When I met regional heads of state during this month’s IGAD summit in Djibouti my message was clear – buoyant trade is crucial to peace and development. To put it simply, if people trade within and across borders, communication channels are more likely to stay open and there is a common interest in internal and regional stability. For trade to thrive, people have to talk to each other and to trust each other, no matter their ethnicity or nationality. Speaking from experience, the business community, including Dahabshiil which has been in in the remittance industry, can play a crucial role in increasing development which in return will reduce conflict and instability. Under the stewardship of Executive Secretary H.E. Dr. Workneh Gebeyehu whose term was extended during the Heads of Government Assembly, IGAD has been highlighting the importance of issues like remittances in addition to its core role of promoting peace, prosperity and regional integration. I welcome IGAD’s recognition of the central part remittances play in livelihoods and development. As we all know, money sent from loved ones abroad outstrips development aid. During our meeting, Dr Workneh emphasised to me the essential role of the private sector in the development of the IGAD region. I look forward to the day when business leaders participate in IGAD and similar summits at the same level as the diplomatic and political community because they will bring a different perspective and accelerate progress in our region despite its challenges The devastating effects of the recent recurring drought and floods have highlighted how our region is one of the hardest hit by climate change although we produce some of the lowest carbon emissions globally. Governments, international partners and the business community must work closely to think ahead and prepare for what are bound to be further environmental calamities. If the region’s key players cooperate, each pooling their best skills and know-how, I believe innovative solutions can be found to reducing the impact of climate change which pushes ever growing numbers of people in the region to seek better lives abroad. Global institutions, including commercial, non-profit and humanitarian, should work more with local companies both small and large to create job opportunities which will increase peace and development, and, in turn, reduce illegal migration within the region as well as externally. This will also attract more diaspora members to come back home as well as those from other countries seeking rewarding and exciting work and investment opportunities. I was delighted to meet so many foreign and international delegations at the summit. I hope that they too will integrate more fully responsible business leaders in the region into their activities in the greater Horn of Africa as they are crucial to economic development, community cohesion and political stability. The presence at the summit of such a wide range of high-ranking delegations, including the US, China, the European Union, Japan, the African Union and the United Nations, highlights the growing importance of the region’s place in the world, especially in terms of geopolitics and trade. The rapid development of ports, roads and other big infrastructure projects across the greater Horn of Africa are testament to its ever increasing role as a key trading hub both regionally and internationally. As the CEO of Dahabshiil Group, which has multiple activities across the region, I have been impressed with the rapidity of the growth of air, rail, road and sea routes, and the extraordinary development and innovation in financial and telecommunications services. Continued investment in such services and infrastructure can only lead to faster development as it enables more fluid movement of information, goods and people, especially when regional integration is fully achieved. OPINION PIECE Natural Gas Should be Part of the Discussion at Summit for a New Global Financing Pact (By NJ Ayuk) Gas-to-power is nothing less than central to Africa’s economic and industrial future Access Multimedia Content JOHANNESBURG, South Africa, June 22, 2023/ — By NJ Ayuk, Executive Chairman, African Energy Chamber (www.EnergyChamber.org) Somewhere at the intersection of money and climate are more than 600 million Africans who don’t have access to electricity, 890 million Africans without methods for clean cooking, dozens of African nations that depend on hydrocarbons to fund just about every service they provide, and African industrial development that can’t move forward unless it’s powered by fossil fuels. Yet this week, the politicians, banking experts, civil society group leaders, and others who are gathering at that intersection — at a two-day event organized by French President Emmanuel Macron called The Summit for a New Global Financing Pact — are pushing an agenda that appears to be putting financing for African natural gas projects, the presumptive solution to many of the continent’s poverty woes, on the back burner, no pun intended. The Paris summit was designed to lay the groundwork “for a new financial system suited to the common challenges of the 21st century, such as fighting inequalities and climate change and protecting biodiversity.” Though summit attendees didn’t arrive with an exact vision for what