President Muse Bihi was sworn in as president on December 2017. He took over a politically divided country with a shattered economy. This article looks at the key challenges facing President Bihi and his government and offers recommendation as to how to overcome those challenges. The Challenges 1) A Divided Nation After a polarized election campaign at the end of 2017, the people of Somaliland are divided more than ever; divisions that one could accuse Bihi of further entrenching. During the election campaign, Bihi disingenuously accused his rival, Abdirahman Irro, the then Wadani Party presidential candidate, of receiving support from Mogadishu. By questioning Irro and his supporters’ loyalty and aspirations for an independent Somaliland, Bihi, the then presidential candidate of the ruling Kulmiye party, offended Wadani supporters, many of whom have since started to question whether their future lies within Somaliland. Since elected to office, President Bihi has done nothing to make amends. He came to power through the continuation of clan alliance system established in 2008 along with his predecessor, Ahmed Silanyo. Popularly known as Jeegaan (Rainbow), the alliance is composed of two major Somaliland clans and has been forged to rotate the office of the presidency amongst themselves. Since 2010, the Jeegaan alliance has consolidated political authority and almost half (45%) of President Bihi’s recent cabinet and other political appointees are members of these clans. To push the envelope dangerously further, it is widely believed that the alliance is now pursuing for consolidation of economic power. Arbitrary government regulations have been routinely used to hinder major corporations, such as Telesom, a company that is not wholly owned by the alliance. By restricting Telesom’s business operations, many observers believe that the government is creating an entry point for Jeegaan owned companies to not only penetrate the market but also to increase their market share. This has created two opposing camps in Somaliland, the haves and have-nots in terms of power, wealth and influence. Furthermore, Bihi is also yet to work on the ratification and the successful implementation of the agreement signed by the previous government of Silanyo and Khatumo. 2) A Battered Economy According to the findings of the Somaliland’s House of Representative, powerful members of Silanyo’s government printed Somaliland Shillings notes for the years 2014, 2015 and 2016 without the authorization and the consent of the Central Bank, an agency constitutionally mandated to control the money supply in the market. The exchange of this money with Dollars was facilitated by and laundered through a certain money transfer company in Hargeisa. Sadly, the ill-gotten money eventually ended up in overseas bank accounts. The flooding of the market with new Somaliland Shillings resulted the depreciation of the Somaliland Shilling from 6,500 to 10,300 against the Dollar between 2010 and 2018, respectively. As a result, the current inflation rate is extremely high and the worst affected people are the fixed income earners such as government employees including armed forces and police as well as other private sector workers. Moreover, the overall cost of living skyrocketed and people lost faith in the local currency. Furthermore, unemployment is extremely high, especially, among the job seekers under the age of 40. 3) Erosion of the Administrative State Mohamed Haji Ibrahim Egal, the second president of Somaliland, is widely credited for laying the foundation for a modern administrative state. His successor, Dahir Rayale Kahin, consolidated state institutions and the bureaucracy. These gains are, however, believed to have eroded under Silanyo whose government ran the country by fiat. Somaliland’s public sector today is devoid of qualified civil servants and, therefore, ineffective in addressing the country’s development challenges. In addition, there is a very high level of public’s perception of corruption and those who occupy government offices, whether civil servants or political appointees, are seen to be advancing their self-interests rather than public interests. 4) Weak cabinet Most observers believe that President Bihi appointed a cabinet whose members will tell him what he wants to hear rather than what he needs to. There is hardly anyone in his cabinet that can bravely give him unsolicited advice. For this reason, the President routinely consults with heads of opposition parties and chairmen of Guurti (the upper house) and the House of Representatives. The President should respect the separation of powers among the executive, the legislative and the judiciary branches that is enshrined in the constitution. Instead, he should search for and select of well qualified and experienced people within the executive branch that he may consult with for major decisions and issues. The Way forward It is not too late for President Bihi to take responsibility for his actions and apologize for his past mistakes, including the election campaign gaffe because this is, perhaps the best way to unite the nation. Otherwise he will continue to be mistrusted by a large proportion of the population that he had