Peter Pham, Ph.D. July 6, 2006 egular readers of this column know that I have long warned the against giving Africa the short shift in the war on terrorism, pointing to militant Islamism’s rise in Sub-Saharan poorly-governed countries and singling out the case of the former Somalia. It gives me little comfort to be vindicated by events. On June 5, amid heavy fighting, a well-armed Islamist group calling itself the “Union of Islamic Courts†defeated an ad hoc coalition of “warlords†purportedly financed by the United States Central Intelligence Agency and belatedly cobbled together as the “Alliance for the Restoration of Peace and Counter-Terrorism,†seizing control of Mogadishu, the former Somalia’s largest city and sometime capital. Taking a page from the playbook of a group eerily similar to them, the Taliban of Afghanistan, the Somali Islamists tried to put a moderate face forward in the person of their spokesman, Sheikh Sharif Sheikh Ahmad, a former high school geography teacher. And, again like the Taliban, they found willing apologists in media and academia, who were quick to reassure Western audiences that the Somali Islamists were really an indigenous law-and-order group and enjoyed widespread popularity because they emerged to provide governance and social services in the absence of any functioning state institutions in the territory of the former Somali Democratic Republic—the area of the Republic of Somaliland which, dissolving its union with the former Somalia, reclaimed its separate sovereign independence, being an exception—since the collapse of the Siad Barre dictatorship more than a decade and a half ago. Alas, as I noted in my testimony last week to a joint hearing of the Subcommittees on Africa, Global Human Rights, and International Operations and International Terrorism and Nonproliferation of the U.S. House of Representatives, the facts tend to get in the way of this benign interpretation. The forces of the Somali Islamists, like those of the Taliban before them, were reinforced by foreign jihadis, including Arabs, Afghans, Pakistanis, Kashmiris, Palestinians, and Syrians. Of course, we have long known that foreign terrorists have found refuge in Somalia. For example, three foreign al-Qaeda leaders indicted for the 1998 bombings of the U.S. embassies in Kenya and Tanzania and who are believed to also be involved the 2002 suicide bombing of an Israeli-owned hotel in Mombasa, Kenya, that killed fifteen people and a simultaneous attempt to shoot down an Israeli airliner—Fazul Abdullah Mohammed of Comorros, who figures on the FBI’s “Most Wanted Terrorists†list with a $5 million bounty on his head; Saleh Ali Salih Nabhan of Kenya; and Abu Taha al-Sudani of Sudan—are being sheltered in Mogadishu by Somali Islamists. The longstanding links between Somali Islamists and al-Qaeda were verified by no less a figure than Osama bin Laden himself who, in an audiotape released on a jihadi website on June 30, acknowledged—pace the apologists for the Islamic Courts—that the Somali Islamists are seeking the establishment of a Taliban-like state where terrorists might find haven. The importance of that bin Laden attaches to developments in Mogadishu is attested by the threat which he made that if the U.S. and its allies deployed against the Somali Islamists, they would face attacks in their own homelands at a time and place of al-Qaeda’s choosing. Then there is the “inconvenient truth†of the arms being stockpiled by the Somali Islamists. According to the Monitoring Group set up under United Nations Security Council Resolution 1407 embargoing arm shipments to the former Somalia, on March 5 of this year, the Islamists were shipped, via Eritrea, 200 boxes of Zu-23 anti-aircraft ammunition, 200 boxes of B-10 anti-tank ammunition, 200 boxes of DShK anti-aircraft ammunition, 200 boxes of Browning M2 50-caliber heavy machine gun ammunition, ammunition for the ZP-39 anti-aircraft gun, 50 rocket propelled grenade launchers, 50 light anti-armor weapons, 50 M-79 grenade launchers, and communications equipments to be mounted on “technicals.†This was followed two days later by a consignment of 1,000 short-version AK-47 automatic rifles, 1,000 pairs of binoculars, 1,000 remote-control bombs, 1,000 anti-personnel mines, and ammunition for 120mm mortars. To put this arsenal into context—and appreciate its offensive nature—none of the potential foes faced by the Islamists within Somalia use military aircraft or tanks. Finally there is the literal skeleton that the Islamists (and their apologists) just could not keep in the closet for long, Sheikh Hassan Dahir ‘Aweys, who emerged as the chairman of the Islamists’ decision-making council, the majlis al-shura. ‘Aweys was a colonel in the corrections service of Siad Barre—that is to say, he was probably a professional torturer given what Amnesty International, Human Rights Watch, and other human rights organizations have documented about the prisons of the regime he served. Later he became vice-chairman and military commander of al-Itihaad al-Islamiyya (“Islamic Unionâ€), an outfit that regularly appeared on the State Department’s list of foreign terrorist organizations until it inexplicably was dropped last year (maybe someone at Foggy Bottom bought at face value the group’s self-proclaimed dissolution). While his name may not resonate with many Americans, ‘Aweys was a big enough fish to make the cut onto the list of 189 terrorist individuals and organizations specially published by the U.S. government after 9/11—as well he should have. Among the pearls of wisdom this “spiritual leader†has dispensed since then, the following are some choice morsels: “We must be wary of actions of non-believers who want us to follow their leadership.