Nairobi (ICRC) – The International Committee of the Red Cross (ICRC) has carried out its first visit to over 300 detainees in Las Anod on Thursday, August 31. The detained combatants were captured in the latest round of fighting between the Somaliland army and SSC Khatumo forces that took place over the weekend. The ICRC visits detainees on both sides of the conflict, having previously visited Hargeisa Central Prison, where inmates from SSC Khatumo are held. The purpose of these visits is purely humanitarian, with the aim of ensuring that all detainees are treated humanely and that their families know their whereabouts. “It is crucial that each detainee, from either side, is treated in accordance with international humanitarian law. This means that every detained person must have access to food and water and must never be subject to any form of ill-treatment,” said Pascal Cuttat, the head of the ICRC delegation in Somalia. To help improve the material conditions of detention, ICRC teams also delivered blankets and mattresses to the places of detention in Las Anod. Together with the Somali Red Crescent Society (SRCS), the ICRC also facilitated the transfer of four wounded prisoners to Qaran Hospital in Garowe, where they received specialized treatment. Because of the fighting in and around Las Anod, many civilians lost contact with their family members. “Not knowing what happened to their loved ones is causing an incredible amount of anguish to people,” said Ahmed Said, who oversees ICRC’s operations in the northern part of the country. “Our offices in Hargeisa and Garowe, together with the SRCS, are trying to help people find their family members.” Fighting between the Somaliland army and SSC Khatumo broke out early this year, forcing hundreds of thousands of people to flee their homes. Las Anod, the capital of Sool region, has been its main battleground, resulting in widespread destruction of civilian infrastructure. The ICRC and the SRCS have supported hospitals in the area with medical supplies to help treat the wounded. At the same time, the SRCS ambulance response unit has carried out frontline triage, providing initial treatment, and then transporting wounded people for medical care. Fighting between Ethiopia’s military and militiamen in the Amhara region has killed at least 183 people, the UN human rights office said on Tuesday, providing the most comprehensive independent death toll to date of the month-long conflict. More than 1,000 people have been arrested nationwide, many of them reported to be young people of ethnic Amhara origin, under a state of emergency the government decreed to respond to the violence, the UN added in a statement. Ethiopia’s government spokesperson did not immediately respond to a request for comment. The conflict has been fuelled by accusations among many in Amhara, Ethiopia’s second most populous region, that the government is trying to undermine its security. The government denies the accusation. Government forces reclaimed major towns and cities across the region earlier this month after initially being chased out by the militiamen, but the conflict has ground on. “With federal forces reasserting their presence in certain towns and Fano militias reportedly retreating into rural areas, we call on all actors to stop killings, other violations and abuses,” the UN statement said. At least four people were killed in fresh fighting that erupted in the town of Debre Tabor on Sunday, two doctors said. The clashes broke out about a week after Ethiopia’s military entered the town, one of the doctors said. Both spoke on condition of anonymity for safety reasons. One of the doctors said he had seen the bodies of four people killed in the clashes and many wounded, including his father-in-law, who he said was shot in the chest by an unknown gunman near his house. Las Anod (Caasimada Online) – The International Committee of the Red Cross (ICRC) announced that 43 bodies had been recovered within the last week from the embattled Las-Anod area, the locus of ongoing conflict in the self-declared republic of Somaliland. The humanitarian organization added that the Somali Red Crescent Society had shuttled 110 wounded civilians to hospitals in the same period. Patricia Danzi, the ICRC’s director-general, observed, “Amidst the political conflict, we must not forget the human tragedy unfolding. Our paramount concern is for civilians caught in the crossfire.” Somaliland, which split from Somalia about 30 years ago, has been locked in a protracted struggle with the Puntland state of Somalia over control of Las-Anod, the capital city of the Sool region. This conflict pits Somaliland’s security forces against clan militias loyal to Somalia’s Puntland state. Who’s fighting whom, and why? Somaliland’s aspiration to be an independent state has faced stiff resistance from clan militias desiring reintegration into Somalia. The dispute concerns territorial claims, cultural heritage, and unresolved political tensions. Beyond the fatalities and injuries, the conflict has spurred a massive migration crisis. Many residents have fled the city, with hundreds of thousands displaced. Furthermore, the ICRC reported widespread damage to civilian infrastructure in Las Anod. A Controversial Standoff: The Treatment of Captured Combatants The government of Somaliland condemned circulating