The election in Somaliland is now over and I believe it is the time to offer a free advice even though I agree with Jama A Hussein who said recently “Everyone in Somaliland including a tomato seller in a flea market knows what is wrong in Somaliland” If I were you Mr. President, I would have taken the following free advices: Create a high performing government. You don’t have to know everything but you need to use people who know at least something. Surround yourself with expert advisers in all of the six pillars of your manifesto. For each pillar, hire a well-educated adviser who works for you as a liaison between you and your ministries or agencies. If there are no enough experts from Somaliland, hire foreigners. Make fighting corruption, tribalism, nepotism and favoritism your top priority and hold your ministries accountable for violating good governance. Make recognition your biggest priority: International recognition for Somaliland is long overdue Mr. President. I heard you blaming the world for not recognizing us. The world doesn’t grant blessings for free. We have to aggressively sell our case. Since we have failed to sell to the neighboring countries, we need to change the course and look for a new market within the far away countries that have nothing to lose and worry no blame if they recognize us. I advise you to pinpoint one country at a time and invest heavily in lobbying , bribing if their politicians are poor and corrupt or the leader is falling of a cliff and needs money to clinch to power. The recent Yahya Jammeh might have agreed to recognize Somaliland had we thrown few millions of dollars for the good cause. Getting recognition from one country doesn’t guarantee a seat to the UN but it will break the ice for sure. Specifically, I advise you to target one country in Africa and Sweden from Europe. Why Sweden? If they can recognize Palestine and anger Israel they won’t care about Mogadishu and its allies. As for Sweden, we will have to invest big in lobbying their politicians. I advise you to dedicate 20% of the budget for recognition. At least in the year 2018. As for Somalia, secretly get involved in their governments and stop the hands-off policy of the past. Empower the Central Bank. Control inflation by all means necessary and allow traditional banks to operate in the country. The few so-called Islamic Banks in Somaliland charge 20% over two years of time. Here in the US, we call such a practice Rip-off and exploitation. For banks to give loans, the government has to come up a way to insure loans provided that these loans are given to invest in exporting Somaliland products, agriculture and manufacturing. Develop a progressive Taxation system: Somaliland cannot and will never develop without a fair tax system. Don’t go far, just look at your closest neighbor Ethiopia and study their tax rates. Ethiopia levies corporate tax at the rate of 30%. Depending on salaries and wages, Ethiopia collects a payroll tax that varies from 0- 35. In contrast, Somaliland collects 0% of corporate taxes and less than 1% a month for payroll tax! You won’t develop a nation on 5% taxes levied on tariffs only. Reforming taxes and reaching the average of 15% tax rate of the African nations will at least enable you triple the current budget. Impose taxes on remittances and create sales taxes. I have asked most of my friends and acquaintances if they are willing to add 2% for the government on top of the 6% charged by World Remit and other remittance companies. Believe or not, I have yet to encounter someone who answered, “NO” Besides the tax on the sender, you can add another 3% VAT tax from the receiver. 5% on all remittances will make a difference if utilized wisely. In 2016 the remittance to Somalia and Somaliland was $1.4 billion. If we assume 25% of that amount has been sent to Somaliland, 5% would have generated more than $12.5 Million in revenue. To make remittance taxes fair and acceptable to all, you must spread its benefits to all regions instead of wasting in administration and salaries for unproductive government employees. For example, if 20% of the remittance money has been received in Borama ,Awdal has to use the generated income in development projects only. Try to turn the mobile money transfer crisis into opportunity. Force ZAD and E-Dahab to add higher VAT tax on all sales and other transactions. Higher VAT in mobile money will divert buyers back to the use of Somaliland Shiling. Raise taxes on Khat. To control Khat consumption and keep the tax income at the same time, raise the tax rate up to 100% and stop Khat dealers from sending US dollars to Ethiopia. Tell Khat-drug merchants “Either buy with Birr or no Khat to Somaliland” A high tax on Khat will lower Khat users and help reduce inflation without affecting the government income as the lost revenue from Lower Khat consumption will be offset by revenue from higher taxes. Create a Food Security Agency. In the campaign trail, you