Adan Siiro calls upon Hargeisa Councilors to be dissolved Posted on 18/06/2011 in Latest Headlines Hargeisa(JSLTimes.com) – In today’s Friday prayer, Mr. Adan Haaji Mohamud Siiro blasts Hargeisa councilors and calls for them to be dissolved with immediate effect. Mr. Adan siiro was referring to an incident that caused emotional appeal and condemnation after Hargeisa Municipality embarked on a mission of clearing the small traders in road pavements. The small trader set himself alight afer his property vandalized and destroyed without informing him beforehand. The trader by the name of Mr. Abdi Adnan as reports say that he used petrol to set him alight. However, people nearby managed to put him out and remained unhurt. As reports indicate later on that Hargeisa Municipality promised to rebuild Mr. Abdi for his demolished property.

The Summit of reforming the Justice System comes to an end Posted on 18/06/2011 in Latest Headlines Hargeisa(JSLTimes.com) – The summit launched for swift and final reforms to Somaliland legal and justice system which lasted for three days held in Hotel Ambassador in Hargeisa, the capital of Somaliland was concluded and issued measures intended to curb the widespread injustice existing in the entire regions of Somaliland. The summit was initiated and opened by the president of Somaliland Mr. Ahmed Mohamed Mohamud Sillaanyo and attended by almost one hundred sixty representatives including the likes of legal and justice institutions, lawyers, intellectuals and traditional leaders. It put forward the prevalent injustice and its root cause. The summit was concluded yesterday and issued measures/points which is expected to be the strategy and action plan which will be used to curb the widespread injustice that exist in nationwide. The measures were overwhelmingly passed by the all the representatives of the summit and are written below:- 1. To strengthen justice commission and enhance the level services when it comes to justice, avoidance of interference be it inside or outside. 2. A particular consideration should be given to the minority and outcast people. 3. To ensure the security of judges. 4. Training the judges about the function of courts. 5. Police lawyers should be given more training. 6. To ensure the independence of legal system and any interference should be avoided by the government or the parliament. 7. Launching campaigns ensuring that Somaliland community should get an understanding of the law. 8. To launch awareness programs on the education of historical development of Somaliland constitution. 9. Jail inmates should be given to healthcare and places suitable to life. They should not be done to forms of abuse specially women and children. 10. To upgrade the level of knowledge of crime investigators. Apart from that, the chairman of Somaliland Supreme court Mr. Mohamed Hirse Oomane made closing remarks at the summit and distanced himself from the injustice existing in nationwide and managed to divert the blame to the institutions that they have close working relationship with them. The former justice minister Prof. Ismail Muumin Aar and the newly appointed justice minster talked about the importance of the summit and both agreed on that the main reason of the summit was reached. They said that the outcome was strategic measures that will enable to solve the deteriorating situation in our legal system. The parliamentary speaker Mr. Abdirahman Abdillahi Cirro closed the summit and thanked the participants. Finally, he made an appeal to international donors that they should speed up the budget intended to invest the implementation of the measures.

HARGEISA (Somalilandpress)–Flights between Somaliland and Djibouti have been halted due to the volcano that is erupted in Eritrea two days ago. Speaking to the press, the Somaliland’s Minister of Civil Aviation said they are worried about the situation and there have been problems since the last two days. The Minister said that there were no flights from/to Djibouti yesterday as the result of the volcano which affected many countries in the region. He told the reporters that they are trying to find ways to overcome the problem but they are lacking the necessary equipments to estimate the danger. The minister said the flights to UAE and other countries have not been affected. Red ashes could been seen on the Somaliland sky for the last two days which some described as the result of the volcano. A huge Volcano erupted in the border between Eritrea and Ethiopia two days ago which affected the aviation in the two countries. Reports also said the Clinton’s trip to the Horn of Africa have been cut short because of the volcano. “We are currently working on improving the Hargeisa and Berbera airports. The territory has managed to establish basic public security, gradually improve its business environment, and is increasingly capable of providing for its citizens. A pragmatic blending of ‘traditional’ and ‘modern’ institutions, in which the de-facto government’s legitimacy rests, has been instrumental in driving this progress. The story is taken from Mapping progress: evidence for a new development outlook, a new report that pulls together the findings from stories of progress across 24 countries. It identifies the crucial role of effective leadership, smart policies, proper institutional foundations and international partnerships in driving development.
