Somalia is investigating how a private Kenyan plane with coronavirus medical supplies crashed near the city of Baidoa, killing all six on board. Police say the African Express aircraft crashed in flames just before it was due to land in Bardale on Monday. Officials say the crash’s cause is not clear but there has been speculation it might have been shot down. Kenya’s foreign affairs ministry says its investigators have been invited to join the Somali inquiry. The crew was made up of two Kenyan and four Somali nationals. The Islamist militant group al-Shabab has a presence in the area of Bardale, but the town and its airfield are held by Somali government soldiers and Ethiopian troops who are part of the African Union force in the country. Ethiopia’s defence spokesperson has denied its forces had any involvement in the incident in Bardale, which is about 300km (180 miles) north-west of the capital, Mogadishu. Abdirashid Abdullahi Mohamed, a former Somali defence minister, is quoted by the Reuters news agency as saying that he had spoken to a witness at the airfield who said the plane appeared to have been shot down. Kenya’s foreign ministry has urged Kenyans and other humanitarian aircraft operating in the region to take precautions “in light of the unclear circumstances surrounding the incident”. “The aircraft was about to land at the Bardale airstrip when it crashed and burst into flames,” Abdulahi Isack, a police official, is quoted as saying by the AFP news agency. It had flown from Mogadishu to Baidoa and then continued to Bardale town before crashing. The Kenyan Civil Aviation Authority says it lost contact with the plane at around 16:20 local time (13:20 GMT) – but did not know the exact time of the crash. PRESS RELEASE Coronavirus – Somalia: UNHCR provides critical assistance to flood victims in Somalia amidst the COVID-19 pandemic The second phase of the airlift will commence later this week and target 17,000 people in affected areas including Qardho, Bardheere, Beletweyn, and Berdale GENEVA, Switzerland, May 5, 2020/ — The Federal Government of Somalia (FGS) and UNHCR, the UN Refugee Agency have airlifted vital humanitarian assistance to approximately 8,100 Somalis affected by flooding in South-West,Jubaland and Puntland States this past week. UNHCR is one of the first responders to lead delivery of emergency kits that include jerry cans, soap, blankets, sleeping mats, kitchen sets and plastic sheets to Baidoa, Bardheere and Qardho. During the first phase of the airlift, the FGS provided a cargo plane to deliver essential items from the UNHCR warehouses in Mogadishu to Garowe (destined for Qardho) and Bardheere, while UNHCR airlifted the supplies to Baidoa. The second phase of the airlift will commence later this week and target 17,000 people in affected areas including Qardho, Bardheere, Beletweyn, and Berdale. “We are witnessing multiple emergencies in Somalia, with an exponential rise of COVID-19, Gu flash floods and riverine flooding.” said Johann Siffointe, UNHCR’s Representative in Somalia. “These emergencies must be understood as mutually compounding, requiring ongoing strong cooperation between the international community and governments at the national and sub-national levels.” The 2020 riverine flooding and flash floods caused by Gu season rains are giving every indication that they will adversely impact Somalia at similar levels to the Deyr rains of 2019 when more than 400,000 people were forcibly displaced. So far this year, the regions that have been hit hardest include Bari, Banadir, Hiraan, Middle Shabelle, Galgaduud, Mudug, Gedo, Lower Juba and Middle Juba. The current multiple emergencies are exacerbating the living conditions of Somalia’s 2.6 million internally displaced persons who are among the country’s most vulnerable groups. UNHCR’s response to the latest comes amidst the raising number of COVID-19 cases in Somalia. As part of its COVID-19 response, UNHCR is working in collaboration with the government, UN sister agencies and implementing partners to mitigate the spread of the virus. Activities rolled out by UNHCR include support to the government with the provision of isolation, monitoring, and treatment tents, community awareness raising and engagement, protection monitoring, support to health care centers with medical products and WASH facilities, provision of hygiene products and services, cash assistance to vulnerable families, livelihood programs and advocacy for a nationwide moratorium on evictions. UNHCR is mobilizing additional resources for non-food items and emergency shelter to respond to the ongoing needs. United Nations Sustainable Development Group (UNSDG) PRESS RELEASE Coronavirus – Kenya: Fighting the shadow pandemic of violence against women and children during COVID-19 UN Women, UNFPA and UNICEF are working closely with Kenya’s national child and gender-based violence (GBV) hotlines NEW YORK, United States of America, May 5, 2020/ — Alongside health impacts, the global COVID-19 pandemic has brought a loss of liberties. Restrictions in movement have affected people’s jobs and livelihoods. Despite the many hardships being faced, freedom from violence cannot, under any circumstance, be surrendered – the right to live free from violence is a basic human right. Yet the most vulnerable members of society including children, women, persons