Every nation in the world belongs to economic institutions whose main activity is on how to shoulder the responsibility of stabilizing of its macroeconomic policies in order to avoid the economic problems that could distort the entire system of economic functionality. The prudential regulatory mechanism undertaken by such institutions could save any nation from turning into an abyss of economic collapse if held such problems in check before the disease run its course. It is the ultimate responsibility of the government to create coherent economic policies that will be able to make an “economic prognosis” before the situation has gone into a paroxysm of rage and violence. The Central Bank is perhaps the most important financial institution which is entrusted with the duty of regulating the volume of currency and credit in that country. Also, the Central bank issues currency, regulates and controls money supply in the circulation, it also fixes both the nation’s different interest rates and exchange rates, controls inflation. Apart from this, the Central bank regulates and controls the activities of all commercial banks in a country – it is the lender of last resorts. According to economists, Central Bank may be defined as an institution which is charged with the responsibility of managing the expansion and contraction of the volume of money in the interest of “general public welfare.” Bank of England was the world’s first effective central bank that was established in1694. As per the resolutions passed in Brussels Financial Conference, 1920, central banks are formed almost in every country in that year, for the interest of world cooperation. The governments often play a crucial role in regulating and administering its local economy by using the appropriate tools in the event of economic hardships. For example, by using monetary and fiscal policies to combat the inflationary pressures, in this instance, all types of foreign currency has to come into hands of the State, as the State is the sole monetary regulator for the country’s “money supply.” It is the key functions of the central bank to regulate the cash deposits in the commercial banks whether it is private or public. As a general rule, there is no commercial bank that could operate beyond the domain of the central bank. In the context of Somaliland, there are no functional commercial banks as Somaliland is still in de facto state, and could not secure foreign currency to compensate imports of foreign goods, or open a letter of credit in a bank in their favor. Every nation of the world belongs to its own unit currency, which is described as the “legal tender.” The double currencies usually precipitate a serious economic collapse into people’s livelihood and economic vibrancy as well. The practicality of such cases occurred in many countries of the world i.e. Angola, Zambia and most notably, Zimbabwe, where dual currencies have paralyzed the entire system of its economy, (World Bank Report, 2017). The use of USD as a medium of exchange for goods and services has displaced the local currency of Zimbabwe, and instead involved unprecedented “hyperinflation.” The inflation rate of Zimbabwe topped 50% per month, the minimum rate to quantify as hyperinflation, each year the government used to print denominations of worthless currency papers. For example, a 100 trillion Zimbabwean dollar note is equivalent to 0.50 cents. Dual currencies devalue the local currency when all business transactions have taken place in the form of foreign currency. In this scenario, it is practically scientific to use ones local currency in all forms of business transactions, debts, e-money, government taxation etc. to avert devaluation of currency against foreign currency. Unnecessary government expenditure and kleptocracy involve “exchange fluctuations” when too much money is chasing few foreign currencies in the domestic markets, engendering spiral inflation as a result. Under this circumstance, the foreign currency automatically replaces the purchasing power of the local currency if the government fails to immediately intervene in the situation – this is true for Somaliland case. The economic red signals emerge when the entire nation is not having a “staple food” and will not be able to locally produce food for consumption. When the nation becomes dependent on foreign exports for their livelihood, it is symptomatic of an ailing economy is in the offing. It is the fundamentals of economic principles: “to efficiently utilize the allocation of scarce resources at our disposal.”It is economically viable to produce local production, in order to survive from the demand driven foreign goods, and instead has to be an “export promoter” to gain an inflow of hard currency into ones country – meaning exports must exceed imports. Under this case, an investment of local production in the form of joint venture is indispensably necessary for the promotion of such economic activities. The State should encourage its businessmen to make an inflow of domestic investment, and has to offer a wide package of incentives to the talented entrepreneurs and enterprising young people. Egge The government has acknowledged the recurrent drought menace which has just started sweeping across the country yet once more hence is bent on finding ways and means of combating its strife. The government has at the same time directed the formulation of ways and means addressing the pre-emption of sporadic internal clashes hence curb their recurrence.   9. By Ahmed Abdi Hargeisa— Somaliland transferred four Ogaden nationals to Ethiopian Intelligence Services, according to an eyewitness. Four Ogaden expats were rounded up by Somaliland authority from Gabiley and Hargeisa and handed over to Ethiopian Intelligence Service on 28 January 2018, according to a person familiar with the extradition. The young men were from Duhun, Shilabo, Garbo and Dhagahmadow and they were placed on a truck before taking them to Jail Ogaden in Jigjiga, the capital of the Ogaden regional state. The reason behind their transfer was not immediately clear; however, over the last ten years, Somaliland has been transferring to Ethiopia people suspected of supporting Ogaden National Liberation Front (ONLF) or criticising its policy. ONLF engaged in three-days peace talks with Ethiopia government on Sunday.

