Somalia is different from the world, somalia is doomed with qabyaalad, as long that disease remains the main factor, I don't see any solution or justice if it can fit in the clan factor!

550? Cajiib, are they really serious? Is this really the peace caravan we hoped for?

The current number of the TFG parliament is balanced, at least according to TFG's rhetoric, on clan division. How will this balance be maintained with this 100% addition?

Djibouti Peace initiative is already turning out to be farce and giving a lot of ammunition to those who opposed it.

There is something wrong here - seriously wrong. I wonder what will happen if the unexpected ever happened and Al-Shabaab and other Islamic militias decided to hop on the 'peace-caravan' God save us from the ever bulging Xildhiban numbers.

I think nothing wrong with the size of the parliament as far as it is a factor in the reconcilation. The number does not matter but what matter is the effectiveness of the deal

Every thing is logic in restoring peace and stablity to this wartorn nation.

No thing to be woried in this upnormal political situation except peace.

The small impoverished nation in east africa has more MPs than the world's biggest economy (USA) and world's largest country (Russia) and is rivaling the EU's 27 member states with their combined 780 MEPs. :D

Decisions of the High Level Committee

Djibouti Agreement

25 November, 2008

Djibouti

 

Building on the 26 October 2008 Joint Declaration, and encouraged by the spirit of unity prevailing at the peace talks, the Transitional Federal Government and the Alliance for the Re-liberation of Somalia requested the United Nations Special Representative of the Secretary-General for Somalia, Ahmedou Ould-Abdallah, to state the following on their behalf:

 

1. The Parties thank the Somali people for their patience and support, and commend their determination in encouraging sustainable peace. They commit themselves to redouble their efforts towards achieving this goal on behalf of the people.

 

 

2. The Parties welcome the conclusions of the Workshop on Justice and Reconciliation including agreement to possibly establish a Commission of Inquiry and an international court to address violations of human rights and international law and impunity in their country. A joint working group has been established to follow up on the preparation of next year’s conference on Justice and Reconciliation.

 

 

3. The Parties have agreed on a number of guiding principles as a framework to strengthen their commitments on political cooperation – particularly of the establishment of a Unity Government and an inclusive Parliament.

 

4. These include:

 

 

* Addressing impunity through the Unity Government;

* Establishing mechanisms that will place priority on ensuring

* accountability – politically, financially and morally – of the Unity

* Government and respecting recognized international legal instruments.

 

 

5. They agreed on the following proposals:

 

 

· To enlarge the Parliament by an extra 200 seats allocated to the Alliance for the Re-liberation of Somalia;

 

 

* An intention by the Parties to reach out to those who are outside the process as well as members of the civil society, including women and the business community, and the Diaspora. Seventy-five additional seats in the Parliament will be reserved to that end;

* That the new inclusive Parliament will have the responsibility to elect the new Leadership;

* The principle of responsible sharing of leadership positions will be adhered to;

* A two-year extension of the Transitional Period;

* All Agreements resulting from the process will be embedded as Amendments to the Transitional Federal Charter;

* The establishment of a working group that will engage, under the facilitation of the United Nations, on details of the Unity structures and to submit proposals in 30 days to the next session of the High Level Committee

 

6. The Parties reaffirm their grave concern over the recent acts of piracy.

Actually, what we have is a unicameral parliament that will amount 550 as they are suggesting. America has a bicameral legislature, house and senate, which amounts to the nearly the same amount, 535. Russia too has a bicameral legislature, council and the duma. The federal council is 168 and the duma is 450, clearly larger then the suggested parliament for Somalia.

What a joke. Clearly, the runaways' previous stances against the TFG had no basis in ideology or principles of any sort. The shifty bunch merely wanted a share of the meaningless titles and a chance to vie for the loot. No surprise there, as far as I'm concerned.

In other words, the 550 seats will still be divided in accordance with the infamous 4.5 formula. That means, in order to fill the 200 posts reserved for the token 'opposition', the runaways must now start recruiting people based not on their qualifications, but on what tribe they hail from. It would also mean that Shariif Sheekh Axmed is not eligible for the speaker of parliament post, the top (stooge) position reserved for the runaways. Ironic, to say the very least.

If it will help unravel Somalia's age old troubles, I am all for the enlarged figure and the overall agreement. Let us see if these charlatans can finally get their acts together and lead the nation out of the chaos.

Worse things are to come, things will only get worse if such an atrocity is excepted. The First bunch represented the entire country. That they should be reduced to having the same say as rag tag faction of a faction is ridiculous. How to incorporate them present all kind of problems, in the middle of clan divided parliament you will now have ideological division as well. Why include non governmental organizations in a governmental organization? Furthermore, if the Islamist can go shopping for like minded members, should not the other side have the same opportunity to through out all non secular members in their rank?
