There are not and they will not be. It is a final push by Deni to stay in power. I think it will eventually come down to 49. To be fair, the opposition was with okay 66 when Deni was pushing for 1M1V.

It is a compromise till the two States have agreed upon a separation plan, which is pending a grand conference to be held in Las Anod post PL elections.

Correct; Jamahir threatened Garaado, esp. 2 with much influence in PL politics, they would be beheaded if they dared say otherwise.
