Well-written, sound argument by Bilan.

Which part of the article was "sound"?

What is argument here? That there is no oil, but a shady company trying to pocket money? There is oil, but no stable government? PL should not and cannot sign contracts/deals with foreign companies? No infrastructure in Somalia...? The article is all over place... Foreign companies have been signing deal with INDIVIDUAL businessmen since the collapse of the last government. From telecommunication to airlines, fishing and agriculture goods. Why would this be any different? Should there be a good government(soon there will be one), it will and can change all of these deals, shady or not. Let's just pray that they will find something there.

i thought we had this type of thread before? I thought some of the government issues were already answered? I thought we covered some of the issues involving oil in Puntland? Having said that, we are most of you paying attention to someone who is coward enough not to use his or her actual name. Furthermore, who cares. It's not like he or she for that matter the TRANSITIONAL federal government can stop Puntland. Remember, there are members within the Puntland elites that would welcome independence the moment that they become an obstacle to Puntland economic goals.

In 2007 the TFG allowed PL to make its own deals, and in return PL will share the oil profits with them 50/50, and most importantly it can't break away from Somalia.

Large amount of our natural wealth is unexploited and it is high time we develop our country in order to reap what Allah has bestowed upon us.

Puntland did not sign 50/50 share agreement. President Muse Hirsi sign the oil deal without the support of the transitional governemnt after A.Yusuf failed to secure a deal. Remeber the political fallout between the A.Yusuf and Ghedi?

Soomaaliya needs to be stabilized first. Secondly, this is purely a central government matter, not a gobol state matter, when dealing with foreign -- especially shady -- corporations. Then there is the interim constitutional matter and what it says.

How can a gobol deal directly with a foreign shady companies and sign deals without central state's present? What is the purpose of central government then if it doesn't even perform duties like this?

Dude, I thought we had this conversation before. Puntland does not need mogadishu. The beauty of federal government is that each state manages it's resouces. Futhermore, Puntland had a stable government for the past 13 years and in the international community understand and accept that. Watch the Counting the cost in search of oil Puntland edition. In the video, Puntland is stated as a recognized stated by the UN, EU, US, and other world body.

As it stands.

Boqolkiiba 50 ayey dowlada TFG-da ku leedahay dhaqaalaha kasoo baxo shidaalka Puntland

in sharciga shidaalka Soomaaliya ee la qoray sanadki 2007 uu dhigayo in maamul goboleedki shidaal ka qota Soomaaliya ay xuquuqdiisa oo dhan leedahay dowlada KMG Soomaaliya ama dowlada Soomaaliya, dhaqaalaha kasoo baxana ay %50 u kala jabsanayaan labada dhinac.

the 2007 transitional government constitution is not a recognized legal document since the government using it are not elected if memories serves me well, Faroole did say at the oil opening, share will take place once permanent government with proper constitution is in place in mogadishu. So, at the moment, 50/50 will not happen.

Bilan would have been more convincing had she done her work. Yet, she would have had answers if she looked into the matters she contends in her above questions. This piece is no more value than the regular rants of the Oil Project detractors. Not an expert on the issue; but PL and Somalia were assured contractual obligation to finance, sell, and clean up and pack their equipment should things not span out as expected. In other words : PL and Somalia have NOTHING to lose in any event.

Secondly, how does Bilan demand due diligence on PL and Somalia's part when she cannot assure us the same in her "research."

If TFG was not cool with this oil being explored, trust that their wouldn't be white men drilling in Daroor today. The lawsuit alone would bankrupt Range and their CEO would be in Dadaab begging for a bowl of qamadi.

Is that why Muse signed the deal in Garowe without the support of mogadishu? Because, that is saying Puntland does not need mogadishu to me.
