parliament. Folks, the real opposition are certain members of the IC. How can a country whose electoral process is developing slowly but surely could be undermined by calling false alarms? Musafeni is his 34th year of rule, so does Omar Geele in 23th, South Sudan is a mess, and Sudan is taken over by military Junta. These were the majority who overruled Egypt and Ethiopia. We are well aware that direct democracy has always been a threat to colonial powers. The good news is the AU statement was nothing but the kangaroo courts of the usual suspects. It wasn't Somalia who lifted the 20-year old embargo from Eritrea, it was the Noble price wining premier of Ethiopia Abiy Ahmed who reconciled with that country and welcomed them to the world stage. Eritrea is one of the handful of countries who deeply recognize and appreciate what the Somali state did for them during the independence war which made possible by our support when everyone including the Arab league and the west abandoned them to the mercy of the red terror of Mengistu Hailemaruim.T n fact, Djibouti never supported Somalia in any conflict or in any international forum since its independence. In the war of 1977, late president Hassan Guuleed sided with Ethiopia. In that war, a Somali pilot died after crashing without enough fuel when the puppet regime refused him to land. The Ethiopian air planes bombing Hargeisa and Borama used to land for refueling in Djibouti. This is a fact many of the Somali " Gaas dhagoole" didn't know. The biggest mistake was done by late president Siyaad Barre when he agreed the installation Hassan Guulled , who was a French spy and mercenary that fought with tooth and nail against the freedom fighters of Djibouti. It was the only few places in the whole world were those fighting the colonial forces were denied to rule and replaced by those who were fighting along the French. The leaders of the Front for the Liberation of Frech Somaliland were either shot in Lawyacado in 1977, like the leader of the movement Janaale and Aadan Rooble awaale, while Omar Raabe and others were arrested in Mogadishu and released after six months when the Guulled Family consolidated power. This family helped every rebel who took arms against the Somali state in eighties. Boramanews, Hiiraanonlnie, Universal Tv, Sol Portal and many more are among those who praise him constantly. The late broadcaster Ahmed Hassan Awke (Codkii Qaranka) crtisiced on Univeral TV when the Arab spring was on the for front and mocked those leaders who want to change the constitution. The EU and others will cut their money and also encourage others to flow suit. They even attacked Qatar to discourage them to assist Somalia. Turkey too will face some pressure although Erdogan isn't someone that backs down from any threat whethever it originates. So, there might be some economic crunches. I hope C/rahman Bayle who sometimes sounds like a dog trained in way only by keep repeating IMF did that or IMF and others are watching us, to think out of the box and reach out China which is spending billions through Road and Belt Initiative (RBI) . Both China and Russia had blocked any resolution or moves to undermine or interfere the business of the government. At the end, they just released the usual press release calling for parties to come to the table and find common ground. Here are some of the statements" "The members of the Security Council took note of President Farmaajo’s talks with the Democratic Republic of Congo President and Chairperson of the AU, Felix Tshisekedi in Kinshasa on 19 April. They expressed their support for and encouraged regionally-led international efforts to help bring the parties back to the table and facilitate inclusive negotiations" "The members of the Security Council condemned all terrorist attacks in Somalia and the region and reaffirmed their respect for the sovereignty, political independence, territorial integrity and unity of Somalia" The other issue on this front is also just like the cold war, Somalia might have entered the geopolitical rivalry between the emerging east and the old west. Just a month or so ago, the current American administration decided to stop any drone war in Somlia and transferred authority to the white like Obama, yet, days ago they decided to come back to Balidoogle.The American desperation is apparent for everyone to see. You cannot have the president doing shuttle diplomacy by reacting to events. Diplomacy is an art to give and take. If I were him, I would call Proff. Ahmed Samatar and join the team despite what happened in the past. SEcond , the loyal opposition must be in the for front. Hassan Sheikh and his students, Mahad Salad, Odowa, Ina C/rashiid are small segment of many other political parties. Cali Geedi, the man who should have been the prime minister must be given the center stage of the other political parties to stop the new warlord Hassan Sheikh. Some of you might not like that statement , but what is left of Hassan Sheikh to set up a checkpoint in C/caziiz district and deputize Muuse Suudi as his chief of staff. We can negotiate with Shariif Ahmed who probably knows both war and peace. Furthermore, the IC pressure groups do not have strong hand within the country. Somalia is not Egypt or Djibouti where they could impose Dani or Hassan Sheikh. Somalis everywhere must reject the twenty years old 4.5 system were corrupt elders pick their representatives. If we collectively reject no one can force us.

  17. The speaker of the Somali parliament must speak loud and clear. America and EU are not looking solutions but to fragment Somalia again. Please tell me again what is the so called major crises? Instead he called for tribal war. This new HAG conference disarmed Hassan Sheikh and company. They usually stay few years and by the time they come back , they might even quit the army and live comfortably. The average Djibouti soldier earns between 40 to 50,000 Djibouti Francs.   24. Garacad was possible for two main reason, and neither of them has nothing to do with the federal system. First, both the centralized administration of Puntland and the Mogadishu based federal governments are very weak to either support or reject the initiatives of the citizens. Second, the Boosaaso disaster supervised by the Puntland administration had failed miserably which pave the way for these businessmen to flow a different model. If Dubai had succeeded to strangle and totally own Boosaaso , it would have denied anyone to build another port in the region with the help of C/laahi Dani and others. So, as the logic goes, Somalia needs a decentralized system of government where locals could develop their economy without the grip of oligarchs in Garoowe with the current federal system or the Mogadishu based centralized system. We need a new model. Looking at the pictures of the new port, it exactly looks like the Dooraale terminal in Djibouti built with over $350 million dollars. .I know local people here in this town who have shares as low as $5000.
