Du Bois Three main points to cover here 1. We could no longer leave some visionless leaders to lead our country 2. Taking drastic action against the self-styled, unelected charlatans pretending that they speak for Somaliland 3. Never trust Arab states, and you just need to closely look what they have done to each other, and their standing in this broken world Introduction I hereby urge the president Musa Bihi to fire the so-called foreign minister who is totally an unsuitable person for the job. In the recent crisis this gentle man was completely absent from the scene. Kudos to Mr. Faisal Ali Warabe who emerged as the unofficial foreign minister, and spokesman for the Republic of Somaliland. Faisal was in TV, Twitter, Face book, radio, and in every forum vigorously defending the Republic of Somaliland. We are a country with good, resilient, honest, and gregarious people, but most of the leaders we have in the recent past are not the right leaders who could take us to the mountain top. Somaliland needs visionary leaders who could be able to sell their good story to a broken world still led by declining powers, a toothless so-called United Nations which are corrupt failed leaders, and sometimes criminals and genocidal elements. The latter has failed to fulfill the tenants of its 1945 charter, which was to prevent wars and keep world peace. Background Information Today I would like to take the opportunity to talk about two world leaders who have led India to independence in 1947; they were Mahatma Gandhi, and Jawaharlal Nehru. Though both were Indians their background was as a little different, Gandhi obtained his law degree in Britain, and then as lawyer he left Britain to help the struggle of the colored people in apartheid South Africa, so he started his agitation for freedom and equal rights in South Africa. His noble work in South Africa has inspired multiple Indians including Jawaharlal Nehru in the Indian subcontinent. Following the assassination of Mahatma Gandhi by a Hindu fanatic; Jawaharlal Nehru became the first prime minister of India in 1947. Great India has been split into India and Pakistan, the later was led by another preeminent Indian Muslim leader called Mohamed Ali Jinnah. We would like to have in our country selfless leaders like the previous two who put so much stock on the common good for the country. Ghandi was totally against the splitting of Pakistan from India, but Mohamed Ali Jinnah another charismatic and shrewd politician insisted the need for a Muslim Homeland that became modern Pakistan. 1. We no longer afford to leave mediocre, lackluster, corrupt, and visionless leaders for the governance of our country. We need to come out of the woodwork, help them and support them when they are right and positively criticize them and tell them their mistakes when they are wrong. We need to be ready and give them educated advice when they need advice, and when they fell short of their official duties. The first thing I would like to do here is call for the immediate resignation of the foreign minister, and no personal offense, but this man has no clue as to what his responsibilities are. He is inarticulate, incompetent, and did not understand his responsibilities. In conclusion the gentleman is non-existent and missing in action when the country needs him. He is not assertive, knowledgeable, and aggressive enough to fulfill his duties as a foreign minister of a country that needs to sell its good story to the world. 2. The likes of Buur Madaw, and other self-styled unelected leaders should remain traditional leaders who have to stay clear of politics, secondly they should know the fact that no one elected them and they did not speak for anyone. You can go to any meeting you want, but can’t speak for Somaliland, you need to speak for yourself, you may talk about traditional and cultural issues, but you did not have the authority to speak for the Republic of Somaliland. Somaliland and its people have elected leaders who represent them. It is illegal, unethical and wrong to speak for the people of a country that did not elect you. You need to keep quiet and confine your energy to cultural, traditional and social matters, If you want to transition into a politician, go and try to seek an elected office, otherwise you are out of control and you should be in jail, because you have broken the laws of this country. We are a nation of laws. The government has the right to put this out of control loud mouth and his likes in jail. The people trying to defend this unpatriotic charlatan are wrong and need to be quiet. 3. Huge controversy has unleashed following the DP world agreement between the Republic of Somaliland, Ethiopia, and the UAE. That was a great and successful accomplishment for Somaliland, but listening to the contradictory, offensive and provocative statement from some of their leaders, the slogan “Never trust Arabs will come to be true for me.” Moreover, regarding the weak and on paper shadow government in Mogadishu, their level of incompetence, lies, empty slogans and their false claim on Somaliland is mindboggling. These are unelected selected leaders who represent no one. Note these selected leaders control one Mogadishu Street with the help of more 22,000 soldiers from Africa. They need to focus on their disintegrated country. Somaliland needs to look at this agreement, deliberate, and weigh if we are getting back rewards that commensurate with accepting to hire DP world to run our most vital port. I believe we have nothing to lose here, despite illegal sanctions against us by the broken world system we survived. With DP world or without DP world the Republic of Somaliland survived and will survive. The reaction from the non-existent and on paper government in Mogadishu is unbelievable. Former Somali Prime Minister Omar Abdirashid Ali has dismissed remarks made by the United Arab Emirates (UAE) claiming the Emirati government engaged in a MoU on Berbera deal with the previous Somali administration. Saudi forces have shot down