alienated for different reasons. To be seen as a credible leader, he needs to switch gears and move away from the practice of “winner takes all.” The Jeegaan alliance has been useful for getting him into office but continuing to strengthen it economically and politically at the expense of other Somaliland clans will ultimately backfire and endanger the existence of the country in the long-run. Moreover, Bihi should work towards the successful implementation of the agreement with Khatumo. Regarding the economy, the President must appoint economists as heads of relevant institutions such as the Central Bank and Ministry of Finance. He should help set up advisory bodies, such as a national economic council, composed of experienced economists to recommend sound economic policy proposals and options to tackle, among other things, the growing inflation and unemployment. In the short-run, the government must conduct Monetary Policy’s Open Market Operations that ensures infusion of sufficient cash Dollars in the market and the withdrawal of equivalent amount in Somaliland Shillings. In the long-run, however, the country needs major structural economic reforms. Lastly, the president must surround himself with highly experienced cabinet and seasoned advisors who can give him both candid and diverse views on the pressing issues facing the nation. Moreover, the Somaliland Government needs to seek, in good faith, an external technical assistance to build the capacity of its weak public sector institutions. The bill, which passed parliament’s upper house on Saturday, also criminalises other forms of gender violence such as forced marriage, trafficking for sexual slavery and sexual harassment. Ayan Mahamoud, Somaliland’s representative in Britain, said the draft law had been awaiting parliamentary approval for years – and that President Musa Bihi Abdi’s government, which was elected in November, saw curbing sex crimes as a priority. “This really is a historic law for Somaliland. For the first time potential rapists will be scared that they will be punished and end up in jail for years,” Mahamoud told the Thomson Reuters Foundation by phone from London. “It also means that survivors can get at last seek redressal and have access to justice, instead of being forced to marry their rapists to save the so-called family honour.” The bill was passed by the lower house in January. Mahamoud said it was expected to be signed into law by Abdi in the coming weeks. Until now rape was not defined as a crime in Somaliland, a self-declared republic in the Horn of Africa. That meant perpetrators faced no penalty. Victims’ families were instead paid off or the victim was forced to marry her rapist to avoid public shame. Women’s groups said they were encouraged that parliament’s more conservative upper house, known as the House of Elders, had approved the bill with 35 out of 50 votes in favour. “This bill provides both procedural provisions to support managing sexual offences and substantive provisions on the punishments of the offences,” said a statement from Nagaad, a network of 46 women’s organisations in Somaliland. However they stressed that the government would need to ensure people knew about the law, and that adequate resources be provided to ensure law enforcement agencies and the judiciary implemented and enforced it. Somaliland, which has a population of about four million, declared independence from Somalia in 1991 following a bloody civil war, but is not internationally recognised as a country. Somalia does not have legislation against sexual violence. -

Paul Goble Staunton, April 9 – Russia hopes to open a 1500-man naval base in the breakaway republic of Somaliland in the horn of Africa, a region where numerous countries have done so in recent years because of its strategic location. But in exchange, Africa sources say, the Somaliland leadership expects Russia to recognize its independence from Somalia. If that happens, Moscow, which under Vladimir Putin has recognized two breakaway republics on the territory of the former Soviet space and promoted secessionist movements in Europe and the United States, would send a powerful signal that it is now prepared to get involved with secessionist groups in Africa, which are both numerous and troublesome. And that more than the extent to which such a base would challenge other countries including the United States and China which have military facilities in the horn could open the way to even greater Russian adventurism, especially coming on the heels of Russian intervention in the Central African Republic. According to reports in the Moscow media this week, Russian diplomats began talking with the breakaway government at the end of last year about the possibility of establishing a base in Somaliland and are close to an agreement (newizv.ru/news/society/09-04-2018/rossiya-razmestit-voennuyu-bazu-v-nepriznannom-gosudarstve-na-territorii-somali and iarex.ru/news/57044.html). The base would be home for two minesweepers, four frigates, and two submarines, a reflection of Russia’s inability to build larger ships. It would also have two long runways capable of handling up to six military transport jets and 15 fighters, the Russian media