  5. Somalia — The body of one of the transitional Federal MPs has been found in a Muna hotel in the Somali capital Mogadishu, officials told Shabelle radio on Saturday. The body of the lawmaker was found in the toilet of Muna, a hotel around the presidential palace in the Somali capital and called Mohamed Hussein Ra'is according to high officials of the transitional government in Mogadishu. Professor Mohamed Omar Dalha, the deputy speaker of the transitional parliament had confirmed the death of the lawmaker to Shabelle radio and television saying that there had no been any other further more about his death. "The time of our colleague has ended and there is no other more information about his death. I am sending my deep condolence to the family and relatives of the deceased legislator Mr. Mohamed Hussein Ra'is. He was substituted to another MP and I knew that he was fine, may Allah rest his life into the paradise." said Prof. M. Dalha. "Oh! We knew that he was all right and very fine yesterday. We do not know what happened to him and what has caused his death. It is suppressible matter," some of the legislators were shouting each other as they had simply found his body in the hotel. It is the first time that one of the transitional parliamentarians dies in the Somali capital Mogadishu in the New Year 2010 though there had been several parliament members who died in the country for different reasons in over the past year 2009.

Less than a month after Ursula K Le Guin accused the Authors Guild of a "deal with the devil" over its support of Google's plans to scan and digitise millions of books, three US writers' groups have appealed to authors in the US Congress to speak out against the deal. The presidents of the Science Fiction and Fantasy Writers of America, the National Writers Union and the American Society of Journalists and Authors yesterday wrote to more than 60 authors in Congress urging them to protest against the Google books settlement. "As fellow authors, you know the freedom to negotiate your own book contract is basic and precious. We hope you will join us in speaking in opposition to the amended settlement," the letter, from presidents Larry Goldbetter from the NWU, Russell Davis from the SFFWA and Salley Shannon from the ASJA, said. "It isn't fair. There are millions of book authors in this country who could be locked into an agreement they don't understand and didn't ask for." Google was last year forced to amend the $125m (£78.5m) deal to digitise books it reached with the Authors Guild and the Association of American Publishers in 2008 after objections from a range of groups including the US Department of Justice. It presented a revised settlement to a New York federal court in November, and a final hearing is now scheduled for 18 February. But Goldbetter, Davis and Shannon told Congress members that "the amended version of the settlement still creates a de facto monopoly for Google at the expense of all Americans". "The Constitution says copyright is essential and gives Congress responsibility for it, not Google and a gaggle of lawyers," they wrote. "The Department of Justice detailed fundamental flaws to the Court in September. A preponderance of those flaws remain. We urge you, as an author and member of Congress, to contact the DOJ and implore them to continue their close scrutiny of this settlement. Authors need to stick together." In December, Le Guin resigned from the Authors Guild after almost 40 years' membership over its support of the Google books settlement. "You decided to deal with the devil, as it were, and have presented your arguments for doing so. I wish I could accept them. I can't. There are principles involved, above all the whole concept of copyright; and these you have seen fit to abandon to a corporation, on their terms, without a struggle," she wrote in her letter of resignation. But Le Guin retained her membership in the NWU and SFFWA, telling the Authors Guild that "they don't have your clout, but their judgment, I think, is sounder, and their courage greater".

So far the Rayaale administration is the only entity that has expressed their utmost, concern and fear about Kulmiye's major diplomatic and political push. What Kulmiye has done is a smart political move. The visit came at a time the Obama administrations and other EU countries are warming up to Somaliland.Now it is up to kulmiye and Somaliland's North American diaspora to make use of this great opportunity to the maximum. They need to embark on a relentless push to promote Somaliland and wrestle full diplomatic recognition for Africa's best kept secret. His Excellency Mr. Ahmed Mohamed Siiranyo's official visit came at the right place, at the right time and for the right purpose. Kulmiye supporters and the overwhelming majority of Somalilanders would like to see Somaliland's presidential elections take place tomorrow. They are urging the election commission to hold the election as soon as possible, they also demanding from them (the election commission) to set a specific date for the election. Somalilander's will like to see the presidential elections happen within one month. They can nor tolerate more delay in the already delayed elections. Viva Kulmiye! Viva Somaliland! Viva chairman Ahmed Mohamed Siiranyo! The victory and independence will be ours.

  17. It was heartening to read that the federal minister of transportation and infrastructure, John Baird, is taking a special interest in the case of Canadian Bashir Makhtal. Last month, an Ethiopian court upheld the life sentence of Makhtal, an ethnic Somali who was charged with being a senior member of a separatist group supporting Islamic militants in Somalia, the ****** National Liberation Front, which his grandfather allegedly helped found. He did not end up in Ethiopia of his own free will. Rather, he was seized in Kenya (after he fled from Somalia in 2006 when Ethiopia entered Somalia to repel the alleged radical Islamic militias there), “renditioned” by Kenya to the government of Somalia, and then transferred to Ethiopia, his country of birth, in 2007. A multitude of illegal processes and acts against Makhtal apparently took place (in Kenya, Somalia and Ethiopia), as the Ethiopian government prosecuted him for alleged membership in the proscribed organization. It is difficult to understand why Canadians are not more vividly aware of the (albeit tiny and very faint) ominous warning that appears on the last page of every Canadian passport, to the effect that Canadians with more than one nationality due to “birth, descent, marriage or naturalization” are cautioned that while in that other country of nationality, they are subject to all of that country’s laws and obligations. Due to the confusing nature of “descent,” many Canadians may not even be aware that they have another nationality. Most countries using descent (also known as jus sanguines — literally, right of the blood) normally automatically consider children born of parents from that country as nationals, but some countries will reach back to grandparents (Spain and Greece, for example) as the basis for nationality. In some countries, it can reach back to great-grandparents, as with Italy, Ireland, Spain and India. And each nation’s rules keep changing. The conferring of nationality is a decision determined by each state, and the rules and policies vary significantly around the world. While most countries confer nationality based on jus solos (the place of birth), the lines between jus sanguines and jus solos are often blurred, and the use of one practice within a country does not necessarily negate the use of the other; hence, a person born in a country that applies jus solos, can simultaneously acquire the nationality of his/her parents or grandparents, often without being aware of it (and regardless of whether their birth state recognizes it), simply because their ancestors’ home nation applies jus sanguines. Suffice to say that nationality by “descent” is common, confusing and extremely complicated, yet critical to whoever is unaware of his/her country’s operative policy and who chooses to visit that state. Consequences of entering the country of one’s other nationality can include compulsory military service, taxes and other obligations. In many respects, that other nationality takes precedence while in that country over other nationalities, and may make the birth state’s efforts at assistance, in practice, virtually nil. Such is the case with Makhtal, and with many others caught in this quagmire. In Makhtal’s case, he was sent to Ethiopia from Somalia (not of his own volition), but his presence in the region is an abject lesson in the need for caution by Canadians of other nationalities. Demands for consular access and due process are international legal rights Canada had been rightly insisting upon through Foreign Affairs Minister Lawrence Cannon, but Makhtal’s plight, given the above, is a serious one indeed. In Ethiopia, he is Ethiopian. Period. The website of the Canadian Department of Foreign Affairs dealing with dual citizenship acknowledges quite blithely that “you may not be aware that you’re a citizen of another country” and that this could be acquired by “family connections, including the place of birth of one of your parents or even grandparents.” Canadians who may have other nationalities need to heed the warnings that appear in their passports with the utmost gravity they deserve.
