  1. While District voting and ridding should be the next step. it is not feasible at the moment. Elections were held in war torn countries like Afghanistan and Iraq, while chaos and insurgencies were going on. The difference was that their governments prepared and implemented their goals of democratic voting.

How can anyone expect a president who could not equip and train couple of hundred Somali soldiers for his own safety, will conduct a nation wide election. Since Somalis walk like tortoise , it will take a year or more to even designate and demarcate the so called districts. One thing is for sure Somalis will never accept fair and balanced system.

Look at Somaliland, in 2003, they had municipal and presidential elation. Everyone agreed that they were fair and free. Then, In 2005, when it came to parliament, they could not agree a simple formula on district demarcation or population based numbers. The least they could have done is use the total number of those who voted for the presidential election and divide to the regions.

Those who fear the actual voter distribution were the so called majority tribe. The biggest hurdle for Somali democracy is " Kuwii sadbursday ayaa doonaya intaa in ka badan".

So, the three parties decided to use the 1960 district for the number of parliament representatives. How can one would base their estimate of the population on the pre-colonial boundaries and districts of fifty years ago. They said it is provisional compromise that will last until the next election in five years. Well, 11 years have passed and nothing has been done. Do not expect the next election to be any different.

On that history and experience alone, I will not suggest to anyone to another unelected member sitting in the parliament through a district system while the citizens of the district would have any say.

They will be appointed by C/kariim Guleed, Ahmed Madoobe, Shariif Hassan and C/weli. If they could appoint about 40 or 50 members, they will definitely have a leg up in the ladder to become a president in the 2016 election. The whole game could be tied to that election. As reported by Nicholas Kay himself, the pool of the electoral collage convened for the election of the president will be larger this time around . It will be based on 4.5, but about 5000 members will convene, which minimizes the whole sale bribing of abut hundred people.

Also, these Somali regional states must conduct fair and free election in their regions. The districts that we are looking may come out from those regions. Finally I am afraid that 16 years of 4.5 could be replaced by another unfair and unelected system which could last another decade.

  2. Tillamook waan ku salaamay, We know you are a tough guy to debate, but before I state my case on the issue federalism, let me correct that a " dhoocil" is a demeaning word for a girl, " faraxumayn or rape is a crime" so please clean up your post and respect women.

You are correct the idea behind Somali federalism is to take the steam off from clan hegemony and centralized dictatorship. Also the unending Mogadishu quagmire called people in the provinces to move on and organize their lives. While the national capital is important, the destiny of the Somali people can not be tied forever to the instability of Xamar.

I live in a federal state, and while regional , cultural and other aspects of the regions make them unique, the biggest advantage is delivering service to citizens. health care , education, road ways , policing and other social services. I do not intend to compare this provinces to Somali regions, but the biggest wisdom is " you do not have to re-invent wheels".

As our friend Che mentioned this government have not moved the issue for the last 31/2 years. There were technical issues that could have been moved by the parliament or other experts. They waited until the last minute without ant good alternative to 4.5.

The important thing is you can not replace bad system with another unproven complicated system just before the deadline. four years ago a rushed road map produced a fragile and dysfunctional constitution after it was approved by Puntland, Galmudug and the Transitional federal government. Now how can the future of districting and election could be left to new states who are not accountable to their citizens , while some of them do not even have basic government structure.

You keep talking about certain clans getting the upper hand if districting is implemented. I can assure if real census is taken, there will be a lot of surprises. I am sure many Somalis will never accept justice and accountability.

Having said that functioning states like Puntland, while implementing the 4.5 formula, they must select and send their representatives from puntland.

I had seen little glimpse of the so called districts formula few weeks ago. They said the 16 Mogadishu districts will each have 3 members with the Total of 48. The proponents also claim that those 48 will be given to certain clans. There were no difference from booming towns who have hundred of thousand of population to the small districts with leas than 10,000. How can you compare Boosaaso with Dhuusamareeb, or Boorama with Qardho. Folks we do not need to jump from dysfunctional system to another.

This so called new system will undermined future elections and will become another 4.5 for the next decade, while insecurity and other issues may persist and deny people the right to vote.

If we have to chose , let us choose real democracy and the direct representation of the people, Any thing lass than that would be the undermining of the peoples trust.

  3. Alpha, it means nothing. Habeen wanaagsa. Usually I come from work in the late afternoon or early evening. When I am tired, I do not like writing , but I do check the forum.

