And when we are talking about economic development of a country, the first priority that it involves is the development of human capital, improvement of the living conditions of the people and their livelihoods, decrease of poverty level and improvement of other self-esteem human needs, like education, health services, good hygiene, important infrastructure, lower unemployment rate, rule of law based on equality, justice and democracy. on the bases of this formula, Somaliland needs a leader with sympathetic and merciful emotions, whose 1st priority of his leadership’s fundamental gains are manifested in the betterment and improvement of his citizens’ livelihoods and reduction of the sufferings and pains of the poor people in the society; a leader whose thoughts are concentrated to bail out and support the thousands of families from rural community, who lose all their livestock due to famine and tsunami, who are in a situation of misery & starvation in unrecognized IDPs; a leader with a plan enabling them to start their nomadic live again; Somaliland needs a leader whose mind is always occupied by the hardships and needs of the poor families under the poverty-line living in all Somaliland towns and villages, the mothers struggling to feed their children with very difficult activities amid this never- seen before inflation, the children in the IDPs lacking their rights to educate, the soldiers in the front lines of the war against the invaders and the sufferings of their families and children, the future of the jobless young graduates still sitting in the houses of their heart-broken parents, the pains and sufferings of the orphans and the street children, the poor and ineffective infrastructural facilities, the inflation and its negative impact that hampered the country’s progress , economic growth, commodity prices, and livelihoods of all poor and middle class people. Somaliland needs a leader who always act as a national leader, who gives high regard for morality & law abiding; whose people are equal under his rule; whose people are equal under the legal system; who considers the power sharing measurement; who is a peacemaker who stitches the cracks among his people; who unites the nation not divides; who welcomes negotiations for every political dispute; who is confident to make consultations when ever national crisis arise with the elites of his people (prominent politicians, religious leaders, military experts, traditional leaders, intellectuals and scholars , each group with the crisis of their subject), to make decisions that can have great positive impact on the well-being of the nation and the people. Who welcomes scrutiny and supports the media and true freedom of speech, not oppressor with censorship ideals; for scrutiny allows a good leader to be an even greater leader. Somaliland needs a leader who gives emphasis and targets the problems that have negative economic impact to the common people like the current Inflation crisis; who can take a quick action to end inflation; who is ready to delegate some experienced finance experts possessing high degree of intellectual power to the higher posts of the finance institutions; finance managers who know how to handle, manage and overcome the challenges, difficulty and obstacles that the economy and financial markets of a new and poor nation can face, and can understand the economic dynamics of such state; professionals who can turn the economic floating boat to a better and more reliable direction. To get an urgent solution ending this long time standing financial and economic crisis associated with the general increase of the prices of the common services and goods, causing our peoples’ lives to worsen day after day, will be an important economic, social and political step toward socio-economic development. Somaliland needs a leader who is ready to get rid of all types of corruption with no tendencies to accept even a single cent be turned in to a private pocket; who has zero tolerance to ministers and officers who are greedy to safe much dollar as they can, who are stealing tax payer’s money; while hundreds of thousands of their people in the IDPs are under the worst living conditions, and at the edge of hunger due to not having even the lowest life saving food; while others are in the mid of high inflation that they can’t get properly even one of the three meals of a day; a leader who has the gut to return all stolen, privately possessed, illegally sold or transferred state properties, complete state working institutions, inland revenue resource documents, state revenue transferred from the central bank account to private accounts in private banks back in to state owned original status; who can make history and give an order to make every reasonable effort to identify the thieves of those stolen and illegally privatized properties; because the return of the property will not serve as a defense against the theft. somaliland needs a leader with no intellect phobia, whose criteria of his selection when nominating the national positions is based on the professional expertise and qualification; a leader with a cabinet who have the capability and experience to lift up the country from the