Somalia’s al Shabaab claims attack in which US soldier died

Somalia’s Islamist group al Shabaab has claimed responsibility for an attack in which a U.S. commando was killed and four others were wounded when they came under fire in the country. The U.S. special operations forces were fighting alongside about 800 troops from the Somali National Security Forces and Kenyan Defence Forces when they were attacked late on Friday by mortars and small arms fire. “We attacked a military base … killed one U.S. soldier, two Kenyan soldiers and nine Somali soldiers from Jubbaland state. We also injured four U.S. soldiers,” Abdiasis Abu Musab, al Shabaabs military operations spokesman, told Reuters on late Friday. He said the attack was in the southern town of Kismayo. President Trump addressed the situation in a Saturday morning tweet, calling the U.S. soldiers heroes. In a separate statement, the U.S. military said on Friday one local soldier was also wounded in the attack that also involved Somali and Kenyan forces. The troops had been on a mission to clear al Shabaab from contested areas as well as villages the militants controlled, “and establish a permanent combat outpost” to expand the reach of the Somali state, according to the U.S. statement. Kenyan military spokesman David Obonyo told Reuters that its forces were not involved in any operations in Somalia on Friday About 500 U.S. troops are deployed in Somalia. HARGEISA–The University Of Hargeisa constantly maintains cooperation and collaboration with regional, national and international universities and partners for the sake of advancing academia. On the 12th of May 2018 a team of delegates from Mekelle University paid the University Of Hargeisa an official visit. Mekelle University is the second biggest university in Ethiopia, the team of delegates from Mekelle University was headed by Prof.Kindeya Gebrehiwot the President of Mekelle University. The delegation was received by the University Of Hargeisa Administration. The delegation spent five days in the Republic Of Somaliland in which time they’ve been a part of a series of meetings and togethers with the university of Hargeisa administration, both universities came to the understanding of Mekelle University to grant scholarships and various training regarding health and medicine, agriculture, veterinary and law to parties from the University Of Hargeisa. The delegation also went on a field trip to the port of Berbera where they where given a tour of the port and the livestock conservatory, they’ve also spent time in Sheikh city where they visited the Veterinary School of Sheik.

Welcoming security, economic and political reforms in Somalia — including the peaceful election of a new Speaker of the House of People and resumed Parliament activity — the Security Council today noted with concern recent fighting in the northern Sool region, urging parties to cease hostilities, pull back their forces and engage in dialogue. In presidential statement S/PRST/2018/13 read out by Dmitry A. Polyanskiy (Russian Federation), Council President for June, the 15‑member organ called on all parties to allow and facilitate full, safe, rapid and unhindered humanitarian access. More broadly, the Council expressed serious concern over the threat posed by Al‑Shabaab, reaffirming its support for a comprehensive approach to security. It also expressed concern about abduction and use of child soldiers, as well as sexual and gender‑based violence. Against that backdrop, the Council welcomed progress on developing a conditions‑based transition plan with target dates for the transfer of security responsibilities from the African Union Mission in Somalia (AMISOM) to Somali security institutions. To provide the basis for that transition, it recalled the critical importance of accelerating implementation of the national security architecture agreement, urging the federal Government and federal member states to prioritize those efforts. The Council also looked forward to recommendations from the fourth African Union‑United Nations joint review of AMISOM on how the Mission should be configured to support the transition. It expressed deep concern about the continued risk of famine and the impact of recent flooding, underlining the importance of continued international support to build long‑term resilience. HARGEISA– Somalia’s World Bank Representative, Hon. Hugh Riddell called on Mr. Sharmarke Ahmed Muhumed Gelle, chairman of Somaliland’s Civil Service Commission at the Civil Service Institute yesterday. Hon. Hugh Riddell is leading a a delegation from the World Bank and the mission of his visit to Hargeisa is to inspect the ongoing projects funded by the WB. The current Civil Service Commission Chairman breifed the visting delegation on the areas that the World Bank and CSC cooperate. It is obvious that a program aimed at getting rid of ghost workers was luanched under the auspaces of World Bank and the CSC. The CSC chairman said that Hon. Hugh Riddell commended the efforts embarked by the CSC to reform govt employees so that they will be productive.