Waxoogaa Ayaan daalacdaa oo bal ragii golaha joogay, Mooge, Saalax, Xabad, Che, Gooni,Alpha iyo ragii kaleba tolow manta maxay soo gudbiyeen Ayaan is idhaahdaa.

    Doodu halkeeda ha inooga socoto.

  4. Xabad said"Right now many embrace Jubbaland out of necessity to rid us of Al Shabaab and to prevent the resurgence of the clan warlordism, not necessarily support the hegemony of Madoobe’s clan. Once that calculus changes, a renegotiation would have to happen to reach an equitable dispensation. What is your take"

I think It is a good statement. As you said no one can claim to own exclusively. it has diverse community. I do believe the former Jubba valley alliance and the current Madooobe Raaskaamboni militia were both ruling by the barrel of the gun.

  5. Gheelle.T, you are probably right, but in England, there could be some new kid between now and the summer. I thought the most exciting league in the world deserves some recognition. I usually watch Saturday mornings while laying in bed.

Alpha, sometimes you look a deep man with sophisticated "Canerbqash troll" who also responses with colourful jabs, yet on the other side I see you posting those crazy law down gangster raps and I would say " Isn't that a weird guy?.

Any way, since our dear sister Barwaaqo is anxiously wafting for my answer, I promise I will explain my positions soon. Be patient.

  6. They are probably exaggerating. In the old times mentally ill people were left roaming the street. When I visited back home 2011, I had a family member treated for mental illness. He was confined in a room . Also, there are private organizations who take care of the ill through the help of NGO's.

At least in Hargeisa and Borama those who are mentally ill are helped by the NGO's. In the more unstable parts of Somalia, they are probably left on the street, and Al-shbaab may use them for bombing. I know for a fact the young man that blew himself in Al-jaziira hotel was mentally sick. He was born in Germany and his family thought a change of scenery might help him, then those killers got him.

  7. That rule of deporting people should be scrapped now, but I disagree the idea of deporting Oromo people.

These people do all the jobs the local people refused to do. Just like Mexicans and south Americans do the jobs the native Americans would not do. They might be poor and peasants but they share a lot of culture with as. The have the same names, most if not all are Muslims and last but not the least, they could fill these empty small villages where they can work in farm.

Do you think all the hustle and business in Hargeisa is from locals ?, thousands came from south, east and Ethiopia to energize.

Somalis need more people . We must attract and bring people to increase consumption and trade. I will bet these Oromos would be speaking Somali language within few years, inter marry and become naturalized Somalis.

  8. Mooge, not only Gooni but we are all angry. How can anyone accuse the local people for atrocities committed by Al-shabaab. six months ago they overrun the Brundian base in Leego , Lower Shabeelle, no one said the locals are responsible. How about those extremists at Bay , Hiiraan and Mogadishu.

We all know This third world African army can not pacify Somalia. A Somali nomad can not be subdued by Ugali eating poor Kenyan soldier. Isn't it Al-shabaab that murdered locals by not obeying them?. Are you justifying the bombing of the Somali civilian to avenge their defeat. I can assure you if these Kenyans and their stooge Madoobe keep playing this tribal card to kill Somalis in Gedo , we will all come together and push back these proxies.

This long foot people are really going too far. Do they think the corrupt ill equipped Kenyan could protect them for ever. Thank God the other Kenyan in the white house is leaving soon.

It is over . No more front line state armies in Somalia. Kenya, Djibouti and Ethiopia must leave. WE the diaspora Somalis must campaign for this. This is our own mess and we should clean up. If you can not rule the land without ridding the foreign tank and proxies armies, you do not deserve to rule.

Mooge. the truth is Madoobe was and he is a warlord. Soon I will post his whole history. His companions are either killed , jailed, laying law or under supervision. Aweys, Indhacade, Hassan Turki and others were his group. I still can not believe how a warlord and religious extremist like Madoobe ended up to lead a region while Proff. Gandhi and others are available.

Walaahi some of the "D" communities are just as bad as the HAG warlords of yester years. How can they justify supporting a known warlord Madoobe.

  9. This young man is really different than what we used to see from Somali journalists. I think he should forward this documentary to the international media. By far , this is high quality both the pictures and the way he narrates the story.

    well done.

