JOB PURPOSE

The purpose of this post is to ensure Save the Children Alliance programme in the North adheres to all its grant management obligations internally within Save the Children and externally with donors. The position will also function as a key liaison with all the Save the Children Donors and support point for the Save the Children in relation to grant management.

 

Key accountabilities

1. Ensure all grant management systems are consistent with global Save the Children procedures in the North.

 

2. Assist Grants Manager in the preparation of high quality donor financial reports.

 

3. Check the correctness of payment vouchers from the field offices and consortium partners.

4. Assist Grants Manager in the coordination of budget realignment requests going to the donors.

 

5. Create, maintain and close donor grant files and ensure that the Grants Management filing system is maintained in accordance with established grant management protocols and that all grant documentation is properly filed therein.

 

6. In conjunction with the Grants manager to support programme staff in the preparation of high quality proposals and budgets to ensure that the donor's requirements are met.

 

7. Carry out autonomous field checks and visits to support and build capacities of the Field Finance teams and Consortium partners in the North.

 

8. Help in putting together audit and liquidation documents.

 

9. Maintain an up-to-date compendium of donor profile and budget-lines, accessing information from the Programme Funding Unit and external sources and informing Senior Managers of funding opportunities.

 

10. Together with the Grants Manager ensure adequate internal control systems are in place and all procurement procedures are consistently implemented to effectively utilise grants and all Save the Children assets.

 

11. Together with the Finance and Grants Manager, ensure that scheme of delegations are adhered to across the North programme.

 

12. Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.

 

13. Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy.

Person specification:

• BComm Accounting Degree (or equivalent certification and experience)

• Significant experience in financial monitoring, budgetary systems and controls with strong analytical skills

• Experience in staff management, supervision and training

• Knowledge and experience of financial computer applications, including accounting packages and spreadsheets

• Significant experience of managing grants and finances of a large emergency programme with a variety of funding sources

• Knowledge of donor financial policies and guidelines

• Ability to work with, support and interpret financial reports to staff with limited financial skills

• Good personal organisational skills, including time management, team work and ability to meet deadlines and work under pressure

• Good communication and interpersonal skills and ability to work as part of a team

• Willingness to travel to field offices and work in difficult environment from time to time

JOB PURPOSE

 

To assist the Finance and Grants Manager in the operation of Save the Children computerised accounting systems including production of periodic analytical financial reports, to ensure that finance documents are correctly stored and easily accessible, to assist in ensuring financial controls in all project sites and to undertake periodic audit visit to field sites.

 

KEY ACCOUNTABILITIES

 

Prepare monthly and quarterly financial diaries for SUN Accounts systems and ensure its strict adherence to the HQ deadlines and deadlines set at the Country Level.

 

Process and Import HQ file into the CON database.

 

Provide support for Grants Managers, Field Finance Officers, Accountants and Budget Holders on accuracy of budgets posted into FBS, Budget re-phasing, expenditure coding and Budget monitoring.

 

Process monthly salary advances and ensure that HQ payroll deducts from International staff salaries.

 

Assist budget Holders and grant managers in preparation of donor financial reports and audit schedules for terminal grant audits as when required.

 

Maintenance, updating of the FBS by importing, approving and exporting of all FBS budgets into SUN system.

 

Responsible for ensuring that reconciliation of balance sheet/control accounts are carried out at least quarterly, ensuring that year-end accounting procedures are followed consistently and that any discrepancies are reported to the Finance and Grants Manager.

 

Carry out autonomous field checks and visits to support and build capacities of the Field Finance teams.

 

Take part in preparation for and undertaking of internal and external audit exercises and subsequent implementation of the auditors’ recommendations. In this regard ensure all finance documents are accurately filed and are easily retrievable.

 

Review and compile Field Monthly Management Control (MMC) documents for preparation of the Programme MMC and communicating any issues arising to the Field offices with subsequent follow-up.

 

Ensure that systems are put in place to assure document security for a complete audit trail from the SUN accounts records to supporting documentation and vice versa.

 

Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.

 

Provide induction on Finance matters to newly recruited staff at the field level.