†“The Western world should respect our own ideas in choosing the way we want to govern our country, the way we want to go about our own business. That is our right…can influence all of my people with the faith and our religion. The existing government is not an Islamic one and we will be having our own Islamic faith and we will be very strong in influencing our people.†“I’m telling that if IGAD or the UN were impulsive to send troops to Somalia, there would be bloodshed and a new destruction.†“We will fight fiercely to the death any intervention force that arrives in Somalia.†“Democracy is contrary to Islamic teachings...Democracy originated in Greece and it allows the public to control the government…It is anti-Islam.†“We must follow the rule of law laid down by Allah. I do not think Somalis will oppose the adoption of the rule of Allah…America is not our God and they are not our leaders. We feel much more superior than America. We are people who believe in Allah; let them do whatever they want.†The last quotation was from ‘Aweys’s “inaugural address†on June 27 after he was installed as head of the majlis al-shura, the Islamists’ governing assembly, in Mogadishu. And lest someone think this is just empty rhetoric, ‘Aweys has the men around him to try to implement his grandiose plans. His close relative and military commander is one Adan Hashi ‘Ayro, who trained in Afghanistan with al-Qaeda before returning to his country after 9/11. ‘Ayro is a cold-blooded killer with a number of terrorist hits to his “credit,†including four foreign aid workers in Somaliland, ten former Somali military officers, and most spectacularly, Abdul Qadir Yahya Ali, the internationally-respected founder of the non-governmental Center for Research and Dialogue in Mogadishu, who was killed in front of his family last year. Another close collaborator of ‘Aweys is Hassan Turki, who was responsible for subversive activities in eastern Ethiopia and who is closely linked with al-Takfir wal-Hijra (“Excommunication and Exodusâ€), a group so extreme that it considered Osama bin Laden too moderate and tried to kill the al-Qaeda leader in 1996 when he was living in Sudan. In the more than a decade since the withdrawal of American and other international forces from Mogadishu, U.S. policy—if there is something coherent enough to be called that—with respect to what was once the Somali state has been one of neglect, coupled perhaps with the wish that the troubles and troublemakers would somehow go away. Well, that hasn’t happened and now we have ‘Aweys and Company to confront in the geostrategically sensitive Horn of Africa. It is now time for a fresh approach. First, the U.S. needs to reinforce its force capacity in the region and give the respective combatant commanders (Somalia is in Central Command’s theatre, the nearest component of which being the Djibouti-based Combined Joint Task Force-Horn of Africa) the authority necessary to deal with the situation even as other options are pursued. Second, America must enhance and strengthen cooperation with legitimate, democratic, and secular forces in the region who are willing and able to stand up against the common enemy, including both governments on the frontlines of the Somali Islamist threat like that of the Republic of Somaliland as well as civil society actors within Somalia itself. And, it is only perfect that he is, himself, wondering why he is doing so—right there, in his own statement! I am not surprised by his mentioning of Qat, a substance generally consumed in Somalia, and most traditionally in “Somalilandâ€. Perhaps he wishes to subliminally intimate that he knows something special about “Somalilandâ€â€”therefore, suggesting a depth of knowledge about the culture of the people.   10. By Abdillahi Dool In April 2005 on a private visit to the Somali Region in Ethiopia, I observed much that was good as well as bad. The Somali Region is now home to many Somalis not only from the area but also those who are attempting to rebuild lives after leaving behind the unrest in Somalia. In Somali inhabited cities such as Jigjiga, Harar and Dire Dawa one can observe many new businesses and properties established by individuals who originally lived in places as diverse as Mogadishu, Beletweyne, Galkayo, Baydhabo or Kismayo. Signs such as ‘Benadir Store‘, ‘Puntland Pharmacy’ or ‘Buuleburde Restaurant’ are common throughout the Somali Region. Development there is spearheaded mainly by private initiatives and endeavors. The day-to-day administration of the region is mainly by Somalis. Millions of US dollars sent to their families, relatives and friends by Somalis from all over the world stream into the region. Such a vast amount of hard currency also benefits the Ethiopian economy and banks. Even though there are no