  10. Xabad, definitely yours is a self hate. You probably eat hamburgers and drink many cold drinks and other hot drinks every hour. What do you expect about a nation with no government and guidance. The huge umbrella of the state and the system covers and hides the misfits, criminals and other imaginable weakness of the people.

You want to know how deep the problems of any society is?. Just ride with a police cruiser at night shift both here in Canada and United States. You will be surprised how many dysfunction and degenerate people they deal with every night. The umbrella of the state helps the poor, the pensioner and other venerable people, while good governance, justice and economic growth is encouraged by the system.

Qaranimadu waxay qarisaa ceebaha umadda. Doqonka, faridka iyo geesigu waxay wada huwanayaan dalada balaadhan ee qaranka.

When I was leaving Italy to Canada in 1991--after being sponsored by agency--not one single Somali was refused to come to Canada. When we were going for interview, all of us men and women dressed like well to do people, Some of immigration employees at the embassy were astonished how these Somali refugees who are not only good looking, but seem to be adapted even in Italy. We looked like middle and upper class people who came from a nation. The only Somalis they see is these smiling, good looking and ambitious people. By the way out teeth was always white and straight while most of the host nations had yellow teeth. I remember riding a bus in Rome and one of Italians in the bus was asking the Somali girl sitting beside me how on earth she got those white beautiful teeth. Well we told them it was all narural. Miyaan sii wada .....

We were proud. I knew many who paid their way through a Canadian program that sponsored if you could provide about $75000 or more to cover your early settlement. . many worked in Italy and raised that money.

Food is scares, unemployment is 80%, and there was no hope in the horizon except the last few years. Over 50% of the children who were born in the last decade are malnourished. Rather than help, you are ashamed of them. Yours is not criticism it is self hate and loathing of your people and heritage.

Once I saw a picture of a Somali nomad women carrying water in her head while wearing the traditional Somali guntiino looking weak. One of my colleagues was not happy seeing these destitute nomad. He was probably expecting a cosmopolitan Somali man sitting in bar seeping coffee. Well, love it or hate it that is our people, malnourished , unemployed and hungry.

On one side, a ruthless know nothing Wahabi inspired cult are killing them, while tribal warlords, enclave dwellers and the so called government lives large.

The young Somalis that I see around me in the diaspora are tall, straight and well built, both boys and girls. If you pay little attention, the children of the middle class families in Camuud University Borama , Hargeisa, Garoowe and Liido beech seem to be health and good looking.

AS our moderator Libaax was saying the so called terror is making all helpless and weak, but as history has shown we are resilient and tough people who live a semi desert land for centuries. Water was always scares. Did you hear the great Ismaacil Mire poem about hardship and drought.

    He says:

    Guuguulayahaw haddaad, gugii u ooyayso,

haddaad moodday keligaa inuu gubayo jiilaalku,

  11. Regardless no one should be asked to move. no one will follow this stupid, useless and unthinkable statement from the out of touch people who rule Hargeisa, especially one who resided in the diaspora as a refugee and trying to play with peoples life.

Today, the elders, community leaders, The Culimo and the professionals in Awdal already have spoken. No one from south Somalia who lives in Awdal will be removed. The elders spoke extensively how Somali people should not be treated like foreigner.

Aqil Cumar Bile said, " Adeer Maamulkan uma anu samaysan in dad Soomaaliyeed lagu dhibaateeyo, in aan ku nabad galno Ayaan u samaysanay. amarkan guracanina waa mid khuseeya beesha dhexe ee anag nama khuseeyo". "

Abaartii dabadheer markii ay dhacday oo weliba ay ku dhacday Togdheer oo ah degaanka kuwa talada manta haya, waa kii Soomaalidu u soo Gurmatay ee la dajiyey dadkaas Sablaale iyo dhulka webiyada" ayuu yidhi Aqoon yahan Cali Cumar.

This out of touch Habroos always speak without even thinking the consequences of their action. It was last year when they refused the Somali refugees from Yemen in order to extort some money from the UNHCR.

Here in SOL, our own logical man Saalax is justifying by talking about how their numbers are small and what ever they sell. Saalax , this is a serious issue, do not play with fire. This is not political foot ball, it is poor innocent Somalis moving from place to place to find a shade of life.

On the issue of Sanaag, I do not know much, other than that the Suldaan community lives in Hadaaftimo, Dhahar, Badhan and Laasqoray and 20% of Boosaaso city. I do not know which one of you is the largest. . Ceerigaao use to be the commercial hub everyone shared before the civil war. Xiis maydh, and Dararweyne is Saalax country.

