Conference disrupted after Ethiopian ambassador arrives

 

 

DJIBOUTI CITY, Djibouti Sep 17 (Garowe Online) - A conference attended by interim Somali Prime Minister Nur "Adde" Hassan Hussein and opposition chief Sheikh Sharif Sheikh Ahmed was postponed Wednesday after Ethiopia's ambassador to Djibouti entered the talks venue, Radio Garowe reported.

 

Shamsudin Roble, the Ethiopian ambassador, attended the talks on behalf of the Ethiopian government's membership in the International Contact Group (ICG) for Somalia.

 

But his arrival prompted opposition delegation from the Alliance for the Re-liberation of Somalia (ARS) to walk out of the conference hall in protest.

 

UN Special Envoy Ahmedou Ould-Abdallah, as well as Prime Minister Nur Adde and Italy's ambassador to Djibouti, took part in efforts to convince the ARS delegates to return to the conference.

 

By day's end, the opposition delegates agreed to return to the conference hall and met privately with government officials, sources said.

 

The delegations from the Somali government and the ARS – which inked a peace pact on June 9 – are supposed to discuss implementation of a ceasefire clause in the Djibouti Agreement.

 

In August, a Joint Security Committee and a Joint Political Committee were established to oversee the realization of tenets in the Djibouti Agreement, which called for the withdrawal of Ethiopian armed forces within 120 days.

 

But the Agreement has faced strong resistance from an ARS faction led by Sheikh Hassan Dahir Aweys, as well as al Shabaab insurgents who are considered a terrorist organization by the U.S. government.

And where is the "war cusub" you have for us? Perhaps, you know some secrets we are not aware ? The facts are simple:

 

No UN troops is on the way before October 1.

 

The fighting is still going on( people are dying daily).

 

No ceasfire has been implemented.

 

ARS and ICU groups are as divided as ever.

 

And the Good SHeikh still hasn't convinced most of his friends( ie the men with the guns and their leaders) to put down their guns and join his process, despite you claiming that there is support building campaign on the horizon.

 

Bal, tell us the secrets, my good friend?

 

 

p.s. You know what I mean by the Islamists- secularists thingy. The Islamic groups in Egypt, Algeria and other places signed peace deals, in which they ended up joining the secular system, ie taking part in elections, sharing power with seculars, etc. That is where the djibouti group is heading( 2009 elections) and it is the biggest reason that certain groups dont want anything to do it. How do you think those men will be brought into the "peace process"?

Because the same monotony has been coming out of his beak, and so far the functions of his ears were only limited to amplifying what the neighbouing bodypart says, Xinn really belives his messages are what everybody else says or should say. I can understand the talk-charade is to give a face-saving deal to the embattled stooges in Baidoa. The TFG has died a natural death and are no more relevant in Somali politics. The issue now is will Sheikh Shariif, with his new international support, be able to bring the liberation forces into one fold and move forward in forming an all-inclusive (stooges are not in the all) Xalaal governmnet when the term of the stooges end?

 

On a personal note, I am a fan of Xinn's reasoning power and way of articulation, but he disappoints me with his too-much self-assuredness and the aura of invicibility he builds into his arguments.

B iyo G, that somalis fight is not a news! It's not also a good reason to oppose the Jabbuuti Deal. That some wadaado iyo dawlad kusheegtani are talking is THE news. It's a progress.

There are only two possibilities. Either Xinn is in Djibouti representing either of the talking parts and hence knows a lot we don't know; or he is delusional. Good Xinn has lost his muse eversince he decided to follow the footsteps of a lost caravan wallowing in no-where with chants of innuendos and moving fast to destination Phantom.

 

I disagree with the portrayal of this mediocre Sheikh as the saviour of Somalia. He is a good man, albeit with proven flaws- like escaping a battlefield. He is nothing if he can't get the support of the fighting forces.

Mr Xiin Is a realist he knows that the only viable solution in Somalia is a political settlement no matter how weak the party you are negotiating with is. In the long run no party, clan or group can permanently eliminate the other so why stay in the rat race, why not look at things from another perspective one that has wisdom and foresight.

 

Although the Djibouti agreement is in paper today the incremental steps are being taken to make it a reality.

 

The progress so far

 

- The “Yuusifites” position within the government has diminished

- Gheedi the traitor is out replaced by Nur Cadde and the TFG man of the moment AbdiSalan.

- Most of ASR have left Asmara and joined Sheikh Sharif in Djibouti

- We have a Un representative who sincerely wants to help Somalis.

 

 

Short term hurdles left

 

- Power sharing between all factions in Somalia

- Ethiopian forces out (replaced by either Muslim forces or a reconstructed Somali government encompassing Al Shabaab et)

- Secession of conflict

- Laying the platform of dialogue between Somalia and Somaliland on ways forward (although I do not see this taking place until 2010).

- etc

Not long to go now. The UN is proving to be contraditing itself. One minute it's pushing for a resolution and the next they don't have the troops to send to Somalia as part of that same resolution.

 

If anything fails it won't be because of the Somalis and especially the ARS.

Why do people think if UN goes to Somalia, it will stablise? The more combative Ethiopian army couldn't stop the Alshabab and certainly military might is not the answer. The answer is as Thierry said a political soultion, but between the relevant entities. Xinn's dragging the dead horse of the TFG into meeting halls will not add value. In that regard, he is regressive.

 

Thieryy has added an intersting dimension to the argument, though: the demise of the 'yusufites' in the TFG. Still, who said Nuur cadde's hands are free of blood? Is he not the man who said the Ethiopians were in self-defence when they massacred people in the Bakara market? Just becuase he wasn't on Ethiopian tanks during the invasion doesn't mean he hasn't committed treason. He is irrelvant to the only forces who matter in the competing binaries of Somalia- the Alshabab. And also to the nationalists who will not like to see traitors participate in the rebuliding of the nation.

 

A negative precedence where one is allowed to devour the soul of the nation and then join the bandwagon when freedom is attained must not be set.

A&T you will not see me defending nay member of this debunked government and certainly Nuur Cadde is no saint. However if you have two devils it is in ones interest to negotiate/work out a solution, with the lesser of the two. Now PM Cadde might not be perfect for he is the head of a government that implicitly supported the Ethiopian invasion, however for the first time in its tenure the TFG has reached out to the opposition (albeit not all) they have agreed on paper the withdrawal of the Ethiopian forces and for the formation of a unity government.

 

The nationalist and brothers fighting for Islam ought to be angry that traitors participate in the rebuilding of the nation, however lets crawl before we walk, peace stability and the formation of independent Islamic judiciary system (that will charge these men) is a much graver priority than hounding the culprits.

A female analyst said the reason why Uganda has not been able to agree a peace deal with the Lords Resistance Army (LRA) is because of charges carried by the government and ICC against LRA leaders. (Would you give yourself up to the ICC).

Likewise Serbia & Montenegro, Kosovo et al have established stability because they opted for peace first and then accountability.

 

These are delicate steps Gents do it in any other order and it wont work.