local Somali banks in the region, there are internationally established Somali-owned Hawala (money transfer) businesses operating in all cities and towns and in many villages in the region. Amharic and English are taught in schools but the main medium of education is Somali. Another factor is the presence of a contingent of the US army in the Somali Region. The forces who are stationed in Djibouti drill wells, build bridges and renovate or build schools and hospitals. They also provide medical and veterinary care for the population in towns and in the countryside. The local people are very pleased with their presence as well as with the care they provide. Also their presence has encouraged a better attitude and standard of behavior towards the people of the region from the army of the federal government. According to the US government, the purpose of its army’s presence in the Horn of Africa is to combat terrorism not by waging war but by helping the nations in the region maintain peaceful coexistence and stability. Of course, the best way to fight terrorism is to bring the people on your side. Obviously, this is a huge PR exercise for the US and at least in the Somali Region, it is winning hearts and minds. Similar US army activities may be observed in the Somali districts in Kenya. In the Somali Region people live side by side in peace and harmony. Jigjiga, the capital of the region, is a metropolitan [melting pot] inhabited by Somalis from diverse communities. Cities and towns should never become ‘clan turf’ where individuals threaten or bully citizens from other areas as well as foreigners. Such cities or towns where residents as well as visitors are ill-treated never grow or prosper, not to mention the fact that property loses its value. Other than the encouraging news of the region there are disheartening things too. As in other parts of the Somali peninsula, throughout the Somali Region in Ethiopia there is universal deprivation, neglect and abject poverty. Destructive power struggles and a negative culture caused by jockeying for position are also typical. No sooner is a person appointed than a campaign to unseat him or her is started in earnest. This is a recipe for instability, further encouraging those appointed to make use of their short-lived position as a golden opportunity to put aside capital as security for life after their removal. Such instability is bad for the people as well as the public services. Another destructive factor in the region is the mass addiction to qat which continues to kill the economy, quality of life, social fabric, family stability and the day-to-day running of the administration. Qat is a mild stimulant that can be debilitating, though when chewed occasionally in moderation it is a harmless pastime. The daily mass use of any narcotic involves huge finances, and qat also fuels corruption and the abject poverty that is prevailing throughout the Somali peninsula. The use of qat should never be stopped but it must be regulated. Regulation is one of the many tasks of governance. A military-style total ban on qat will only exacerbate its use. Banning an endemic social problem does not solve it but only creates more serious problems: in the 1980s, the attempted banning of qat in Somalia opened a can of worms that only worsened the crisis and quickened the demise of the state. For instance, one solution could be to limit the use of qat to weekends. A two-day weekend could be introduced as an incentive so that those who chew the green leaf on Fridays could recover on Saturdays and report to work on Sundays. That way the damage which daily mass consumption is causing could be limited. In May 2005, months prior to a general election in Ethiopia, a number of Somali towns, such as Babili, and villages such as Dhagahle, were transferred to the Oromia Region with the consent of the Somali minister in the cabinet and the acting president of the region at the time. Nevertheless, our people believe that this was a politically motivated move to sweeten the Oromo nationality and keep them on the side of the government during the elections. This did not stop the Oromos from supporting the opposition, which it is alleged, has resulted in the imprisonment of many Oromos. Because of heavy rains throughout the region in April 2005, the airport of Jigjiga was damaged on my return journey. I had to take a bus to Dire Dawa and only then take a flight to Addis Ababa. On 27 April 2005, at Babile which is located between Jigjiga and Harar, I had the opportunity to meet two of the town’s elders, Sheikh Abdirahman Abubaker and Abdi Haider Ahmed, who briefed me on the situation forced on them by the new status of the town and on their determined campaign to return it to the administration of the Somali Region. The question is, what future is there for the Somali Region in Ethiopia? Like the train robberies of the 1960s, the days of terrorism, AK-47 wielding and road-mining liberation movements are long gone. What the Somali Region desperately needs is economic development and a better living standard for the people. Some would argue the emancipation of the people should come first. For starters, real emancipation involves development. We live in a small world which is increasingly