When it comes to numbers in Somaliland , everyone is exaggerating his actual numbers. During the most logical fairest elections of the Parliament in 2005, the whole Togdheer were 111,000. When Siilaanyo wanted to steal the elections in 2010, 350,000 registered to vote . three times the actual number.

  12. This man has been in the news for two years. Warlord Calasow says he was behind the Djibouti restaurant bombing, the Central hotel bombing and many in between. Now , he is behind the Liido beech murder.

Things are getting worse every day yet Qoslaaye " wuu iska Baashaalaa". stop interviewing suspects openly while cases are been investigated. You are claiming that you captured those who masterminded the killings, yet you won't stop constant bombing.

Waxay moodayaan in la joogo sideetamaadkii . do you think people will buy this idea of " cimrigii jiryow Culusow ha noolaado". not a chance.

  13. Also, our friend Xabad must stop acting like a troll. Going out of topic. It seems these agnostics are just extremists as the religious extremists. Look at the US republican primaries, the so called evangelicals as crazy as fundamentalists.

Xabad says that he came from a monkey, yet we have been patient with him and giving him a platform to express himself.

  14. "to brew and percolate" That is what I mean poetic. Any way thanks.

I should only mention I never did work as imaginer other than attend Gahayr Somali University. After I came to Qurba, got married and got busy , if you know what I mean.

Fortunately, my son is in his second year of university, majoring Chemical engineering. I want him to carry the torch.

  15. I have never been to Kenya, but those Kenyans that I have met in the diaspora seem to be decent, civilized and patient people. They are not arrogant like Nigerians or pushy and loud like Somalis.

In their natural habitat, they are farmers and urban dwellers who are satisfied for what ever meager recourses they have. They are not rebellious or adventurers like us. We all know they can not match against the ruthless Somali nomad with extremist zeal who will burn the trees let alone human beings.

I think this Kenyan adventure to Somalia is changing the character of these peaceful Kenyans. Their political leaders and military commanders were misleading the public by holding unusual briefings to the media by falsely boasting and trying to manage the war like the American Pentagon.

Their chief of military staff said "An aircraft was then diverted to the area for surveillance and it was established that the camp was indeed on fire and fighting ongoing. Reinforcements could however not be flown in as the terrorists had set up two anti-aircraft guns at a school near the camp".

How about ground troops who are just away less than hundred kilometres. he said "Air transportation out of the question, Kenya deployed the troops it had on ground in Wajir, Elwak and Mandera. They were going into enemy territory and had to contend with Improvised Explosive Devices (IEDs) and gunfire.

They should divert the money given to them by Unisom and use it to train the Somali army and prepare to leave Somalia by the end of this year. For the last six months Al-shabab had over run two major bases of Unisom. In June 2015, they completely over run The Burundian base , killed as many as 50 and took a huge military equipment, including armored vehicles. Last week they captured a dozen armored trucks and some artillery. It seems the African troops are becoming al-shabaab's weapons depot.

These are the same tactic ISIS used to take over Mosul and Ramadi by attacking large military bases by surprise and capturing heavy weapons including up to 2300 American Humvees.

I believe a tough security oriented leader with Somali national army and intelligence could only defeat Al-shabaab, otherwise this war could last decades. Look at Afganistan, after fifteen years, the Taliban are still a threat to the government and the nation.

The threat of Al-shabaab and people with the same ideology must not be allowed to prolong. This week, the Pakistani Taliban attacked and murdered students at a university while Al-shbaab killed students in Lido beech.

  16. Illyria Saaxiib, it is not our peoples nature to compliment. It is considered a weakness in our culture, but I should say your writing is unparalleled here in SOl, although many , like Mooge, Tallaabo, Tilamoock , Alpha and others write well, and English seem to be their first language, yours seem to be little bit more poetic. Last week discussing Turks you wrote "Turk being as proud as a mule in its natural habitat full of fodder and chaff with less care for the rest of the world".

I use to read and enjoy the writings of late Somali literature and historian Said Samatar who could narrate Somali cultural tales with wit and wisdom.

May I ask? If you do not mind, have you earned any degrees in literature or English writing?. I wish I could write like that. I was trained as chemical engineering in Italian long ago, but I am interested to write. Maybe publish some books in English. What do you think,? As a busy person, I am thinking of taking some online courses in critical writing.
