Somaliland is faced with shortage of Khat, a herbal stimulant after Ethiopia has stopped the khat much widely consumed in Somaliland major towns. Today was a hard day for Khat consumers in Hargeisa as they wandered on and off the major markets where Khat is sold in order to get a bit to reduce the sleeplessness. Consumers have faced a tough time to buy an expensive Khat which has skyrocketed due to the shortage. The price of Kilo of Khat has increased from 50, 000 Shillings to 150, 000 Shillings according to Khat sellers in Hargeisa. Crowd of Khat consumers have tried to loot the herbal stimulant that has arrived in the market but police have fioled the attempt and brought the situation under control. It is said that Ethiopia announced three-day stoppage of Khat export to Somaliland due to the marking Nations, Nationalities and People’s Day in Ethiopia. Over meals of traditional food and tea, five Somali mothers and their children gathered in their NewHolly neighborhood this past year to create a children’s book. Necessity was the mother of invention for these families as they decided to do something about the fact that even in Seattle — where the Somali community is among the largest in the nation — there aren’t enough books in Somali. The Seattle Public Library has about 200 books in Somali, according to the library system, and under half are children’s books. There are very few board books. Packed into the NewHolly Gathering Hall in Southeast Seattle, a crowd of hundreds celebrated the launch Friday of the new children’s alphabet board book, “Baro Af-Soomaali,” for the Seattle Public Library system and beyond. The title translates to “learn English.” The overarching goal of the project: to provide a tool for Somali parents who want to share their culture while teaching their children English. During their workshops, each family was assigned letters and began creating artwork for the book. Switzerland is ready to host talks between the Federal Government of Somalia and the breakaway Somaliland, official said. Somaliland Foreign minister Sa’aad Ali Shire told the media in Hargeisa, the capital of the breakaway state on Saturday, that the talks would be held soon, without giving specific dates. “The talks between the two sides will restart in Switzerland soon,” he said. However, Dr Shire stated that a preliminary meeting between presidents Mohamed Abdullahi Farmajo of Somalia and Somaliland Muse Bihi Abdi of Somalland, would be held in neighbouring Djibouti. “The two sides will set the agenda of the talks in Switzerland during the preliminary discussions in Djibouti,” said Dr Shire. A London conference on Somalia in May 2013 welcomed the dialogue between the Federal Government and Somaliland in Ankara, Turkey in the preceding month, to clarify their future relationship. Conference participants encouraged further talks between the two sides. While Mogadishu insists on the unity of Somalia as paramount, the leaders of the self-declared Republic of Somaliland want to secure secession it declared in May 1991. Somaliland is the authority that governs the territory formerly known as British Somaliland Protectorate, which joined with the former Italian-ruled Somalia, to form the Republic of Somalia on July 1, 1960. But some former PLA generals revealed that the force will build more bases and ports on foreign soil to boost its presence around the globe, just like the US Navy does. “More overseas bases will be built in the future to assist the navy to conduct operations globally,” former PLA admiral Xu Guangyu was quoted as saying in the Global Times. Xu is also a senior adviser to the China Arms Control and Disarmament Association. “There is no need to conceal the ambition. China has every jurisdiction to boost its navy now that it’s already a global power and the Djibouti base won’t be the only one.” Indeed, the next country tipped to host a new PLA base is Pakistan, which has been providing strategic defense facilities to the PLA for some time to protect the China-Pakistan Economic Corridor, which is a multi-billion-dollar development. The Chinese have helped to build a sizable deepwater port at Gwadar in the strategic Arabian Sea, and Chinese submarines have already been spotted in the port of Karachi. These outposts will help the PLA beef up patrols in the Indian Ocean to counter India and the US, as well as protect routes plied by Chinese vessels. Although there is little likelihood of Manila agreeing to a PLA base at Benham Rise, astride the strait between Luzon in the north of the Philippines and southern Taiwan, is one of the main passageways for naval ships out of the South China Sea to the Pacific Ocean. German Investment and Development Bank (KFW) has funded the project which is about to run for five years. The project is for the protection of soil where erosion has occurred and the mission behind it is to conserve water and soil so that it retains minerals which has been eroded by running water. The short term goal is to see that the place will be benefited for boosting local food production as being of the key priorities of the agriculture ministry as far as the national development plan is concerned. The Director General of the Agriculture ministry, Mr. Mohamed Elmi Adan leading a delegation consisting of Gebiley Mayor and the head of the agency which is implementing the project held face to face meeting with community leaders in Lafta Boqor village. The ministry officials have explained to local community leaders the significance of the project for conserving water and soil so that the farms should retain their fertility. The Director General has urged farming communities in Lafta Boqor to fully benefit from the project which will be carried out in the village. Local farming community said that that the new government restored hope and have seen strides taken in the right direction which aims to boost food production in Somaliland.

The International Court of Justice has allowed Somalia to file a response to a case in which it has sued Kenya over a maritime border. The move kick-starts a fresh round of arguments, which could determine the final flow of the border. The court Monday announced that Somalia should respond to Kenya’s claim that the current flow of the border should remain intact by June 18, after which Kenya will have another six months to respond. “The court issued this decision taking into account the views of the parties and the circumstances of the case. The subsequent procedure has been reserved for further decision,” said a statement from the court’s registry. Kenya’s plea On February 2 this year, presiding judge Ronny Abraham accepted Kenya’s plea to file a second round of arguments, which Nairobi said would take longer to prepare. This means the two countries will have another opportunity to argue before the court. Somalia sued Kenya in August 2014, saying the border between the two countries should extend diagonally into the sea, south of Kiunga and not eastwards as it is today. But Kenya has argued that this may also affect its sea border with Tanzania. The current border has existed largely as a result of Presidential Proclamation of 1979. When the case was presented to court last year in February, Kenya’s preliminary objections were dismissed. Kenya had argued that the court lacked jurisdiction and that the two countries had signed a memorandum of understanding to have the matter resolved through the UN Commission on the Limits of the Continental Shelf, something which Nairobi had claimed was not yet exhausted. Area in contest The area in contest is about 100,000 square kilometres, forming a triangle east of the Kenyan coast. In 2009, Kenya and Somalia had reached an MoU and deposited it at the UN. It proclaimed that the sea border should run eastwards. But the case is also influenced by the suspected oil deposits in the contested area. Somalia had argued that Kenya was prospecting in the area, something that could expose Somali resources to exploitation should it win. In December, Kenya filed an argument before the Court saying the matter can best be handled through the United Nations Convention on the Law of the Sea (UNCLOS) and insisted its continued exploration, fishing and other activity in the disputed area is based on a bilateral decree issued by the countries’ leaders in 1979.