interdependent. In Kenya, the Somalis enjoy rights similar to those of other nationalities in that country. More of them have access to good schools and enjoy a better future than the Somalis in Ethiopia. This is partly due to the instability created by armed conflict in parts of the Somali Region. The mother of the Somali nation is Somalia and it is hardly surprising that, when the mother is ill, the children cannot do well. The mayhem in Somalia is gravely affecting all aspects of the Somali Region. This is not merely because of the geographical proximity. Once there is responsible government in Somalia, the Somali Region will benefit, not least from the dual attention of a functioning Somalia and Ethiopia. Rather than conflict with our neighbors, as in the past, the new Somali State should seek development for all Somalis in the Horn; otherwise the troubled Horn will incur further instability, which will only consume funds needed for reconstruction, redevelopment and progress. Territorial disputes can only be settled by peaceful means through cooperation, mutual understanding and consent. Only a modern leadership can enable its nation to keep in step with the changing times. Those who exhibit antiquated practices such as clannism are doomed to fail a nation such as ours. At any given time in life there are always opportunities on the table. One should not chase after yesterday’s opportunities and miss those that are available today. The Palestinians were once dubbed by a former US State Department official as people who never miss an opportunity to miss an opportunity. Our nation too, has a history of missed opportunities, and the Somali Region is no exception. In the Somali Region there is an autonomy that is not perfect, but conflict is not the way to fulfill the aspirations of people in the modern era. One must always make use of and not squander what is at hand, no matter how small. In Somalia, because of clannism, the sovereignty and statehood of the country have been squandered without the invasion or occupation of a foreign power. Those who aspire to lead their people must think big. They must first seek harmony and unity of purpose within their people. They must avoid petty things such as clannism, which only fuels division and discord. Nothing can replace genuine nationalism. It is the policy of the current government headed by Meles Zenawi to promote people in Ethiopia to organize and rule themselves as nationalities. In a region inhabited by every Somali community the most appropriate name is ‘Somali Region’. Otherwise, it would be tantamount to a man who threw away precious contents while retaining only an empty sack. The people see through the bankrupt nature of aspirations that are based on clannism. In Ethiopia there are over eighty ethnic and linguistic groups and politics is based on nationalities. What is the point of fragmenting your own people into clans and subclans? The common factor that binds us all is the Somali ethnicity, to which we all belong, not one’s clan, which is a private matter, at times used like an address, which can be helpful. One reaps what one has sown. If you sow maize, you will not reap wheat. That is why the warlords who introduced clannism and discord into Somalia could not rule the country. It goes without saying that power derives from unity and harmony, not from discord. In Ethiopia there is a power struggle for the leadership of the country between the ruling government and the Coalition Democratic Union (CDU) which is drawn from the Amhara nationality and parts of the Oromo nationality. Judging from their political agenda, the victory of this coalition would have severe consequences for Ethiopia as well as the whole region. Some of the aspirations of the opposition coalition, who took all the seats in and around the capital Addis Ababa and in many parts of Ethiopia in the mid-2005 election, are a throwback to the past: for instance, their aim to force Eritrea back into union with Ethiopia is misplaced and dangerous. Once clannism is rooted out of politics, a multiparty system potentially has a better chance of succeeding in warring Somalia than in Ethiopia which has many nationalities, which vie to unseat one another for power. No sooner do leaders from one nationality come to power than a campaign to replace them is mounted. In Ethiopia the power struggle is between different language and cultural groups and nationalities such as the Oromo, Amhara, Tigray etc. Most of these are comparatively united, with common aims and objectives, but not the Somali nationality, which unfortunately is fragmented on clan lines. This is happening for two reasons: because of existing clannism, which is denying Somali statehood in Somalia, and because there are individuals who themselves cannot outgrow outdated clannism in a world where entire nations, such as those of Europe, are shedding national sovereignty for even wider unity. Somalis in Ethiopia fiercely undermine one another and thus under-develop the region. Much of the Somali Region’s budget earmarked for development to the tune of tens of millions of US dollars, is annually returned to the coffers of the federal government in Addis Ababa. So what suggestions are available for the Somali Region? (1) Rather