Mogadishu, Somalia – The African Union (AU) and the Somali government have reached an agreement on troop contributions for the new African Union Support and Stabilization Mission in Somalia (AUSSOM), following weeks of negotiations and tensions over force distribution—particularly regarding Ethiopia and Burundi. A senior AU official, speaking anonymously, confirmed that Burundi, which has deployed troops in Somalia since 2007, will withdraw from the mission due to disagreements over the number of soldiers it was expected to contribute. “Burundi’s withdrawal could have significant political and financial implications for the AU,” the official told VOA. “Burundi has made many sacrifices, and it is important to consider its concerns.” According to diplomatic sources, discussions over Burundi’s potential role in future security arrangements are ongoing. AUSSOM: Troop contributions finalized The newly structured AUSSOM mission will include 11,900 military forces, police officers, and civilian staff. The troop contributions from AU member states are as follows: Uganda – 4,500 troops Ethiopia – 2,500 troops Djibouti – 1,520 troops Kenya – 1,410 troops Egypt – 1,091 troops Nigeria, Sierra Leone, and Egypt will also contribute police officers stationed in Mogadishu, Jowhar, and Baidoa. The finalization of troop allocations was delayed partly due to a diplomatic standoff sparked by a controversial January 1, 2024 agreement between Ethiopia and Somaliland. Under the deal, Somaliland granted Ethiopia access to its Red Sea ports in exchange for potential recognition of Somaliland’s independence—a move that Mogadishu strongly opposed, calling it a violation of Somalia’s sovereignty and territorial integrity. Tensions eased after Turkish-mediated talks in Ankara on December 12, 2024, when Ethiopia and Somalia agreed to de-escalate. This paved the way for an official agreement in Mogadishu last week, confirming Ethiopia’s participation in AUSSOM. Ethiopian military delegation in Mogadishu In a significant diplomatic visit, Ethiopia’s Chief of Defense Forces, Field Marshal Birhanu Jula, led a delegation to Mogadishu to discuss the situation with Somali military officials, including General Odawaa Yusuf Raage. Talks centered on counterterrorism, regional security, and Ethiopia’s role in AUSSOM. A joint statement reaffirmed Ethiopia’s commitment to AU peacekeeping operations. It announced plans to establish a Status of Forces Agreement (SOFA) to regulate the presence of Ethiopian troops in Somalia. Despite the agreement, Al-Shabaab and Islamic State militants remain a serious threat in Somalia. Just this week, Al-Shabaab fighters launched multiple attacks in central Somalia, briefly seizing villages before Somali forces pushed them back. Somali government forces and allied local militias have killed more than 70 Al-Shabaab fighters in a series of military operations in the HirShabelle region, officials said Tuesday. According to a statement from Somalia’s Ministry of Information, the operations targeted Al-Shabaab positions in several locations, including Caddow-Guray in Hiiraan, Ceel Cali Axmed, and the district of Al-Kowsar in Middle Shabelle. Separately, Somalia’s National Intelligence and Security Agency (NISA) reported that another 48 Al-Shabaab fighters were killed in three additional strikes across Middle Shabelle and Hiiraan. In the first strike on Daarul-Nimca, 17 militants, including senior figures, were eliminated. A second operation in Al-Kowsar killed 19 more, while a third in Beerayabaal saw the deaths of 12 fighters, according to NISA. The Somali National Army (SNA), supported by local militia groups, launched preemptive strikes to counter planned Al-Shabaab attacks in the region. Mogadishu, Somalia – The Somali federal government has barred two members of parliament from traveling to the southern region of Jubaland, escalating an already fraught relationship between Mogadishu and regional authorities. The move has drawn sharp criticism from opposition lawmakers, fueling concerns that the federal government is tightening its grip on regional states in an attempt to consolidate power. On Tuesday, Somali security forces at Aden Adde International Airport in Mogadishu blocked MPs Cabdirashiid Jire Qalinle and Cumar Qalad-diid from boarding a flight to Kismayo, the capital of Jubaland. The lawmakers claim the order came directly from President Hassan Sheikh Mohamud and Prime Minister Hamza Abdi Barre. “President Hassan Sheikh is acting out of personal resentment,” said Qalinle, who represents a constituency in Jubaland. “We arrived at the airport this morning, and they blocked our travel. But we will be back tomorrow. This travel ban on Jubaland must be lifted.” His colleague, MP Cumar Qalad-diid, accused Prime Minister Barre of enabling a crackdown on members of the Darod clan, alleging that restrictions on Jubaland and Puntland were part of a broader political strategy to weaken opposition-controlled regions. “Anyone who wants to understand Hamza Barre’s policies should look at the sanctions placed on Jubaland and the treatment of Puntland,” Qalad-diid said. “Yesterday, he stood at a government ceremony and claimed there were no restrictions on Jubaland. They argue that preventing elected lawmakers from visiting their constituencies violates Article 21 of Somalia’s Provisional Constitution, which guarantees freedom of movement. “The government is politicizing national institutions, including the security forces,” the lawmakers said in a joint statement, calling for an immediate end to what they described as an “authoritarian crackdown on regional administrations.” Opposition figures have also warned that such restrictions could deepen Somalia’s political crisis, making it harder to address urgent national issues like security, economic development, and counterterrorism efforts against Al-Shabaab. These political tensions come at a precarious time for Somalia, as the country grapples with continued threats from Al-Shabaab militants, an ongoing humanitarian crisis, and efforts to finalize a new constitutional framework. Since assuming his diplomatic role in December 2023, Somalia’s Ambassador to Kenya, Jabril Ibrahim Abdulle, has made significant progress in strengthening relations between Mogadishu and Nairobi. After presenting his credentials to President William Ruto at the State House, he immediately got into his ambassadorial duties. A year down the line, there