mentioned that if we farm only 16 KM in each one of the six regions in Somaliland, we will become a self-sufficient country in food production. I agree with you Mr. President. The question is what type of crop do you want to start with? Mr. Silanyo’s ministry of agriculture has planted 9 kinds of rice in every region. Can you reap only one kilo of rice from all Silanyo rice farms? I advise you to choose only two tropical crops like Tef and Gidir to replace our need for rice and flour. Nationalize some assets from the major private companies. Somaliland is the only capitalist state where the state owns nothing. Even in America the federal government owns few companies. In the USA where I live, municipalities own utility companies such as water. In the third world, most of the power, gas and oil, transportation and telecommunication companies are owned by governments. Since all those sectors are now owned by private individuals, it is the time to buy out some of their assets. We, the people need to own at least 51% in telecommunication, transportation, utility, food import, and Livestock Export companies. Abolish the local City Council system. We all know that our municipality system is a joke. My advice to you is to get rid of them or decrease its size to only 5 members from the self-sufficient elites who will not get paid and willing to work for free. Also, since we love tribalism and there is always a fierce tribal opposition to mayors whenever the mayor is from a different tribe, turn the local government crisis into an opportunity. I advise you to divide the administration of each city by tribe lines. For example rename the city of Hargeisa “Greater Hargeisa” and divide it up into 3 towns like Awal town, Arap town, Gabooye town and GarHajis town. Similarly, Burao City should be divided to Jeclo town and Yooniso town. For example, a property tax collected a house in Jeclo town will be spent only to collect garbage and pave streets in Jeclo town. If a town within the greater city like Jeclo town refuses to pay property taxes, let them drown in their garbage. Their City, Their Rule. This may seem strange, but I believe it will create a positive tribal competition in building roads and bridges that we desperately need. Fix the Education system. As you know Mr. President, we generate thousands of graduates whose level of education is below high school. I advise you to pick one college from each national university and increase its academic value. For example, you can hire PhD holders from places like India and Pakistan. In India, a highly paid professor in Engineering gets paid US 1500 a month. If we provide free housing on top of their salaries, we can recruit the best and the brightest. Only ten of them to teach in the same college like the College of Engineering in Hargeisa University will produce a great outcome in the Engineering fields that we desperately need such as Civil, architecture, and telecommunication. Our goal has to be producing tens of future Engineering professors to replace foreigners in few years. Reduce government employee. Instead of creating a large and unproductive government employees, cut the government employee in half and use the money to buy shares from the successful private companies after you pass a nationalization law. Force private companies to sell some shares to the government. Buying shares will help the government generate millions in profits and enable the government to know profits made by private companies and make them pay their fair share. Finally, I advise you to be a president who worries about quality and not quantity as your predecessor. Once in a while, you will see our beautiful blue skies in Hargeisa crisscrossed by what looks like jet plane ‘Condensation trails’ (contrails). The odd thing about these contrails or atmospheric vapours left by jet-engine exhausts is that these contrails don’t disperse and disappear in a matter of minutes, like usual contrails do in the sky. They linger for hours on end and spread themselves wide and long in the sky, like misty-kind of clouds. The said, streaming vapours, left behind by these jet planes, in no time join, and blanket our beautiful blue skies with whitish-haze or a smoky thin cloud cover. On 17th January 2018, around midday: I noticed two jet planes flying high above us in Hargeisa. They were flying perpendicular to each other heading east and south direction. Both planes were spurting out thick “contrails”. I saw them again, twenty minutes later, this time flying in the opposite northerly and western directions. This went on for a good hour, and by 3pm the Hargeisa sky was canvassed by their crisscrossing jet “contrail” vapours. And by late afternoon, the sky above us had a diffused cloud-like, misty cover. That very night, about 9pm, Hargeisa was immersed by a heavy fog like fine spray, similar to early morning dewdrops. By midnight, the fog-like mist cleared as quickly as it appeared. The following day, in