images purportedly showing the mistreatment of captured Somaliland soldiers. In a statement, it reminded all parties of their obligations under the Geneva Conventions and Islamic traditions regarding the treatment of prisoners. The ICRC disclosed that its personnel recently visited 300 detainees held by the militias, four of whom required immediate hospitalization. Dr. Sa’ad Ali Shire, Somaliland’s Minister for Foreign Affairs and International Cooperation, stated, “While we strive for peace, both parties need to adhere to international protocols. It’s crucial, particularly for the detained, who are still human despite the circumstances.” Accountability and transparency Earlier this year, Somaliland’s defense ministry vehemently denied allegations that it had targeted Las-Anod’s primary hospital with artillery fire. The current topical narrative and policies around supporting fragile states has been shaped at the highest levels of the development community by bilateral and multilateral actors including international financial institutions like the World Bank, African Development Bank, IMF, and the Islamic Development Bank. This is good news because these institutions were traditionally established for, and focused on, supporting those member countries that were simply able to borrow for development and pay back their loans. Now, with the global challenges of rising conflict, the war in Ukraine, the climate emergency, and regular environmental shocks, plus the lingering economic pain of the COVID-19 impact across most parts of the world, addressing fragility has rightly become a serious concern for the main international development players. The drivers of fragility in developing countries are various and include conflict, extreme poverty, weak governance, and, sadly in some cases, a lack of commitment by governments to undertake real socio-economic reforms to improve the future of their countries and the lives of their citizens. These are often compounded by the underlying risks that make fragile states even more likely to remain fragile or regress into an even worse state of conflict and violence – factors such as rising inequality, youth unemployment, lack of basic public services and political disagreements or instability. Somalia, by all international measures, is one of the most fragile countries in the world. This is due to the legacy of almost three decades of civil strife, lack of government and public institutions as well as conflict. Since 2012, when Somalia had its first internationally recognised government, led by President Hassan Sheikh Mohamud – then serving his first term, and currently serving his second, a decade later – the Somali authorities have been working hard to reverse the country’s fortunes. This has not been easy. Fragile countries cannot just wake up one morning and be better. For Somalia, the journey from fragility to sustainability is long, tough and very much ongoing. Most people who have not seen Somalia in the past decade still have images of a failed state. Somalia is definitely no longer a failed state, but the negative stereotypical lazy depiction is understandable because the global media narrative is such that unless you have a seamless, possibly miraculous transformation process in this new age of globalization and hyper-global connectivity and interdependence, a country and people’s efforts to develop are not worth mentioning. This narrative ignores the daily activities of the Somali government, people and all international partners that go into paving the way for this positive developmental transformation to happen sustainably going forward. What makes, and keeps, a state fragile is complex and requires a thorough understanding of the country and its people’s history, culture, values, geography and even capabilities. In Somalia, despite all the civil strife, the Somali people have developed their resilience by supporting each other through a network of kinship, community solidarity, and in business even in the absence of a functioning state. Today, Somalia has one of the most advanced telecommunication networks in East Africa and remains a pioneer in the use of mobile money which is crucial for financial inclusion and reducing poverty. The Somali Diaspora still sends home over one billion US dollars in remittances to their families. Successive Somali governments have been actively and successfully fighting the Al-Qaeda linked international terrorist group Al-Shabaab with the support of regional and international partners. More importantly, Somalia is on track to complete its economic reform programme guided by the International Monetary Fund (IMF), and is expected to secure debt relief under the Highly Indebted Poor Countries Initiative by the end of this year. This will no doubt be a socio-economic game changer and a major achievement for a country that remains among the most fragile in the world. The most important question now is, how can Somalia successfully transition from fragility to stability and, eventually, sustainable development? On the face of it this should be fairly straightforward. Somalia is strategically located in the Horn of Africa and has one of the longest coasts in the world, 8.5 million hectares of arable land, and vast amounts of livestock, natural resources including oil and green energy and blue economy