  13. Ismail Rage has become the first disabled person to get a staff job with a leading bank in Somalia. Two days after graduating from Simad University with a Bachelors in banking and finance, Ismail, 22, landed the job with Premier Bank in Mogadishu. He is working in the customer care department. Ismail, who became ill with polio as a three-year old, used the wheelchair given to him by his uncle after graduation to get to work. He comes from a humble background and used to crawl for 40 minutes through the dusty Mogadishu roads to get to classes, using flip flops to protect his hands and leather pads strapped to his knees. “I can forget all the hardships in my life with the milestone I have now reached that I dreamed about,” Ismail said. Ismail lived in Gubta area, with his nine siblings and parents, who he says were his “biggest inspiration” and played an important role in earning him his coveted university degree. As a bright student he was always top of his class. His teachers and fellow students treated him as an equal. “He was like our second teacher, who would help us with the class work,” said Fadumo Abdi Jama, one of the class of 2017 students, who graduated with Ismail. Ismail received congratulatory messages from President Mohamed Abdullahi Farmaajo on his twitter handle. The former president, Hassan Sheikh Mohamud, promised to pay for Ismail’s master’s degree in Malaysia, where his is expected to go in September. He also got job offers from the ministry of finance. Polio paralyzed his lower body in childhood. At the time, people were ignorant about the importance of vaccination for children. Somalia was recently declared polio free, and campaigns to launch the oral polio vaccination targeting 700,000 children in Benadir and Middle and Lower Shabelle have begun. WASHINGTON — The first round of three-day talks between Ethiopian officials and representatives from the Ethiopian rebel group of ethnic Somalis, Ogden National Liberation Front (ONLF), began Sunday at a secret location in the Kenyan capital of Nairobi. Delegates from the two sides arrived Saturday for the talks that are being facilitated by Kenyan officials. Abdulkadir Hassan Hirmoge, a spokesman for the ONLF, confirmed to VOA Somali that the talks have begun. Hirmoge said each side has sent a delegation of four members. The ONLF delegation is led by Foreign Secretary Abdirahman Mahdi. It is unclear who is leading the Ethiopian delegation, but photos released by the Kenyan facilitators show the president of the Somali Regional State of Ethiopia, Abdi Mohamud Omar, sitting on the opposite side of the table, along with other officials. A source close to the talks told VOA Somali that “Day One of the talks covered considerable ground and ended on a high note.” Hirmoge cautioned that it was too soon to say how the talks might end because “there are big issues at stake.” “We can’t talk prematurely, but these talks are about principles, on compensation, on self-determination, on freedom, referendum, on the economy and centuries-old aggression,” he said. ONLF and the Ethiopian government fell out in 1994 after a dispute over self-determination. The dispute drove ONLF to war and turned the ethnic Somali state, rich with gas and oil, into a deadly battleground that claimed many lives. In April 2007, ONLF rebels attacked an oil field in an Obolleh village near the regional capital of Jigjiga, killing 67 Ethiopian soldiers and nine Chinese oil workers. In response, Ethiopia heavily militarized the region and carried out a brutal operation, according to human rights organizations. Previous failures Talks were held in 2012 and 2013 in Kenya without concessions from either side. Rashid Abdi, Horn of Africa project director for the International Crisis Group, said there were a number of issues that made the previous talks difficult. “They (talks) have been characterized by a lot of mutual suspicion and a lack of confidence. But I think there was also the death of (former Ethiopian prime minister) Meles Zenawi, and the transition had an impact on how the talks should proceed,” he said. “I think clearly all parties seemed to lack a bit of focus. On the part of the ONLF, I think they came to the table without having a clear vision on how they wanted to proceed, while the Ethiopians were basically seeking very minimal tactical advantages.” Even with the talks having resumed, Abdi said it won’t be easy for the two sides to reach an agreement without significant compromises. The main sticking points are the Ethiopian constitution and referendum. “Ethiopians want ONLF to concede on the issue of the constitution,” Abdi said. “ONLF previously said they were not going to recognize the federal constitution, and that was one of the sticking points. So, I suspect this issue will not be quickly resolved. “Then there is the issue of what exactly ONLF wants? Does it want greater autonomy in the Somali region? Does it simply want power sharing, so that it can be part of the federal system? Does it want to monopolize power in the region? Does it want full independence? Those are the key issues.” History of unrest Ethiopia has seen political upheavals since 2016 following waves of protests in the