town, everyone was talking about the fog-like mist, which appeared out of nowhere, the night before. It caught everyone’s surprise, because it was an unusual weather phenomenon not seen before in the early evening ‘Hargeisa’ hours. What many of Hargeisa’s people don’t know is that the two jet planes’ vapour-like “contrails” that crisscrossed their beautiful blue sky, and turned it into a hazy diffused veil during the day, and by night time rained into a fog-like mist soon after 9pm were “Chemtrails”. Chemtrails are a vapourised form of fine mixture made up of toxic (aluminium and barium) chemical ‘Nano-particles’ released/sprayed into the air by military operated aircrafts in some parts of the world. In other words, the vapour-like “contrails” which spewed out of the two jet planes above our skies during that Wednesday afternoon were chemtrails. I won’t go into why I believe we were sprayed with chemtrails that day. Because, photos I took of the chemtrails, during that afternoon (see below), speak for themselves. For the past two decades, it’s been widely known in the US and EU countries that their governments have been secretly spraying mega-tons of toxic fine chemical particles into their atmospheres so that they reverse the warming effects of global climate change. Not long ago, in a speech at The Council Of Foreign Relations, CIA Director John O.Brennantalks openly about Geo-engineering the weather through the use of chemtrails, and controlling the planet’s warming climate by spraying or injecting toxic chemicals into the atmosphere, he calls it ‘Stratospheric Aerosol Injection’ (SAI). Harvard University Center for the Environment proclaims in its website, “Harvard’s Solar Geoengineering Research Program will develop methods that might reduce the risks and improve the efficacy of solar geoengineering when compared to the injection of sulfates into the stratosphere, which has been the standard proposal since the 1970s.”It goes on to say, “Specific examples include: Develop novel solid aerosols that might: a), reduce or even reverse ozone loss by neutralizing stratospheric chlorine, and b), have optical properties that greatly reduce stratospheric heating compared to sulfate aerosol.” In other words, Harvard is telling us that, since the 1970s, the standard practise for injecting ‘Sulfates’ into the atmosphere has greatly been improved, and never before been made so clean, risk free and efficient. US geo-engineering scientists believe: by spraying the atmosphere with toxic chemicals is a technological method of seeding the stratosphere with particles that can help reflect the sun’s heat and this, in turn, will reduce the global warming effect of climate change. Fortunately, for European and US citizens know at least who is poisoning them with chemtrails, i.e., their own governments; and someday, are sure to hold their governments accountable. But, who will we hold accountable in Somaliland? We don’t even know who is spraying us with these toxic chemicals. Or, infringing our airspace to poison us, and our water supply, animals, farmlands, vegetation and seas with chemical toxins? Regrettably, the answer is no one! It may seem, a bit disheartening to hear this, but please read on? Violable Airspace In 1992, the United Nation (UN) took control of our airspace. And, in 1996, transferred control to its sister UN agency, The International Civil Aviation Organization (ICAO). We often hear ample news, about management and control issues concerning our airspace, but, rarely, will you hear anything mentioned about the countless ‘illegal’ flight incursions made by unknown aircrafts who ‘routinely’ operate in our airspace! In all the UN resolutions, mandates and official reports on Somalia, there’s not one single reference which mentions unauthorised/illegal use of Somali airspace. For instance, ‘defenceWeb’ states: “The United Nations has counted 64 reports of foreign fighter jets, helicopter and unmanned aerial vehicles operating in Somalia over the last year, most of which violated the 1992 arms embargo against Somalia.” In another report it says: “In a report delivered to the UN Security Council in late June 2012, the Monitoring Group on Somalia and Eritrea said that unidentified UAVs now “routinely” operate in Somali airspace, potentially violating the 1992 arms embargo.” Elsewhere, a UN official tells Washington Post: “The U.N. Monitoring Group on Somalia, which prepared the new report, said that it considered the use of drones in that country “a potential violation of the arms embargo” because the aircraft are “exclusively military” in nature. Such as the Predator and Reaper unmanned aircraft that the U.S. military flies (in Somali airspace) at high altitude — would “be operating in violation of the embargo,” said Matthew Bryden, a Canadian official and coordinator for the U.N. Monitoring Group.” It’s most alarming to learn: what’s ‘being violated’ here is not the Somali airspace, but the UN imposed arms