with disabilities, the elderly – are suffering during isolation. Many countries are reporting a surge in cases of domestic and sexual violence, also known as gender-based violence (GBV), as well as violence against children. Kenya is following this trend: a third of crimes reported since COVID-19 arrived were related to sexual violence. To stop this ‘shadow’ pandemic’, we must act now. The United Nations (UN) and the Government of Kenya launched a flash appeal this month, seeking $267 million to respond to the most immediate needs of over 10 million people during the pandemic. Of this, $4.2m is needed to provide lifesaving medical treatment, psycho-social support and legal representation in relation to violence against children and GBV. The gaps in violence prevention and response existed in Kenya before COVID-19. This crisis magnifies these gaps as resources and access to services become even more strained. How can a virus spread violence? The increase in reported cases of GBV and violence against children since the start of the COVID-19 crisis is driven by several factors. Financial hardship due to restriction of movement and curfew affects livelihoods, especially for those working in the informal sector. Confinement at home, under heightened levels of stress, uncertainty, and fear, can produce stressful environments that precipitate violence. At this time, children are at heightened risk of all forms of violence, including violent discipline by family members and emotional abuse. Families in highly pressured situations may also resort to child labor, transactional sex, FGM and child marriage. Removing children from a protective environment such as school, exacerbates these risks. What is the United Nations in Kenya doing about it? The UN’s rights-based response to COVID19 includes strengthening and increasing availability of essential GBV services. To address restricted access to services during isolation, the United Nations Population Fund (UNFPA) has collaborated with the Kenya Red Cross Society to sustain clinical management of sexual violence supplies and personal protective equipment (PPE) in all humanitarian hubs in the country. UNICEF is working with Kenya’s Department of Children’s Services to continue to provide case management services for girl and boy survivors of violence against children. UN Women, UNFPA and UNICEF are working closely with Kenya’s national child and GBV hotlines, to increase psychosocial support through telephone and chat counselling services. These are often first responders to survivors of domestic violence or violence against children and their role cannot be understated. Data from these helplines is already informing the government’s national response. Assistance is also being given to the Ministry of Health to develop GBV guidelines during COVID19. Public awareness-raising, especially for those most at risk, will be rolled out to promote rights and services. Public engagement is also crucial for prevention, which is why the UN agencies will identify male champions to promote respectful relationships and encourage others to refrain from violence. Where do we go from here? In times of crises, obtaining the most basic hygiene products also becomes a challenge for women and girls. At the county level, ‘dignity kits’ will be distributed to the most affected areas. These kits contain sanitary pads, soap, whistles, and flashlights, so women and girls can protect themselves from violence and maintain a level of dignity during the crisis. Access to livelihood support is an urgent priority for women and children in informal settlements, as sources of income are reduced. Cash transfers or vouchers will be disbursed to avoid social contact and minimize infection. Mental health and psychosocial support services, including safe spaces and online counseling services, remain insufficient. Healthcare service providers require orientation and equipment for survivor-centered support that does not increase risk of infection. UNICEF is calling for child protection workers to be included as an essential service, so they can respond to VAC and GBV cases after the curfew, and for the reactivation of the Child Protection Volunteers scheme, in order to reach out to vulnerable families for prevention, early identification and referral of cases of violence. The only way we can protect the right to freedom from violence is by acting as one. We call on the international community to take note of the surge in violence against women and children and support the mobilization of resources, on government to strengthen protection mechanisms, and on citizens to take action to reduce human rights abuses in their communities. Together, we can prevent this health pandemic from becoming a human rights epidemic. L on the edge of the Horn of Africa, Somaliland is not recognized by the rest of the world. No matter, a book madman decided to bring the world to this isolated territory by creating his ideal library there. How to create the national archives of a country that does not exist? The method is the same as for all the other projects that are born in Somaliland: we start from nothing. Literally, in this case. In 1991, in the rubble of Hargeisa, newly proclaimed capital of Somaliland [le territoire venait d’acquérir par les armes son indépendance vis-à-vis de la