potential. The Somali government has been working hard for years to pass the legislations to improve the investment environment and instill the legal frameworks to attract and increase inward and foreign investment in all these untapped sectors. However, despite all these and domestic revenue mobilization efforts and public financial management improving significantly since 2012, Somalia’s national budget is still small compared to all neighbouring states and over 50% of this comes from external donors. Furthermore, according to the World Bank, currently only 4.4 % of GDP comes from national taxes, which is the lowest in Africa and the world. For Somalia’s vast untapped resources to contribute to helping the Somali people escape the painful and costly trap of fragility, including the constantly looming possibility of famine, the government must successfully finalise its ongoing economic reforms, and deliver on its ambitious inclusive politics and good governance aspirations. On their part, international partners should continue to support a Somali-led and Somali-owned state and public institution-building efforts that have been steadily taking shape since 2012. In addition, real investment in human capital, education and skills, basic healthcare and peace building (rather than peacekeeping) activities at the community level alongside inter-communal dialogue and reconciliation will deliver the most impact in terms of further strengthening national resilience in Somalia. Perhaps, even more importantly, it will be wise to listen and learn from the lived experiences of project and policy beneficiary groups in all localities to design interventions that are appropriate, cost effective and easy to sustain by grassroots and local and national government agencies. This is fiscally prudent, morally correct and will enhance the vital citizen-state relations. Somalia’s fragility is arguably not only of its own making as billions of dollars of humanitarian and development aid have been poured into Somalia from across the world since the early 1990s. Many Somali citizens, the real beneficiaries, and donors are rightfully asking themselves “What has been the developmental impact other than short term emergency response outcomes?” To learn from this past, a review of the effectiveness of the last three decades of aid structures and utilization must be undertaken. Furthermore, with improving Somali institutional capacity, legal frameworks, and public financial management, there is an increasingly strong case for using more of the Country Systems by donors to support Somalia and further strengthen institutions and increase developmental impact on the ground. Fragile countries are unique and, in an increasingly interconnected world with global geopolitical, economic and security interdependence, it is important to translate fragility policies and intentions into deliverable and impactful development programs on the ground. In Somalia, like in every other fragile state (and they are increasing in number), understanding the unique local context (s) and national ownership and leadership will be key to achieving this. Warlord: Somali President Muse Bihi Abdi reiterates the false narrative that Somaliland is a republic. Berbera (Comment ) — In Hargeisa yesterday crowds of people took to the streets. The demonstration was televised on Somaliland television. The hatred spewed by the young demonstrators was made worse by lady Edna Adan Ismail, who donned military fatigues and promised to go to the battlefield. Last Friday, forces defending Laascaanood ended a six-month siege of the district by Somaliland forces that shelled residential areas and caused deaths and destruction. Mass formation can explain the tragic turn of events in Hargeisa where the secessionist leaders and their supporters believe in the false narrative that Somaliland is a republic. Mattias Desmet, the author of The Psychology of Totalitarianism, a book that popularised ‘mass formation’. Mattias Desmet, a clinical psychologist at Ghent University, theorised that mass formation happens when social bonds break down and even the most intelligent people accept a narrative to a point of not tolerating alternative viewpoints, an attitude that leads to murder of people who oppose the narrative. The silence of Hargeisa notables provides the validity for of the Professor Desmet’s theory. Somalia is a country that has yet to recover from the traumatic state collapse during 1990s when heavily armed militias dispossessed fellow citizens and resulted in the historic famine of 1992. The mass formation has been prevalent in Somalia albeit in different degrees of severity. Mass formation even overwhelms Islamic precepts about the sanctity of human life and property rights in Somalia. The International Community, particularly UNSOM, downplays the impact of the conflict in North Somalia by not addressing the secession narrative driving the conflict. The Federal Government of Somalia must challenge the claim of Somaliland that its militias “are fighting terrorists in Laascaanood and that Somaliland is securing a now-defunct colonial border between the ex-British Somaliland and ex-Italian Somaliland”. It is time to rein in Somaliland political leaders behind this episode of mass formation before total close of social bond leads to pogroms in North Somalia.
