All persons holding Puntland nationality constitute the people of Puntland.

Puntland natural resources belong to Puntland people and can be exploited in conformity

with the Law.

The Central Bank is an autonomous institution of the Puntland State and is responsible

for:

(a) implementing the monetary policy of the government;

(b) issuing currency as the sole source;

The President is the General Commander of the Armed Forces.

The President shall direct and develop the international relations of the Puntland State

and negotiate and sign international agreements

Waxaan waxaa kuu sheegi jiray soo ma'aha. Mise haddaa soo baraarugtay ama iska yeel yeelkeeda kaa tahay miyaa. Markaa calamada la simay, ciidamada milatari, ciidamada badda, lacagta ee soo daabacanayeen iyo qeyraadka dalka iigula doodi jirtay ma ogeyn miyaa waxaan inay soo socdaan.

How can a gobol have a 'nationality' and define its own 'citizens.' How can a mere gobol have 'central bank' that has the power to issue lacagtooda u gaarka ah. How can a gobol's 'president' have the title of commander of 'armed forces.' Solely sign and direct 'international' agreements.

Even the cantons of Switzerland and emirates of Cimaaraadka didn't dare implement this.

Haddaba waxaan qoran haddii la yiri axdigaas gobolkaas sameysanaayo ku qorantahay, then it is not a gobol, it is a goosashadoon gobol. Maxaa been la iskugu sheegaa. It is all but name.

And if onyone defends this, bannaanka ayuu isa soo dhigay inuu yahay secessionist of worst kind.

Somalia is one country, unity is paramount, and Puntland is leading the way, soon many local admins will draft their own constitution.

As for the naysayers, this is a reality that you have no choice but to accept.

This is an embarrassing document that underscores what an entire charade this move towards supposed legitimate administration is. If this is the model federal state and the template through which the system that Somalia should be rebuilt is predicated on, the future is undoubtedly bleak. This underscores how obviously clear it is that Somali politicians have no idea what federalism means or what it entails.

For all the constant posts about how Puntland is fully behind the quest for Somali unity, its frankly laughable that some in this forum are attempting to defend this. Creating a separate passport? Claiming its resources belong solely to the region? Commanding its owned armed forces indefinitely? Separate foreign policy and international relations? Separate central bank? Issuing its own currency? So what exactly makes Puntland a state of a federal Somalia? Is there a single area left? What exactly separates Puntland from Somaliland as far as these documents are concerned. This all but a declaration of secession, without the temerity to pledge for it. The President and politicians who endorsed this joke of a constitution should be ashamed. An affront indeed.

Gheelle, what happened to your old Minnesota State ID now that you moved away? Maka shaqeeyaa State-ka aad degan tahay? hehe.

Is this whole conversation a joke?

I think there is too much isyeelyeel here because I can't imagine any grown person with his right mind thinking this consitution is anything more than a blueprint for local governance. Puntland is part of Somalia. Its people are proud Somalis. Our capital is Mogadishu. How Puntland local goverment conducts its
own local affairs
is upto the locals there so long as Somali unity is protected and every Somali resident there is treated equally.

Ciyaarta naga daaya awooweyaal because I still think you are all joking around.
:D
:D

A regional state that prints its own money and has its own "banking laws"

A regional state that says their "president" is the command of the army

A regional state that says our natural resources belongs to the state only and that we have the right to dig anywhere within our state at will

Let every state do exactly that, lets see what "unity" brings then :)