than looking at one another as people from different clans and subclans hostile to one another, we Somalis have to look after one another as brothers and sisters from one nation. Our people in the Somali Region should not adhere to the element of division but show a unity of purpose. (2) Just as in football there are those who play for a nation, a region or a city, in politics there are those who serve a nation, a region or a city. All are important! In the Somali Region too, there are those who choose to serve the people. Unfortunately, there is as yet no leadership with a vision capable of organizing the people, caring for them and giving them a sense of direction. The people merely fend for themselves, while the suffering of the majority is all too evident. The people need to cooperate to get on with their lives, educate their youngsters and look after one another. (3) Development is the answer to most of the ills of the region. Our people in the Somali Region should reject unnecessary conflict for it causes stagnation, freezes progress and underdevelops nations. Already the region has wasted opportunities for fifteen years due to unnecessary factors and the inherent conflict, which also gives some of the authorities in the federal government a reason to clamp down on the region and curtail development. Unused funds returned to the federal government in Addis Ababa have gone to other regions that made better use of the funds. (4) Somalis from Benadir, Puntland, Hiiraan, Baay or any other region have every right to be in the Somali region. They should have equal access to resources like anybody else. (5) Because of the folly of the 1980s and 1990s, further unnecessary and artificial conflicts have been fostered. It cannot be overstressed that our people in the Somali Region and in Somaliland* are brothers and sisters who not only share ethnicity, language, religion, culture, heritage and all the aspects of a nation, but also are geographically contiguous. As Somalis say: Oodi ab ka dhow (The fence of your next door neighbor makes more kinship than kinship). Hargeysa, the capital of Somaliland, is only 80 miles from Jigjiga, the capital of the Somali Region. There should be no barriers between Somaliland and the Somali Region and the border must be open for visitors as well as for trade. It seems that things are starting to heat up now and the somaliland democratically elcted parliament is getting tests after the just concluded national budget debate for which alot of descrepancies and faults were exposed from within the budget. but as some say the so DE-facto minister of finance eventually prevailed and the budget was confirmed HOW? this still remains to be known. Now comes this CARE vs Weris debate which is still on the roll. HOW will it end lets wait and see. Mean while lets see what some analyst say about the so puppetry politcs going on in Somaliland. -------------------------------------------------------------------------------- PUPPETRY in politics is an ugly culture In the world of performance art, like the theatre, puppetry is an old and cherished culture. It existed in various forms in most of the ancient civilizations such as Mesopotamia in Iraq, Pharaonical Egypt, Minoa in Crete and the Indus Valley Civilization - now Pakistan. In India, sutradhar(a) is an old word which refers to the show-manager of theatrical performances (or a puppet-player), and also means literally "string-puller" or "string-holder". An equally ancient word in Greek, neurospasta, means exactly as the Indian word. The history of puppetry in culture is long and respectful. In the modern world, puppet shows are very popular and appeal to all ages. Articulated Indian figurine Puppets have been delighting children and families for centuries. A puppet show, in its basic form, is a number of small figures of persons and animals which are operated by a puppeteer. To generate the desired motion in the puppet, the puppeteer (or strings puller) pulls strings attached to the figure or sometimes pushes or releases wooden kegs which among the figures perpetuates a certain movement. Puppet shows, which particularly appeal to children, use an array of different and colourful figurines or simply their hands. Special music and voices give life to the puppets and make the show very lively. But the real beauty of a puppet show very much depends on the skills of the operator which is pulling the strings behind the scene. Puppet art is a life-time engagement and its artists train and practice for ever. The most skilful puppeteers produce very delicate and almost life-like motions in their puppets. Untrained or bad puppeteers kill the show and make their puppets ugly. While puppetry in art is a beautiful tradition, it is a despised thing in other walks of life. This is specially so in politics. In general, a puppet, outside its natural context, is used to describe a person who is controlled by others and is used to perform an unpleasant or dishonest task for someone else. Puppetry which conforms to this definition is usually observed in dictatorships where only one person pulls the strings. Other individuals in the arena of a dictator are basically puppets whose performances depend on which string the person behind the scenes