A visiting African Union and United Nations (AU-UN) delegation wind up its weeklong assessment tour of Somalia this weekend, after evaluating progress made by the African Union Mission in Somalia (AMISOM), in the implementation of specified tasks, stipulated in the Somalia Transition Plan. The AU-UN delegation travelled to the port city of Kismayo in Jubbaland State; and Jowhar, the administrative capital of HirShabelle State this week, to assess the reconfiguration of AU troops, in line with the Transition Plan. The troops have played a significant role in cushioning the Federal Member States from Al-Shabaab insurgency, since setting up base in the regions. “The objective of our visit is to discuss with AMISOM military, police and civilian components, the progress made in the past year, assess the implementation of the Transition Plan; and the recent UN Security Council Resolution on Somalia,” Vincent Pasquini, the Team Leader of the visiting delegation said. Mr. Pasquini, who is from the UN Department of Political and Peacebuilding Affairs (DPPA) and the Department of Peace Operations (DPO), noted that the delegation made an assessment of the transition activities being undertaken by military contingents from Troop Contributing Countries to AMISOM, and their interface with the Somali National Security Forces. While in Jowhar, the delegation held closed-door consultations with senior Burundi military officials, to understand the magnitude of the challenges facing their troops. Captain Melance Nkengurutse, the Spokesperson for the Burundian troops said discussions with the delegation was centred on operational issues and joint operations between the AU troops and the Somali National Army. Before their departure from Somalia, the visiting delegation is expected to hold consultative talks with the Federal Government of Somalia, AMISOM leadership, the UN and international partners, on various issues; among them the implementation of the recommendations contained in the AMISOM Operational Readiness Assessment (ORA) report; and the political and security situation in the country, ahead of the one-person, one-vote elections, due in 2020/2021. The suspected white supremacist who allegedly slaughtered 49 people in mass shootings at two separate mosques in New Zealand appeared in court in the city of Christchurch and was charged with murder Saturday morning local time, authorities said. Brenton Tarrant, 28, was hit with just one murder charge, New Zealand Police said, but more charges were expected. Tarrant, who was handcuffed and clad in a white prison jumpsuit, made an “OK” hand gesture during his appearance — a symbol used by white nationalists and racist internet trolls, according to a photo published by the New Zealand Herald. He was remanded without bail and is expected back in court April 5. He killed 41 people at the Al Noor Mosque in the center of the city, then slaughtered seven more at the Linwood Mosque about 3 miles away, authorities said. Another victim died at a nearby hospital. (by Zwelakhe Gila) The Brulpadda well off the shore of Mossel Bay is one of a number of highly anticipated exploration prospects in South Africa JOHANNESBURG, South Africa,- Opinion by Zwelakhe Gila, Head of Commodities, African Energy Chamber (www.EnergyChamber.org) Coming at a time when South Africa’s policy makers are struggling to diversify the country’s energy mix, Total Exploration and Production Southern Africa recently announced a major offshore gas discovery. The Brulpadda well off the shore of Mossel Bay is one of a number of highly anticipated exploration prospects in South Africa. First reports of the field indicate that it holds between 500 million to over 1 billion barrels of oil equivalent. In comparison, neighbouring Mozambique’s 2012 discovery held over 350 billion barrels of oil equivalent. Those familiar with the history of Africa’s energy sector, and even those that aren’t, rejoice with a faint concern of what has been the outcome for many other resource abundant countries on the continent. Granted, while Total’s finding alone is not enough to eclipse the plethora of other resources in South Africa – coal and gold in particular – it does find the country at a weak moment of energy policy and, more importantly, energy security. South Africa’s Integrated Resources Plan (IRP) that covers the 2010-2030 period was indeed reviewed only once since its release in 2011. The 2018 IRP draft, yet to approved, does expect to see 8,100MW of additional gas-to-power capacity set up by 2030, but remains what it is: a draft. This further justifies the need for adequate and timely gas regulatory policy and balanced local content regulations to avoid squandering an opportunity to catapult South Africa into a booming African energy frontier. This crucial need is further highlighted considering that month’s prior to Total’s discovery; Minister of Mineral Resources