Somalie], a seller of camel milk tea and lahoh, spongy pancakes, handed a piece of paper she had picked up from the floor to a customer so he could wipe his hands. Jama was about to leave for Italy, where he was awaiting a post as professor of mathematics. But he asked the tea trader for permission to collect the rest of the leaves she had collected. Then, he strolled through the other parts of the ruined center to collect as many documents as possible. A window to the world At the time, Somaliland was mainly trying to forget its trauma, wiped out after three years of a merciless civil war, during which the territory had been bombed by the Somali state. Hargeisa was 90% destroyed and the self-proclaimed nation had just declared its independence [jamais reconnue par la communauté internationale]. But Jama figured that someday Somaliland might want to remember. Thirty years later, the papers he picked up in 1991 have become the founding pieces of informal national archives he created in Hargeisa. Like Somaliland, his project is a “tinkered” institution, built from the ground up and almost without any outside help. However, in Somaliland there is a government, borders, police, army and currency. The region organizes its elections and collects its taxes. But the international community does not give it any legitimacy, Somaliland is deeply isolated. Most of its inhabitants cannot travel because their passport is not recognized or simply because they do not have the necessary funds. Fifteen years ago, this isolation gave Jama an idea. Why not create an international book fair there? “We should offer people a window on the world, he remembers having thought. The Somali health ministry on Tuesday confirmed 79 new cases of COVID-19, bringing the total number of infections to 835. Fawziya Abikar, the health minister said a majority of the cases, 38, were detected in Banadir, an administration area which covers the capital, Mogadishu, while 22 were found in Jubaland state, 11 in Koonfur Galbeed and eight in regional Puntland state Abikar said three patients succumbed to the deadly disease, bringing the total number of deaths as a result of the respiratory disease to 38. She said 14 patients recovered from hospitals in the past 24 hours, bringing the total number of recoveries to 75. The minister said 62 of the latest cases were male while 17 others were female. The latest cases come amid concern about the sharp surge in the number of confirmed cases in Somalia due to limited capacity to contain the spread of the virus because of the fragile healthcare system. Somalia has instituted measures to contain the possible spread of COVID-19 including closing schools, banning large gatherings and suspending international and domestic passenger flights. GetBudget Depletion: Coronavirus against Institutional Weaknesses The government budget for this year might be dwindled by the Coronavirus impact on the economy as claimed by the ministry of finance. Not the coronavirus but weak Institutions with the responsibility to manage the economy, including the finance ministry and the central banks are to blame the debilitating budget and the economy for contracting. The country has been losing every year an estimated $550 million in collecting taxes by the inefficiency of the finance ministry. It has also been compounded by the central bank’s inability to have an effective monetary policy to respond to the cashless economy. The bank needs to look into the last financial crisis in 2007 that forced the USA Treasury, the Bank of England and the Eurozone to adopt quantitative easing program. However, do the weak institutions have the skills and knowledge to manage feeding huge cash into the economy to foster growth? Or do the institutions have the ability and efficacy to pursue the world financial institutions, including the world bank, the IMF and other international financial bodies to provide with loans or grants or both to stimulate the economy? It is strongly believed that the institutions (ministry of finance and central bank) lack the capacity to engage with international financial institutions. In response to the institutional ineffectiveness, the international funders over the years prescribed Somaliland economic empowerment policy. That was claimed to resource the required skills to the departmental government officials to satisfactorily carried out their work. Nicholas Kay, the former UN envoy to Somalia and Somaliland claimed in interviews he gave about the economy, governance and among many other issues the inadequacy of officials to manage resources. He elaborated that every government departments he had met very few but all did not have the right skills to do their job. With this in mind, he said that poor people could not be helped to lift them up out of extreme poverty. Nevertheless, I estimated that the country for the first quarter of this year to have lost an estimated $125 million based on my studies on economic activities. That would have created employment opportunities and provided a decent public service, including free education and health. Businesses, both large and small, have claimed to have experienced falling sales and also property prices have been falling over the past years. Finally, it is intuitional weaknesses and not the coronavirus for the economy to have slowed down.