inaction and standstill foreign policy, the socio-economic development stagnation and the deafening silence to react the reforms going around us; a leader who understands the Basic Framework and Process needed to conduct, in order to meet the international obligations leading this country reach recognition sometime in the near future; who knows the need for this new state to be integrated into the international community immediately; who can put our case under international arbitration based in the case of the systematic persecution of the somaliland people by the state authority on account of the Somali republic before 1991; in the case that the relevant territory of somaliland is marked by the borders that existed when it gained independence; in the case of somaliland’s success to respect and act on all international obligation required from a state; and in the case that it meets all conditions needed from a de facto state to legitimize its rights to be recognized as a sovereign state. The Uganda People’s Defence Forces leadership has flagged-off another battle group to Somalia. The ‘Uganda Battle Group Twenty Six (UGBAG XXVI) at the Peace Support Operations Training Centre in Singo, Nakaseke District. Gen David Muhoozi the Chief of Defence Forces (CDF) said the group under the command of Col Toffa Magino will be deployed in Somalia with an intent of neutralizing Al-Shabaab threats and help restore peace and stability in the country. He also urged them to ensure vigilance and maintain discipline during their mission to keep the Ugandan flag high. He also rallied the soldiers to avoid negative propaganda and live up to their expectations since life in the mission area is not a picnic but a mission that demands hard work. “Fighting Al-Shabaab is a manageable mission if soldiers work hard and stick to what they were trained. Stick to the rules of engagement,” Gen. Muhoozi said adding that fighting in Somalia is not a picnic. Dose and Al-Shabaab will finish you.” The Chief of Staff Land Forces Brig Leopold Kyanda who represented the Commander Land Forces Maj Gen Peter Elwelu applauded the group for enduring the pre-mission training that he said will assist them while in Somalia. Before their deployment, they underwent six months training in basic combat. Uganda is the largest contributor to the mission, with more than 6,000 troops. In July this year, UPDF also dispatched off Battle Group 25 with the responsibility of sustaining peace and stability in Somalia under the mandate of the African Union Mission in Somalia. AMISOM peacekeeping mission in the Horn of African nation continues to be threatened by Al-Shabaab terrorists. In April this year, Uganda’s army reported eight UPDF soldiers had been killed and six injured in an attack in Lower Shabelle. The Al-Shabaab group has waged over ten-year insurgency to overthrow the weak UN, AMISOM-backed government and create an Islamic state in Somalia. NAIROBI, Kenya — A bloody rivalry has emerged between extremist groups in Somalia as the al-Qaida-linked al-Shabab hunts upstart fighters allied to the Islamic State group, who have begun demanding protection payments from major businesses, officials tell The Associated Press. The rivalry supports some observers’ suspicions that al-Shabab, now scrambling to defend its monopoly on the mafia-style extortion racket that funds its high-profile attacks, is drifting from its long-declared goal of establishing a strict Islamic state. The manhunt began in October with the killing of a top leader of the ISIS-linked group by a suspected al-Shabab death squad in the capital, Mogadishu, according to several Somali intelligence officials, who spoke on condition of anonymity because they were not authorized to speak to the media. When the body of Mahad Maalin, deputy leader of the ISIS-affiliated group, was found near a beach in Mogadishu, it set off a hunt for suspected ISIS sympathizers within al-Shabab’s ranks, officials said. Maalin had been suspected of trying to extend his group’s reach into the capital. Last month, the Islamic State group’s Al Naba newsletter noted deadly attacks on its fighters in Somalia and warned that “when the time of response comes from the Islamic State, with God’s will, we will be excused.” The ISIS-affiliated group in Somalia, largely made up of al-Shabab defectors, first announced its presence in 2016 with attacks in the far north, far from Mogadishu and most al-Shabab strongholds. Though estimated at a few hundred fighters at most, their emergence in one of the world’s most unstable countries has been alarming enough that the U.S. military began targeting it with airstrikes a year ago. While al-Shabab and its thousands of fighters have hunted down suspected ISIS sympathizers before, they had not taken the young group’s expansion seriously until now, observers say. “Al-Shabab miscalculated ISIS’s organizational capability and ambitions to extend its reach beyond the north, having judged it by its handful of fighters there, and thus missed the bigger picture,” said Mohamed Sheikh Abdi, a Mogadishu-based political analyst. The revelation by businessmen that ISIS-linked operatives had begun making extortion demands took al-Shabab’s