a new financial system would look like, their discussion is coalescing around four pillars: Restore fiscal space to countries facing short-term difficulties, especially the most indebted countries. Foster private sector development in low-income countries. Encourage investment in “green” infrastructure for the energy transition in emerging and developing countries. Mobilize innovative financing for countries vulnerable to climate change. The truth is, we do need a new global financial system. It’s no secret that poor countries have more difficulty accessing financing for development projects that support economic and social growth than rich countries, and when they do, the cost of money is considerably higher, staggeringly so in some cases. It’s not unusual for rich countries to borrow capital at interest rates as low as 1%; for a poor nation with risky creditworthiness, the figure is more likely to be around 14%. Since the pandemic began, things have gotten even worse all around. Global debt has risen sharply, and amid additional borrowing, it’s become tougher for developing and low-income countries to repay their debts. As a result, those nations have been thrust into a vicious cycle of vulnerability, unable to grow their economies or, as the UN and summit attendees noted, to satisfy their Sustainable Development Goals (SDG). Being able to level the playing field and to create new financing sources is an honorable and perhaps overdue goal. And, developing nations do need investment in green infrastructure. African nations need it — and welcome it. It’s the missing wording in these pillars that that concerns me as I fear once again that the global path to net zero runs roughshod over African natural gas projects. Valid Finance Concerns—Up to a Point To understand how the summit arrived at its slate of priorities requires delving into something called the Bridgetown Initiative, a platform established by Barbadian Prime Minister Mia Mottley and named for the island nation’s capital city. Since the COP26 United Nations Climate Change Conference in Glasgow, Scotland, Mottley has been championing a new way for rich nations to finance poor nations in a climate crisis. The Bridgetown Initiative asks for development banks to lend an additional $1 trillion at below-market rates to developing nations for climate resilience. The plan also calls for a privately backed mechanism to fund both climate mitigation and reconstruction after a crisis. When Mottley — an outspoken critic of both the World Bank and the International Monetary Fund (IMF)— floated the Bridgetown Initiative at COP27 in Sharm el-Sheikh, Egypt, late last year, the response was overwhelmingly positive. One observer said he had never before seen the level of consensus and momentum around a single set of ideas. Macron seized on the Bridgetown agenda. Like Mottley, Macron appears to be no great fan of the World Bank or IMF, even though France is one of the World Bank’s biggest stakeholders. Without naming names, Macron has said that current financial institutions have not delivered measurable results on climate finance to poor countries. (Western nations were infuriated when World Bank’s then-president David Malpass refused at a New York Times event in September 2022 to say whether the burning of oil, gas, and coal was driving climate change. The subsequent uproar led to his resignation in February of this year. Detractors said that under Malpass’ leadership, the World Bank did too little to “align its lending with international efforts to reduce greenhouse gas emissions, and [moved] too slowly to help poor countries deal with climate impacts” — while it continues to fund oil and gas projects.) Macron said that to fight poverty, decarbonize the world’s economies, and protect biodiversity, the rules of international finance have to be reset. Countries must be able to invest in sustainable development through easier access to international, domestic, public, and private financing in all its forms: concessional loans, guarantees, debt swaps, carbon markets, hybrid financing, and investments. The Summit for a New Global Financing Pact is meant to serve as a sort of global think tank to determine the long-term strategies, multi-stake partnerships, and detailed investment plans that would allow governments to “mobilize incentives for a more targeted and efficient use of both international and domestic resources.” And, again, that’s an excellent idea. But the brainstorming that takes place this week will be doing developing countries, including Africa’s gas-producing nations, a disservice if it focuses solely on green energy financing. I would also argue that while I recognize the need to prevent climate change and address the overall impact of the energy industry, not all fossil fuels have the same impact on the environment. Natural gas is a cleaner-burning fossil fuel than oil or coal, and it can play a significant role in reducing greenhouse gas emissions. It has a critical role to play in just energy transitions for many developing nations, including those in Africa. To truly support developing nations, wealthier nations must accept that reality. Unfortunately, that’s not what we’re seeing. Look at Afrieximbank’s Excellent Example In the run-up to the summit, there have been increasing calls for lenders