pulls. Some argue that in any political system, even in democracies, all politicians are puppets to some degree or the other, since always some head-figure of the system pulls the strings. This may be true, depending on ones point of departure and choice of metaphors, but it is difficult to so simply find similarities between real democracies, with all its pillars in place, and a dictatorship where all real power is in the hands of one person. In performance art, the puppeteer is a trained person who masters his trade. In politics, a dictator usually comes to power by some unfortunate circumstance and rarely is qualified for the job. To cover his or her lack of skill, dictators use crude and violent methods. The puppets in the show make crude and clumsy movements and are extremely ugly. In the end, as history stands witness to, the show dies and its actors, both puppets and puppeteer fade away in disgrace. This little analogy, puppetry in politics, seems to more and more apply to Somaliland. The puppeteer in this show is clumsy and obviously does not own much fantasy, let alone, real hard-earned skill. As time goes by, one really feels sorry for the Ministers in the Somaliland Government, which more and more take the role of bell-boys in a large town-house in Hargeisa. Why back, when the Interior Minister publicly insulted a respectful lady of Somaliland citizenry, many meant the words not to be his own. In fact, some went as far as arguing that the words in the mouth of the Minister were not coming from a man. The expelling of the EU rep in Hargeisa by the Minster of planning and the French Academic by the Minister of Interior are also understood to be similar pitiful pulls by the puppeteer. These were actions which resulted in the defacing of the puppet and disgracing of the country. In later times, The Planning Minister seems to be the receiving end of most of the bad moves. Amina–Waris, a well-known and respected citizen of Somaliland competed for and by merit won a position with Care International in Hargeisa. In the beginning, Care conducted the process of employment correctly. Having become satisfied with the qualifications, experience and personality of the applicant, they sought final clarification from the Foreign Minster, Hon. Edna Adan Dhakhtar, which is their proper counterpart as a foreign NGO. The Foreign Minister, not only green-lighted Amina-Waris’s employment, but also gave the NGO her highest commendations. In a healthy world, that would have been the end of the process but it did not happen that way. From the little I know, The Minister of Planning is personable guy and I do not think there is a bad blood between him and Amina-Waris. Even if there was one, which I do not believe, The Minister could not do such a thing without consulting first with his boss. It seems that someone in the Somaliland Presidency did not like Amina-Waris getting this job, so strings are pulled and some proxy is made to move. This lead to the now infamous campaign by the Minister of Planning. By way of oral messages and in writing, Care is instructed not to hire Amina-Waris. But that was not all. The Somaliland Government campaigned, and still campaigns, for a foreign man to fill Amina-Waris’s position. The Somaliland people are horrified by this very mean behaviour from the individuals in the peoples’ highest place of honour. When the Parliament passed a decision ordering Care to give Amina-Waris the position she earned, or else leave the country, the puppeteer, instead of stepping on to the moral high-ground and clearing the mess, pulls some strings again and this time it results in opening the mouth of another puppet – that of the Propaganda Minister- who accused the MPs of being hijacked by interest groups. Where do we go from here!?

Before I go into the subject regarding the parliament, let me shed light on the latest news in respect of the position Marwo Amina won from Care and then denied by the planning Minister with the blessing of Riyale and the indifference and corruption of Care! A collective endeavor has taken Place here The beating the liberators of this country has taken thus far from the hands of the back stabbers and Afwaini loyalists whom we insanely entrusted our hopes and aspirations went too far to a level any one from any where even Somalilanders couldn’t endure any more! What happened to Marwo Amina, the wife of the chairman of KULMIYE who was incidentally, the chairman of SNM had happened to me long before her. Riyale and the Minister of planning denied me to take a position I have fulfilled all the requirements and conditions set for. It was a coordinator position for JNA. The president and the mentally unstable Minister of planning called the NDP director Mr. Maxwell warned him to choose one or the other. Dump the whole project or remove Mr. Mead! And not only that, they forced him to let the president nominate all the seven personnel as he chooses, otherwise no deal! The UNDP man caved in and close the deal with that request. And Mr. Riyale and his planning Minister did and did so the way they wanted! When it happened to me I knew it would happen to others. Now we see it happened to Muj. Marwo Amina! For a long time we pretended that we are a democratic government. I