Of course what anybody who has a deep knowledge of Somali culture can glean from the article is that the SNM gang is reinvigorating itself as an offshoot of Alshabaan and Alqaacida after the recognition mission failure. The media has the sound bites, and in video, of your so-called internal minister in which, a couple of weeks ago, he invited the defeated remnants of Alshaab to Hargeisa. Naturally, they have accepted the invitation.
