UNITED NATIONS, Dec 17 (Reuters) - Saudi Arabia should be asked to lead a new drive to stabilize Somalia by reinforcing an African Union peacekeeping force, though not necessarily by sending its own troops, a U.N. official said on Monday. Ahmed Ould-Abdallah, U.N. special envoy for Somalia, also urged the United Nations to work harder to tackle what its officials have called Africa's worst humanitarian crisis. He told the Security Council the world's "wait and see" attitude had failed to solve Somalia's problems. It was time to decide whether to give up and withdraw all international support -- which currently includes U.N. humanitarian aid and the AU peacekeeping force -- or find a new strategy. "The United Nations must launch diplomatic action to mobilize a consensus to stabilize the country," he said, warning that the world body's credibility was at stake. John Holmes, the top U.N. humanitarian official, said this month that half the population of Mogadishu, or 600,000 people, had fled persistent fighting since Somalia's transitional government came to power after ousting militant Islamists early this year. Ould-Abdallah called for a new initiative to reinforce a hard-pressed and under-funded AU peacekeeping force that has yet to be fully deployed. Such a force could be an interim step before a U.N. peacekeeping force could be deployed. "For this, Saudi Arabia, the custodian of the two Muslim holiest sites and a close neighbor with many Somali refugees, should be invited to play a leading role," Ould-Abdallah said, noting that Saudi Arabia had shown its willingness to help by inviting Somali leaders to the kingdom in October. He said he had not discussed such a plan with Saudi Arabia but it would not necessarily involve sending Saudi troops. "They have moral authority," Ould-Abdallah told reporters. Last month, Secretary-General Ban Ki-moon raised the idea of a "coalition of the willing" to help Somalia. Ould-Abdallah said a Saudi-led drive to reinforce the AU force was in line with that idea and the force could include Middle Eastern or Asian units, with financial or technical support from others. "Support from one or two NATO member states should be made available if necessary," he told the council. NEED FOR PEACEKEEPERS The Somali government has long urged the United Nations to send peacekeepers but Ban has said it is too dangerous even to send an assessment team to plan for it. African countries are also stretched by demands for peacekeepers as a U.N.-AU force of up to 26,000 prepares to deploy in Darfur from January. Several council members said on Monday it was vital to keep making contingency plans for a U.N. force for Somalia. The AU force, AMISOM, is supposed to number some 8,000 troops but only around 1,600 Ugandans have actually arrived. Ould-Abdallah said political progress was in the hands of the Somali government, which he urged to engage with the opposition to establish a national unity government. Somalia has been plagued by anarchy since warlords toppled military dictator Mohamed Siad Barre in 1991. International intervention in Somalia has a poor record. The 1993 shooting down of two U.S. Black Hawk helicopters by militiamen in Mogadishu deeply shocked U.S. public opinion, precipitating American withdrawal and contributing to the ending of a U.N. peacekeeping operation in 1995.

Negotiations start for French reporter in Somalia BOSASSO, Somalia, Dec 17 (Reuters) - Somali authorities started negotiating on Monday with the kidnappers of a French cameraman seized in one of the most dangerous countries in the world for journalists. Paris-based Reporters Without Borders (RSF) and the National Union of Somali Journalists (NUSOJ) condemned the kidnapping of Gwen Le Gouil in Somalia's northern Puntland region on Sunday, saying it underscored the precarious nature of journalism there. Eight local journalists have been killed in the Horn of Africa nation this year alone, making it the most dangerous country in the world for reporters after Iraq, RSF said. "The security committee and clan elders are engaged in dialogue with the kidnappers, and we are very optimistic that the French journalist will be released as soon as possible," Deputy Bari region governor Yusuf Mumin Bidde told reporters. Bidde said the Puntland administration would not allow the kidnappers to extort a ransom. "We don't know exactly how much they are asking. The first demand was $70,000, then sometimes it's $35,000," said Jean Laurent, a colleague of Le Gouil's in Nairobi from their small TV company Cargocult Production. The identity of the group holding him was unknown. Somali kidnappers are known to treat their captives well and almost never kill them, viewing them as an investment on which they expect a return in the form of ransom. Many foreigners in Somalia run foul of local clans by failing to seek permission to travel through their territories. French diplomats in the region had no comment. SHOTS FIRED Laurent confirmed Le Gouil was in Somalia working on a piece for the Franco-German TV network Arte Television, that NUSOJ said was about human trafficking of African migrants to Saudi Arabia through Yemen. "We denounce this kidnapping of ... Le Gouil, and we demand his immediate and unconditional release," Omar Faruk Osman, NUSOJ secretary general, said in the statement. On Sunday night, the kidnappers fired at Puntland troops who tried to secure Le Gouil's release, Osman said. He urged Puntland authorities to work for "a peaceful release...and not to use any force that can risk the life of Gwen Le Gouil." Known for its relative stability in a country plagued by lawlessness, semi-autonomous Puntland has become increasingly associated with kidnappings, hijackings and piracy. In May, two foreign aid workers were seized and later released after negotiations between their captors and clan elders, while in October gunmen hijacked a cargo plane carrying khat, a lucrative narcotic leaf. Elsewhere in Somalia, three people died in Mogadishu's main market, Bakara, when government troops and their Ethiopian allies clashed with insurgents, residents said. Rebels attacked government positions in north Mogadishu, sparking heavy artillery exchanges. Bakara is thought to be a rebel stronghold and is often the site of fierce clashes.

