Garowe, Somalia — Across Puntland state, secondary students are taking their final exams for this year, Radio Garowe reports. It is estimated that there are close to 15 thousand students are taking the secondary exams this year. According to the Puntland Ministry of Education, across the board there are close to 200,000 thousand students that are currently enrolled in education institutions. More than half of those students are enrolled in primary schools, with at least 20,000 thousand attending secondary school next year. "For the past week, I have been taking my exams for Form 1, a twelve subject course load, I've studied hard and I think I've done well," said Mahamoud Mohamed Yusuf a student at Gambol secondary school in Garowe. Education in Puntland The collapse of President Siyad Barre's regime in 1991 caused a breakdown of government and institutions but really had an affect in education institutions across Somalia. A long time has passed since 1991 and across Somalia despite conflict , the quality of education institutions have somewhat regained their previous prestige. Puntland state of Somalia, since its establishment in 1998 has made significant improvement on the standards of the education sector. According to the Puntland Ministry of Education from 2005 to 2006 there was an increase of 135 educational institutions across Puntland. According to the Ministry of Education, there are currently 460 primary schools, 54 secondary schools, 200 adult schools and eight universities in Puntland. Over the years rural areas in Puntland gained much need access to primary and secondary schools. Late last year Turkey awarded scholarships for 400 students from across Somalia, but according to Puntland Minister of Education Abdi Farah Juha the scholarships were not properly distributed to Puntland. According to government sources in Mogadishu the controversial scholarships were handed out by officials for cash and some students deserted there educational opportunities to illegally enter Europe. Officials in the Ministry of Education said that some of the students awarded scholarships were not contacted and left behind while others who bribed officials took their positions. According to Puntland Minister Juha, Puntland did not receive support from the Transitional Federal Government (TFG) of Somalia in the education sector as promised to Puntland in December's Garowe conference. "We did not get any support from the TFG. During the Garowe conference the TFG agreed to support %25 of aid donated to Somalia's education sector to our educational programs, but nothing has been done yet, although they received the funds from the international community," said Minister Juha. Despite the lack of promised funds for the Ministry of Education, Puntland educational institutions have progressed significantly over the past 14 years with the assistance of the government, Puntland businessmen/women, parents, the international community and the Somali Diaspora.

Somalia: Ethiopia commander in Somalia says 'not a problem to liberate Kismayo' 19 May 19, 2012 - 7:51:24 AM BAIDOA, Somalia May 19 2012 (Garowe Online) - The commander of Ethiopia's military in Somalia stated that it is not a problem for his military to capture Kismayo, a stronghold of Al Shabaab, Raido Garowe reports. On Friday, a security meeting was held in Baidoa capital of Bay region, which was attended by speaker of parliament Sharif Hassan Sheikh Adan and top military officials from the Transitional Federal Government (TFG) of Somalia and Ethiopia, including Maj. General John, commander of Ethiopian troops in southern Somalia. Maj. Gen. John who spoke at the meeting said that Ethiopia fulfilled there mission in Somalia which included forcing Al Shabaab insurgents from their strongholds in Bay and Bakool region in south central Somalia. "Truthfully Ethiopia has fulfilled its mission in Somalia, and it is not a problem for our military to liberate the port city of Kismayo," said Maj. Gen. John. General John also said that he was surprised that Kenya's military in southern Somalia still did not capture the port stronghold for Al Shabaab. “Around the date we captured Baidoa from Al Shabab militants, Kenyan troops were to do the same with Kismayo, but I don’t know what went wrong with the plan,” said Maj. Gen John. Kenya who joined the battle against Al Shabaab in Somalia in October of last year, has yet to capture the stronghold of Kismayo with its military making little progress against the Al Shabaab in southern Somalia. Gen. John added that the Ethiopian military would eliminate Al Shabaab from Bay and Bakool regions where the terror group still remain. Although Ethiopia's military with the help of TFG forces were successful in ridding Al Shabaab from two main cities Baidoa and Beledweyne in south central Somalia, Al Shabaab agents still remain in villages and towns in those regions. Ethiopia's commander in southern Somalia stated that Kismayo would be liberated from Al Shabaab in a joint operation with Kenya and Somali forces, however he did not mention a date in which the joint operation will occur. If he highlighted other things regarding Puntland policies like what can be perceived as "political greed" he'd have a point. The United States, Britain, France and Germany all warned Somalia's president at a Security Council meeting that international support was conditional on reaching key political targets. With Somali and African forces claiming decisive victories over Islamic rebels, the United Nations has already extended the mandate for the transitional government for one year to 20 August. Western nations say the date cannot be extended again. The Security Council said in a statement that with time running out the political process is now at a "critical phase". Council members praised progress made so far, but "expressed concern that some deadlines for the completion of tasks had already been missed". The council called on President Sharif Shekh Ahmed and his government to "redouble" efforts to set up a constituent assembly and adopt a constitution by August. They said the rival Somali parties and factions must overcome their divisions to set up the new government. Somali forces and a 10 000-strong African Union force, Amisom, have made significant gains in recent months against Shabaab militants. But the Islamic rebels are still able to carry out deadly attacks in Mogadishu. Major challenge US ambassador Susan Rice said the government faces a major challenge being ready on time for the transition. "Any delay or backsliding in implementing the transition is totally unacceptable," she told the council. "Somalia and the wider region cannot afford to revert to the endless cycles of violence and suffering that have plagued the country and threatened the region for decades." "On the political front, we are worried," added France's UN envoy Gerard Araud, who added that all of the political deadlines were several weeks behind. Britain has been a major backer of international efforts to stabilise Somalia, organizing an international conference in February. The international community must support political efforts "providing incentives to progress and being prepared to take action against any who seek to block or undermine the process", said Britain's deputy UN ambassador Philip Parham. Augustine Mahiga, the UN special representative on Somalia, and the Somali president said the transitional government needs more money to carry out its work. The European Union and United States are the main international backers of the government. Both have urged other countries to give more. The EU gives $200m a year to pay for the salaries of Amisom troops from Uganda, Burundi and Djibouti.