Oromo region. There was also deadly ethnic violence in 2017 between Ethiopian Somalis in Oromo, which claimed dozens of lives and displaced tens of thousands of people. ONLF’s Hirmoge said conditions on the ground in Ethiopia have something to do with the resumption of these talks. “Now, we believe there have been big changes in Ethiopia. The conditions are changing. People cannot be silenced now. The talks coincide at a time when things are changing in Ethiopia on a daily, weekly and monthly basis. These have their own ripple effects,” Hirmoge says. “I believe the conditions around the talks are better,” he added. “The prediction is different compared to previous ones (talks), but I don’t want to prejudge the result.” . Abdi agrees that the timing of the talks is interesting and could work in favor of the stressed Ethiopian government. “It comes at a time when Ethiopia feels under pressure from many multiple forms,” he said. “It has serious unrest, so they desperately need a good story. So, the resumption of the peace talks plays well internationally.   15. As new crises and humanitarian disasters develop, “old ones” tend to move out of the spotlight and become “forgotten”. After decades of war and famine, more than one million Somalis are displaced within their own country and close to that number beyond its borders. And, as the world’s attention moves on to other emergencies, such as in Yemen, Syria and South Sudan, the situation for Somalis remains dire. To counter this challenge, the UN High Commissioner for Refugees appointed Ambassador Mohamed Abdi Affey as his special envoy for the Somali refugee situation in 2016. Since then Affey has travelled extensively to countries near and far where Somalis have sought refuge, taking part in regional dialogues to ensure refugees’ support, protection and right to a dignified life. Last week he was in South Africa where he spoke to Somalis in Pretoria and Cape Town to learn of their experiences, and held meetings with government officials to help find ways to address some of the administrative challenges that they face. During a press briefing at the UNCHR (the UN refugee agency) office in Pretoria on Thursday, Affey said it was important to remember that “nobody chooses to be a refugee”. But the reality was that circumstances could be such that there was no other option for residents but to leave what they knew, and live in exile in the hope that the situation would improve so they could return. If it did not, people became “trapped in exile” for decades, he said. With so many humanitarian crises happening simultaneously around the world, there was a sense of hopelessness and fatigue as news headlines and relief organisations’ attention shifted elsewhere. There are approximately 30000 Somalis living in South Africa, and by Affeys account, they were content and grateful to the government and local communities for the country’s liberal asylum legislation and general acceptance of refugees. The xenophobic attacks of recent years and administrative difficulties aside, they were happy to have access to work, health and education, and to live within communities, which was preferable to refugee camps as was the case in the Dadaab camp in Kenya, home to more than hundreds of thousands of refugees who fled civil war, drought and famine and where the reduction of donor support has been keenly felt.   20. Nine people – including one young boy – have been arrested on suspicion of hunting and selling tortoises in the self-declared republic of Somaliland. Somaliland’s environment minister Shukri Hajji Ismail told reporters six rescued tortoises – some so large they were too heavy to carry – were being looked after at the ministry, according to privately-owned Radio Risala. “Nine people were arrested,” he said. “One of them is a young boy who was sent to collect the money. The rest are men. “We have six tortoises at the ministry now. Some of them are so big that they could not be carried by grown men. “People seem convinced that the bigger the tortoise, the better the price. We have not caught any potential buyers… “We understand there are people in this world who eat tortoises, frogs and snakes.” Last month, several Somali regional authorities warned against the hunting of tortoise amid a rising demand for the reptiles in the country. She would be a brilliant addition to the ranks of silk and ermine and has already started out on a political career, fighting the Hornsey and Wood Green seat at the last election for the Women’s Equality Party. Ali has been a tireless campaigner against FGM, which affects more than 5,000 women in the UK every year despite being illegal, and has persuaded the new president of Somaliland to ban the practice. Ali has also built up an impressive list of backers, including International Development Secretary Penny Mordaunt, Labour’s Jess Phillips and Tory backbencher Zac Goldsmith. “Imagine a former child refugee speaking in the Lords,” Ali said this morning. “My experience is pretty unique. I’m Muslim, I’m pro-choice, I’m liberal and I’m pro- LGBT.” Where could she sit? “I’d have to be a crossbencher,” she said. But May would be wise to consider tempting her to the blue side.