Around 8,000 families stranded in remote villages west of Lughaya received their first aid yesterday since tropical cyclone Sagar ripped through Awdal region in Somaliland on 19 May. The commissioner of Lughaya, Abdullahi Ali Awnuur, said the authorities received 144 tons of aid including food and plastic shelters. Six trucks that brought the items from Borame have been navigating the flooded roads to Lughaya for 11 days since the cyclone. Thousands more families, however, are still stranded along the Awdal coast as drivers could not embark on hazardous routes to deliver aid to them. Those still cut off are communities in Ido-Adays, Hadayta, Abdigeedi, Hulka, Riiga-kaluule, Gara’a, Laanawaale, Karuure, Beeyo-Aadaded, Teeb, and Damasha villages. The destruction of roads has brought transport and economic activities to a standstill. “It is hard to find the road among the floods and debris. The whole area has become deep ravines scattered with rocks and trees that have been moved by the cyclone,” said Idris Dahir Absiye, a driver set to deliver relief aid to affected families in Lughaya. Some trucks carrying aid overturned along Borame-Lughaya road. Those who have not received any help are fast running out of food and have no proper shelter or clean water. Many are camping in the open after their houses were destroyed. There are many drought-displaced pastoralists living in the area who are already vulnerable. Mohamed Jama Diiriye, an elder from the stranded Gara’a village told Radio Ergo by phone that 200 families there were in dire need of food, water and shelter. He said they were eating food that had been delivered before the cyclone hit by the UN’s World Food Programme. They have been drying the sorghum that was soaked by the rain and then cooking it. Somaliland is a nation on the Horn of Africa that has been running its affairs independently and nears to be recognized soon by the world countries is now dealing with a painful inflation. Living amongst them, I came to realize that the people are fed up with inflation which badly affects their living standards. Most ordinary people, some traders and money changers informed me that food inflation is very high in Somaliland and has become a very serious issue. The businessmen usually favor for selling their items in dollars rather than Somaliland shillings. Therefore, the exchange rate resulted in increased food prices that made the cost of buying Somaliland Shillings high. Inflation has been and will be a risk to peace and social stability especially during the Ramadan fasting since the dollar rate has reached unprecedented rate. The living conditions have been invariably affected by the increase of dollar rates since the market is based on a dollar as a currency. In this context, inflation is simply the rise in prices of commodities and devaluation of Somaliland currency against the dollars that directly impacted the living conditions and made many households face difficulty to get their basic necessary commodities. According to my observation, inflation has been going up for the last 6 months particularly the price of services and exchange rates after the government executive orders to deal with the inflation phenomenon failed for poor implementation. In January this year, when the government of Somaliland had issued new executive orders against inflation and unfair prices but nothing has been achieved as the local producers and service providers are pricing their goods and services in dollars seeing as Somaliland Shilling fluctuates irregularly which made the business people not to rely on their currency. For example, every service is priced in dollars, like schools fees, foodstuff, health services, rents, etc. Why do the executive orders from the government always fail? Is a question every person wants a response for? This means that there have not been any researches done against the real causes of inflation in Somaliland. The committee established to fight against inflation in Somaliland has not been closely working with local universities for researching on the real causes of inflation. At present, the poor people are living in a dire situation to survive the high cost of living in Hargeisa and other big towns have gone up progressively. The prices of all goods increased to some extent in line with increasing rate of exchange. Many parents are facing a poor economy as the exchange rate of $ 100 still above One Million Somaliland shillings that made many parents not to be able to buy something for their children particularly those employees get their salaries by Somaliland shilling while everything is priced in dollars. Whenever the value of Dollar appreciates, the value of the Somaliland Shilling depreciates which hits, especially hard on laborers, daily wagers and government employees including civil servants, police, and other national troops, because their salaries are paid in Somaliland Shillings. If not addressed immediately, this problem will bring a negative effect on the peace and tranquility in Somaliland. Thanks to the current government led by Muse Bihi Abdi which is committed to deal with this problem after realizing that this problem can’t be ignored by anyone. The government is now giving awareness to the local people to be ready for increasing their locally produced foods and has allocated special budget for the ministry of Agriculture for the first time in the history of Somaliland. Inflation directly hurt the living standards of Somaliland people particularly, the poor ones. I came to know that high dollars rates and hard living conditions are what really affecting the people of Somaliland during this Ramadan. Therefore, rising inflation is one the