a toy drone near the royal palace in the capital, Riyadh, as videos posted online purported to show the area ringing with heavy gunfire. The official spokesman of Riyadh police said on Saturday that security forces “dealt with” an unauthorised, small drone-type toy after spotting it at a security point in Khuzama neighbourhood, state-run news agency SPA said. An investigation into the incident, which happened at 7:50pm (16:50 GMT), was under way, added SPA. There was no immediate information about any injuries or damage. Footage shared on social media appeared to show heavy shooting that lasted for at least 30 seconds, sparking speculation of political unrest. Al Jazeera could not independently verify the authenticity of the videos. An unnamed senior Saudi official told Reuters news agency that Saudi Arabia’s King Salman was not in his palace at the time of the incident. “The king was at his farm in Diriya,” the official said, naming another area of Riyadh. In October 2017, a gunman drove up to a gate of the king’s palace in the Red Sea city of Jeddah and opened fire, killing at least two security guards and wounding three others before being shot dead. The United States Department of State on Saturday announced that a top official on African Affairs was due to tour three East African countries between April 22 – April 26. Principal Deputy Assistant Secretary for African Affairs Ambassador Donald Y. Yamamoto will start off his tour in Eritrea, head to Djibouti and round off his activities in Ethiopia. He arrives in Eritrea today (April 22) with the three-day working tour according to the Department of State centering on “bilateral consultations with Eritrean government officials, to meet with the diplomatic community, and to visit the Embassy’s staff based in Asmara. “He will then lead the U.S. delegation to the U.S.-Djibouti Binational Forum April 24-25 in Djibouti, our annual dialogue on matters of political, economic, assistance, and security cooperation,” the statement added. Ambassador Yamamoto’s last stop will be in Ethiopia on April 26 where he is expected to meet with Ethiopian government officials to discuss shared interests and concerns. The Horn of Africa region has been one that has continually engaged the attention of the United States. Its relation with Ethiopia has largely been premised on anti-terrorism combat and need for democratic reforms. Eritrea, meanwhile, continues to slam the United Nationa Security Council and the United States in particular for the refusal to lift sanctions on Asmara over their purported support for Somalia insurgent group, Al Shabaab. AIR BASE 201, Niger — Rising from a barren stretch of African scrubland, a half-finished drone base represents the newest front line in the United States’ global shadow war. At its center, hundreds of Air Force personnel are feverishly working to complete a $110 million airfield that, when finished in the coming months, will be used to stalk or strike extremists deep into West and North Africa, a region where most Americans have no idea the country is fighting. Near the nascent runway, Army Green Berets are training Nigerien forces to carry out counterterrorism raids or fend off an enemy ambush — like the one that killed four U.S. soldiers near the Mali border last fall. Taken together, these parallel missions reflect a largely undeclared U.S. military buildup outside the battlefields of Iraq and Afghanistan, often with murky authoryand little public attention, unfolding in remote places like Yemen, Somalia and, increasingly, West Africa. In Niger alone, the Pentagon in the past few years has doubled the number of U.S. troops, to about 800 — not to conduct unilateral combat missions, but to battle an increasingly dangerous al-Qaida, the Islamic State and even loosely associated extremist groups with proxy forces and drone strikes. The military’s missions in Niger are expected to come under scrutiny in a long-awaited Defense Department investigation into the deadly Oct. 4 ambush that is nearing release. “The base, and the more frequent flights that its opening will allow, will give us far more situational awareness and intelligence on a region that has been a hub of illicit and extremist activity,” said P.W. Singer, a strategist at New America in Washington who has written extensively about drones. “But it will also further involve us in yet more operations and fights that few Americans are even aware our military is in.” Questions about whether the U.S. military, under President Donald Trump’s administration, is seeking to obscure the expanding scope of operations in Africa surfaced last month when it was revealed that the United States had carried out four airstrikes in Libya between September and January that the military’s Africa Command had failed to disclose at the time. Soon after, the military acknowledged for the first time that Green Berets working with Nigerien forces had killed 11 Islamic State militants in a multiday firefight in December. No American or Nigerien forces were harmed in the December gunbattle. But the combat — along with at least 10 other previously unreported attacks on U.S. troops in West Africa between 2015 and 2017 — underscored the fact that the deadly ambush in Niger was not an isolated episode. Nigerien forces and their American advisers are preparing other major operations to clear out militants, military officials say. “It’s essential that the American public is aware of, engaged in, and decides whether or not to support American military operations in countries around the world, including Niger,” said Sen. Chris Coons, D-Del., who visited Niger with four other senators this month. COUNTERTERRORISM CROSSROAD Six months after the fatal attack, which took place outside the village of Tongo Tongo near the Mali border, the Trump administration stands at a critical crossroad in the military’s global counterterrorism campaign. One path would push ahead with Trump’s campaign vow to defeat the Islamic State and other violent extremist organizations, not