This initiative would permit the Somalian federal government to allocate part of its loans to Somaliland, provided certain political agreements are reached. Yusuf Mohamed Abdi has held these talks with the Somalian prime minister (who is a relative of his) without informing his own president, Musa Bihi Abdi.