unsolved troubles in Somaliland and the government must come up with political willingness and plans to deal with inflation. According to my observation, the government must give consideration to the recommendations below: The government must encourage local production since imported goods are causing inflation or contributing to the current worsening conditions. The business people and local restaurants should use the locally produced goods instead of the imported ones just to encourage those who produce the local food with lower prices. In other words, the government should come up with a policy to empower the central bank in order to manage the exchange. The government should also set rules and regulations which control exchange rate, and also encourage financial institutions be accessible in collaboration with small businesses and engaging in increasing the value Somaliland Shilling. The financial institutions, entrepreneurs, government, families and all people who live in Somaliland should collaborate with each other in order to reduce inflation which jeopardized Somaliland economy. All bills have to be paid in Somaliland shillings to make the people value their currency instead of dollars. The cabinet met for the 14th time since President Musa Bihi Abdi came to power, following a protracted debate the electoral by-laws and voters’ registration exercise was discussed and passed, according to Somaliland News Agency (SOLNA) reporting. This electoral law pertains the presidential, parliamentary and council elections and voters registration exercise. In another development the members of a minority clan called Gaboye and women have for the first time in the history of Somaliland been allocated quotas of seats in parliament and in local council. The Somaliland National Electoral Commission (SNEC), civil society organizations and the solicitor general office came up with the new figures to be allocated to these minority groups in both houses of parliament. “The government has added to points into the draft legislations the first one is that the minority clan the Gaboye will be allocated seats in parliament and the council. Secondly women will also have their share of seats. We have realized that women consist of 50% of the populations hence we have deliberated that women should be given 18 seats in parliament. All national political parties should front 3 women in every region hence the six regions will send 18 women to parliament. The women will compete within themselves and the winners will represent their wishes in the house.” These was said by the head of state before the passing of the new law. Speaking about this new law allocation for the Gaboye community “The political parties from now hence forth will give three seats to the Gaboye community one of which will be for a woman legislator. The ruling party Kulmiye has already earmarked the new quotas for the minority groups.” The president informed. On the other hand the cabinet has put forward a development plan for the 2018 financial year which will commence from July to December. The proposition is to deduct 5% from the overall budget to boost the defense portfolio. The president of the republic will deduct 20% from his remuneration; the vice president will take 15% less from his monthly package while members of the cabinet will reduce their salary by 10% to go toward the development kitty. The ministers sent their congratulations to the armed forces of Somaliland based at the borders of the country for the selflessness in carrying out a national duty of utmost importance. The cabinet passed the draft legislation, after which the president thanked them for shouldering the responsibility which now moves to the legislature for debating. Austria’s right-wing government plans to shut seven mosques and could expel dozens of imams in what it said was “just the beginning” of a push against radical Islam and foreign funding of religious groups that Turkey condemned as racist. Turkish President Tayyip Erdogan’s spokesman said the new policy was part of an “Islamophobic, racist and discriminatory wave” in Austria. “The Austrian government’s ideologically charged practices are in violation of universal legal principles, social integration policies, minority rights and the ethics of co-existence,” Ibrahim Kalin tweeted. The ministers at the news conference said up to 60 imams belonging to the Turkish-Islamic Union for Cultural and Social Cooperation in Austria (ATIB), a Muslim group close to the Turkish government, could be expelled from the country or have visas denied on the grounds of receiving foreign funding. A government handout put the number at 40, of whom 11 were under review and two had already received a negative ruling. ATIB spokesman Yasar Ersoy acknowledged that its imams were paid by Diyanet, the Turkish state religious authority, but it was trying to change that. “We are currently working on having imams be paid from funds within the country,” he told ORF radio. One organization that runs a mosque in Vienna and is influenced by the “Grey Wolves”, a Turkish nationalist youth group, will be shut down for operating illegally, as will an Arab Muslim group that runs at least six mosques, the government said in a statement. Landlocked Ethiopia May Establish Naval Base at Kenyan Port