just in Iraq and Syria, but worldwide. The other would be to pull out and leave more of the fighting to allies, as Trump said he wants to do in Syria, possibly ceding hard-fought ground to militants. During a counterterrorism exercise last week in north-central Niger that drew nearly 2,000 military personnel from 20 African and Western countries, many officers voiced concerns that the United States’ commitment in West Africa could fall victim to the latter impulse. “It’s important to still have support from the U.S. to help train my men, to help with our shortfalls,” said Col. Maj. Moussa Salaou Barmou, commander of Niger’s 2,000 special operations forces, who trained at Fort Benning, Ga., and the National Defense University in Washington. In an interview on the sidelines of the exercise, Maj. Gen. J. Marcus Hicks, head of U.S. special operations forces in Africa, put it this way: “This is an insurance policy that’s very inexpensive, and I think we need to keep paying into it.” Where American and Nigerien officials see enhanced security in drone operations — for surveillance, strikes or protecting special-forces patrols — others fear a potentially destabilizing impact that could hand valuable recruiting propaganda to an array of groups aligned with al-Qaida and the Islamic State, and that could increase the militants’ menace. “Eliminating jihadi military leaders through drone operations could temporarily disorganize insurgent groups,” said Jean-Herve Jezequel, deputy director of the International Crisis Group’s West Africa project in Dakar, Senegal. “But eventually the void could also lead to the rise of new and younger leaders who are likely to engage into more violent and spectacular operations to assert their leadership.” WINNING HEARTS, MINDS A rare visit this month to Air Base 201, the largest construction project that Air Force engineers have ever undertaken alone, revealed several challenges. Commanders grapple with swirling dust storms, scorching temperatures and lengthy spare-part deliveries to fix broken equipment. All have conspired to put the project more than a year behind schedule and $22 million over its original budget. U.S. officials have sought to allay fears of residents that the base, just 2 miles outside the city of Agadez, could be a target for terrorist attacks — not a guardian against them. Rumors circulated that the dozens of dump trucks rumbling in and out of the heavily defended front gates each day were secretly stealing valuable uranium, for which the region is renowned. “We had to overcome some suspicion and distrust,” said Lt. Col. Brad Harbaugh, commander of the 724th Expeditionary Air Base Squadron, the senior officer. Niger’s government approved Air Base 201 in 2014. Last November, a month after the deadly ambush, the government of Niger gave the Defense Department permission to fly armed drones out of Niamey, a major expansion of the U.S. military’s firepower in Africa. American and Nigerien officers refused to discuss armed operations. But a Defense Department official acknowledged that the military in January started flying armed missions from Niamey, 500 miles southwest of the base, including the deadly strike in southern Libya last month. MQ-9 Reaper drones, made by General Atomics, will be moved to Air Base 201 once its runway and hangars are completed by early next year, as will several hundred U.S. troops. Roughly half of the 800 American forces in Niger — the second-largest U.S. troop presence in Africa, second only to the 4,000 military personnel at a permanent base in Djibouti — work there now. Bill Roggio, editor of the Long War Journal, a website run by the Foundation for Defense of Democracies that tracks military strikes against militant groups, said that moving the drone operations to Agadez had two main advantages. First, he said, the base will be more centrally located to conduct operations throughout the Sahel, a vast area on the southern flank of the Sahara that stretches from Senegal to Sudan and has been seized by a growing wave of terrorism and armed conflict. Second, Agadez is more isolated than Niamey. That will help keep the operations more low-key and away from prying eyes. “The Agadez base has the potential to become the most active counterterrorism hub in Africa,” Roggio said. The Niger deployment is only the second time that armed drones have been stationed and used in Africa. Drones now based in Djibouti are used in Yemen and Somalia, where there were about 30 strikes last year against al-Shabab and Islamic State targets — twice the number in 2016. Drones used against targets in Libya have flown from Sicily, but with a range of about 1,100 miles, the Reapers could not reach militant hideouts in southern Libya. The United States also flies unarmed surveillance drones from bases in Tunisia and Cameroon. Eventually, the plan is to turn Air Base 201 completely over to the Nigerien military. American and Nigerien security forces now jointly patrol the 2,200-acre site. The base cafeteria employs 80 local workers, and the Americans have spent tens of millions of dollars on local rock, concrete, steel, wood and other supplies. Civic leaders and local journalists were recently invited to tour the base. A four-man civil affairs team led by Capt. Andrew Dacey, a former Army infantry platoon leader in Iraq, has worked closely with civic, religious and educational leaders in Agadez to help address the high unemployment and ill-equipped schools — shortcomings that Islamist extremists can exploit. The team is helping schools start a metal and wood craftsman apprenticeship that teaches teenage students new skills and supplies classrooms with refurbished desks. “The base has been very helpful for our security and our economy,” said Mahaman Ali, an inspector for primary schools in the area, pointing to piles of broken desks that will be repaired. And yet doubts still linger about the base’s enduring legacy. “The deployment of armed drones is not going to make a strategic difference,” said E.J.
