A teachers’ union on Saturday supported the appointment of Amina Mohammed as the Cabinet secretary for Education. Ms Mohammed, the outgoing Foreign Affairs CS, was on Friday nominated to head the Ministry of Education taking over from Dr Fred Matiang’i, who becomes the new Interior CS. SUPPORT Kenya Union of Post Primary Education Teachers (Kuppet) leaders supported the minister, saying they were optimistic she would help solve diplomacy issues in the ministry. They urged her to use her expertise in diplomacy to bring together education stakeholders and engage on various issues affecting the sector. “We know that she is an accomplished diplomat…we welcome her and are happy,” Kuppet Secretary-General Akello Misori told the Nation on the phone. He said despite not being an educationist, he supported her because she was capable of delivering. “I do not want to undermine her; even the Late Mutula Kilonzo was a lawyer but he did quite well in the Education Ministry,” Mr Misori said. STRATEGY Unlike her predecessor Dr Matiang’i, who was viewed by many as being ‘military’, Ms Mohammed is viewed as ‘soft’. But Mr Misori said all Ms Mohamed needed to do was to create new strategies and structures to deal effectively with challenges at the ministry. The priority areas for her, he said, should be infrastructure, secondary school transition, the new curriculum, examination cheating, cartels and teachers’ welfare. “She should fight so that the Teachers Service Commission (TSC) may have its budget enhanced so as to support teachers in their work, as well as increase their numbers in schools,” said Mr Misori. “She has come at a time when we are at cross road, we have not achieved 100 per cent transition rate and still are grappling with poor infrastructure and a new curriculum. It is upon her to get her act right,” Mr Misori said. EXAMS Kuppet Chairman Omboko Milemba, who also is the Emuhaya MP, said: “We welcome and congratulate her for the new appointment. With her diplomatic experience and skills, she will do a good job.” “But we want to remind her that she should continue with reforms at the ministry, especially the new curriculum, policy and localisation of teachers,” he said. Mr Milemba also said the minister should ensure moderation during exam marking to avoid many failures. He said for the two years Dr Matiang’i was the Education CS, there have been 95,000 Es in national examinations. According to him, Dr Matiang’i did a great job and should have been reappointed Education CS. “I felt that there was no need to change Matiang’i. We had not yet seen what he really wanted to achieve. Eritrea has issued a statement reacting to the expulsion of its top diplomat in Netherlands. On Tuesday last week, the Dutch Foreign Ministry expelled Eritrea’s Charge d’Affaires to the country, Tekheste Ghebremedhin. The Dutch Foreign ministry explained that the diplomat was expelled after government found mounting evidence of Eritrea continuing to force tax payments from people who fled the country. The Eritrean government however describes these reasons as ‘untenable explanations’. In a statement posted by the Eritrea ministry of information, the government argues that there was no proof of wrongful or punishable offenses presented to the Dutch Parliament to warrant the action taken. ‘‘While the cabinet recognizes that no judge has yet recorded proof of wrongful or punishable offenses by the Eritrean embassy office in The Hague”, the minister (Dutch) alluded to a broadcast of Argo (Dutch radio station) and the motion of two parliamentarians to explain and justify this unwarranted and unfriendly act,’‘ read part of the statement. The statement goes ahead to justify the levying of the 2% diaspora tax that is the subject of contention. ‘‘Eritrea’s levying of 2% Rehabilitation and Recovery tax in the Diaspora, enacted in accordance with the laws of the country in 1994, is a legitimate and sovereign act that cannot be misconstrued, by any stretch of imagination, as a contravention of the Vienna Protocol on Diplomatic Relations.’‘ The statement went on to explain that the tax is not mandatory for Eritreans living in the diaspora, although failure or opting not to pay it limits the services that a citizen can enjoy when they go back home to Eritrea. ‘‘A citizen who fails or opts not to pay the 2% Rehabilitation Tax is entitled to all his/her rights and consular services. But he/she will forfeit business license and land entitlement rights in the home country.’