Besides, Puntland challenge is Alshabab nothing more nothing less and the solution to that have already been found and more is to come.

Problems yes but crumbling no, just wishful hope. Tell us last time you were in Puntland. I am sure if you are honest man you will tell admit the truth about the peace and progress in Puntland considering the difficulty Somalia is going thru for the last 40 years. I can understand the jealousy of secessionist about Puntland progress, the most single obstacle to your dream of secession. And it is for your own good because the triangle (Hargeysa-Burco-Berbera) is not viable as country to succeed.

It has problems, not least the Bull-in-China-shop currently holding the reigns, but hardly crumbling. Even if we contract Puntland to Garoowe, Bosaaso & Galkacyo, it is still the best functioning state in Somalia.

Did Puntland crumble, and it merely excist as online PR and spinning machine operated by Duke and likes?

 

These development seem to have a sustainable character. Why arent Puntlanders discussing the causes and how to solve things, except for blaming all on Faroole? Cant be anything be done in the meantime, till there is new leadership? Or does all depend on the man in charge of the State?

Its time to update this thread again. A lot has happened the last year.

SOMALIA: Puntland Authorities Ban Three Radio Stations Including Humanitarian Radio

Mogadishu (RBC) The National Union of Somali Journalists (NUSOJ) protests the ban imposed on three radio stations by the Puntland Ministry of information, communication and culture, showing the downgrading level of the Press Freedom in the semi-autonomous regions controlled by the Puntland Administration.

 

The Puntland ministry of information issued a decree dated on 21 February 2013, which was addressed to the all media houses operating in the semi-autonamous regions of Puntland ordering that ‘No radio station can reproduce or air any materials and programs of a media station that is not licensed under the ministry, such as Radio Ergo, Radio Bar-Kulan and Radio Hirad.”. The letter which was signed by the Puntland minister of Information, communication and culture, Eng. Mohamoud Aideed Dirir, was put its subject line: “Notice” and was sent to the radio stations on March, 13, 2013.

 

Radio Ergo is a humanitarian news service based in Nairobi supported by a Danish organization, the International Media Support (IMS). Radio Hirad is based in Hargeysa and supported by the Free Press Unlimited of the Netherlands and Radio Bar-kulan is a UN funded Public broadcaster based in Nairobi and Mogadishu. The three radio stations has taken part the recent draughts that killed thousands of women and children in Somalia and promote culture of dialogue, peace development among other things.

 

The National Union of Somali Journalists (NUSOJ) calls the decision to ban the three radio stations, ‘A backward step to further threaten the freedom of expression and the free press which has no legal basis’ and calls for the Puntland administration to withdrew its decision and allow the radio stations to resume operations.“The decision to ban the radio stations lacks legal basis and contradicts both the Puntland constitution and the provisional federal constitution.” Burhaan Ahmed Dahir, NUSOJ Supreme Council president said, “Journalists and media stations here in Puntland can not accept draconian and repressive rules which the ministry wants to impose and silence the independent media.”“I call for the Ministry of Information to lift the ban against the radio stations and open consultations with the draft media law in order for the journalists and the media houses to self regulate.” Mr. Dahir added. The Puntland ministry of Information introduced a repressive media bill on December 2012, which the ministry denied consultations from the media stakeholders and prompted the media stations and the journalists in Puntland to oppose its compliance. This, however, created a rift between the ministry and the media stakeholders. Several attempts from other ministries to intervene went unsuccessful.

 

Late December, 2012, the Puntland ministry of information filled a legal case to the Attorney General office against the journalists and the media houses in Puntland for not complying the draft media Bill, which was never endorsed by the Puntland parliament. However, the case lacked legal grounds, and was rejected by the Attorney General office taking in a letter copied to the National Union of Somali Journalists.

 

“The ministry should not intimidate and threaten to the journalists and come up with a new strategy and develop cooperation with the independent Media and the journalists.” Mohamed Ibrahim, NUSOJ Secretary General said, “The ministry should let the all radio stations to resume operations and give full respect the freedom of information and the freedom of the press.”

 

Puntland authorities shut down Radio Horseed FM, an privately owned radio station, at the commercial port town of Bosaso in Bari region on October 6, 2012. Since then, the radio stations remains silent.