  16. A wise and saintly rich man, sensing his approaching death, called his son to his side and gave him these instructions: "My son, I shall be leaving you very shortly. On the day when I die, and they have washed my body and come to wrap it in the shroud, I want you to put one of my socks on my foot. This is my final request of you." Soon after this, the old man did indeed die, leaving behind his goods and property, his children and his dependents. Family, friends, acquaintances and neighbours attended his funeral. The body had been washed and was almost completely wrapped in the shroud, when the son remembered his father's wish. Finding one of his old socks, he handed it to the washer of the dead, saying, "In accordance with my father's last request; please put this sock on his foot." "That is quite impossible:' Said the man.”Such a thing is utterly impermissible in Islam. I cannot act against the Sacred Law." Despite this valid objection, the son insisted, "That was my father's final request; it must certainly be carried out." The washer of the dead was unmoved. "If you won't take my word for it," he said, "go and ask the mufti. He will confirm what I tell you, that it is not permissible. " Holding up the funeral, they consulted the Mufti, preachers and scholars, all of whom declared that this was not permissible in Islam. Just then, an aged friend of the deceased interrupted the debate with these words to the son: "My boy, your late father entrusted me with a letter which I was to hand over to you after his departure. Here, this letter belongs to you." So saying, he gave him an envelope. Taken by surprise, the boy opened the envelope and read out the contents of his father's letter. "My son, all this wealth and property I have left to you. Now you see: at the last moment, they won't even let you give me an old sock to wear. When you yourself come one day to be in my condition they will also refuse to let you keep anything but your shroud. Eight yards of shroud are all you will be able to carry over from this fleeting world into the Hereafter. So pull yourself together and be prepared. Spend the fortune I have left you, not for the satisfaction of vain desires, but in ways pleasing to Allah, that you may achieve honour in both worlds." Hargeisa (QARAN)-The Somaliland minister for Water and Natural Resources, Mudane Qaasim Sheikh Yusuf has stated that his department will soon publish the results of recent seismic surveys conducted in Somaliland. In a press communique issued by the ministry in Hargeisa:- The Somaliland ministry of Water and Natural Resources has been given the mandate to explore and extract the natural resources of the Republic of Somaliland. As a result of this mandate at the end of February 2007 an extensive Seismic Survey was inaugurated to explore the availability and quantity of natural resources within the borders of Somaliland as well as its coastline. The survey was designed to determine that presence of Oil and Natural Gas in Somaliland. The survey will be conducted by the TSG/NOPEC Geophysical Company with the express agreement of the government of Somaliland. The survey was conducted in two parts, an Airomoag/gravity survey from the air, and a Seismic Survey of the sea, in North and East Somaliland/ The aerial survey will begin before the end of December 2007 and will be co-ordinated with a current surveys that have began in the Zeylac-Berbera corridor of Somaliland's Red Sea coast. In conclusion. It is the conclusion of the Somaliland ministry of Water and Natural Resources along with other invested Departments, such National Defence, Fisheries, Home Affairs, Finance, Civil Aviation and Public Works, as well a the residents of all Somaliland six provinces,that Somaliland's natural resources must be safeguarded and developed for the benefit of the people of Somaliland, the region and the World in an environmentally responsible manner.

Some would say it is the best during the past 17 years. I think it is still hard for some people to believe that the US is finally in favor of Somaliland’s recognition. Why not ? what is Somaliland differ from its own sister, Kosovo ? Somaliland has been independent from the rest of Somalia for the last 17 years maintaining the best peace-building practices in the world. It maintained to start from the scratch without any support from the International community. Building a high quality military and police forces, creating a whole governmental body with its government, parliament, judicial system, national bank, etc. all elected by the public is something that is very rare in the whole Africa. For Somaliland it was success but it always met a blind eyes from the western powers when it comes to the issue of international recognition. With all the efforts done by the government, the opposition parties and the Somaliland individuals living inside and outside the country there are still no touchable results of the issue. Suddenly here is the US debating over Somaliland’s recognition and clearly in favor of it. It was a big surprise to the world especially after the Kosovo’s issue. It was a big success for Somaliland’s foreign minister for his struggle to put this issue at least on the table and he immediately replied to the pentagon for their concern. The Somaliland community everywhere also welcomed the move as they see this is a golden opportunity for their abandoned country. Some Arab newsletters and journals started to highlight the issue marking it as Arabs loosing Somalia if Somaliland is recognized. It is usual that Arabs do not welcome anything that is for the good of Somaliland but they don’t have a choice this time especially when the US is the one lobbying for the case. Now as the Somalilanders are expecting a bravely move from the America to announce its recognition to Somaliland and the Somaliland’s enemy is waiting for the outcome of more discussions within the Bush administration it is expected otherwise too. Somaliland made all the necessary steps to be an independent government and the last move of closing the border in Sool region can be described as the last step to finalize the struggle which attracted the international attention towards Somaliland. But the question is: Will the US do it ? Will the US dare to face this and announce their recognition to Somaliland ? If that happens then the Americans will be welcomed flowers in this part of the world. here