Ethiopia, landlocked since the secession of Eritrea a quarter century ago, may consider building a naval base in neighboring Kenya to strengthen its military capabilities, the head of the state shipping company said. The facility could form part of a port the Kenyan government is building at Lamu, said Roba Megerssa Akawak, chief executive officer of the state-owned Ethiopian Shipping & Logistics Services Enterprise. The 390 billion-shilling ($3.87 billion) harbor near the border with Somalia is part of the so-called Lapsset project, a transport corridor that envisions linking Ethiopia and South Sudan to Kenya. Information Minister Ahmed Shide said he was unaware of any discussions between the two countries, Ethiopia’s interest in Lamu is mainly economic and that Roba isn’t in a position to have knowledge about talks with Kenya’s government. Prime Minister Abiy Ahmed’s call last month for the establishment of a naval force was “a future possibility,” the information minister said. “We can only give information when we know the future plan.” Abiy secured an agreement with Kenyan President Uhuru Kenyatta last month to develop land at Lamu for “logistical facilitation.” The country relies on Djibouti and Sudan for access to the sea. Somaliland Port Last year, Ethiopia agreed to take a share in a joint venture with DP World Ltd. to administer a port at Berbera, in the semi-autonomous region of Somaliland in northern Somalia, which will host a United Arab Emirates military airport and a naval base. “Countries cooperate in naval activities and Ethiopia should really consider this,” Roba said in an interview in the Ethiopian capital Addis Ababa Wednesday. “The decision by the government to have naval interests in cooperation with other countries or of its own is very important and crucial and timely.” A navy would be useful not only in protecting ESLSE’s fleet of 11 civilian vessels, which sail to the Indian subcontinent, the Far East and the Black Sea, but in protecting the “very volatile” Red Sea area where Ethiopia has other economic interests “and there are conflicting political interests,” Roba said. Neighboring Djibouti, through which 90 percent of Ethiopia’s inbound trade is channeled, may be unsuitable for an Ethiopian naval facility because it already hosts facilities for global powers including the largest U.S. military base in Africa and the first such overseas post for China’s armed forces, Roba said. ‘Efficient’ Location Djibouti is “controlled by naval forces that surround the area,” he said. “We are afraid perhaps in the future that even Djibouti may not have its own say to really decide on its own fate. This is quite a threat to Ethiopia.” Roba considers Lamu “an efficient” location to host an Ethiopian base. “The distance from inland Ethiopia will be countered by other benefits,” he said, without elaborating. Ethiopia disbanded its navy in 1996, three years after Eritrea gained independence after a three-decade war. The secession deprived Ethiopia of 2,234 kilometers (1,388 miles) of coastline. In 2015, the government adopted a logistics strategy to use multiple ports in the region to improve its external trade. Kakuma is home to over 186 000 refugees from 14 countries and at the TEDx event former and current refugees will come together to share stories of resilience and inspiration with a global audience. Kakuma, a small town in North West, Kenya will receive more than 250 high profile guests at an event that will be streamed all over the world. “We want the world to experience the phenomenal lives that the refugees are living’ said TEDx Kakuma Camp co-curator Melisa Flemming. “And we hope to change the narrative about refugees. It’s no longer a story of surviving but also thriving, there is so much happening here. There is so much talent.” Kakuma was set up in the remote Turkana region in 1992 to serve Sudanese refugees and is now home to those displaced by wars across Africa. They mostly come from Somalia, Ethiopia and the Democratic Republic of the Congo, Eritrea, Uganda and Rwanda, according to the UNHCR. World class stage Speakers at the event include Pur Biel, the 23-year-old Sudanese runner who arrived in the camp as a child and in 2016 participated in the first Refugee Olympic team, Mercy Aukot, a Sudanese social worker, Aminah Rwimo an international award-winning Congolese film-maker as well as the first hijabi model to grace fashion’s top runways, Halima Aden. “We have refugee speakers who have never spoken on this kind of a global platform before,” said co-organizer Dana Hughes. “They’ve really started to believe in themselves. It’s been incredible to watch them gain confidence to come to the point where they can share their stories on a world-class stage.” The speakers will explore the theme ‘Thrive,’ which is also about how refugees can change, not only their lives, but also the communities in which they live. “We chose Kakuma because it is a representation of the old and the new,” said Flemming. Saturday’s event will be held in a specially-erected tent venue in the forecourt of a Kakuma Camp school. Suspected Al-Shabaab militants killed a couple on Friday night in Baay region after they raided a residential house of the family in Aw-Diinle village, 30 km west of Baidoa town, an official said Saturday. The militants stepped up their assassination attacks against the government officials, elders and traders across the country. Aw-Diinle chief, Ali Hussein Ali who spoke to the media has confirmed the killing saying militants raided a house of businessman in the area shortly after dusk prayer. “The couple and their children were having fast-breaking food at their home when armed Al-Shabab men raided and killed the man and his wife,” said Ali. The locals of Aw-Diinle village have identified the slain man as Mukhtar. The official said Somali contingent of security personnel was deployed to hunt down suspected Al-Shabaab terrorists who killed the couple. “Security forces have been dispatched to hunt down the perpetrators of the attack and the killers will be brought to justice soon,” he affirmed.