‘ The statement concludes by describing the Dutch government’s actions as ‘arbitrary and provocative act that has no consonance with the Vienna Protocol of Diplomatic Relations’ and refers to ‘previous unfriendly incidents taken by the Dutch authorities against Eritrea in the past few years’. The African Union mission in Somalia’s planned withdrawal of 21,000 troops from the extremist-threatened Horn of Africa nation by 2020 cannot be met without urgent help from the international community, the mission’s chief said Saturday. In an interview, Francisco Madeira told The Associated Press he fears all gains made in the past decade could be lost in an abrupt departure. Speaking on the sidelines of an African Union summit, he said the world must “fast-track” to meet the 2020 goal of handing over security responsibilities to Somalia’s military. “The U.N. and other partners must understand that this enterprise needs additional resources,” he said. The U.S. military and others have warned that Somalia’s forces are not ready as the al-Shabab extremist group continues to carry out deadly attacks in the capital, Mogadishu, and elsewhere. A truck bombing in Mogadishu in October killed 512 people and was blamed on al-Shabab’s ability to assemble ever-larger explosives. Only a few attacks since 9/11 have killed more people. The U.S. military last year increased its presence in Somalia to more than 500 personnel and carried out more than 30 drone strikes against al-Shabab and a small presence of Islamic State group-affiliated fighters. But the African Union pullout from Somalia has begun, with 1,000 troops leaving last year. Madeira said he hopes another 1,000 troops will withdraw this year. The AU mission has faced a struggle for stable funding. The continental body says only 40 percent of its overall budget is funded by its member states, with the balance coming from donors. Observers say the unreliability of outside funding makes it difficult for the AU to finance critical activities such as peacekeeping operations. In 2016 a major funder of the AU mission in Somalia, the European Union, cut its funding for troop allowances by 20 percent, citing priorities elsewhere in Africa and around the world. Somalia’s fragile central government continues to face the challenges of regional tensions and rampant corruption. While President Mohamed Abdullahi Mohamed once vowed to eliminate al-Shabab within a couple of years, his administration has seen multiple shuffles of key security officials in less than one year in office. Earlier this week, the foreign minister of Somalia’s breakaway northern territory of Somaliland told the AP that a major cause of Somalia’s challenges is its outsourcing of security to others. “What Somalia needs to do is to reconcile and engage communities and then to invest in its own security, not to wait and look after others to take care of its issues,” Saad Ali Shire said. The music video went up on December 22. It’s got all the ingredients to go viral: a catchy beat, smooth vocals and easy-to-copy dance moves. It’s garnered over two million views so far and inspired copies around the world. But it’s definitely not your typical internet meme. The lyrics are in Somali, and the singer is Somali comedian Omar Said Omar, whose stage name is Oomaar. He was born in Mogadishu, grew up in Galkayo and now lives in Toronto. The song is called BARBAR. That’s Somali for sideways — because in the video, Oomaar pretends to fall to the side as a dance move. “He’s saying that he was in love and then the love just threw him away,” says the video’s producer, Liibaan Jama, a Somali who came to Minnesota as a child. “The love threw me away like that, sideways.” Somalia itself was thrown sideways for many years, cited over and over as the world’s leading example of a failed state, mired in conflict and insecurity since dictator Mohammed Siad Barre was ousted in 1991. There was no central government from 1991 to 2006. Pirates attacked ships in waterways off the Somali coast. In October, a truck bombing in the capital Mogadishu took more than 300 lives, “the deadliest single attack Somalia has ever faced,” according to its Ministry of Humanitarian Affairs and Disaster Management. In addition, Somalis also contend with food shortages fueled by drought. And the GDP per capita was $450 in 2016. Yet Somalis are resilient and hopeful. Somalia’s fragile government is struggling to rebuild the country and there are encouraging signs. Despite all their troubles, Somalis are enjoying everyday life, playing footie (soccer) on the beach in Mogadishu, for example. In December, the president of the Somali Football Federation announced plans to host international soccer matches in 2018, the first time since 1988. And now there’s the BARBAR video. It isn’t spreading a political message. It’s simply meant to be fun. And many people — Somalis and non Somalis — are enjoying it. “Mostly the Somalis are political animals, and we like all things politics,” says Hassan Abukar, a Somali cultural commentator who lives in the U.S. and works as a court interpreter. “This new song is basically taking us away from any discourse in politics, all these divisions that as a community we always talk about.” Plus there’s the novelty effect. “There is a Somali saying that says people like what’s new, so probably that’s one of the reasons that many people like this song,” says Abukar. That saying, wixii cusub caalamkaa jecel, translates to “What’s new in the world?” Inside jokes add to the video’s appeal. In certain cuts, Oomaar wears a windbreaker labeled “hooyo,” the Somali word for mother — in the same font popularized by American streetwear brand Supreme. It helps, too, that Jama already has a following as a video producer, making songs and videos with friends for several years in Minneapolis, where he lives. But