It is true that illetracy feeds social malfunctioning, this is what happening in Somalia.But, I wonder that the enrolment rate of primary education in this war torn country reaches about 20 percent, understanding education services in a purely public goods .However, I see lesser role played by the diaspora in this appalling condition of education services in the country, particularly sourthern central part.
  3. Somalia: Generations of Uneducated Children By admin on September 12th, 2008 The ongoing conflict and humanitarian crisis in Somalia are taking a severe toll on the school system. Enrollment has plummeted and years of war have resulted in generations of uneducated children. Thursday, UN and humanitarian agencies condemned recent attacks on students, teachers and schools in Mogadishu and elsewhere. More than 20 agencies are part of what’s called the “Education Cluster for Somalia,” which supports primary education. They’re calling on donors and the international community to make education a priority. Maulid Warfa is the coordinator of the education cluster and works with UNICEF. From Nairobi, he spoke to VOA English to Africa Service reporter Joe De Capua about conditions affecting education in Somalia. “What we have is 17 years of absence of a state. And education has been really weakened by the conflict and other dramatic and man-made disasters in Somalia. We have a situation where, in general, only 30 percent of school age children are enrolled in school (countrywide). And in South Central Somalia…only 20 percent of school age children – and here I’m referring to ages between six and thirteen – are enrolled in schools,” he says. Warfa says the education system is at risk. He says, for example, “In Mogadishu…of late…we have reports of two schools being attacked and five students being injured and two teachers injured. And again, two days ago, we had a situation where two teachers were killed.” He says there are reports of children not having access to schools. “Mogadishu is particularly bad when it comes to education,” he says. Why would armed groups attack students, teachers or schools? Warfa says he doesn’t know. “We see that as an abuse to human rights and a violation of all the international treaties and rights to children,” he says. Both children and parents are losing confidence in the school system because of the attacks. “If schools that are supposed to be the safe haven for children and teachers and parents became unsafe, of course, the children will not feel confident,” he says. Years of conflict and a lack of government have taken their toll on Somali society. Warfa says, “We already have generations that are uneducated.” He says many militia members, checkpoint guards and pirates were uneducated children, and “if the situation continues…specifically in South Central Somalia, we will absolutely have a situation where we don’t know where to start. Just think of…a country where only 20 percent of the school age children go to school and the literacy rate is a little above 20 percent. Where will development come from? Who will develop that country?” Warfa says that he wants all warring parties to consider schools a safe haven. “If there’s no education, there’s no life.” Sources: Galbeed.com

THe democracy means as one tried to define in Somali context: The Somali clan-based social system Lineage identity or clannism is a central organising force in Somali society and is more significant in contemporary stateless Somalia than in previous decades. In the period of state collapse, clannism has proved to be both divisive and a destructive tool in the hands of political leaders as well as a vital source of group protection, social security and customary law in the absence of the state. Clan identity in Somalia is very fluid. Each Somali can trace their genealogy over 30 generations, giving Somalis membership in many sub-clans. Which level in one’s lineage is mobilized as one’s ‘clan’ depends entirely on the issue at hand. Clannism exists with a range of other cross-cutting affiliations – professional associations as well as regional, class, factional, gender and religious movements (including the Islamist Al-Ittihad organization), some of which are described below. The council of clan elders, for example, is the dominant institution in most locales expected to provide wisdom and build consensus among clan ranks in matters of clan interest especially in times of crisis. In Somali society all married men can claim to be elders and speak in clan assemblies (shir) earning Somalia a reputation as a ‘pastoral democracy’. Elders’ councils are not institutionalized and often they react more than they act The main religion is Islam with almost the entire population being Sunni Muslims. Islamic values provide hope and solidarity to cope with the harsh conditions prevalent in the country. They have also been used to build trusted institutions, both commercial and juridical. The most visible sign of the latter are the Islamic courts based on shari’a law. They are widely appreciated by local communities and dispense justice in zones where customary law fails to maintain law and order. Radical Islam, organized as Al-Ittihad in Somalia, is a growing trend, with a presence throughout the country. However, even within the Al-Ittihad movement, there are numerous splits along clan lines. Networks of functional professional associations (made up of non-governmental organizations (NGOs), professionals in education, health and other fields) serve as bridges across clan and factional conflicts promoting human development, reconciliation and good governance. On several occasions women’s groups have successfully managed to place pressure on militia to release kidnapping victims or cease fighting. Yes, ther is issue here, there are many Ardos in the Region.The appalling socio-economic situation in the Region complicated by the political instabilty and recurring drought in the Region worsens the situation. I think, enough is enough, there should be away out of this viciuos circle of violent and attrocity in the region. We need to improve the livelihood of the people, we need more health clinics we need to have effeceint and working animal health system, we need livestock market system of which does not expoloit the pastoralist by establishing mutual benefiting value chains. And all these to happen, political solution is first and most factor to happen first.