think we have to wake up from the long dormancy and sleepwalking and do some thing or die. What the remnants are doing to us, to Somaliland, is beyond believe. I think we have to do some thing or else! I call the concerned Diaspora to do some thing for a sinking country, for a robbed country, for a raped country. This is the lowest instinct it could go! Interfering how citizens get jobs when they get them in the right way. The lowest of the low! “Blame Me not, blame thy selves†this is Allah’s word. So Let Somaliland blame her self with her demise in the hands of likes of Mr. Awil and the NSS crowd in the compound! And adding fuel with fire look at what the jelly parliament did or did not! The point I wanted to dowel on is the disgrace they did and disappoint the people got from the parliament. The new Somaliland parliament dwindled, fumbled and dropped the ball again! First, being the government attack on the group hospital of Hargeisa killing and wounding number of innocent citizens. No one was held responsible for this heinous crime committed by the government and the parliament fumbled there! The second time their action or in action regarding Awil’s budget shocked the nations at large! In their investigation they told us that the budget is illegitimate because it is simply unconstitutional because of the way it was presented, beside the robbery of the nation’s treasury by the government consisted of two and four and one! The one being the guy in Berbera! The two and four are well known to the people! The point is what ever happened to the new guys in our parliament! Their image is tarnished because they are accomplice to the law breaking culture of the government of Riyale and Awil Their actions of breaking the law and bowing before Awil the demon, traumatized the hopeful and demeaned the psyche of the nation. It punched holes the hopes that they may save this most unfortunate people of Somaliland from the predators! The two actions or inactions manifested themselves as irresponsible punch of people! I hate to say that but that is what they have sowed thus far. I hope they will come back with their sense normal. They did not follow the party line; they did not follow their sanity and the nations conscience. They followed some thing else! What ever happened to these people! Awil the demon not only laughed at them but he stepped over their bodies! I can’t believe what I am writing! I can’t believe what have heard! When people strife under the influence of clan inspired thinking to erect the fundamentals of failure in order, and then sit back to see a success out of this, that people are in trouble! Sane people put their best and brightest men in the helm; insane people put their worst and worrisome in the helm. Somaliland belongs to the later! Passing the deceptive Awil’s so called budget is like siding with shameless robbery and thievery! Otherwise where is the money! Millions are unaccounted for as the parliament told us, as we all know. The new guys are telling us the right thing and doing the wrong thing. How unfortunate, how un-nationalistic! Somaliland like a syndrome-battered women returned back to her former batterer, to the remnants of late Siyad Bare. We are watching this unholy dance with the compound facing the group hospital, in anger at times and in despair at other times! Neither is helpful. Action and action alone is what is helpful and that did not happen. “Allah will never change the grace which He hath bestowed on a people until they change what is in their soul.†Somali land has changed that God given grace! Manipulation of the clan jigsaw in its extreme negative aspect and bribing is a vehicle the ungodly uses for the evil purpose pursued! And Awil and crowd used that vehicle! If the devil belongs to a nation and subscribe himself as a Somali, he would cease to be a devil anymore! Instead he would become Mr. So and So, then he would belong to a clan, and that clan would canonize the devil and swear that he is a “saint†and not only that, they (the clan) would persuade or even impose the insolated canonized devil on the people and to the country, and not up to here, the devil tends to rule! They did, and so they are doing just that and we see it to believe it! In the end the country and the people suffer under the clan protected devils. Somaliland is in that web suffering! In our Somaliland, a thief on not being caught generally does not forgo future stealing because he and audience do not identify him with the thieving! They got away with all kinds of deceit and deception, all kinds of evil things! And it seems that is precisely what the parliament did! Being an established deviant also requires one to fend off non-deviants, and this is usually done by managing the information other people have about one’s true picture, by means of disinformation and deception, etc., etc. Anticipations of retaliation by non-deviants, imagined or otherwise the paranoid head deviant lays functional basis by taking advantage – the soft spot and the vulnerability of the masses by way of playing the clan song and open pocket (of public money) to generate his control. The other deviants are ready whenever the head deviant blows the whistle. This automatically fends off the non- deviants voice