it’s always hard to know what will take off on the internet. Jama had no idea Barbar would be such a hit, especially considering that the video came together in about a day. A friend, Mowliid Curjin, had written the lyrics, Jama did the audio and video production, and Oomaar threw in the dance move of falling sideways. “I never even thought it was going to be that popular,” Jama says. Not everyone thinks the video deserves attention. Some critics have raised the idea that religious sermons, not dance moves, should be going viral; a few clerics and religious groups have posted their own videos speaking out against the popular song. But that hasn’t stopped Barbar. In fact, in Somalia, in other countries on the continent and in the African diaspora, imitators are playfully throwing themselves out of chairs, into pools and onto piles of snow. They’ve uploaded hundreds of videos to YouTube and Facebook, from Kenya, Djibouti and Minnesota. Tailing Corruption on International Donations in Somaliland

In the name of combating the harsh effects of drought and poverty in Somaliland and Somalia, the international non-governmental organizations collected billions of dollars from all over the world. None of those billions has ever made to the drought devastated people in Somaliland, because the majority of the monies donated by the international community and allocated for Somaliland and Somalia are channeled exclusively through Mogadishu, Somalia. For that reason, no international funds/supplies make to the drought stricken Somaliland communities unless it’s directly donated to Somaliland. Due to the INGOs assertion of security reasons, almost all the international organizations have their regional headquarter offices in Nairobi, Kenya, but that security declaration does not hold water, because Hargeisa Somaliland is much safer, securer and is a less expensive city than Nairobi. On that point, there is no reason whatsoever for the INGOs not to move their offices to Somaliland. The INGOs remote offices in Nairobi create bureaucratic headache for both the Somaliland government and especially for the communities in an immediate need of live-saving services. Most of the time, the bureaucratic thread of communications from Hargeisa, Somaliland does not end in Nairobi, but it goes continents away to- and- forth New York, USA or Geneva, Switzerland. For example, a supply of a truck load of rice to certain village can create a very big bureaucratic hassle. The largest percentage of a dollar intended to safe live in Somaliland is spent on expensive air travels, hotel stays and travel stipends for the INGOs bureaucrats, who additionally enjoy collecting big salaries and they brag about the Air miles rewards they have collected as result of their frequent flying schemes. As consequence, many INGOs have become a very pitiless and lucrative business ventures for bureaucrats rather than agencies of benevolence and goodwill. The hiring system of the INGOs is also utterly inequitable, instead of hiring qualified local Somalilanders, the INGOs resort to hiring less qualified and less efficient foreigners, who do not speak the Somali language, do not understand the culture of the land and have no in-depth knowledge of the specific needs of the communities they are supposed to intimately serve. It is heartbreaking to note that some UNO agencies even outsource their services to smaller agencies and less often to local NGOs. These time consuming, corrupt and bureaucratic processes double or even some times quadruple the administrative cost. For instance, there are many UNO organizations with their international headquarter in New York, have regional offices in Nairobi, Kenya, a country offices in Hargeisa, Somaliland and a branch office/ outsourced NGO office in Burao, Somaliland. All these offices charge administrative costs and also build-up bureaucratic vicious circle, hence, a disservice to the needy communities in Somaliland. This horror story does not end there; most of the INGOs lack transparency and accountability. The auditing system in the Somaliland government does not seem to have a control over the INGOs. Due to the government lack of control the INGO treat the people and government of Somaliland as their own subservient subjects – this is morally wrong. The NGOs independently design programs that do not fit the needs of Somaliland communities. For instance, they do water- trucking in places where there is an abundance of water supply or they supply grains during the harvest seasons, when food is plentiful in Somaliland and they keep peaceful silence, when there is dire need for water and food supplies. It will be more beneficial to the Somaliland communities and more cost effective for the donor nations if elimination of the root cause of droughts, outbreaks of infectious diseases and other disasters are prevented or even managed in a timely manner. Even the office of the representative of the UNO Secretary General treats Somaliland unfairly, this is obvious in his statements to the Security Council of UNO, and he habitually puts quotation marks around the word Somaliland (“Somaliland”), as if Somaliland is just