The federal government of Somalia has announced the launching of its first offshore licensing round for seven offshore blocks. The Ministry of Petroleum said the country decided to go ahead with its plan despite the “challenging global circumstances,” as it had received “significant interest” on its acreage from oil companies in recent months. Speaking during his ministry’s webinar launching the round, the minister said, the 2020 Somali licensing round features up to 7 blocks that are up for the bidding process which are estimated to be among the most prospective areas for hydrocarbon explorations and production in Somalia. This licensing round will open on 4th of August this year and will be closing on 12th March 2021. Petroleum Minister Abdirashid Mohamed Ahmed said this roadshow highlights as landmark moment in the development of Somalia’s natural resources, which will be transformational for the country’s development. According to the Minister, Somalia has achieved significant milestones that will provide predictability, reliability and transparency to the oil and gas companies and investors who are willing to do business with the Somali Government. Among such milestones are; the ground breaking Petroleum Law which completed its legislative process earlier this year. The Revenue Sharing Agreement enshrined in The Petroleum Law which indicates how future revenues from the development of the industry will be shared between The Federal Government, the Federal Members States and their local communities. And this agreement has now been ‘road-tested’ with the first revenues, which were recently generated from rental payments from Shell and Exonn. Moreover, Production Sharing Contract model is investor friendly, flexible and top quartile fiscal framework. Despite the inordinate challenges confronting Somalia for decades now, one pillar has kept the country from relapsing into civil war and further disintegration: national elections every four years. In some ways, it’s nothing short of a miracle that, since 2000, when the Somali state was reconstituted after 10 years of absence from the global stage, presidential and parliamentary elections have been held largely on time, solidifying the country’s democratic credentials in a region where autocracy and dictatorship is the norm. The last four presidents since the Arta (Djibouti) peace process, including myself, have handed over power peacefully after organizing—and losing—competitive elections that were held on time, and only after all relevant stakeholders were duly consulted on the parameters and scope of the polls. These processes took years of laborious and often difficult negotiations, but they were a harbinger for maintaining stability. Unfortunately, that pillar of stability is now under assault by the current administration. Fewer than 10 months are remaining from its constitutional mandate, yet they have neither put forward a workable electoral model that is acceptable to Somalia’s key stakeholders (federal member states and registered parties) nor engaged in a constructive dialogue about it. Instead, the administration is vaguely insisting that a universal suffrage (one person, one vote) election will be held, despite the consensus by virtually all stakeholders, including members of the international community, that the legal and practical infrastructure to implement such a daunting task is ubiquitously nonexistent due to this administration’s failure to focus on it for three years. To be clear, all stakeholders prefer a universal suffrage election instead of the so-called “enhanced legitimacy” processes of the last two elections. However, the last two elections were part of an incremental process that was designed to pave the way for a fully-fledged universal suffrage election for this cycle. Regrettably, the current administration prioritized manipulating local elections with the view toward leveraging their outcomes for the national elections. When that strategy failed in some member states, the administration deployed its plan B, which is to delay elections and blame it on everyone else. By all accounts, a truly free and fair election that meets minimum standards of universal suffrage would require at least two years of intensive preparation. And that is precisely what the current administration is banking on: an extension of their term by default since all the requirements for a universal suffrage are not met. In doing so, this administration is destroying the single most reliable pillar of stability in one of the most unstable countries in the world. That is unacceptable to Somalis who paid a heavy price in fighting a dictator who brutalized them for 21 years before he was ultimately deposed in 1991 for the sole objective of reviving the nation’s celebrated democracy—the first in Africa. What is at stake? Somalia has achieved many milestones over the past 20 years. But no milestone is more important than the nascent democratic institutions and traditions we had built in the face of extraordinary challenges. Our people are rightfully proud of their unfailing capacity to hold their elected leaders accountable through the ballot box every four years. Most importantly, the country’s past leaders have, on their own volition, recognized that protecting this tradition is not only sacrosanct but vital to the country’s fragile peacebuilding and statebuilding agenda. By using a delay tactic and filibustering any substantive dialogue on a workable electoral modality that enjoys the support of relevant stakeholders, this administration is leading the country into unprecedented constitutional crisis. When the constitutional mandate of the president comes to an end, on the 8th of February 2021, the country that was upgraded from “failed state” to “fragile state” in 2013 will risk sliding back into its dark past. A number of federal member states and leading political parties have declared their intention to no longer recognize the legitimacy and authority of this administration. That is an unchartered territory for Somalia and a major setback to the substantial gains made since 2000. For the first time, the clock is ticking towards the end of a mandate, and no one (except the administration) knows if an election would be held on time, and what modality would it be. What should be done? Until now, the legitimacy of Federal Government of Somalia (FGS) has never been seriously challenged by key stakeholders such as member states and major political parties. But that prospect is now real, and its implications are catastrophic for peace and security in the country. To avert that disaster, the international community, through the UN Security Council, must intervene forcefully and urgently. As the US representative rightfully observed during the Security Council’s meeting on Somalia in February, some of the electoral modalities under consideration “provide pretext for delaying the vote”. Therefore, the council must use its prerogative to demand that the election take place on time, and in agreement with relevant stakeholders. Importantly, the council should use the carrots and sticks in its disposal as necessary to ensure that the very progress it had vigorously supported and invested