say. Moscow reportedly has offered 250 million US dollars in investment. Somaliland in turn wants official Russian recognition and has not been shy about talking about that in the media. Whether the republic will get that remains to be seen, especially as one country – the UAE – already has a base there but has not officially recognized the breakaway republic. Moscow, however, has shown itself more than willing to violate the international rules of the game; and consequently, it may be quite prepared to shake things up by taking this step, especially as that likely would allow Russia to claim a military presence there without having to spend money it does not now have. We are concerned about a recent spike in the use of the term “illegal” to characterize asylum seekers crossing the Canada-U.S. border. One newspaper speaks of “illegal migrants” while others focus on “illegal border crossers.” An editorial from a prominent national paper asks Prime Minister Justin Trudeau to “yield to Tory measures” by tightening the border. Immigration Minister Ahmed Hussen recently said that he has “no qualms about using the term [illegal].” As MPs Jenny Kwan and Gary Anandasangaree have both argued, word choice is important and the term “illegal” is harmful. “Irregular” is used by the Immigration and Refugee Board of Canada to describe border crossings “between ports of entry.” This is not about people trying to sneak across the border undetected, but about the right to seek asylum from persecution. The Universal Declaration of Human Rights protects this right. Importantly, the 1951 Refugee Convention and the 1967 Protocol, to which Canada is a signatory and which are incorporated into Canadian law, both recognize that refugee claimants should not be penalized for irregular entry to seek refuge. Many news pieces that talk about “illegal migrants” or “illegal border crossing” fail to mention an important context – the Safe Third Country Agreement (STCA) with the United States. The agreement, which came into effect in 2004, requires Canada to send refugees back to the U.S. if they come to an official port of entry in all but a few circumstances. This agreement only applies to refugee claims made at official border points, and is premised on the assumption that the U.S. is a country that protects the rights of refugee claimants. Given the current Trump administration’s anti-refugee and anti-Muslim policies, there is good reason to think the U.S. is not currently a safe place of return. Applying the term “illegal border crossing” to refugees is based on a misconception. Irregular entry is not an offence in the Criminal Code, and should not be labelled as such. The language of illegality also tends to violate the presumption of innocence. This is a principle that should inform ethical journalism. We should recognize that many so-called “illegal border crossers” will become long-term and integral members of Canadian society. If people come without a well-founded fear of persecution, they will be sent home. But if they do have legitimate grounds for refugee protection and are legally entitled to remain, there is a strong public interest in their eventual integration. Using criminalizing language makes this transition more difficult. As refugee law scholar Harold Bauder writes, the language we choose “can also shape the way civic society, employers, and communities engage refugees and immigrants in everyday life.” Refugees often lack access to the press and to podiums, so their public image and identity tends to be defined by others. Stigmatizing labels embolden a populist politics that positions refugees as outsiders, burdens, and potential criminals. These labels in turn support problematic policies by making it easier to scapegoat refugees for social ills they are not responsible for. We stand against a term that divides refugee claimants into “good” and “bad”, “deserving” and “undeserving”, and that removes the dignity of those exercising their fundamental rights to claim asylum and start a new life. Some of them are still refugees in the country while others are Kenyans through various ways. Here are interesting things about the Somali people you didn’t know: 1. Most of the Somali people are self-employed. The highest percentage of these people depend on businesses, farming and livestock farming for their survival. A little percentage of those who got a chance to go to school are employed in Kenyan companies and institutions. 2. A marriage between two Somali people binds together not only the two partners but also the two communities the partners came from. The bond brings together the two families and they will become one through the marriage of the two children. 3. Somali women have high adaptability to business. Somali women receive help, education and job training from international organizations. This has made them talented in business which earns them a living. 4. Most Somali women fend for themselves. Due to lack of enough men, killed in various civil wars and due to diseases such as tuberculosis, women have learned how to be independent in life. They do business and other activities for survival. 5. There are few industries in Somali set up with the help of foreigners.