of all types to reassess and reconfigure their portfolios. That includes Africa’s important domestic banks. For example, earlier this month, African civil society organizations urged the African Export-Import Bank (Afrieximbank) to “invest in clean energy projects that focus on regional integration of the power sector,” and to pull back on financing oil and gas projects that undermine “our efforts to achieve 1.5 degrees climate target and the Sustainable Development Goals.” As the trade finance bank of Africa, Afrieximbank is motivated to see African economies, businesses, and people prosper. To that end, it supports a range of clients, including domestic energy companies. Last November, for example, the bank signed a reserve-based lending facility term sheet with Nigerian independent oil and gas company Amni Petroleum. The USD635 million facility will allow Amni Petroleum to fund capital expenditure in the Okoro and Tubu oil and gas fields and is expected to help the company more than double its oil production in less than a year, boost liquefied natural gas (LNG) exports, and provide fuel for power generation across West Africa. This is a game-changing opportunity for a Nigerian company with Nigerian workers that will provide revenues to the Nigerian government. How could Afreximbank turn its back on that? At almost exactly the same time, however, Afreximbank pledged USD250 billion to bridge the climate finance gap, ensuring it would have a major role in “revitalizing Africa’s climate adaptation and mitigation initiatives.” To me, what this proves is that financing hydrocarbon projects and green energy can go hand-in-hand. In fact, monetizing our vast reserves of natural gas can provide the financial wherewithal to help us pay for our logical, sustainable transition to renewables. This is No Time to Turn Our Backs on Gas Again, the problem is that the green agenda ignores how important natural gas is to bringing life-changing prosperity to the continent in the form of jobs, business opportunities, capacity building, and, yes, electricity. Gas-to-power is nothing less than central to Africa’s economic and industrial future. Aligned with the UN SDG 7.1, the Africa Just and Affordable Energy Transition Initiative (AJAETI) hopes to leverage natural gas to bring affordable energy to 300 million Africans over the next four years and to transition them to clean cooking fuels. What’s more, it expects to increase access to electricity from renewables by 25% over the same period. As for Africa’s much-needed industrialization, we all know that’s not possible solely with wind or solar power, at least not with the technologies available now. All of this requires money. As I’ve written time and time again, we cannot allow the green agenda of other nations to ignore or dismiss our unique needs and priorities. Prioritizing the financing of green projects won’t work for Africa when it leaves resources in the ground that could be used to lift people out of poverty. We cannot hope to meet the UN’s sustainable development goals without energy access, and we must exploit oil and natural gas to do that. Further, as Namibia’s petroleum commissioner Maggy Shino reminded us at COP27, previous promises by wealthy nations to work alongside Africa to finance clean energy remain unkept. “If you are going to tell us to leave our resources in the ground, then you must be prepared to offer sufficient compensation, but I don’t think anyone has yet come out to make such an offer,” she said. The fact is, African resources offer an avenue toward a greener and more prosperous future, and not just for Africa. The World Health Organization and UNFPA, the United Nations sexual and reproductive health agency, today warned that the continuing attacks on healthcare facilities, equipment and workers in Sudan are depriving women and girls of life-saving healthcare, with pregnant women hardest hit. Some 67% of hospitals in areas affected by fighting are closed, and several maternity hospitals are out of action, including Omdurman Hospital, the largest referral hospital in Sudan. Among the 11 million people in Sudan who need urgent health assistance are 2.64 million women and girls of reproductive age. Some 262 880 of them are pregnant and over 90 000 will give birth in the next three months. All of them need access to critical reproductive health services. Since April, when the fighting began, WHO has verified 46 attacks on health workers and facilities which have killed eight people and injured 18 others. Facilities and health assets have also been looted, and health workers have been subjected to violence. A number of health facilities are being used by armed forces. There are reports of a military occupation of the National Medical Supply Funds (NMSF) warehouses in the capital, Khartoum, where medicines for the entire country, including malaria medicines, are kept, and where the national pharmacy for chronic diseases is located. WHO’s stock of emergency medical supplies and development products is kept at its warehouse on the premises. UNFPA’s stocks of medicines and equipment for obstetric care, post-rape treatment, as well as a wide range of contraceptives, which are stored at warehouses in Khartoum, South Darfur, West Darfur and elsewhere are also inaccessible. Health facilities in several