SOMALIA: Puntland Security Coordinator in Mudug gunned down in Galka’yo

Galka’yo (RBC) Reports from central Somalia say that unidentified armed men gunned down a security officer in the Somalia’s semi-autonomous region of Puntland on Monday evening. Ahmed Mohamed Dhagaweyne, who was Mudug region coordinator for Puntland security ministry was shot to dead by unknown assailants in Garsoor neighborhood at Galka’yo town, the provincial capital of Mudug region around 7.00 pm local time.

 

According to eyewitness who spoke to RBC Radio via phone at least one other person was wounded Monday evening. The regional police command did not comment on the assassination and no one was reportedly arrested for the murdering of the security officer. Before joining into the ministry of security, late Ahmed Mohamed Dhagaweyne has served as the head of Puntland Mine Action which affiliated to the United Nations program on Mine Action Service in Somalia. Galka’yo, a divided central Somalia town has been relatively secure in the past months after continuous security operations by the regional police but residents now fear growing clan related kidnappings could incite insecurity activities.

Puntland Press: PUNTLAND: AN ILLUSION TO DEMOCRACY

We have recently seen visits to Puntland by the British Ambassador to Somalia Mr Matt Baugh and also the EU Ambassador to Somalia Mr Michele Cervone d’Urso. One thing they both have in common is their concern regarding the ‘democratization’ of Puntland. Looking at Mr Faroles pretence of democracy they have cause to be very concerned.

Mr Farole created his own political party ensuring it had the majority by stating that all members of his government the police and military belonged to his party, effectively confirming his one party state by also flying his party flag on all government buildings

 

So ignoring any set criteria. But then again when you control the election committee as well, you can do these things. Mr Faroles ‘democratization’ in action. Other political parties could only be formed with Mr Faroles consent although to be fair they had to meet the criteria set by the election committee! Even so it would seem that they even failed that. It seems the $25 million from International Donors was not enough to spread the message.

 

For the benefit of visiting delegations and when abroad Mr Farole talks a good talk with the aim of attracting more international funds, but who actually benefits from the money donated to improve Puntland? Mr Farole speaks about the Federal Government violating the constitution and imperilling the stability of Somalia! Rather hypocritical when you examine his own actions concerning the constitution and laws of Puntland. His disregard for both has gone far in creating the current instability in Puntland.

 

Much is made about elections in May and the progress being made by the election committee, naturally controlled by Mr Farole. Garowe Online likes to report on the success of everything Mr Farole does. But then again when Mr Faroles son Mohamed both owns and controls Garowe Online what would you expect. Any dissent then Mr Farole can use his private security police, known locally as Saracen or in the wider world the PMPF, also commanded by Mr Faroles son Mohamed. I wonder if those who financed the PMPF are pleased the way it is now being used?

 

Many may think there is no opposition to Mr Farole. Well there is the main one being the Council on Puntland Crisis. But Mr Farole does not recognise any opposition! He attempts to ban any demonstration and also arrest any that oppose him. In fact as stated by the Minister of Security Khalif Isse Mudan any who resist will be shot. Not empty words as innocent teenagers were in fact shot and wounded in a previous demonstration against Mr Farole. Again Mr Faroles ‘democratization’ in action.

 

The latest attempt to prevent any opposition is to try and keep anyone with a ‘foreign’ passport and without a visa for Puntland from entering Puntland. As firstly as there is no Puntland Embassy to issue such a visa I see a slight problem. Plus what about the NGO’s and others working to assist Puntland, are they banned as well? Perhaps Mr Farole should also look at who in government has a ‘foreign’ passport, Australian passports being included in this. Very much the actions of a frightened man one who is very much afraid of true democracy.

 

Other areas of concern for International Donors are those of accountability and transparency when it comes to financial dealings. Why is it that Ministers members of the Military and Police Officers have not been paid for over four months? Why is it that money from the government has not been available to pay members of the PMPF when it was known there was over $3 million paid to Puntland supposedly for the benefit of the PMPF?

 

Do the donor organisations have a track of how and where financial aid is spent? Another area of democracy that is ignored.

Are the people milking Puntland and banking abroad not only the funds coming from International donors for the development of puntland but also the the revenue they have been raising over the past 4 years aware of the fact that they committing theft of public funds and that they could and would be taken to court? As the saying goes, “Follow the money”, that is what should done in near future to put the people abusing the peaceful people in their place.