Gwede Mantashe halted all applications for oil and gas exploration in order to change its licensing process. The move notably saw super major Royal Dutch Shell relinquish a license to search for oil off South Africa, citing legislative uncertainty. Uncertainty does indeed prevail across South Africa’s oil & gas licensing and regulation. Careless expedience to reopen the licensing process given the inevitable interest that follows such a discovery could still ultimately be detrimental to the country’s benefit from possible reserves. Natural gas allows for the creation of a cheaper, domestically-sourced, and more environmentally-neutral energy grid that has now become a global imperative. Natural gas is widely considered to be a key component to this impetus. Although South Africa is the largest electricity producer in the continent, and even exports electricity to neighboring countries like Namibia, it still suffers from inadequate infrastructure management that has seen an increasing rate of nation-wide blackouts. This begs many to question if the popularization of gas-to-power infrastructure – electric power generated by gas-powered turbines – motivated by the recent Total find will have a true impact on energy security or suffer the same fate as the coal-powered plants. Given natural gas’s primary usage and function as a source of heat and power production, South Africa is now posed with answering the difficult question of how invested the country will be in its coal reserves and coal-reliant power infrastructure that practically serve the same purpose as gas. Especially when considering that South Africa holds approximately 11% of the worlds total coal reserves, coal mines being the largest direct job creator in the mining industry, and coal being South African economy’s highest foreign exchange earner. President Cyril Ramaposa’s recent announcements to debundle the debt ridden Eskom is detailed to be an effort to motivate private power producers. This progressive approach to incentivize private companies, if conducted through a fair and inclusive manner, stands to be a significant determinant in attracting investment into gas-to-power facilities. The trend for discoveries of this scale, especially in countries whose markets and infrastructures are unable to absorb the resource, is for immediate exporting of the resource to more lucrative European and Asian markets. Natural gas consumption in such regions as Western Europe, South or East Asia are currently at the highest level since 2001 and on the 20th consecutive monthly high deliveries. Natural gas exports are also the highest since EIA began tracking monthly in 1973. The incentive to move the natural gas found in South Africa to international markets is overwhelmingly promising and would follow recent trends adopted by African countries that have recently discovered gas such as Mozambique or Senegal. It is the duty of the Department of Energy and the Department of Mineral Resources to ensure that the regulatory master plans for such discoveries are adequately aligned with further developing local natural gas infrastructure as well as further incentivizing International Oil Companies to carry out more exploration. World Water Day on 22 March: “Leaving no one behind” Water a key focus at African Utility Week and POWERGEN Africa in Cape Town in May A Cape Town bottling plant has managed to reduce its waste water by over 60%, saving more than 90 million litres of municipal water since January 2017. The Epping-based The Beverage Company produces over 1.5 million bottles of carbonated soft drinks per week and uses on average 30 000 litres of water per hour. According to the plant manager David Putterill, last year’s looming Day Zero for water supply in Cape Town had less impact on the business “due to the various actions we took in advance of the crisis. In mid-2016 we started various projects to save water and these are on-going. In the last year we have sustained our water saving so that even though the water restrictions have been partially lifted, we keep the same focus on saving water.” World Water Day, a UN initiative, is celebrated on 22 March every year and focuses on the importance of water and this year’s theme is ‘Leaving no one behind’, adapting the central promise of the 2030 Agenda for Sustainable Development that as sustainable development progresses, everyone must benefit. Water conference in May Water also remains one of the key topics and discussion points at the annual African Utility Week and POWERGEN Africa in Cape Town, where from 14-16 May, the conference will bring together experts from public and private sectors to support municipalities as they become more responsive and efficient in their water practices. Part of this knowledge exchange are the technical site visits taking place on 17 May, including at The Beverage Company bottling plant. “Delegates will see the bottling plant and the water saving projects that were implemented that helped us reduce our waste water and saving million of litres of municipal water” says The Beverage Company’s David Putterill. “They will also see our alternative water supply project that we have initiated to reduce our dependence on the municipal water supply by installing our own boreholes and reverse osmosis plant.” He adds: “it has been fascinating to see what can be achieved when a team applies their mind to a particular goal. It has also been a huge learning curve for all concerned, learning about water treatment, alternative water sources, geohydrology and many other topics.” Qaran News