 

Perform other tasks as instructed by his/her supervisor.

• Support institutional (Public/Private sectors) capacity building in each intervention at all levels to enable them implement their core functions and provide technical backstopping to the line minister (MoLAH) in terms of development and harmonization of livestock policies and strategies in all sub-sectors.

• Support of planning livestock census and study of herd dynamics and incorporate indigenous pastoral information in the management of natural resources.

• Developing a Marketing of livestock strategy and livestock co-and by products: support improvement of livestock infrastructure (how to improve livestock quarantine stations, holding grounds, local Slaughterhouses, inspection and certification procedure including quality Assurance, HACCP and traceability, livestock market information system including networking and sub-region technical cooperation’s for domestic and export markets).

 

• Support milk production policy, processing and marketing locally

• Supporting regulation and policy development and quality improvement

Salary Under the direction of the SIDP and in consultation with the beneficiary institution, it has been determined that the salary level for this position be the following:

Security and Insurance Modalities Health insurance, including evacuation due to medical emergency, will be provided by the project. However, experts will be requested to provide a recent medical certificate stating that they are physically well and apt to work in a hardship area in Africa.

Please note that neither IOM nor UNDP, according to the contract, will be responsible for the security of the qualified Somali expatriates. The host beneficiary institution will be responsible for the security of the individual.

Before leaving the country of residence and upon arrival in Nairobi or in Somalia, the qualified Somali expatriate will receive a pre-departure briefing including security advice and cultural background.

The successful candidate will be based in Hargeisa.

Purpose of the Post

Under the general supervision of the Chief of Field Office and Chief of Communication, assists in the planning, implementation, monitoring and evaluation of an advocacy and communication strategy to promote respect for children’s and women’s rights, and supports UNICEF's mission in the country

 

Major duties and responsibilities

 

• Contributes to the development of an advocacy and communication strategy by coordinating appropriate audience research and compiling and analysing relevant data.

 

• Assists in developing and maintaining close collaboration with mass media, as well as with groups and organizations whose support is essential to the achievement of advocacy and communication objectives.

 

• Assists in drafting and editing articles, press releases, human interest stories and other advocacy/information materials for both web-based and traditional media, as appropriate.

 

• Prepares background communication and promotional materials for briefings and visits of media, goodwill ambassadors, donors, national committee representatives and other special interest groups. Assists in the planning, logistic and administrative arrangements for them.

 

• Helps organize and generate public support for special events and activities to promote country programme goals.

 

• Monitors the public perception of UNICEF in the country and recommends appropriate action to maintain a positive image for the organization.

 

 

• Follows up on the production of advocacy and communication materials (e.g., films, video, audio-visual, etc.), and oversees the qualitative aspects of production, (e.g. quality control, translation, review of layouts and graphic design).

 

• Monitors and evaluates the appropriate and timely dissemination of advocacy and communication materials to target audiences, and participates in the evaluation of their impact. Provides feedback to Headquarters on the use and appropriateness of global publications and visual materials.

 

• Establishes/maintains an up-to-date documentation centre for publications, press releases and clippings, as well as photographic and audio-visual materials.

 

Qualifications, Experience and Attributes

 

• University degree in Communications, Journalism, Public Relations; or equivalent professional work experience in the communication area, combined with a university degree in a related field.

• Five years experience two of which should be relevant at professional level in communication, print and broadcast media or interactive digital media, at either the national or international level.

• Knowledge of the local working language of the duty station is required.

• Fluency in another UN language would be an asset.

• Knowledge of current theories and practices in communication research, and the role of mass media.

• Ability to research, analyse, evaluate and synthesize information.

• General ability to draft clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases and articles/stories for traditional and electronic media.

• Proven ability to effectively manage relationships with media representatives, government officials and other UNICEF partners.

• Proven ability to work as part of a team.

• Knowledge of computer systems, internet navigation and various office applications, specifically interactive digital media.

If they say "Somali Nationals" it means local ........ but even if you have other nationalities you can still work as a local staff with less pay of course. They sometimes say "Somali Nationals" but the post is international specially when the duty station is "Nairobi".
