It is a habit mastered by those in the pseudo Somali states including the administrators of occupied Somali region.However, Faroole lost the plot by essentially saying the people from Somaligalbeed are not Somalis-the implication being that they have no rights in Somalia and as such would be send back to their country if they are "suspected" to be waging war against their country of origin. My perception of he was trying to say was to differentiate ethnic Somalis and citizens of Somalia (A western concept of categorizing people) but he forgets the very premise of Somalia's existence is that it is home to all Somalis.