leadership by surprise, prompting the manhunt that has led to assassinations and the detention of over 50 suspected ISIS-linked extremists, including foreign fighters, two Somali intelligence officials told AP. One suspected ISIS-linked fighter from Egypt was shot dead on Nov. 18 in Jilib. As members of the Islamic State group flee shrinking strongholds in Iraq and Syria, fears have grown that the fighters will find a new and welcome home in parts of Africa. Alarmed by al-Shabab’s deadly attacks, the ISIS-linked group has expanded its own assassination campaign. ISIS’s Amaq news agency, turning its attention to the young affiliate, has released videos showing what it called killings by the group’s death squad. ISIS-linked fighters already had claimed responsibility for 50 assassinations in southern Somalia between October 2017 and August, often against federal government officials, according to a report released last month by the United Nations panel of experts monitoring sanctions on the country. While extortion is the fighters’ latest tactic it is nothing new in Somalia, where al-Shabab has long used death threats and other intimidation to pressure businesses to pay what is called “zakah,” or charity. The money is their main source of funding. “Indeed, al-Shabab is likely generating a significant budgetary surplus,” the U.N. panel of experts said, noting that one of its checkpoints brought in about $10 million a year. With no strong government to protect them, businessmen often say they have no choice but to pay in exchange for protection. Among the companies targeted by suspected ISIS-linked extremists is Somalia’s telecom giant, Hormuud, which intelligence officials say has lost up to 10 employees in attacks in recent weeks. Hormuud officials did not respond to requests for comment. Businesses worry that the rise of another extremist group seeking cash, as well as a new effort by Somalia’s central government to impose taxes, will bleed them dry. “At this point, (businesses) are faced with two equally undesirable alternatives,” said Abdisamad Barre, a professor of business management in Mogadishu. “Rejection to the demands for extortion will pave way for attacks by ISIS, and paying them to evade danger will anger al-Shabab.” Somali intelligence officials say al-Shabab’s new manhunt is aimed at preventing the ISIS-linked extremists from expanding their extortion demands into southern Somalia, where al-Shabab levies millions of dollars in taxes per year on travelers and cargo meant for the lucrative port of Kismayo. Another al-Shabab tactic against its young rival is pressuring religious leaders to issue a fatwa, or edict, declaring the IS group “un-Islamic,” thus legitimizing a war against them, according to sources close to al-Shabab who requested anonymity for fear of reprisal. Over one hundred Somali police officers have completed a three-month training course in Djibouti. Somali Police Chief, Gen. Bashir Abdi Mohamed has concluded the ceremony of mentorship training for 150 Somali Police Force (SPF) officers in a ceremony held in Idris-Farah-Habane Academy in Djibouti. The training is meant to equip the officers with necessary skills to ensure vigilance and detect as well as address any security threats across Somalia. The trainees were taken through the courses of crime, investigation and dismantling riots as well as community policing and maintaining law and order. They were also equipped with means to resolve local conflicts and manage hostilities among the general public. Speaking at the ceremony, Somali police chief Gen. Bashir has commended the role of Djibouti government in rebuilding Somalia. In 2011, Djibouti contributed to peacekeeping forces to Somalia to serve under the African Union Mission in Somalia (AMISOM). The country has now a contingent of 960 troops based in Beletweyne town of Hiran region serving as Sector four. Last year and early this year, Djibouti soldiers in Djibouti came to the aid of civilians in Beletweyne, helping to organise evacuations after heavy rains caused massive flooding in the region. Two key members of the armed group Alshabaab were arrested and an arsenal of unknown value was recovered, the national intelligence agency has said on Friday. Somali National Intelligence and Security Agency (NISA) also said in a tweeter post that explosive making materials were also recovered during the operation by its elite unit on December 1st on lower Shabelle region. ” Planned operation by the members of security agency on Alshabaab finance office in Canole nabbed two figures and recovered explosives arms cache,” the tweet said. The spy agency did not elaborate the names and the titles of the arrested armed group figures in the security operation but reiterated its commitment to preempt terror attacks aimed at civilians in the country. NISA posted on its online platforms various security operations it said targeted Alshabaab and Islamic state members around Mogadishu but didn’t share the details of arrested suspects with the members of the press. Dubai’s DP World has closed its $748.2m (EUR660m) acquisition of Unifeeder Group, three months after it signed the deal for the Danish transport and logistics giant.