are some results – an indication that a previously strained relationship is improving. Speaking in Nairobi just ahead of the February 26-28 Somalia-Kenya Trade Week 2025 hosted in partnership with the Nation Media Group (NMG) at the Business Bay Square Mall (BBS Mall) in Eastleigh, Nairobi, Ambassador Abdulle said the event would bring together businesses, entrepreneurs and industry leaders from both countries to explore trade opportunities, foster partnerships, and showcase a diverse range of products and services. A former presidential candidate, Mr Abdulle arrived in Nairobi with expertise from the political front and an inside knowledge of the Kenyan diplomatic terrain. The Trade Week comes in the backdrop of Somalia’s recent admission to the East African Community, and the ambassador is keen to ensure his country benefits from the available benefits of trading in the eight-country economic bloc, whose other members are Kenya, Uganda, Tanzania, Rwanda, Burundi, South Sudan, and the Democratic Republic of Congo. Ambassador Abdulle says one of his top priorities is to maintain good relations between Somalia and Kenya. While acknowledging the challenges of the past, he sees new opportunities for greater cooperation as a result of Somalia’s entry into the EAC. “Somalia’s admission to the EAC has already created business opportunities for our two countries,” he said. Efforts are underway to reopen the border between Somalia and Kenya, to facilitate growing trade and provide economic benefits to border communities However, Ambassador Abdulle stressed the importance of continued vigilance by the border communities to counter the threat posed by militants. Somalia has abundant natural resources, including oil, gas and fisheries, a strategic location and a young population. It has untapped potential in agriculture, renewable energy, telecommunications, and tourism. “I want to facilitate opportunities for Somali students to study in Kenyan higher education institutions,” the Ambassador said. Other areas he wants them involved in include construction and the hospitality industry, in which Somalia has limited experience. “Somali business community have invested a lot in Kenya’s construction industry, real estate, commodities trade, and also hotels. What they have learnt can be replicated in Somalia,” he said. After just two months on the job, the ambassador has scored valuable diplomatic points. For example, Kenya Airways recently resumed flights between Nairobi and Mogadishu. He said this development and the other passenger flights that operate daily between Nairobi and Mogadishu will bolster trade and enhance cooperation between the two nations. With thousands of Kenyans working in Somalia, the ambassador envisions a future where bilateral ties will flourish. “Currently, over 40,000 Kenyans are working in Somalia, mostly in the education, medical services and hospitality sectors. The number is expected to grow due to the prevailing relative stability,” he said. Kenyan expatriates working in Somalia remits to Kenya an estimated $300 million annually. According to Amb Abdulle, the Somali government is planning to open passport application centres in counties such as Mombasa, to make it easier for Somalis to get the document. He hopes to streamline visa processes for both Somali and Kenyan citizens for smoother movement of people and goods. These include one-stop border points, free visas, and free movement. Amb Abdulle said he was looking forward to new investments, such as the establishment of new high-end hotels in Somalia, with skilled Kenyans playing a crucial role in the growth of the hospitality industry. He foresees the number of Kenyan workers in Somalia rising to 100,000 in the next five years, thanks to Somalia’s EAC membership. Somalia has removed several investment screening regimes that barred the deployment of capital, giving foreigners the green light to wholly own their investments, repatriate capital, and enjoy full protection in the country. The ambassador said that despite Somalia’s socio-economic and political challenges, it had turned a new page to an era anchored on the attraction of foreign direct investment while mobilising, consolidating and streamlining local business processes. Despite the challenges, which mainly include insecurity posed by militants, Kenya and Somalia have enjoyed successful trade relations over the years. Somalia is currently Kenya’s fifth largest trading partner in Africa after Uganda, Tanzania, Rwanda, Egypt and the Democratic Republic of Congo. While the countries have had a strained relationship in the past, Amb Abdulle commends Kenya’s policy shift towards resolution. The ambassador is widely regarded as one of the most active and visible diplomats in Kenya, playing a pivotal role in deepening Somalia-Kenya relations. He is leveraging his profound understanding of Kenya’s history and strong connections to its elites and business community to foster diplomatic and economic cooperation. “It’s a privilege to represent Somalia in Kenya, where the two countries share historical, cultural, and ethnic bonds. Mogadishu, Somalia – Somali government forces and allied local militias have killed more than 70 Al-Shabaab fighters in a series of military operations in the HirShabelle region, officials said Tuesday. According to a statement from Somalia’s Ministry of Information, the operations targeted Al-Shabaab positions in several locations, including Caddow-Guray in Hiiraan, Ceel Cali Axmed, and the district of Al-Kowsar in Middle Shabelle. The Somali National Army (SNA), supported by local militia groups, launched preemptive strikes to counter planned Al-Shabaab attacks in the region. “More than 70 members of the Khawaarij [a term used by the Somali government to describe Al-Shabaab] were eliminated in operations carried out by the National Army and local forces,” the ministry said in a statement. “ The bodies of the militants, including key commanders, remain at the sites of the operations.” The statement also confirmed that government troops and journalists embedded with state media visited the battle zones, capturing images of the aftermath, including destroyed militant vehicles and seized weapons. NISA reports additional casualties Separately, Somalia’s National Intelligence and Security Agency (NISA) reported that another 48 Al-Shabaab fighters were killed in three additional strikes across Middle Shabelle and Hiiraan.