a contention and not a De Facto state. At the same time, he writes the word Puntland properly and without quotation marks, Puntland is region in Somalia, which historically did not exist and was created just about a decade ago as an anarchic Somalia tool for destabilizing the peaceful and fully democratic Somaliland. As a matter of fact, the people of Somaliland are feed-up of the international double standard, negligence and inhuman treatment of its venerable communities. It is about time that the Somaliland government must stand up for its people and uncover the bureaucratic corruption of the INGOs and especially of those of the UNO. The Somaliland government must directly ask the international community to channel their donation either directly to the Somaliland government or through credible funds such as the Somaliland Development Fund (SDF), which is a mutually and directly co-managed fund by the government of Somaliland and the international donor nations. The Somaliland government additionally needs to put more teeth on its auditing checks on INGOs. The current system of international donations to Somaliland is nothing but a band-aid on a bleeding heart. If managed properly the international donations will strongly attain their goals of preventing human catastrophes and creating much needed jobs for the local Somalilanders, thus, contributing to the growth of the local economy and establishing real projects and at the same time getting rid of the present INGOs’ “white elephants”. Finally, for the benefit of Somaliland communities and the satisfaction of the international taxpayers, the international donations need to be managed effectively and efficiently. Successful students will be eligible to attend summer school courses in Turkish, says Yunus Emre Institute ANKARA—A Turkish state institute will start to teach Turkish in three universities in Ethiopia, the institute said on Saturday. Turkish will be taught at Ethiopia’s Addis Ababa University, Mekelle University, and Wollo University, as part of a Turcology project launched by Turkey’s Yunus Emre Institute (YEE). The YEE will teach Turkish at the universities under a cultural and academic cooperation pact signed by President Recep Tayyip Erdogan and his Ethiopian counterpart Mulatu Teshome Wirtu during his visit to the capital Ankara last February. Students who do well in the courses will be eligible to attend a Turkish summer school organized by the institute. The institute provides services abroad to improve friendship between Turkey and other countries and increase cultural exchanges. Since its establishment in 2009, the institute has taught Turkish to nearly 100,000 people in 43 countries. Named after the 13th century poet Yunus Emre, it now has nearly 54 cultural centers around the world offering artistic, social and scientific programs. AA

By: M. A. Egge The Minister of Information, Culture and National Guidance has written an ultimatum in a circular to all staff ordering them to adhere to keeping of working hours timely. In a stern warning ultimatum to the workers the minister Hon. Abdirahman Abdillahi Farah alias Guri-barwaaqo noted that as of Saturday the 27th of January 2018 (thus yesterday) all employees are supposed to report for duty during working hours duly, 7.30 am, and that whoever arrived after 8:00 am would not be allowed for duty. The minister underpinned the fact that the directive was in line with a blanket order by the Head of State as far as the civil servants are concerned nationwide. The circular was addressed to all departmental heads of the ministry asking them to inform all workers of the ministerial ultimatum. Copies of the directive were made to the DG and the deputy minister.

The Head of the Supreme Court Chief Justice Adan Haji Ai noted that the ceremony was as per Article 129 of the constitution which was held at the State House. The President was flanked by his deputy H.E. Abdirahman Abdillahi Ismael Seyli’i. As all of them swore to be faithful to Islam, the people and the nation of Somaliland as long as they held their posts, the minister had their right hands (palms) on copies of the Quran. A member or the Council of Ministers members is/are usually officially sworn-in after parliamentary endorsement.

Minnesota– Khatumo leader, Hon. Ali Khalif Galeyr who flew from Hargeisa, Somaliland capital arrives in Minnesota and received warm and cordial welcome upon arrival. The leader Prof. Ali signed a peace accord with former president Silanyo which ended long standing hostilities in Sool region. Mr. Ali who once was the former Somalia Prime minister and law maker has repeated that Somaliland allows to share the resources with residents in the eastern regions of the country. Mogadishu, the war torn capital of Somalia and Garowe won’t allow the residents from the eastern regions of Somaliland to share power and resources. Mr. Ali repeated on numerous occasions that the incumbent president, Musa Bihi must fulfill the terms of the agreement as he stated that this will be used as a vehicle for Somaliland’s unity. Mr. Galeyr held discussions with traditional chiefs in Sool region before departing to the US.