states, including the Darfurs, have warned that they are facing critical shortages of medical supplies. In a worrying development, hospitals are running out of fuel to power generators that provide electricity. Six newborns died at a hospital in the city of Eld’aeen in East Darfur in the space of a week due to issues including a lack of oxygen amid electricity blackouts and local doctors estimated that more than 30 newborns have died at the hospital since the start of the fighting. In May, UNFPA and local partner, the CAFA Development Organization, provided fuel for seven maternity hospitals in Khartoum to ensure health services were available for women and newborns. In just one week, more than 1000 deliveries and cesarean sections were safely carried out. But more support is desperately needed to secure fuel and supplies for key hospitals to sustain essential services. Some 15% of pregnant women experience pregnancy- and birth-related complications and need access to emergency obstetric and newborn care. UNFPA provides sexual and reproductive healthcare through health facilities and hospitals throughout Sudan. UNFPA-trained midwives continue to support women to give birth safely at home and at functioning health facilities. There are approximately 27 000 midwives working across Sudan; around 2330 in the capital. Most of them attend 3–4 births a day, according to the head of a UNFPA-supported midwife network. UNFPA is also setting up safe spaces for women to provide gender-based violence (GBV) prevention and response services, including post-rape treatment, counselling and case management; as well as providing remote services. UNFPA also trains service providers and community-based protection networks in GBV prevention and response. WHO is working closely with the Ministry of Health and other partners to ensure provision of essential sexual, reproductive, maternal and pediatric care as well as emergency obstetric and neo-natal care in Khartoum and Gezira, and in states sheltering internally displaced people. WHO is providing life-saving medicines and supplies, and covering the running cost of health facilities that provide these services. WHO is also training health workers on first-line support, provision of post-rape treatment and mental health care to survivors of sexual and gender-based violence (GBV), and is backing national NGOs that provide GBV services. “Health facilities, health workers and patients must be protected, and a woman’s right to reproductive healthcare must be upheld,” said UNFPA Executive Director Dr. Natalia Kanem. “People who need urgent health services should not be afraid to step out of their homes for fear of their safety. Among the foreign actors and within the too many moving political parts in Somalia, four deserve more scrutiny in the next three years, when the presidential election is scheduled to take place. They are US, UAE, UK, and Qatar. It was only six years ago, that the US, UK, and UAE were partners in the de-Turkification of Somalia strategy that ultimately failed. One of the contributing factors was Qatar’s loyalty to Turkiye and the former being the financial backer of the winning team of Somalia’s 2017 election, thus forging an unprecedented close relationship. So, Turkiye is safe for now; especially since re-elected President Recep Tayyip Erdogan would be needed to play a role to end the Ukraine war. Currently, the US strategic priority is de-Emiratification of Somalia. The US became convinced of what many other countries previously learned the hard way: UAE is a country of many masters, some more nefarious than others. Therefore, at times it may torpedo one master’s interest to please another’s interest and strategic plan. The Piling Evidence Under President Mohammed Bin Zayed (MBZ) rule, UAE has been juggling close relationships with various countries of dichotomously opposing interests such as Israel and Iran. It also has close relationship with Russian oligarchies, leaders of international mercenary groups such as the infamous Blackwater (with facelift) and Wagner Group, the Russian mafia which operates the Dubai money-laundering industry, the marketing of illegally acquired minerals, and the lucrative sex tourism joint-ventures. There are credible reports alleging a thriving blackmail side industry and intelligence entrapments of influential individuals, but this requires another investigative article. Meanwhile, the recently leaked Pentagon intel documents revealed that the US caught Russian intelligence officers boasting to have convinced UAE “to work together against US and UK intelligence agencies.” As this dominated headlines and talk shows, China resumed building its military base in UAE waters near the critical artery Strait of Hormuz. The construction was stopped when US expressed its concern to UAE and China upon discovery a couple of years ago. On Oct 5, 2022, UAE joined Russia and Saudi Arabia on their mutually coordinated decision to reduce oil production by two million barrels per day. This has not only spiked oil prices and delivered a severe blow to the struggling US economy and secured Russia an opportunity to refill its war chest with increased oil revenues, it was strategically timed a few weeks before the mid-term elections. It is no secret that UAE, Russia, and Saudi Arabia preferred former President Donald Trump over President Joe Biden. The leaked documents also revealed that UAE exported millions of dollars’ worth of “semiconductor devices” to Russia that could be used in the battlefield against Ukraine. In the early stage of the Ukraine war, many may recall seeing on television Russian tanks abandoned in the battle fields. That was due to a severe shortage of essential microchips and said semiconductor devices. UAE continued on that adversarial pattern against US interests in the Middle East which compelled the Treasury Department to label it as a ‘country of focus.’ This status is equivalent to the law-enforcement agencies’ label ‘a person of interest’ to describe an individual who is under criminal investigation. Delusional Self-Image Aside from glittery façade and being one of the world’s most attractive financial hubs, UAE is considered a geopolitical wrecking ball used over and again to destroy and exploit Muslim countries for one of its colorful masters. The Third Principle in UAE’s Principles of the 50 laying out the guiding principles of the next half a century clearly states “foreign policy is a tool that aims to serve the higher national goals, the most import approach is to serve the economy. And the goal of the economy is to provide the best quality of life for the people in the UAE.” But this begs the question: If that is the main objective of its foreign policy and UAE is already one of the richest countries with one of the highest per capita in the world, why resort to destroying countries such as Yemen and become the evil façade? Geopolitical thuggery is the name of the game. And with bloody experience in countries such as Yemen, Libya, Sudan and a host of others, UAE has become the standard barrier. MBZ and the ruling family may be convinced that this is their comprehensive insurance maintain power. The Scramble for Africa On June 14-17, more than 80 heads of states will be attending St. Petersburg International Economic Forum despite the Western economic sanctions imposed on Russia. Many of these countries are eager to join the BRICS promoted gold backed international trade that is likely to make the US dollar and the Western financial system obsolete. This and other phenomena sparked by the Ukraine war are compelling the US to accelerate its strategic steps in finding a firm foothold in Africa; and Somalia is at the core of that strategy. Against that backdrop, my self-destructively dysfunctional country offers prime maritime real estate for military bases in the Indian Ocean and the Red Sea, abundant illegal mining opportunities, massive oil reserve, and a massive number of shamelessly corrupt politicians. The US company Coastline Exploration, the new façade of the defunct Soma Oil and Gas “took seven blocks in 2022 with potential for…tens of billions of barrels” for merely $7 million. The US is not the only Western country positioning itself to get more aggressive in the Horn. UK has army troops and personnel deployed in Somalia under the codename Operation TANGHAM. According to UK ministry of defense this contingent has “trained nearly 1,000 Somali soldiers and instructors.” Though this official disclosure acknowledges UK’s training activities in SouthWest federal state. Apparently, UK ministry of defense left out Somaliland to avoid carrying any culpability as the main trainer of the Somaliland special force that have been committing crimes against humanity in Las Anod and against various other communities in SSC-Khatumo. Moreover, the defense ministry refrained from revealing the number of its affiliated British mercenaries that are partially or wholly bankrolled by UAE. Their main task is twofold: train Somaliland special forces and provide security muscle for the Berbera port. Meanwhile, UK remains Somalia’s penholder in the Security Council, and the US the piracy penholder, both affirming that a ‘sovereign Somalia’ is a figment of imagination. How about that for a conflict of interest? What A Difference A Year Makes In May 2022, after successfully helping Hassan Shaikh Mohamud defeat Mohamed Abdullahi Farmajo to become President for the second time, UAE became the most influential foreign country in Somalia. It was holding the strings that moved the center and the periphery- the federal government, Somaliland, Puntland, and Jubbaland. In recent months it has become apparent that the federal government is slipping out of UAE’s controlling hands. The tension started when the newly elected president succumbed to the US pressure and bypassed Said Abdullahi Deni—Puntland’s president—for the Prime Minister post. This was followed by President Mohamud’s insistence that UAE’s private militia made of Somali soldiers be paid monthly salaries not exceeding that of the national army to avoid Sudan’s Rapid Security Forces scenario. Of course, UAE was not willing to accommodate that request, which meant to get ready for the worst-case scenario. With US facilitation, President Mohamud extended official invitations to three frontline states—Ethiopia, Kenya, Djibouti—to deploy undisclosed number of their troops that would operate independent of ATMIS or any other institutional structure that could lead to certain level of scrutiny and accountability. The Biden administration is eager to chastise UAE. Now the stage is set for some sort of accountability-free violent strife since the federal government has neither the authority nor the political will to kick UAE whose DP-World out of the Berbera and Bosaso ports. In order to apply strategic blackmail, UAE left the federal government cash-starved, but it did not take US long to persuade another wealthy Gulf nation—Qatar—to fill the financial vacuum. Puntland Election Express In 2021 a fierce fighting ensued in the port city of Bosaso immediately after Puntland President Said Abdullahi Deni sacked Mohamud Osman Diyano, the Commander of Puntland Security Force (PSF), that did not stop until the Commander was reinstated. PSF is a CIA trained and funded militia. It operates independent of Puntland or the central government’s ‘command and control.’ of the central government. This militia was created to ‘fight al-Shabaab’ but its de facto role to provide a cover-up and protection to the illegal mining projects in the Puntland’s mountainous region and provide highly trained mercenaries for various local projects. Within that context it is not too difficult to understand why UAE-backed Puntland government would resort to a strategy of democratically sidelining those connected to the US. So on Thursday May 25, Puntland held local elections despite objections from the federal government and other federal-states and “an opposition boycott that led to security incidents in the days before the polls.” Federal Government of Somalia and the opposition groups in Puntland initially rejected the notion of Puntland conducting one-person-one-vote election in such a short period. But, in a short while their collective tone has changed, and they agreed to put out their own counter-strategy express to undermine Puntland’s by offering a presidential system of governance where “the Premier post will be abolished and replaced with a presidential system where the president and vice president are elected directly by the people on a single ticket,” according to the state radio. Mindful of how the presidential system of governance would fly in the face of those that I call Halane ghost-lords, let us see how seriously President Mohamud wants to push this proposition forward. The new electoral process unilaterally initiated and implemented by Puntland is inadvertently setting the stage to non-violently oust President Deni and UAE. The former PSF Commander and the current one’s bother—Asad Osman Abdullahi (Diyano)—who lost to Deni by a very small margin is running against him. Disclosure: Asad and Mohamed’s late father—the founding Commander of PSF—was a childhood friend, school, and teammate of a neighborhood soccer team (Ciyaal Kooka Koolo) in pre-civil war Mogadishu. US considers UAE’s presence in Somalia and the underway plan to share the Berbera seaport too close for comfort. Nairobi (Caasimada Online) – A wave of deadly incidents has swept across north-east Kenya, as escalating violence linked to the terrorist organization al-Shabab, leaves a rising death toll. With seven individuals killed in two separate improvised explosive device (IED) incidents, security forces and civilians alike are being subjected to an aggressive offensive by this al-Qaeda-affiliated group. Late on Tuesday, four individuals met a tragic end when an IED struck an escort vehicle for a bus convoy between Banisa and Mandera. In an unexpected twist, the responding security team from Banisa also fell under attack. The Mandera police station described the ensuing chaos, stating, “Upon reaching the scene, they were attacked by suspected al-Shabab fighters. The officers managed to repulse and flush them out, and rescued the two (wounded) and retrieved the bodies.” A similar situation occurred in the Elele Settlement of the same region when a public service vehicle encountered another IED, resulting in the death of three individuals. Elwak Wargadud Division police station reported this incident on Wednesday, revealing that five more people were wounded. The individuals or groups responsible for setting the explosives are yet to be determined. The al-Shabab menace For over a decade, al-Shabab has waged war in an attempt to overthrow Somalia’s central government. In order to exert pressure on Kenya to withdraw troops from peacekeeping missions supporting Somalia’s government, the group has executed numerous attacks within Kenyan borders. This ongoing conflict is a significant source of instability, with the past two weeks alone witnessing attacks that resulted in an additional ten casualties, as per police reports. Furthermore, attrition operations conducted by al-Shabab terrorists target logistics and security forces along the Kenya-Somalia border, with the past month witnessing the deaths of at least 30 people. Efforts to combat terrorism Amid these grim statistics, there remains a glimmer of hope as Defence Cabinet Secretary Aden Duale recently announced the government’s plans to modernize the military and police artillery. This strategy, aimed at thwarting further al-Shabab attacks within Kenya and neighboring Somalia, is expected to take effect next year. “We will include sophisticated armored personal carriers with the ability to detect improvised explosive devices along the areas under their command,” Duale confirmed while addressing a gathering in Garissa county on Tuesday.