  19. The United Arab Emirates (UAE) plans to restore the Berbera Airport in the second largest city of Somaliland to have it accommodate large aircrafts. This is part of the agreement reached after a six-day visit by Somaliland president Musa Bihi to the United Arab Emirates. The president held talks with UAE deputy prime minister Sheikh Mansour Bin Zayed Al-Nahyan. Sheikh Mansour is also the Minister for the Presidency. In the agreement, the UAE, Somaliland’s biggest development partner will also fund the construction of an electricity plant that will power Berbera City. Further to that, a cement plant will also be set up in the country with the support of the oil rich Middle East state. The Berbera airport is strategic for the UAE government given its proximity to their military installation in the city and their investment in the Berbera Port which is currently under expansion by the DP World. Its restoration will see it able to accommodate big and heavy passenger and cargo aeroplanes. In a previous interview, Somaliland finance minister Saad Ali Shire, then commenting as minister for foreign affairs said the UAE being the country’s leading development partner had signed agreements allowing them the use for the airport. Military facility “The agreement is [for] UAE to use Berbera airport and port as a military facility, and in exchange, the UAE will be building roads, a new airport, and funding health, education and water energy,” Shire said. Berbera airport has a 4,140 m (13,582 ft) runway, one of the longest in Africa. The runway was built by then Soviet Union (USSR) in the mid-1970s in order to counter the United States’ military presence in the region. It was rented by NASA at a cost of US$40 million per year, and used as an emergency landing site for the Space Shuttle from 1980 until 1991, when the government of former President of Somalia Siad Barre collapsed. The UAE military base in Berbera will begin operating by June. The surveillance system will be used to protect the base in the Somaliland port town of Berbera and monitor the territory’s 800-kilometer (500-mile) coastline. It will also help the whole region — piracy, illegal fishing and toxic dumping. Other major discussions during Bihi’s visit centred on security in the volatile region of Horn of Africa, strengthening the ties between Somaliland and the UAE, trade and investment, mineral exploitation, livestock, tourism and the development of fish resources in Somaliland shores, support for infrastructure projects, such as the Berbera Corridor highway, and the easing of the travel process between the two countries. Somaliland is the leading African country where the UAE has the highest foreign direct investment (FDI). According to the UAE Ministry of Foreign Affairs, the country’s FDI outflows for the financial year 2017/2018 amounted to US$11.52 billion dollars, US$2.58 billion going to the Persian Gulf country. The sectors UAE has invested in include the construction industry, Ports, transportation, warehousing and storage, mining, metals and chemicals, renewable and environmental technology and financial services, among others. Thirty nine percent of its investment is in construction, 19 percent in ports and transportation while mining metals and chemicals take 15 percent of the country’s foreign direct investment. Already, UAE company Dubai Port has pumped in US$ 442 million to expand the port of Berbera which the UAE see as very strategic to them. The Berbera port expansion is meant to equip the Somaliland port for major vessels and transform it into one of Africa’s pre-eminent facilities in the breakaway region.   21. A delegation led the president of Djibouti, Ismael Osmar Gelle has arrived in the Somali capital, Mogadishu on Saturday morning. President Gelle and his delegation were received warmly ay Aden Adde airport by Somali officials, including by the president, Mohamed Abdullahi Farmajo and ministers. The two sides will discuss the relations between the two brotherly and neighbouring state. During his visit, president Gelle will cut the ribbon for the newly refurbished Djibouti embassy in Mogadishu before heading to Beled-Weyn to meet troops stationed in Hiiraan region for the peacekeeping mission.