for 20 years is not squandered by the whims of one person. In particular, the United States, UK, the European Union and the African Union have a fiduciary responsibility to act deliberately since they are, collectively, the largest donors and providers of security guarantees to the FGS. The African Union has more than 20,000 troops in the country and other international partners provide nearly half of the national budget, in addition to the hundreds of millions of dollars in humanitarian and development assistance. In February, the Security Council urged the FGS to open a dialogue with the member states and other stakeholders regarding the elections. But that call was not only unheeded by the FGS, but the administration has since ratcheted up its campaign to destabilize member states politically and military. Furthermore, the administration is increasingly violating civil liberties enshrined in our constitution. A number of journalists have been arrested for reporting critically, and others, including a Somali-American who works for the VOA, has been threatened. Finally, Somalia’s main donors should also co-finance the electoral process, much like they did over the past 20 years. This investment is arguably the most important one since it led to four peaceful transfers of power. The overarching objective should be to lay the foundation for a universal suffrage election during the next poll, scheduled for 2025. Garowe (PP News Desk) — Police officer trainees from Puntland Security Forces have defected. The rookies were in a unit that had completed a training at Xorgoble barracks in Qardho. Defected police recruits reportedly made off with their assault rifles to Sanaag. They were members of a unit to be based at Af Urur base. Commander of Puntland Dervish Forces Brigadier General Yasin Omar Dhere ordered the arrest of police officer trainees who defected with their guns. This incident is seen by many observers as a blow to efforts by the Puntland State Government to professionalise its forces and weed out phantom soldiers in the payroll. Puntland Security Forces recruits in training at Xorgoble barracks in Qardho Al-shabaab attacked Af Urur several years ago and killed more than 20 Puntland soldiers before ransacking the base. There is little that Puntland State Government will be able to do about defectors if they join Somaliland forces in Eastern Sanaag or sell their guns. Defections indicate that the problem of selecting recruits on the basis of clan quotas still undercuts modernisation of Puntland Security Forces. The Kenya Defence Forces (KDF) has established pillars that will guide its withdrawal from Somalia after eight years. Kenya and other countries contributing soldiers to the African Union Mission in Somalia (Amisom) are expected to exit by December 2021. The plans are contained in a new book, War for Peace: Kenya’s Military in the African Mission in Somalia, 2011-2020 launched on Friday by immediate former Chief of Defence Forces Samson Mwathethe. The first pillar is creating conditions for the exit of Amisom from Somalia. It will involve reforms in the Somali National Army and enabling the country’s security forces to lead operations towards sustainable peace. The second is creating a stable, peaceful and prosperous Jubbaland as a corridor free of al-Shabaab. “This will involve securing routes in Jubbaland accessible to and used by al-Shabaab, including areas in Jilib, the roads to Kenyan border points (Liboi, El-Wak, Mandera, Gherille and Boni forest) and Indian Ocean ports of Ras Kamboni, Kuday, Kismayu and Barawe,” the book says. That will also be achieved by creating harmony between the people of Jubbaland and the rest of Somalia by consolidating federalism and maintaining peace with Mogadishu and neighbouring countries. The third pillar is having a comprehensive management control system to secure the Kenya-Somalia border, a process that will involve “surveillance, trenches, roads and chain-link fences”. Proposals include opening immigration offices at major entry points in Mandera, El-Wak, Gherille, Liboi, Kolbio and Kiunga. The fourth encompasses strengthening the operations of multi-agency command and control centres in Nairobi, Mombasa, Wajir, Moyale, Busia, Namanga, Lamu and Lokichoggio. This will involve enhancing intelligence and security operations. The fifth pillar involves partnerships through strengthening the agreement involving Kenya, Somalia and Ethiopia on common security concerns and agenda. It also involves enhancing collective security by involving neighbours in the Horn of Africa through the Inter-Governmental Authority for Development and the East African Community. The last pillar involves countering violent extremism through working with communities to create public awareness. The targets will be young people, women and faith-based organisations. It will also involve collaborating with regional agencies to facilitate joint training and exercises geared towards countering terrorism. The UN Security Council Resolution 2472 declared on May 31, 2019 ordered the withdrawal of all contingents from Somalia. The extraction will be on condition that the council assesses the viability of exit options and preparedness of Somali security forces. Amisom has requested a review of the withdrawal timetable. “Neighbouring countries are more concerned about the possibility of the resurgence of al-Shabaab or the rise of a similar extremist movement after the end of Amisom in 2020,” the book says. “These legitimate concerns are informed by the history of interventions in Somalia, Iraq, Afghanistan and other countries.” It cites the abortive UN Operation in Somalia (Unosom), whose disarmament efforts degenerated into clashes between its troops and a militia loyal to faction leader Farah Aideed. The UN Security Council responded by withdrawing Unosom II and the United States changing its policy and approach to peace operations in Africa. Major global actors abandoned Somalia to warlords. The book says an exit strategy for Amisom must be comprehensive, with clear timelines and encompassing every actor. “Two key factors should be considered. First, a transition of Amisom work to Somali-led operations and; secondly, from military to police-led operations,” it says. Other than the pillars, it provides an account of KDF’s engagement in Somalia. “The book is a tribute to our soldiers who fought and paid the ultimate price. It is an invaluable read for students, experts and practitioners of military history and strategy,” Gen Mwathethe says in the book. EU ambassador to Somalia Nicolas Berlanga held talks via video conference with Somaliland President Muse Bihi where he expressed the EU’s unwavering commitment to assisting in that process. Berlanga alluded to the talks between Somaliland and Somalia, drawing parallels with European Union experience. Ambassador Berlanga urged Somaliland to work on reaching agreements to settle the problem of its citizens and to fulfil their aspirations. The envoy to Somalia emphasized the strong ties between the parties and his commitment to further relations with Somaliland. Somaliland’s minister of planning was part of the video conference on the marking of Europe Day 2020.