embargo over Somalia. Virtually, nothing is said about the sixty-four foreign aircrafts/drones that were ‘operating illegally’ in our airspace! What we can discern from all this is that the UN considers, “there are no provisions in international aviation law, in the absence of a state, for its airspace to be potentially violated by other states, or foreign aircrafts.” In other words, this means: how can a state’s airspace be violated, if it’s not in full control of it in the first place! A state must have an exclusive right of possession (and not just ownership) of its airspace, before, its airspace can be violated by other states/foreign aircrafts. This is to say, Somaliland must be in ‘Control’ of its airspace before its airspace can be violated by any aircraft! At the moment, the status of the Somali airspace is classified as ‘Uncontrolled Airspace.’ What is meant by controlled? In layman’s language it’s “the capacity to allow or deny access to something or somewhere.” Hence, uncontrolled airspace alludes to the incapacity of Somaliland/Somalia to allow or deny access to their airspace. The very act of announcing, a radio message warning to foreign aircrafts (through the radio emergency frequency) who violate Somali airspace, makes it illegal for unauthorised foreign aircrafts to use our airspace. Without this radio message announced, any aircraft has the right to enter (an implied licence) Somali airspace. A good analogy to this is like; owning the title deed to a piece of land that has not been fenced off with the warning sign “TRESPASSERS WILL BE PROSECUTED.” Coming back, to our chemtrails discussion, we can now determine, with a sufficient air traffic surveillance system installed and operational in our airspace. We can: potentially locate and possibly identify too, foreign aircrafts violating our airspace; potentially deter foreign aircrafts with hidden motives violating our airspace; potentially shoot down unauthorised foreign aircrafts violating our airspace; potentially establish sound mitigation grounds against foreign aircrafts violating our airspace in foreign legal courts. Recommendations The newly elected Somaliland President Muse Abdi Bihi and the Somali Federal President Mohamed Abdullahi Farmajo should by any means: Incorporate a military airspace and its Air Transport Control unit, manned by former Somali Air Force air controllers. Immediately install air traffic surveillance system, (even if it means buying the crudest equipment available in the open market i.e., cheapest). Radar surveillance system should cover a minimum radius of 500km. Establish some sort of monitoring mechanism with the UN/ICAO. Egyptian presidency spokesman Bassam Rady said in a statement that El-Sisi is set to meet with Angola’s new President João Lourenço to discuss boosting bilateral ties as well as the latest developments in Africa and the region. El-Sisi will also chair today a meeting by the Peace and Security Council (PSC), the AU body in charge of maintaining continental peace and security, which Egypt is heading throughout January. The statement said that the meeting would involve discussions of the “comprehensive approach on combating the threat of terrorism in Africa,” as terrorism represents a threat that requires strengthened joint African efforts to combat. El-Sisi will also participate in the New Partnership for Africa’s Development (NEPAD) Summit in the AU. NEPAD is a socio-economic development flagship programme adopted by the AU since 2001 with the aim of addressing the challenges of poverty, development and Africa’s marginalisation internationally. The 30th Ordinary Session is being held under the theme “Winning the Fight against Corruption: A Sustainable Path to Africa’s Transformation.” On the sidelines of the summit, Egyptian Foreign Minister Sameh Shoukry held a series of talks with African counterparts in the Ethiopian capital on Thursday and Friday, including the foreign ministers of Ghana, Mali, Zimbabwe, Sudan, Djibouti, Kenya and Malawi. A new health facility opens at Adado, a town which locates 25 km north of Borama, Awdal’s provincial capital. The facility is intended to provide healthcare and services to farming communities which falls under the authority of Baki district. Majority of the inhabitants are astrologists and farmers which do not have access to healthcare system. Diaspora community from Adado funded the facility to be constructed after having seen the desperate need of the inhabitants. Former Mayor of Borama, the late Ibrahim Magan Nur has been named as the new health facility center opens. The center opens its doors to more than 7 villages in Baki and nearby areas. The center has been built in line with Somaliland’s ministry of health and consists the following:- Maternity Ward Outpatient room Patient Ward Vaccination Room Pharmacy office Storage facility room The facility is spent up to 45 000 US dollars raised and collected from diaspora community from the region.
