Somaliland Requests AU Heads to Recognize Its Sovereignty in Addis Ababa Summit Aweys Osman Yusuf Mogadishu Shabelle Media Network (Mogadishu) January 28, 2007 Posted to the web January 29, 2007 The breakaway republic of Somaliland has requested the African heads at the AU summit in the Ethiopian capital Addis Ababa to officially recognize the independence of Somaliland. The request has reportedly infuriated the Somali government representatives at the summit. The AU summit would be formally open on Monday, while Sudan and Somalia would be the top priority in the African Union summit. The Somali president Abdullahi Yusuf, who he arrived at the summit in Addis Ababa, told journalists that his transitional government would be engaged in peaceful dialog with the secessionist government of Somaliland when the rest of Somalia was tenable and peaceful. "My government will not bother Somaliland until we successfully restore peace and security to Somalia," he told the press. Diplomatic sources said that the executive council committee of the African Union, which convened in Addis Ababa on Thursday, was amazed when Rwandan foreign minister put on the table an agenda calling that Somaliland should be recognized formally by the AU countries. The initiative has promptly angered the Somali envoys who asked that the subject regarding Somaliland should not be discussed at the moment. One of the Somali government representatives has argued that Somaliland did not even have the right to be present at the meeting. He said, Somaliland is not internationally recognized." Steven Mwayungi, the AU envoy for Somaliland, has told London based paper Alsharqalawsat that Somaliland had the right to show itself and ask the international community for recognition of its independence after 16 years of being separate from the rest of Somalia. Somalia in danger of reverting to chaos -US military Monday 29 January 2007 00:10. Printer-Friendly version Jan 28, 2007 (DOHA, Qatar) — U.S. military officials here said Somalia could return to chaos in four months if international peacekeepers don’t quickly replace departing Ethiopian troops now propping up the country’s weak government. A Somali government spokesman echoed the warning on Sunday, saying Islamic fighters were regrouping and the U.S.-backed transitional government lacked troops, training and weapons to deal with them. "We need the support of the international community to deploy forces and assist us in securing the country," said Abdirahman Dinari by telephone from Mogadishu. Dinari said fighters from the deposed Council of Islamic Courts were counterattacking just as the invading Ethiopians have begun pulling out. Islamic fighters "are coming back to Mogadishu," Dinari said. "They’re destabilizing sections of the city. They’re killing innocent civilians. They’re attacking police stations." A pair of U.S. military officials interviewed in Qatar last week said a worrying power vacuum was developing in Somalia, with Ethiopian troops hastening their departure amid reports that the army that invaded in December is being debilitated by malaria. Most troubling, one officer said, was that none of the 10 to 20 Council of Islamic Courts leaders or their al-Qaida allies are known to have been killed or captured, and most of the few-thousand-strong militia remains intact inside Somalia. "They’re probably just lying low. They’re probably waiting for Ethiopia to leave," the U.S. officer said. Heightening the pressure, Ethiopian Prime Minister Meles Zenawi told The Associated Press Sunday that he would pull a third of his troops out of Somalia within the next two days. Meles was speaking on the eve of an African Union summit in Addis Ababa. The African Union has approved a plan to send about 8,000 peacekeepers for a six-month mission that would eventually be taken over by the U.N. Nigeria, Malawi and Uganda have said they want to contribute troops, but no firm plans are in place. South Africa, meanwhile, says its forces are too stretched to contribute. Ethiopian forces have been widely credited with a quick success in ousting the Islamic Courts militia from controlling most of Somalia and installing the weak, U.N.-recognized government in the capital, Mogadishu. U.S. forces played a limited role in the campaign, training and supplying the Ethiopian army, mounting air raids on militia targets and stationing a U.S. Navy carrier battle group off the Somali coast. But impoverished Ethiopia lacks funds and staying power to sustain an occupation of its chaotic neighbor. And the U.S. military has no plans to increase its role beyond backing its Ethiopian allies, the U.S. official said. When Ethiopia finishes its mission, the carrier USS Dwight D. Eisenhower and its accompanying ships will leave the Somali coast, he said. (AP)

Why are you refusing to see this as a valid discussion? Actually, I think it’s a must discussion. To answer that we need to know what a Muslim PC/WPC has to pledge to be accepted as a police officer. How are the compromises (if any) going to be out-weighed by the benefits - Islamic benefits that is. Another important issue is the motive (no pun) behind it all. Is the money/career more important than educating "the force" about Islam, for example. The answers decide whether one is a Muslim PC or plain PC. The same applies to all of us and goes back to question how we can be practicing Muslims in secular UK.

To me all of these options would have been disastrous and would have fuelled even more conflict. Good thing we had it in writing.

The fears 1. A Somali government recognize by the world and in control of the country. Warlords and their checkpoints ain't no government. 2. A united “South” with Mogadishu, Kismayu, Bossaso under one administration. Yes, under one administration, Ethiopian administration. 3. Losing their “Special” status tag as Mogadishu becomes ever more stable. Somaliland is the only place where Somalis have no foreign troops supervision. Not DjIbouti, not Ogden (K5), Not Somalia (K6) and not NFD. If that's not "special status", what is Duke Smith? There is a shift of emphasis away from Hargaysa and towards Mogadishu of late. I'm guilty of over-estimating your intelligence that's all. Don't confuse sympathy and respect for some members of the ICU who were men of principle - unlike the warlords you cheer - for fear.