and figure. The parliament put them selves in that ungodly fold! Those who tend to defend the un-defendable NSS establishment profiting from the poor must belong to those who refrain eating the forbidden meat but enjoys its soup. Today Somaliland is enjoying the soup. They condoned and kissed the “findhicil†which as the saying goes- “mentioning it is forbiddenâ€. Somaliland rejected Afwaini and accepted the remnants and the remnants seem buying the peoples representatives! And the people were let in the cold; so is Somaliland! Would failure be an option in Somaliland or in else where with similar history of Survival from genocide? Aside else where, failure became an option in Somaliland when they installed a government of no vision, the remnants of Siyad Barre there. Surely it is suicidal! Worse yet the parliament felt under their feet, at least as of now. I think Somali landers ought to reflect the bad experience they lived and live now. In that reflection they ought to in corporate it into a new thinking. Somali landers must change to cause change because without change they will end up losers for the second time in their political history. They must choose the right men and women and choose the right course for the nation. We thought we did in our last election but now we are not sure! In the absence of rational thinking people are prone to take a detour towards demoniac and self-destruction. In such situations, clanistic "give me money and i will be your servant", mentality, euphoric attitudes and behavior gets it’s way in the national thinking, and the contest of power grabbing by any means, even without the rule of law, (as witnessed) may make the matter even worse. As the present illegitimate establishment and their lackeys do! The more in tune the people become in this situation, the more they lose control, the more they lose sense of direction and purpose, the more they forfeit their rights, their future and lastly the more they will sing the blues when it turns soar! It may turn sour. It may turn that way sooner or later if not checked, and the new parliament failed to check thus far. I hope they will come back with their sense and save the nation. The strength of a nation (and Somali Land is not the exception) lies on how it faces its difficulties and differences. It lies on how it curbs off and stops robbing the nation! It lies on how it accommodates different opinions and treats different communities in Somali Land in an equal footing, where by the rights of the minorities as well as the rights of the majority are respected and protected. It lies on how it respects the human rights of its people and those of others. It lies on how it respects it’s own laws and legal procedures. Somali Land’s vitality and integrity depends on accountability and that didn’t happen! Today’s Riyale establishment spear headed by Awil made mockery of the above virtues, and most unfortunately the new parliament went into their fold for reasons I cannot comprehend at all! Mr. Awil secured his seat in beating the parliament badly. The only other female member in the parliament is appointed. She explained her rapid and unlikely political ascent and described the current state of Somaliland during a March 19 meeting in Minneapolis with some of those who financed her campaign. “We’re in peace and prosperity, and we hope the same thing for [somalia],†she said, standing before a giant Somaliland flag “We need the Diaspora communities to return and invest in our country.†Yusuf Budle, chairman of Kulmiye Committee in Minnesota, a group of supporters from Ms. Warsame’s political party and co-organizer of the event, says that they are proud of her. “We supported her campaign with money and moral,†he says. Warsame, out of dismay, extended an official invitation to all five delegates from Africa at the conference to Somaliland. She was among 30 “accomplished women leaders†from around the world who gathered for the three-day conference sponsored by International Republican Institute (IRI) to “foster relationships†and “share experiences.†IRI, a congressionally funded nonprofit, nonpartisan organization dedicated to advancing aspiring democracies has done a “comprehensive political assessment in Somaliland†in 2002. Among other programs, the organization helped the parliamentary elections in which Warsame was elected. ‘Kingdom of men’ To get on the ballot, Warsame had to penetrate multiple layers of social and cultural hurdles. First, she had to coax her own family to help her talk to the powerful tribal elders. “My husband was supportive,†she said “and he’s the most important person.†After securing the green light from most of her family, she had to cajole tribal elders, an exclusive-men’s club, to “allow†her to seek party nomination. She got lucky. But then, her party, Kulmiye, the main opposition party, had to assess the risk involved, provided that they desperately wanted to control the parliament and couldn’t afford to lose her seat. She got lucky, again. But just after she was cleared to put her name on the ballot, conservative clerics intervened, citing a revelation banning women from assuming high public office. But moderate clerics came into her defense, though they reiterated that women can’t run for president.
