AU Special Representative calls for donor support towards Puntland’s priorities and development goals.

 

Garowe, May 21st, 2014; The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamet Saleh Annadif has called on partners and the donor community to support the Puntland State in its priorities and development goals.

Speaking during the Puntland Donor Roundtable Meeting, Ambassador Annadif noted that donor support is pivotal to the realization of Puntland’s immediate and long-term development needs, and creates an environment for sustainable peace and development in Somalia.

 

The AU Special Representative, the first AMISOM leader to travel to Garowe to engage on Puntland development issues, reiterated the importance of Puntland’s stability and its role in setting an example for the rest of Somalia. “I’m encouraged by the developments in Puntland. The last elections are significant proof of positive developments and I call on all Somalis to follow the example of Puntland.” he said.

 

On behalf of the Chairperson of AU Commission, Ambassador Annadif pledged the AU’s commitment to supporting the Puntland State in capacity building of its security forces especially training of the Police and the Army to tackle terrorism, piracy and human trafficking.

 

The Donor Roundtable Meeting which was officially opened by the President of the Puntland State of Somalia, H.E. Abdweli Mohammed Ali Gaas was attended by representatives from the donor community, the World Bank and the United Nations.

Somalia: Puntland Govt, Donors gather for roundtable meeting

GAROWE, Somalia May 21, 2013 (Garowe Online)-Representatives from World Bank, United Nations, European Union, Turkey, Sweden, African Union, IGAD and other key partners gathered at Puntland Development Research Center (PDRC) in the state capital of Garowe for a one-day roundtable meeting on the state's development goals on Wednesday, Garowe Online reports.

 

The President of Puntland Dr. Abdiweli Mohamed Ali Gaas officially opened the large gathering which is focusing on Puntland Government's priority needs in various areas including security, human trafficking and education and health sectors.

 

President Gaas highlighted in his opening remarks that Puntland has slipped back to the progress to ensure its five-year development strategies.

 

The Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, Ambassador Mahamet Saleh Annadif reiterated in a press statement from his office the importance of Puntland's stability and its role in setting an example for the rest of Somalia: "I'm encouraged by the developments in Puntland. The last elections are significant proof of positive developments and I call on all Somalis to follow the example of Puntland."

 

Meanwhile, speaking at a joint Press Conference with EU envoy to Somalia Ambassador Michele Cervone D'urso following the conclusion of first-ever conference between donor community and Somalia's stable Puntland, Dr. Gaas told that the discussions centred on Puntland's five-year development plan and how the international stakeholders can play a vital role in the realization of government strategies.

 

"The International community made clear to us that they are ready to assist Puntland in handling its development, to consider its suggestion instead of dictating plans to Puntland and that was the most important issue," said Puntland leader.

 

Continuing, he underlined that the gathering was a start-point for both sides, expressing hope about future discussions between donor community and the northeastern state.

 

The participation of Federal Government of Somalia's Minister of National Planning Saed Abdullahi Dani in the bilateral meeting sparked debate at public places in Puntland capital of Garowe.

 

Dani said on Puntland-based Independent station, Radio Garowe that relations between Puntland and Mogadishu-based Federal government were normalized, describing his presence an omen for the level of cooperation between Garowe and Mogadishu.

 

Former Puntland President Dr. Abdirahman Mohamed Farole withdrew cooperation from Somalia Federal Government in a dispute over Provisional Federal Constitution (PFC) and foreign aid in August 2013.

Abdiweli Gas has raised the profile of Puntland further since the historic election were former President Faroole lost and conceded immediately. The international community considers now Puntland and important stabilizing force for Somalia. I wish Hassan Sheikh will cooperate with Puntland for the good of Somalia instead of acting ignorant of constitutional disputes Puntland raised. It is very importand all responsible national and regional administrations to cooperate on security and development.

Would this translate to actual development projects or would it be like all other 'promises' IC made to Somalis?

 

These meetings mean nothing if the outcome doesn't benefit the people.

Peace, I want to see Gaas just secure our full rights of autonomy like iraqi kurdistan has. Iraqi Kurdistan President meets world leaders, cut his own regional deals, has his own investment commissions, has his own police, army, etc. We in Puntland actually have alot less rights compared to Iraqi Kurdistan yet both of us are Federal States. It is really silly if you ask me. Heck Iraqi Kurdistan even has a foreign office.

 

I want Gaas to sort that out, we need to make sure our federalism is loose type of federalism not a center based one and he should use 'somaliland' as a justification on the form of federalism the nation will take. Today we aint really discussing if somalia is going to be federal or not, the debate is about what form of federalism. I think Gaas should use somaliland as a convincing argument to the SFG that a central based federalism simply won't be accepted by somaliland and a loose type of federalism is only achievable.

Peace, Watch this from the 2:39 mark, Hassan xataa uma quro puntland inu dawlad yirahdo, he calls it 'mamul iyo hogaan'. Ninka cuqdudsana. Notice how at the same time when he was speaking about Puntland, he said 'dalkasi' remembering his visit there and he even knows deep down, it's a functioning state hence he released that comment 'dalkasi' and notice the shivers and anger in his voice when speaking of Puntland and taking time to think about his words and his quivers and shivers?..

 

 

SURELY THIS SICK MAN HAS NO RIGHT TO LEAD SOMALIA.

Che as they say beggers can not be choosers. Abdiweli is seen so far as a man of integrity and le us hope he makes sure the IC fulfills their promise. Ultimately the Somalis themselves are to blame for any short comings because of their own corruption. Tuuug tuug kale ma qabto.

 

Dr. Osman, I will prefer a federal system where each region has local governance and federal government represents all regions and defense and foreign affairs are handled by the central government. The Puntland model, I believe will work in Somalia but the Somaliland model will never work in united Somalia.

Peace did u notice how hassan sheikh can't even come to grips to call Puntland a government and at the same time says 'dalkasi' knowing full well when he went there and saw it is functioning state. I bet you Xaaji and Hassan get along real well

We need infrastructure and jobs and competent collection of tax revenue for the state.

 

I will consider Cabdiwali's presidency a success the day his administration builds those important roads inside the state. Until then he can have all the P.R photo ops with those IC people all he likes.

Has the good academic Mr. A/Weli done anything tangible for Puntland since he came to office? I am afraid not. It is too early to judge A/Weli on few months tenure, but if his adminstration keeps this turtle pace, the people who elected him will lose patience and boot him out prematurely. I am cheering for the guy. He needs to act and he needs to act fast!!!!
